Abstract   Prevention is better than overcoming, efforts to prevent crime by relying on the potential of the community is    a big advantage for the creation of effectiveness  and ef  ciency  of crime prevention and mitigation. The rise of crimes that occur in society is a social reality that cannot be denied, crimes not only worry the government also threatens the sense of security for every member of the community. Evil arises and develops in the midst of society, it is even a product of a heterogeneous society, because it is not possible to be destroyed but can only be prevented. Efforts to prevent crime can be done through a social approach by focusing on the role of individuals and members of the community, protecting yourself by not letting go, not providing stimulation will be effective in preventing crime.   Keywords: Prevention of crime; mitigation; societ; security.

Development on national basis is imperative to the sustenance and growth of a Nation. The focus of the paper is on the imperative of insurance and technical education towards national development. The methodology adopted is mainly secondary source, relevant materials were considered and opinion formed. The various development plans in Nigeria from First Development Plan (1962 – 1968) to the most recent of National Industrial Revolution Plan of 2014. Technical education as a strategy for National Development. The experience of countries such as Malaysia, South Korea, Australia and Japan among others as guide for Nigeria. Means of acquiring technical education was also explained. The challenges encountered by the provider of technical education, such peoples attitude to technical education, dearth of teachers and instructors on technical education, funding among others. The paper also took a critical look at the role of insurance in National Development. These roles includes; offering Insurance and financial protection, instilling sense of security and peace of mind, acting as stabilizing factor, acting as institutional investor, and public safety and new product development. Other roles include; enhancing financial security and peace of mind among others. It was further stated that for insurance to function effectively in this role, the government and other stakeholders have a role to play. In conclusion, suggestions for improvement to enable insurance and technical education contribute positively to national development includes Government training Institutions, Parent and Guardian, Development Partners and Employers as stakeholders who must be ready to play a proactive role to achieve a sustainable national development of our dream.

A nation’s economic growth has been associated with the role of entrepreneurship. While recognising the work of entrepreneurship on the mindset and behaviour of individual entrepreneurs, research into an organisational perspective of entrepreneurship continues to emerge due to unprecedented developments occurring around the world over the last two decades. Notably, past studies have postulated that entrepreneurial organisations tend to perform better than conservative organisations. In this vein, the Malaysian government has set up Government-linked companies (GLCs) to enable these entities to become more effective, efficient, and competitive, which can assist the government in strengthening its economy. On the other hand, despite considerable improvements, the overall performance of GLCs has been unsatisfactory. Given the hostility and dynamism of the business environment, GLCs have no other option but to improve and perform better. Recognising this, the purpose of the study is to determine the underlying forces forcing GLCs to improve and to identify forms of corporate entrepreneurship (CE) pursued by GLCs. Building on the outcomes of semi-structured interviews with senior managers in GLCs, the need for CE is fostered by competition and market pressure, technological changes, and increases in operation costs. Finally, future studies of CE in Malaysia may consider other aspects of CE, including issues and challenges in pursuing CE effectively within GLCs business environment.

AbstractThere have been limited reports on crime prevention policies by local governments in Japan, which is one of the safest countries in the world. This article reviews crime prevention policies in Adachi Ward, which used to have the highest crime rates in Tokyo. The government of Adachi Ward introduced the “Beautiful Windows Movement” (BWM) in 2008. Based on BWM, Adachi Ward implemented various programs and interventions based on two different aspects: the aspect of preventing minor crimes and disorder in partnership with the police referring to the Broken Windows Theory and the aspect of literally making the Ward beautiful in cooperation with citizen volunteers. After 11 years of implementing BWM, the number of recorded crimes in Adachi Ward declined the most in Tokyo and residents’ sense of security improved significantly. This case study highlights the advantage of the duality of BWM to both reduce crimes and improve residents’ sense of security.

