The purposes of this activity are 1) the diffusion and testing of cultivation agricultural technology to farmers and 2) to know the problems of UPSUS activities and gives solution to solve it. The activities held on April to July 2017 in Wonosobo Regency and the areas which selected are the Wonosobo, Kalikajar and Sapuran District. Methods for this activity are training and assistance of farmer groups, supervision of agricultural machinery and subsidized seeds aid, provision of balanced fertilizers application, arrange of planting season, rehabilitation of tertiary irrigation, supervision of planting realization; land optimization, and demonstration plots. The results of this activity are providing knowledge for farmers about Salibu and organic rice cultivation, balanced fertilizer, planting according to the planting calendar and providing farmer group’s data that will obtain farmer card; providing information to the Department of Agriculture and Food Crop Wonosobo Regency about the agricultural machinery equipment assistance is still not maximized but the activities of providing subsidized seed, balanced fertilizer and rehabilitation tertiary irrigation have been running well. Some problems in the implementation of UPSUS are the time is too short, agricultural machinery equipment aid is not appropriate, the quality of seed aid is not good, the target program of Luas Tambah Tanam is too high and many PPL and farmers do not understand about Salibu. To improve of UPSUS, the government should prioritize the bottom up principle for all kinds of aids or programs; and socialize the new technology system to PPL and farmers.

Penanggulangan kemiskinan merupakan kebijakan yang dilakukan terhadap  masyarakat yang tidak mempunyai atau mempunyai sumber mata pencaharian dan tidak dapat memenuhi  kebutuhan yang layak bagi kemanusiaan. Banyak upaya yang dilakukan oleh pemerintah untuk mengatasi masalah kemiskinan ini, melalui Program Beras sejahtera (Rastra). penyaluran beras sejahtera di Desa Mulyasari  ditemukan permasalahan-permasalahan Kualitas beras sejahtera yang disalurkan ke Desa Mulyasari masih kurang layak,  Belum adanya keseimbangan antara kuota beras dengan RTSPM,  Penelitian ini diharapkan dapat mengetahui Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Penelitian yang dilakukan bersifat deskriptif yaitu untuk  mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Adapun informan  perangkat desa Mulayasari,  dan Masyarakat terkait. Berdasarkan penelitian diketahui Implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang belum berjalan dengan optimal  Pada  dimensia isi Kebijakan (Content of Policy), implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang  tidak tunggangi oleh kepentingan perorangan melain suatu cita-cita dalam pengetansan kemiskinan kemudian  masyarakat  target program meresa terbantu dengan adanya program ini,   untuk menghindari konflik social di masyarakat maka pemerintah desa dan jajaran membagi rata beras rastra tersebut sehingga jumlah beras yang dibagikan tidak sesuai dengan jumlah yang ditentukan pemerintah pemerintah belum mampu mengatasi keterlambatan pembayaran beras sejahtera petugas pelaksana program tidak mengantisipasi pembayaran yang macet dari program beras sejahtera, serta terakhir  kurangnya kompetensi dan tanggung jawab dari pelaksana program Kemudian pada dimensi Lingkungan Kebijakan  dukung oleh seluruh stakeheolder desa mulyasari,  adanya ketegasan dari pemerintah sehingga beras sejahtera tepat sasaran serta masyarakat sering menerima Rastra dengan kualitas sangat rendah dan tidak layak dikonsumsi.   Poverty alleviation is a policy that is carried out on people who do not have or have a source of livelihood and cannot meet the proper needs of humanity. Based on the research, it is known that the implementation of the Poor Rice Program (Rastra) in Mulyasari Village, Pamanukan Sub-District, Subang Regency has not been running optimally. other than an ideal in poverty alleviation then the target community of the program feels helped by the existence of this program, to avoid social conflict in the community, the village government and the ranks of the Rastra rice evenly distributed so that the amount of rice distributed is not in accordance with the amount determined by the government the government has not been able to overcome the late payment of poor rice program implementers do not anticipate bad payments from the poor rice program, and finally the lack of competence and responsibility of program implementers Then in the Environmental dimension Policy is supported by cells Told the Mulyasari village stakeheolder, there is a firmness from the government so that poor rice is right on target and the community often receives Rastra with very low quality and is not suitable for consumption.

