For decades, Egypt -as many developing counties- suffers from various social issues as poverty, illiteracy and the decline of public service provision as healthcare, education, potable water and sewage. In spite of all the consecutive government efforts to confront such social dilemmas, the constituents of different locality in Egypt still feel the discrepancy and decay of quality for many social services proposed by the government. In fact, many challenges are hindering the government strategic path to overcome such social issues as the scarcity of financial and physical resources, deplorable bureaucracy crippled by red tapes, lack of competent human resources, escalated number of population and embedded corruption. Thereby, the people whined from social injustice due to the government failure in realizing a just national wealth distribution. Hence, social entrepreneurship emerged -from the twentieth century endings- as an alternate option to resolve inadequate government performance and to improve the quality and the delivery of social services. Whereby, this can be realized by mobilizing personal properties to be allocated to public affairs in the context of people cooperation and voluntary participation values. Such process of social entrepreneurship had to take place within an entity/corporation -as non-governmental organizations NGOs- (social entrepreneur) able to manage its activities effectively realizing an adequate model of actions within the organization (intrapreneurship/internal entrepreneurship). This paper, therefore, explores, discusses and analyzes the role of waqf corporate as a good example for social entrepreneurs who have played a significant role of providing opportunities in sharing the government’s fiscal needs and improving the communities and nation welfare throughout history in many countries. Waqf corporate has a potential to become one of the effective tools regarding the socioeconomic realm in the Egyptian community; whereby it can benefit the community in term of education, health care, national security, social justice, transportation facilities, basic infrastructure, foods and job opportunities. Keywords: Corporate waqf, Social entrepreneurship, Intrapreneurship, Egyptian community.

The government in British-ruled India established cooperative banks to compete with private moneylenders in the rural credit market. State officials expected greater competition to increase the supply of low-cost credit, thereby expanding investment potential for the rural poor. Cooperatives did increase credit supply but captured a small share of the credit market and reported net losses throughout the late colonial and early postcolonial period. The article asks why this experiment did not succeed and offers two explanations. First, low savings restricted the role of social capital and mutual supervision as methods of financial regulation in the cooperative sector. Second, a political-economic ideology that privileged equity over efficiency made for weak administrative regulation.

IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Intervention of market forces, such as Indomaret retail business, becomes a mainstream and given space as a major force by the government in development in Indonesia. In practice, various government policies places intervention of market forces as driving actors for the political, economic, social, and cultural transformation. Using the case of Indomaret's rejection in Arjowilangun Village, Malang Regency in 2015 and using qualitative research study, this paper explains how villagers do not give space for market in the village development process. From this study, intervention of market forces that had been the mainstream of government policy in development is not placed by villagers as the only force able to carry out development in the village. This situation is due to the collision between market forces that come from outside with the economic power of the villagers that not only change the economy, society, and culture of the village, but also influence the political transformation of the village. Thus, when market forces tried to intervene village development, they have to face the major force of the village that have been built slowly since the village experienced economic slump in the 1970s.
