AbstrakRadikalisme adalah salah satu akar penyebab utama dari aksi terorisme. Radikalisasi pada kalangan masyarakat umum menjadi ancaman serius bagi stabilitas keamanan nasional. Masyarakat saat ini rentan menjadi sasaran perekrutan kelompok-kelompok radikal, pembentukan jaringan kelompok radikal transnasional, pengarahan tindak kekerasan dan terorisme bahkan melalui radikalisasi diri sendiri. Kurangnya kepedulian dan sistem pengawasan di dalam komunitas masyarakat dianggap juga menjadi katalisator radikalisme. Karena hal itulah, ketahanan komunitas terhadap ancaman terorisme dan radikalisme merupakan aspek penting dalam berhasilnya kontra-radikalisasi di dalam suatu negara.  Terlebih jika komunitas yang berada di dalam suatu negara merupakan komunitas yang pluralistik dan memiliki budaya, bahasa, dan agama yang berbeda. Tulisan ini bertujuan untuk menganalisis peran komunitas dan mengemukakan pentingnya ketahanan dalam komunitas dalam usaha memerangi terorisme.  Hasil penelitian menunjukkan bahwa sebagai bagian dari kontra-terorisme, pemerintah harus mengadopsi prinsip, “adanya strategi lebih baik ada dibanding tidak ada sama sekali” jika terkait dengan kerjasama bersama komunitas. Selain itu pemerintah harus dapat berinvestasi secara tepat untuk membangun pengetahuan masyarakat terhadap terorisme. Selanjutnya pemerintah juga perlu untuk memfokuskan kembali pada tujuan akhir pemberantasan terorisme pada deradikalisasi dan hal ini harus dilakukan terpisah dari sifat aksi hulu yang dilakukan komunitas. Terakhir, komunitas harus dipayungi organisasi besar yang merupakan perpanjangan dari program pemerintah yang mengajak masyarakat untuk fokus pada upaya memperkuat ketahanan dan kapasitas semua lini masyarakat yang dianggap rapuh.Kata kunci: Amerika Serikat, Inggris, Kontra terorisme, Peran komunitas AbstractRadicalism is one of the main root causes of acts of terrorism. Radicalization among the society poses a serious threat to the stability of national security. Communities today are vulnerable to the recruitment of radical groups, the formation of radical networks of transnational radicals, the directing of acts of violence and terrorism even through self-radicalization. Lack of awareness within the community and absence of monitoring system from government are also considered to be a catalyst for radicalism. Because of this, community resilience to the threat of terrorism and radicalism is an important aspect of successful counter-radicalization within a country. Especially if the community within a country is a pluralistic community and has different cultures, languages and religions. This paper aims to analyze the role of the community and highlight the importance of community resilience in the fight against terrorism. The results show that as part of counter-terrorism, the government should adopt the principle, "the existence of suffice strategy is better than nothing at all" particularly when it is related to community resilience. In addition, the government should be able to invest properly to build public knowledge of terrorism. Furthermore, the government also needs to refocus on ultimate goals of eradicating terrorism and deradicalisation and this should be done separately from the nature of the upstream action of the community. Finally, the community must be protected by a larger organization that is an extension of a government program that calls on communities to focus on strengthening the resilience and capacity of all fragile communities.Keywords: Community Resilience, Counterterrorism, United Kingdom, United States

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. Company brands signify a message to consumers about the quality and value of a product. Countries can also be branded. However, unlike the brands of individual firms, country brands are collective goods. The nature of country brands creates the possibility of free riding, where individual firms benefit – in terms of price or access – from the promise made by a country brand but deliver at a level lower than what is promised by the brand. Such free riding threatens the stability of what the country brand represents unless legal, governmental, or other institutions engage in activities to reduce these adverse effects. In this paper, we investigate the Chinese brand – once standing for average quality at a low price – in the light of recent recalls. We examine how country brands emerge and the incentives that firms operating in a country have to either support or not support a country brand. We also explore the implications of diese incentives for the role of various institutions, including the government, in developing, maintaining and changing a country brand and in developing and enforcing the policies, such as protection of intellectual property, necessary to support firms' efforts toward reinforcing a trusted country brand.

A nation’s economic growth has been associated with the role of entrepreneurship. While recognising the work of entrepreneurship on the mindset and behaviour of individual entrepreneurs, research into an organisational perspective of entrepreneurship continues to emerge due to unprecedented developments occurring around the world over the last two decades. Notably, past studies have postulated that entrepreneurial organisations tend to perform better than conservative organisations. In this vein, the Malaysian government has set up Government-linked companies (GLCs) to enable these entities to become more effective, efficient, and competitive, which can assist the government in strengthening its economy. On the other hand, despite considerable improvements, the overall performance of GLCs has been unsatisfactory. Given the hostility and dynamism of the business environment, GLCs have no other option but to improve and perform better. Recognising this, the purpose of the study is to determine the underlying forces forcing GLCs to improve and to identify forms of corporate entrepreneurship (CE) pursued by GLCs. Building on the outcomes of semi-structured interviews with senior managers in GLCs, the need for CE is fostered by competition and market pressure, technological changes, and increases in operation costs. Finally, future studies of CE in Malaysia may consider other aspects of CE, including issues and challenges in pursuing CE effectively within GLCs business environment.