Agricultural machinery plays a strategic role in achieving Indonesia’s agricultural development goals. It is considered capable of increasing agricultural production and productivity through managing cultivation, harvest and post-harvest activities. The government has facilitated farmers with agricultural machinery through farmer groups and joint-farmer groups by encouraging them to form Agricultural Machinery Services Provider (AMSP). The purpose of this research is to describe the agribusiness management of AMSP, in terms of organizational, technical and economic aspects. This research was conducted from June 2017 to October 2017 in four districts, namely Bantul, Sleman, Gunung Kidul and Kulon Progo. Purposive sampling was used as a sampling method in this research. There were 32 respondents; 12 from AMSP, 16 from farmers groups, 4 private agricultural machinery service providers. The data analysis used was descriptive and qualitative data analysis. This research concluded that management of AMSP from an organizational perspective in the 4 districts is compatible with the Permentan Nomor 25 2018 guidelines regarding growth and development of AMSP. From the technical aspect, most of the operational agricultural machinery is 2-wheeled and 4-wheeled tractors. From the economic aspect, Earnings are distributed based on 40:60 ratio where AMSP earns 40% and the operator earns 60%. In relation to the cost of land cultivation, AMSP can earn between RP. 600.000,- – Rp. 800.000,- and the operator can earn Rp. 900.000,- – Rp. 1.200.000,-.

Empowerment of catfish advertising cultivation for the community can increase the income source of rural communities and also as an effort to expand employment opportunities for rural communities through the provision of existing land and water in the village of Mojorangagung Wondayu Sidoarjo, East Java, Indonesia. Fish farming business groups in running their business require a business license as a form of legality. Assistance and roles and cooperation with various related agencies are needed in the progress of fish farming business groups, for example,Cooperation with the Department of Agriculture and Food, Cooperation with Universities, one of which is with the National Development University "Veteran" East Java so that assistance can be carried out in managing its legality and can be carried out assistance in cultivation and marketing as well as various other collaborations with related agencies are also needed. The management of legal entities for fish farming groups is very important, apart from being an obligation some rights can be obtained by fish farming groups that have legal entities including being able to receive assistance from the government in the hope that fish farming business actors in the future can be independent and carry out sustainable fisheries business.

Harga kelapa sawit merupakan tema yang banyak dibahas saat ini terkait dengan berbagai macam isu dan kendala yang dihadapi oleh pelaku industri ini. Penurunan harga kelapa sawit seringkali dikaitkan dengan isu-isu lingkungan di luar negeri berkaitan dengan pembukaan lahan dan lain-lain. Harga kelapa sawit mencapai harga termurah yang pernah ada jika dibandingkan dengan harga beberapa tahun ke belakang. Penelitian ini bertujuan untuk menganalisis dampak yang penurunan harga kelapa sawit terhadap keberlanjutan dan memberikan solusi yang dapat diusulkan untuk mengurangi dampak. Metode yang digunakan pada penelitian ini adalah  SSM, AHP dan ISM agar bisa menghasilkan solusi yang lebih akurat.  Hasil analisis menggunakan SSM didapatkan  bahwa infrastruktur untuk mengangkut hasil panen sangat mendesak diberikan kepada masyarakat untuk mempermudah pengangkutan TBS hasil panen, adanya jaminan untuk harga jual TBS, dan peningkatan kemampuan petani agar bisa mengelola perkebunan kelapa sawit dengan baik dan efisien. Hasil ISM menunjukkan bahwa diperlukan kerjasama yang baik antara pemerintah, kelompok tani , gapoktan, dan koperasi dalam  meningkatkan kualitas hasil panen kelapa sawit. Kerjasama antara beberapa petani untuk pengiriman bersama hasil panen dari perkebunan ke PKS, sehingga biaya pengangkutan bisa lebih murah. Kemudian kerjasama antara pemerintah dan koperasi untuk menjamin harga kelapa sawit. Potensi penelitian berikutnya untuk pembentukan model kelembagaan seperti pada hasil ISM. Abstract[Sustainability Analysis of Palm Oil as Implications  The Decrease of Selling Price the Crude Palm Oil at Sei Kepayang Medan  Nort Sumatra] The price of oil palm is a theme that is widely discussed today related to a variety of issues and obstacles faced by these industry players. The decline in oil palm price is often associated with environmental issues abroad related to land clearing and others. The price of palm oil has reached the lowest price ever compared to the prices of the past few years. This study aims to analyze the impact of the decline in oil palm prices on sustainability and find solutions that can be proposed to reduce the impact. The methods used in this study are SSM, AHP and ISM in order to produce more accurate solutions. The results of the analysis using SSM found that the infrastructure to transport crop yields was very urgent to be provided to the community to facilitate the transportation of FFB harvested yields, there was a guarantee for the selling price of FFBs and an increase in the ability of farmers to manage oil palm plantations properly and efficiently. ISM results show that good cooperation between the government, farmer groups, farmer groups and cooperatives is needed in improving the quality of oil palm yields. Cooperation between several farmers for joint delivery of crops from plantations to PKS, so transportation costs can be cheaper. Then the Cooperation between the government and cooperatives to guarantee the price of oil palm. The potential for subsequent research is for the formation of institutional models such as the ISM results.Keywords: AHP; ISM; selling price; SSM; palm oil

