Decentralization policy by itself is not a panacea for problems of accountability. A model is developed to exemplify a condition whereby given widespread 'capture’ in local elections, voices or people’s participation stands out as the most important factor that determines whether the decentralization system produces positive or negative local capture. The size of local budget and the initial welfare condition matter as well. The latter can also explicate the persistent gap between poor and rich regions observed in many countries. The welfare effect of the policy depends on the behavior and quality of local leader that govern the interplay of the above factors. The model can thus produce multiple equilibria. To the extent that the quality and behavior of local leader play a critical role, a three-player coordination game is constructed to reflect the hypothesis postulated by the theory of endogenous institution.

<p>Direct local leader elections (Pilkada) had replaced indirect local elections. It based on the spirit of people empowerment to participate choosing local leaders more democratic. Responsiveness is an important element besides participation which represent local democracy. These two variables will decide the local elections that can enhance the quality of local democracy. This paper uses qualitative methodology to analyze the data of participation and responsiveness of Pilkada as an important variables in local democracy. People participation in Pilkada is not as high as the participation in New Order elections. Their participation are more substantive because accompanied assessment of the level of responsiveness of a local leader. Incumbent successful running of local responsiveness will get continued success as the next local elections victory. In contrast, incumbent who failed in the implementation of responsiveness will obtain defeat. Victory and defeat incumbent in the election can be stated that the relevance of participation and responsiveness become very important in the local democratic process as a whole.</p>

Background: The outbreak of Coronavirus Disease 2019 (COVID-19) has led to a major concern for those who are more vulnerable to infections. Objectives: This study aimed to evaluate the most important risk factors for severe COVID-19 pneumonia. Methods: This retrospective study included information on clinical and epidemiological features of 105 patients with severe COVID-19 pneumonia hospitalized in Tajrish Hospital, Tehran, Iran. Initially, the medical records of the patients were investigated, and an interview was conducted based on a pre-prepared checklist to seek information about symptoms, past medical history, medication history, and behavior before hospitalization. Results: Out of 105 participants, 76 (72.5%) cases were male, and 54 (51.4%) patients were older than 54 years old. The majority of the patients (n=18; 17.1%) had both hypertension and diabetes (n=12; 11.4%). Metformin (n=36; 34.3%) was the most used medication amongst the studied patient. In addition, 24 (22.9%) patients were recreational hookah smokers, and the majority (75%) of them were under the age of 46 years old. Eventually, 19 patients were excluded from the study, of whom 11 individuals had diabetes, and 10 cases were using metformin. Conclusion: Apparently, hookah smoking played a critical role in the spread of COVID-19 in Iran and has made younger people more susceptible. In addition to older age, the immunosuppressive effects of Metformin seem to make diabetic patients with an impaired immune system more vulnerable to severe COVID-19 pneumonia. More studies on the immune system of vulnerable individuals by identifying their differences can help to protect them.

The quality of public services and the yield of organizations are not limited to the financial investment and innovation solely. Human capital plays a critical role in the growth and excellence in institutions, but its contribution remains dependent on several factors. Its role is not limited on quantitative and qualitative accumulating, because it should be coherent and integrated in the development process. The theories of endogenous growth contributed to account for the disparity in levels of development between countries, by assuming that the extent of human capital response or inversely lack of responsiveness the economic system. This inaction is usually the prime cause of the deterioration of the quality of service and lack of satisfaction of the citizens, in addition of the lack of employee satisfaction about the circumstances of his work. Hence, arose the significance of several research about the mechanisms of reducing non-enthusiasm for the job or complacency professional and indifference. Staff of Jazan University has been chosen as a context of the empirical investigation of this study. The data has been collected using a well designed questionnaire and analyzed by SPSS program.