AbstractSince colonial times to the present day, Hong Kong's position as a global financial centre is one of the enduring economic strengths of the territory. This success is often attributed to the distinctive role of the state, coined in the 1970s by the-then financial secretary, Sir Philip Haddon-Cave, as “positive non-interventionism.” The relationship between the market and the state has also been characterized as a form of corporatism, particularly in the financial sector as bankers were able to influence policy. However, closer examination of the behind-the-scenes relations between bankers and the state reveals a much more complex relationship, with the banks seeking protection that the government was not willing to provide. Moreover, the reluctance to regulate financial markets resulted in piecemeal interventions and weak implementation that undermined the stability of this sector and of the economy as a whole. This paper demonstrates the confusion over the concept and practicalities of positive non-interventionism, even for Haddon-Cave, and how the concept evolved towards a policy of “when in doubt, do nothing” during a period of financial instability. Along the way, the paper presents new evidence about the origins of Hong Kong's current banking structure.

This paper looked at leadership and education for national security: the role of educational management. This paper posits that leadership and education are vital tools to maintaining national security in Nigeria. The challenges to national security in Nigeria ranges from Boko Haram insurgency, Fulani herdsmen killings, kidnapping and adoption of school children, ethnic and tribal crises, among others. It was suggested that for maintenance of peace and security in the country, the educational managers must ensure that core subject areas in the school curricula are emphasized such as civic education, social studies and peace and conflict resolution studies as well as entrepreneurship and vocational subjects for self employment. The government on her part must ensure that unemployment rate is reduced.

Abstract   Prevention is better than overcoming, efforts to prevent crime by relying on the potential of the community is    a big advantage for the creation of effectiveness  and ef  ciency  of crime prevention and mitigation. The rise of crimes that occur in society is a social reality that cannot be denied, crimes not only worry the government also threatens the sense of security for every member of the community. Evil arises and develops in the midst of society, it is even a product of a heterogeneous society, because it is not possible to be destroyed but can only be prevented. Efforts to prevent crime can be done through a social approach by focusing on the role of individuals and members of the community, protecting yourself by not letting go, not providing stimulation will be effective in preventing crime.   Keywords: Prevention of crime; mitigation; societ; security.

ABSTRACT This comment came to refute and correct the idea of Charles (2007) about the negatively implications in the income distribution when the government expand the consumption in favour to households. We prove that the political choice, to both cases (increasing consumption or increasing profit), impact positively the income distribution and does not affect the essential nature of the Kaldor neo-Pasinetti dynamic equilibrium results and the “Cambridge Equation”. The stability of the model is guarantee by applying the Olech’s Theorem to the case.

The objective of this paper is to without national security the motive of nation building will ruin and media is the main instrument to protect national security which is the major step of nation building. My Research question of this Paper is "Whether the media is positively contributing in nation building with keeping in mind the important factor of National Security or The media misguided or obsessed with selfish or partisan interests, can destroy nations.In this paper we will critically analyze the role of media in Nation building, their Scope, functions of the Media, The concept of Nation building and national interests. Media and National security, Examine the factors which influence the role of media in national development. To make the study richer we will make a brief glance on the cases in which media play a positive and negative role. To conduct this research I will adopt the research methodology which is both in nature doctrinal and non-doctrinal. By these methods we can definitely reach towards the most viable and authentic conclusion that how media can effectively contribute in maintaining the National security viz-a-viz Become a voice of the public interest in the front of the government.

Role of Social Capital in Preserving Subak Bukti Batan Badung in GulinganVillage, Mengwi Sub-district, Badung Regency Subak Bukti Batan Badung is one of the subaks found in Bali. The area of Subak BuktiBatan Badung was previously 65,25 hectares and had undergone land conversion of7,25 hectares. Seeing the current development, it is highly likely that the existence ofSubak Bukti Batan Badung could be threatened. Thus, there is a need for the role ofsocial capital is preserving Subak Bukti Batan Badung. The data analysis method usedwas descriptivr qualitative.The results of this study showed that social capital owned bySubak Bukti Batan Badung to keep its sustainability was good which could be seen in:(1) the farmer’s belief in other farmers, the farmer’s belief in subak administrators,farmer’s belief in the government program and religious rituals, and the farmer’e beliefin the cooperatives, (2) the norms; awig-awig owned was not strong enough to suppressland conversion. Other norms were still strong and obeyed by all the subak member. (3)The social network owned could br said to be good, it could be seen from subak’srelationship with banjar/adat village, subak relationship with Public Work andAgricultural Departements.The suggestion that can be made from this research is toreinforce regulation accompanied bu sanction for related parties violating the awig-awigand awareness of subak members not to do land conversion.