AbstrakRadikalisme adalah salah satu akar penyebab utama dari aksi terorisme. Radikalisasi pada kalangan masyarakat umum menjadi ancaman serius bagi stabilitas keamanan nasional. Masyarakat saat ini rentan menjadi sasaran perekrutan kelompok-kelompok radikal, pembentukan jaringan kelompok radikal transnasional, pengarahan tindak kekerasan dan terorisme bahkan melalui radikalisasi diri sendiri. Kurangnya kepedulian dan sistem pengawasan di dalam komunitas masyarakat dianggap juga menjadi katalisator radikalisme. Karena hal itulah, ketahanan komunitas terhadap ancaman terorisme dan radikalisme merupakan aspek penting dalam berhasilnya kontra-radikalisasi di dalam suatu negara.  Terlebih jika komunitas yang berada di dalam suatu negara merupakan komunitas yang pluralistik dan memiliki budaya, bahasa, dan agama yang berbeda. Tulisan ini bertujuan untuk menganalisis peran komunitas dan mengemukakan pentingnya ketahanan dalam komunitas dalam usaha memerangi terorisme.  Hasil penelitian menunjukkan bahwa sebagai bagian dari kontra-terorisme, pemerintah harus mengadopsi prinsip, “adanya strategi lebih baik ada dibanding tidak ada sama sekali” jika terkait dengan kerjasama bersama komunitas. Selain itu pemerintah harus dapat berinvestasi secara tepat untuk membangun pengetahuan masyarakat terhadap terorisme. Selanjutnya pemerintah juga perlu untuk memfokuskan kembali pada tujuan akhir pemberantasan terorisme pada deradikalisasi dan hal ini harus dilakukan terpisah dari sifat aksi hulu yang dilakukan komunitas. Terakhir, komunitas harus dipayungi organisasi besar yang merupakan perpanjangan dari program pemerintah yang mengajak masyarakat untuk fokus pada upaya memperkuat ketahanan dan kapasitas semua lini masyarakat yang dianggap rapuh.Kata kunci: Amerika Serikat, Inggris, Kontra terorisme, Peran komunitas AbstractRadicalism is one of the main root causes of acts of terrorism. Radicalization among the society poses a serious threat to the stability of national security. Communities today are vulnerable to the recruitment of radical groups, the formation of radical networks of transnational radicals, the directing of acts of violence and terrorism even through self-radicalization. Lack of awareness within the community and absence of monitoring system from government are also considered to be a catalyst for radicalism. Because of this, community resilience to the threat of terrorism and radicalism is an important aspect of successful counter-radicalization within a country. Especially if the community within a country is a pluralistic community and has different cultures, languages and religions. This paper aims to analyze the role of the community and highlight the importance of community resilience in the fight against terrorism. The results show that as part of counter-terrorism, the government should adopt the principle, "the existence of suffice strategy is better than nothing at all" particularly when it is related to community resilience. In addition, the government should be able to invest properly to build public knowledge of terrorism. Furthermore, the government also needs to refocus on ultimate goals of eradicating terrorism and deradicalisation and this should be done separately from the nature of the upstream action of the community. Finally, the community must be protected by a larger organization that is an extension of a government program that calls on communities to focus on strengthening the resilience and capacity of all fragile communities.Keywords: Community Resilience, Counterterrorism, United Kingdom, United States