Penelitian ini bertujuan untuk mengetahui korelasi antara: 1) kreativitas guru PAI terhadap peningkatan mutu pembelajaran Pendidikan Agama dan Budi Pekerti , 2) motivasi kerja guru PAI terhadap peningkatan mutu pembelajaran Pendidikan Agama dan Budi Pekerti , dan 3) kreativitas dan motivasi kerja guru terhadap peningkatan mutu pembelajaran Pendidikan Agama dan Budi. Penelitian ini menggunakan metode deskripsi korelasional dengan melibatkan 33 orang sampel yang dipilih secara dengan metode sensus. Teknik pengumpulan data dilakukan dengan angket/kuesioner. Teknikanalisis data diawali dengan uji prasyarat yaitu uji normalitas dan linieritas. Uji hipotesis menggunakanuji regresi sederhana danuji regresi ganda. Hasil penelitian menunjukkan ; 1) Kreativitas guru berpengaruh terhadap peningkatan mutu pembelajaran Pendidikan Agama Islam dan Budi Pekerti. 2) motivasi kerja guru berpengaruh terhadap peningkatan mutu pembelajaran Pendidikan Agama Islam dan Budi Pekerti. 3) kreativitas guru dan motivasi kerja guru secara bersama-sama atau simultan berpengaruh terhadap mutu pembelajaran. Hasil analisis juga menunjukkan bahwa rata-rata nilai dari ketiga variabel tersebut hanya dapat dimasukkan dalam kategori sedang, sehingga untuk meningkatkan kinerja guru dalam mengajar perlu diperhatikan faktor-faktor lain seperti: gaji, jaminan kerja, jaminan hari tua, penghargaan atas prestasi kerja, dan sebagainya. Kata kunci: kreativitas, motivasi, mutupembelajaran Abstract [The Relationship Between Teachers’ Creativity and Motivation Toward Learning Improvement]. This research aim at determine the correlation between the creativity of teachers on the improvement of learning quality of religious education and behavior, the work motivation of teachers on the improvement of learning quality of religious education and behavior, and the creativity and the work motivation of eachers on the improvement of learning quality of religious education and behavior. This research employed a method of correlation description with 33 Islamic education teacher were selected as sample by means of census sampling. Technique of collecting data employed questionnaire. Technique of data analysis began with prerequisite of normality and linearity. Hypothesis used test of simple regression and double regression.The study revealed that teacher creativity affects on the improvement of learning quality of religious education and behavior, as well as teacher work motivation affects on the improvement of learning quality of religious education and behavior. Futhermore, analysis show that teacher creativity as well as teacher work motivation affects simultaneously on the learning quality of Islamic Education. In conclusion, the average value of those three variables may be only included into medium category. Thus, to increase teacher performance, it needs other factors, such as; salary, job guarantee, pension, appreciation of work achievement, etc. Keywords: Creativity, Motivation, Learning Quality

<p><strong><em>Abstract<br /></em></strong><em>Laboratory is one of the supporting facilities in im[roving the learning process. Problems found by students regarding the information system laboratory facilities at STMIK Indonesia Padang are</em><em> the computers that suddenly die when operated, the less cold room, display data is blurred, making the inconvenience in the learning process that causes the students less satisfied with the services provided. Students will feel satisfied if the service is expected to match the received. Therefore, a decision support system is needed to analyze the quality of services provided to the students so that it can support the role and function of the laboratory optimally and what attributes need to be improved the quality of service. The method used is Fuzzy Service Quality (Servqual) method. The results showed that the service quality received was not in accordance with the expected because there is a gap of -1.55 for tangibles dimension. Attributes that need to be improved the quality of services are laboratory space is cool and comfortable, the use of laboratories relevant to the field of science, the responsibility of laboratory assistant, the availability of professional teachers and attitudes and behavior of labor officers.<br /></em></p><p><strong><em>Abstrak<br /></em></strong>Laboratorium merupakan salah satu fasilitas pendukung dalam meningkatkan proses pembelajaran. Permasalahan yang ditemukan mahasiswa mengenai fasilitas laboratorium sistem informasi pada STMIK Indonesia Padang adalah komputer yang tiba-tiba mati saat dioperasikan, ruangan yang kurang dingin, data <em>display</em> yang buram sehingga membuat ketidaknyamanan dalam proses pembelajaran yang menyebabkan mahasiswa kurang puas terhadap layanan yang diberikan. Mahasiswa akan merasa puas apabila layanan yang diharapkan sesuai dengan yang diterima. Oleh sebab itu, diperlukan suatu sistem pendukung keputusan untuk menganalisis kualitas layanan yang diberikan kepada mahasiswa sehingga dapat mendukung peran dan fungsi laboratorium secara optimal serta atribut apa saja yang perlu ditingkatkan kualitas layanannya. Metode yang digunakan adalah metode <em>Fuzzy Service Quality </em>(<em>Servqua</em>l). Hasil penelitian menunjukkan bahwa kualitas layanan yang diterima belum sesuai dengan yang diharapkan karena terdapat <em>gap</em> sebesar -1.55 untuk dimensi <em>tangibles</em>. Atribut yang perlu ditingkatkan kualitas layanannya yaitu ruangan laboratorium yang sejuk dan nyaman, penggunaan laboratorium yang relevan dengan bidang ilmu, tanggungjawab asisten labor, tersedianya tenaga pengajar yang professional dan sikap serta perilaku petugas labor</p><p><strong><em>Kata kunci</em></strong><strong> : sistem pendukung keputusan, laboratorium, <em>fuzzy</em>, <em>servqual</em></strong></p><p><strong><em><br /></em></strong></p>

