<em>Biometric national<strong> </strong>identity card schemes are increasingly becoming common around the world and are also commonly considered as an essential social component. It is assumed that issuing national identity cards to all the citizens would help governments to combat social malice such as terrorism, illegal immigration, fraudulent activities, as well as enable the acceleration of the social service delivery mechanism. Nevertheless, the introduction of national identity card has been a matter of academic and policy debate. This review paper portrays an overview of the state of understanding about the benefits and concerns associated with biometric national identity schemes. Although there are strapping arguments with regard to the introduction of biometric national identity scheme, the unintended, unwelcome and unanticipated consequences of such a high-tech scheme must be critically assessed. It is suggested that in order to combat or control social threats and vices, social resistance is more important than the introduction and use of sophisticated technology.</em>

Biometric national identity card systems are gradually becoming attractive within Africa and considered as a vital social element. It is presumed that offering national identity cards to all the citizenry will help African governments to fight numerous societal malevolence such as extremism, unlawful immigration, deceitful activities, and quicken community service delivery. However, the introduction of national identity card has been a matter of academic and policy debate. This paper assessed the service delivery performance of the National Identification and Registration Authority (NIRA) a mixed method approach was used and results indicated delays in new Identity Card (ID) application, replacement and change of ID particulars in in both 2016 and 2017 in Uganda. It was suggested that there is need for service level agreement, translation of application forms in different languages, strategy to deal with priorities, increase band width for data connectivity in upcountry offices and scrap the replacement fees.

In this essay, I examine the controversy around the “Carnet de la Patria,” a national identity card issued in Venezuela in December 2016. I argue that this ID card belongs to a larger project of surveillance and regulation of identity developed by the Bolivarian Revolution and implemented by the late Hugo Chavez and continued by current president Nicolas Maduro. Amid its worst economic crisis, the government claims that the new ID card will allow citizens a better access to goods from supermarkets, replacing the fingerprint system (“captahuella”) that provoked massive protests in 2014. Opponents to this document have highlighted the parallel with the cards that exist in Cuba (“ration books”), and the manipulation of the database system to benefit only those who support the government and are already registered in previous official databases. The Venezuelan case provides an intriguing scenario that defies the regional region addressed to provide personal cards to undocumented groups. It also provides valuable comparative lessons about the re-emergence of surveillance technology and identity cards in modern authoritarian regimes.

AbstractIn 2016, the National Database and Registration Authority (NADRA), which produces Pakistan’s biometric-based national identity card, publicly announced that it would be “re-verifying” identity cards for a national security drive. NADRA relies on the documentation of descent-based relations, including genealogical charts (shajarah-yi-nasab), for its verification procedures. In so doing, NADRA asks the difficult question of who belongs where and who is a citizen, based on who they used to be. This article historically traces the movement of genealogies between the realm of the familial and the bureaucratic. I examine how the colonial state deployed genealogical expertise and how this formation folds into the postcolonial present in ways that shape capacities for genealogy-based claims to identity. It demonstrates how what I term “genealogical computation” extends beyond the domain of governance into articulations of identity that seek to establish status, reliability, and trustworthiness. I argue that “reliable persons” are produced in contemporary Pakistan through an encounter between the genealogical computations of citizens and the expectations of an ethno-securitized state. This encounter is borne out of a rehearsed relation where one’s genealogy, which has held a particular meaning in relation to one kind of security state (the colonial), is now asked to take on another.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The purpose of this chapter is to locate the discussion about Muslims in Scotland in relation to questions of national identity and multicultural citizenship. While the former has certainly been a prominent feature of public and policy debate, the latter has largely been overshadowed by constitutional questions raised by devolution and the referenda on independence. This means that, while we have undoubtedly progressed since MacEwen (1980) characterised the treatment of ‘race-relations’ in Scotland as a matter either of ‘ignorance or apathy’, the issue of where ethnic, racial and religious minorities rest in the contemporary landscape remains unsettled. One of the core arguments of this chapter is that these issues are all interrelated, and that the present and future status of Muslims in Scotland is tied up with wider debates about the ‘national question’. Hitherto, however, study of national identity in Scotland has often (though not always) been discussed in relation to the national identities of England, Wales and Britain as a whole.

AbstractThis paper tests three main theses by the French political scientist Olivier Roy concerning the social integration of Islamic neofundamentalists in Europe. Firstly, Roy assumes that Islamic neofundamentalists have a strong global identity, but only a weak national identity and are therefore uprooted. Secondly, Roy expects Islamic neofundamentalists to live segregated from the majority society and avoid respective contact. Thirdly, Roy presumes that Islamic neofundamentalists feel discriminated against. We test these assumptions with data based on a survey on different patterns of Muslim religiosity. The study was conducted in 2009 among Muslims in selected cities in North-Rhino Westphalia containing an oversample of highly religious Muslims (N=228). As a first step, we measure Islamic neofundamentalism by means of agreement with the main religious tenets. As a second step, we analyze the association of Islamic neofundamentalism with uprootedness, segregation and perceived discrimination.

The Swedish government policy on extended working life has since its introduction in the mid-1990s aimed to lower the costs of the public pension system and to reduce the financial burden for workers. By focusing on an idealised category of those who are "willing and able to work longer", the policy has neglected the obstacles faced by those with physically demanding jobs or with a big responsibility to care for a close relative. This mainly affects women and upholds a neoliberal view of older people. By only problematizing gender perspective on the challenges to gender equality in working life, a narrow understanding of gender equality is created which deviates from other national gender equality policies. The policy debate thereby contributes also to excluding older women and men from the Swedish gender equality project. Despite the argument that an extended working life is needed to ensure the value of pensions, this does not apply to those who are unable to continue working - they are instead expected to rely on the social security scheme.

Colonization and decolonization are theorized at the intersection of Critical Junctures Theory and Power Basis Theory. This framework allows human agency to be conceptualized at micro-, meso-, and macro-levels, where individuals act on behalf of collectives. Their actions decide whether critical junctures in history (moments of potential for substantive change) result in continuity (no change), anchoring (continuity amid change with new elements), or rupture. We apply this framework to European colonization of the world, which is the temporal scene for contemporary social justice. Several critical junctures in New Zealand history are analyzed as part of its historical trajectory and narrated through changes in its symbology (system of meaning) and technology of state, as well as the identity space it encompasses (indigenous Māori and British colonizers). The impact of this historical trajectory on the social structure of New Zealand, including its national identity and government, is considered and connected to the overarching theoretical framework.