Cope with disasters is an obligation for local governments as stakeholders in the Region. In anticipation of a disaster in order not to cause any material damage early anticipation of course required of local governments and communities in addition to the government setempat. Because community also has an important role taking part in the face of future disasters, so as to create a sense of security even though the area is categorized as prone to risk disaster. Based on this, researchers are encouraged to try to describe and explain the role of the government and society in tackling the risk of disaster in the village Tahibua. This research is a qualitative research. The results of this study indicate that the government's role in disaster relief in the Village Tahibua can be considered very good, because, based on the narrative of the people in the village Tahibua itself felt the programs that the government has carried out as well as the preparedness of intensified done well before they occur and when disaster.Menanggulangi bencana merupakan kewajiban bagi pemerintah daerah selaku stakeholders di Daerah. Dalam mengantisipasi setiap bencana agar tidak menimbulkan kerugian materiil tentunya dibutuhkan antisipasi sejak dini dari pemerintah daerah dan masyarakat setempat. Karena selain pemerintah masyarakat juga memiliki peranan penting ikut andil dalam menghadapi bencana yang akan terjadi, sehingga mampu tercipta rasa aman meski daerah tersebut termasuk kategori rawan resiko bencana. Berdasarkan hal tersebut, peneliti terdorong untuk mencoba menggambarkan dan menjelaskan tentang peran pemerintah dan masyarakat dalam menanggulangi resiko bencana di Desa Tahibua. Jenis penelitian ini adalah penelitian kualitatif. Hasil penelitian ini menunjukkan bahwa peran pemerintah dalam penanggulangan bencana di Desa Tahibua bisa dikategorikan sangat baik, karena berdasar dari penuturan masyarakat di Desa Tahibua itu sendiri yang merasakan program-program yang telah pemerintah laksanakan serta kesiapsiagaan yang sangat intensif dilakukan baik sebelum terjadi dan ketika terjadi bencana.

One House One Farm’ (OHOF) was a poverty alleviation project launched by the Government of Bangladesh in 2009 to reduce poverty and improve the livelihoods of smallholder farmers. The research sought to investigate the impacts of OHOF project using the livelihood framework. This project was launched in Nalitabari sub-division of Sherpur district in Bangladesh as a pilot one with emphasize on smallholder farmers from ethnic and non-ethnic communities. A total of 148 households (68 from the ethnic community and 80 households from the non-ethic community) were selected through stratified random sampling technique. Data were collected using a semi-structured interview schedule administered through a face-to-face interview technique. The findings certitude that livelihood capitals such as human, natural, physical, social and financial of project farmers were found improved as compared to non-project farmers. The status of improved livelihood and overall improved livelihood outcomes for the non-ethnic project farmers were comparatively better than that of ethnic members. Since vulnerability contexts were different in each community, the project has intervened accordingly to reduce the extent of vulnerability. Though OHOF approach has improved the overall livelihood situation of smallholder project farmers and reduce their vulnerability to an extent, the project interventions were not equal for studied communities. Moreover, the project personnel were reported with more inclined to provide opportunities for the non-ethnic project farmers than that of ethnic ones.

A recent study of the role of theory in modern-day crime prevention makes the case that situational crime prevention (SCP), compared to the two other major crime prevention strategies of developmental and community prevention, has had a greater influence on practice. This chapter surveys environmental criminology’s contribution to the prevention of crime. It does so through the lens of SCP and its highly influential classification system. As one of the major crime prevention strategies, SCP is an organizing concept for a wide range of theories that contribute to, and practices focused on, “reducing opportunities for highly specific forms of crime.” To ensure its coverage has some breadth and depth, the chapter draws upon leading empirical and narrative reviews of the effectiveness of SCP as well as more recent studies in the published literature.