AbstractLogistics providers have to utilize available capacities efficiently in order to cope with increasing competition and desired quality of service. One possibility to reduce idle capacity is to build coalitions with other players on the market. While the willingness to enter such coalitions does exist in the logistics industry, the success of collaborations strongly depends on mutual trust and behavior of participants. Hence, a proper mechanism design, where carriers do not have incentives to deviate from jointly established rules, is needed. We propose to use a combinatorial auction system, for which several properties are already well researched but little is known about the auction’s first phase, where carriers have to decide on the set of requests offered to the auction. Profitable selection strategies, aiming at maximization of total collaboration gains, do exist. However, the impact on individual outcomes, if one or more players deviate from jointly agreed selection rules is yet to be researched. We analyze whether participants in an auction-based transport collaboration face a Prisoners’ Dilemma. While it is possible to construct such a setting, our computational study reveals that carriers do not profit from declining the cooperative strategy. This is an important and insightful finding, since it further strengthens the practical applicability of auction-based trading mechanisms in collaborative transportation.

Emotional intelligence plays a critical role in adolescence since it involves a change towards psychological, social, and sexual maturity; a stage in which the foundations of intimate social relationships are established. Emotional competences regulate the quality of these relationships in adolescence and can provide protection against or facilitate the use of violence within them. Based on the above, this study aims to analyze the relationship between emotional intelligence and violence exercised, received, and perceived by adolescents in dating relationships. A sample of 254 subjects (43.1% men and 56.9% women) between 12 and 18 years old was analyzed through the Emotional Intelligence Questionnaires of BarOn ICE:NA and Violence Exercised Perceived and Received by Adolescents VERA. The results of the research have shown that there is a significant and inverse relation between the dimensions of emotional intelligence and the violence exercised by adolescents in their dating relationships, and a positive and significant relation between emotional intelligence and the perception of violent behavior. For this reason, the importance of educating people about emotional intelligence from childhood within both the academic and family sphere is highlighted. This is fundamental to preventing the appearance of such violent behaviors and promoting an adequate adaptation to the environment.

Background: Although caregivers are a crucial support in the recovery of patients with schizophrenia, little is known about how mutuality is related to health-related quality of life within the dyadic (patient and caregiver) context. This study aimed to investigate the dyadic relationship between mutuality and health-related quality of life in patients with schizophrenia and caregivers. Methods: A cross-sectional, correlational study was conducted with a sample of 133 dyads of patients with schizophrenia and caregivers. Structured questionnaires were used to collect data. Data were analyzed using descriptive statistics, paired sample t-tests, Pearson’s product-moment correlations, and the Actor–Partner Interdependence Model. Results: Mutuality of patients was significantly higher than that of caregivers. Compared with caregivers, patients had significantly lower total scores for health-related quality of life. Patients’ and caregivers’ mutuality was related to their own health-related quality of life (actor effect) and their partners’ health-related quality of life (partner effect). Conclusion: Mutuality plays a critical role in health-related quality of life in dyads of patients with schizophrenia and caregivers. Viewing a dyad as a unit of nursing care reveals a promising approach for developing recovery-oriented modalities targeted at stimulating mutuality that may enhance health-related quality of life for both patients and caregivers.

Materials science and engineering (MSE), as a field as well as a discipline, has expanded greatly in recent years and will continue to do so, most likely at an even faster pace. It is now well-accepted that materials are crucial to the national defense, to the quality of life, and to the economic security and competitiveness of the nation. Mankind has recognized the importance of manmade materials to the quality of life for many centuries. In many cases, the security and defense of tribes and nations have substantially depended on the availability of materials. It is not surprising that historical periods have been named after materials—the Bronze Age, the Iron Age, etc. The major requirements from materials in those days were their properties and performance. Today, in this age of advanced materials, the importance of materials to defense and quality of life has not changed. However, the critical role of materials has taken an additional dimension: it has become essential to enhancing industrial competitiveness.The knowledge base within MSE has also expanded vastly throughout these years and continues to do so at an increasing rate. We are constantly gaining a deeper understanding of the fundamental nature of materials, developing new ways to produce and shape them for applications extending from automobiles to supersonic airplanes, optoelectronic devices to supercomputers, hip implants to intraocular lenses, or from household appliances to gigantic structures. We are also learning that, in many of these applications, we need to depend on the combinations or composites of different classes of materials (metals, ceramic, polymers, and electronic materials) to enhance their properties.