Empowerment of farmers is an activity that involves the participation and leadership of farmer groups. This empowerment is shown to improve the quality and creativity of farmers to create reliable and independent farmers who can have innovations for their own farmers. This research intend to knowing and analyzing how community empowerment of coffe farmers at Ramung Jaya Village by the department of agricultural Bener Meriah Regency as well as to determine the inhibiting factors and the efforts made in empowering coffee farmers by the Bener Meriah Regency Agriculture Office in Ramung Jaya Village.The method used in this research is descriptive qualitative research method. Data collection techniques used were observation, interviews, and documentation.  In addition, to analyze data using several steps, namely data reduction, data presentation, and drawing conclusions and verification Based on the results of the study, it shows that the implementation of empowerment carried out by the Agriculture Office of Bener Meriah Regency for coffee farmers in Ramung Jaya Village has been going well, but there are still several obstacles for both the government and coffee farmers in Ramung Jaya Village. The author also provides suggestions or recommendations to the government in order to increase creativity and quality through counseling to improve the quality of farmers and pay more attention to the provision of facilities and infrastructure and can provide business capital assistance. In the business world, actors and consumers (use of goods or services) both have needs and interests. The business aims to earn profits and transactions with consumers, while consumers are to obtain satisfaction in terms of the price and quality of goods provided by the business actor. This study aims to explain the legal protection of consumers who consume pork in the traditional markets of Badung Regency and explain the supervision of the Government through the Agriculture and Food Service of Badung Regency on the sale of pork in the traditional markets of Badung Regency. This research used empirical legal research and a sociological legal approach. The data sources used were primary data and secondary data. Data collection techniques used in other studies used document study techniques and interviews. In this study, the processing and analysis were carried out qualitatively. This implementation is carried out at the Badung Regency Agriculture and Food Service. The rule of law against consumers is sufficient to protect consumer rights, furthermore, its effectiveness has been carried out effectively by the local government of Badung Regency

 An innovation promoted by the government of the city of Bandung in 2014 that urban gardening activities by utilizing their yards, vacant land, alley, dak  and the other, better known as Urban Farming. This activity was intended for residents of the city of Bandung with the hope of meeting the food needs of the household and supporting urban green open space. The purpose of this study was to determine the model of communication used by the Department of Agriculture and Food Security in the dissemination of innovation Urban Farming "Kampung Berkebun" in Bandung. This was accomplished through qualitative description methods of data collection and analysis using some observations, personal interviews and textual analysis. The results showed that the program of promoting Urban Farming "Kampung Berkebun" consists of two activities, namely the first event, to be disseminated to the subdistrict and village heads as the city of Bandung which is held at the Department of Agriculture and Food Security in Bandung, and the second activity is to provide training to the residents in the village location. Bandung has 34 districts and 151 villages. Training was conducted at each site include a village with a maximum of 50 people of the village residents. Deployment of innovative communication model Urban Farming "Kampung Berkebun" in the form of a model that is both mechanistic and interactional namely communication model David K Berlo (1960) and Schramm communication model (1954). Sebuah inovasi  dimasyarakatkan oleh pemerintahan Kota Bandung mulai tahun 2014 yaitu kegiatan berkebun diperkotaan dengan memanfaatkan lahan pekarangan, lahan tidur, gang, dak  dan yang lainnya   lebih dikenal dengan sebutan  Urban Farming. Kegiatan ini diperuntukan bagi   warga Kota Bandung dengan harapan dapat memenuhi kebutuhan pangan dalam skala rumah tangga dan menunjang ruang terbuka hijau perkotaan. Tujuan penelitian ini adalah untuk mengetahui model komunikasi yang digunakan Dinas Pertanian dan Ketahanan Pangan   dalam memasyarakatkan inovasi Urban Farming “Kampung Berkebun” di Kota Bandung. Metode penelitian yang digunakan adalah metode deskriptif kualitatif  dengan teknik pengumpulan data menggunakan wawancara, observasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa   program memasyarakatkan  Urban Farming “Kampung Berkebun”  terdiri dari  dua kegiatan, yakni kegiatan pertama, dilakukan sosialisasi terhadap para camat dan lurah se Kota Bandung yang dilaksanakan di kantor Dinas Pertanian dan Ketahanan Pangan Kota Bandung  dan kegiatan kedua adalah memberikan pelatihan teradap warga di lokasi  kelurahan. Kota Bandung memiliki 34 kecamatan dan 151 kelurahan. Pelatihan dilaksanakan disetiap lokasi kelurahan dengan menyertakan  maksimal  50 orang warga kelurahan tersebut. Model komunikasi  penyebaran inovasi Urban Farming “Kampung Berkebun”  berupa model yang bersifat mekanistis dan interaksional yaitu model komunikasi  David K Berlo (1960) dan model komunikasi Schramm (1954).

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