Currently, the policy made by the government will always support the political interests of the government itself, regardless of the interests of the community. A good policy is a policy that can respond and meet the interests, aspirations and social needs of the community so that all aspects must work together. In addition, government policy is expected to prevent violations of the law, because efforts to prevent violations of the law is better than crack or Hank dropped punishment to the offender. By building a national integrity system in government institutions is very useful for the fight against corruption in various forms at various levels. Attorney as law enforcement also plays a role in combating corruption should respond actively so that the desires of society so that the level of corruption in Indonesia decreased can be realized. Criminal punishment to the perpetrators of corruption is a form of repressive law enforcement response, the law does not consider the interests of those who governed / regulated by these laws. This study uses the method of normative legal research, which aims to identify and understand more deeply about the role of the Prosecutor in preventing corruption as well as people's expectations and understanding of the policies applied to the Prosecutor to support the government in preventing corruption. Saat ini, kebijakan yang dibuat pemerintah akan selalu mendukung kepentingan politik pemerintah itu sendiri, terlepas dari kepentingan masyarakat. Kebijakan yang baik adalah kebijakan yang dapat merespon dan memenuhi kepentingan, aspirasi dan kebutuhan sosial masyarakat sehingga segala aspek harus bekerja sama secara bersinergi. Selain itu, kebijakan pemerintah diharapkan mampu mencegah terjadinya pelanggaran hukum, karena upaya pencegahan terjadinya pelanggaran hukum lebih baik dari pada menindak atau mejatuhkan hukuman bagi si pelanggar. Dengan membangun sistem integritas nasional pada lembaga-lembaga pemerintahan sangat berguna untuk upaya melawan korupsi dalam berbagai bentuk di berbagai tingkatan. Jaksa selaku penegak hukum yang juga berperan dalam memberantas tindak pidana korupsi haruslah merespon secara aktif sehingga keinginan masyarakat supaya tingkat korupsi di Indonesia menurun dapat terwujud. Penjatuhan pidana kepada pelaku-pelaku korupsi merupakan salah satu bentuk respon penegakan hukum secara represif, yaitu hukum yang tidak memperhatikan kepentingan orang-orang yang diperintah/diatur oleh hukum tersebut. Penelitian ini menggunakan metoda penelitian hukum normatif, yang bertujuan untuk mengetahui dan memahami lebih mendalam tentang peran Kejaksaan dalam mencegah terjadinya korupsi sebagaimana harapan masyarakat dan memahami tentang kebijakan-kebijakan yang diterapkan Kejaksaan untuk mendukung pemerintah dalam mencegah korupsi.

The article deals with the problem of crime prevention in the Russian Federation at the present stage. The article analyzes the role of the constitution in the mechanism of prevention of crime, through empirical analysis of the determinants of criminal behavior as a whole, which is based on a sample survey on the topic "What are the legal action, in your opinion, crucial in the process of crime prevention?" The study surveyed two groups of respondents : the first group is consisted of experts and criminologists, law enforcement officials, the second - the average people in the street without a legal education and specialized knowledge in combating and prevention of crimes. This article deals with the concept of the constitutional crime and crimes against constitutional rights and freedoms. The main instrument of crime prevention can be regarded as the constitutional authorities of social services aimed at providing social and legal services, to carry out social rehabilitation of people who need help; institutions involved in legal education, explaining the essence of the fundamentally inalienable rights and freedoms; as well as political parties, movements, foundations, religious organizations, representatives of which are engaged in educational and preventive work with citizens. The reasons of the inefficiency of measures aimed at preventing the constitutional crimes are identified, including defining the role for the dominant ideology of wealth, imposed on us from outside. The system of measures is suggested for the most effective prevention of crime and minimization of constitutional possible negative consequences of committing crimes against constitutional rights and freedoms. The article substantiates the position that a person, its rights and freedoms are the supreme value in the state.

Purpose Play is a critical aspect of children's development, and researchers have long argued that symbolic deficits in play may be diagnostic of developmental disabilities. This study examined whether deficits in play emerge as a function of developmental disabilities and whether our perceptions of play are colored by differences in language and behavioral presentations. Method Ninety-three children participated in this study (typically developing [TD]; n = 23, developmental language disorders [DLD]; n = 24, attention-deficit/hyperactivity disorder [ADHD]; n = 26, and autism spectrum disorder [ASD]; n = 20). Children were videotaped engaging in free-play. Children's symbolic play (imagination, organization, elaboration, and comfort) was scored under conditions of both audible language and no audible language to assess diagnostic group differences in play and whether audible language impacted raters' perception of play. Results Significant differences in play were evident across diagnostic groups. The presence of language did not alter play ratings for the TD group, but differences were found among the other diagnostic groups. When language was audible, children with DLD and ASD (but not ADHD) were scored poorly on play compared to their TD peers. When language was not audible, children with DLD were perceived to play better than when language was audible. Conversely, children with ADHD showed organizational deficits when language was not available to support their play. Finally, children with ASD demonstrated poor play performance regardless of whether language was audible or not. Conclusions Language affects our understanding of play skills in some young children. Parents, researchers, and clinicians must be careful not to underestimate or overestimate play based on language presentation. Differential skills in language have the potential to unduly influence our perceptions of play for children with developmental disabilities.
