ABSTRAK Kegiatan pembangunan kepariwisataan dalam kehidupan Negara modern tidak akan dapat berjalan dengan baik tanpa adanya sebuah kebijakan yang baik pula. Kepariwisataan dalam program suatu negara dihandalkan dan diarahkan untuk memberi manfaat bagi kesejahteraan bersama elemen berbangsa. Nilai dasar atas upaya mewujudkan kemakmuran ditetapkan melalui Undang-Undang No.10 Tahun 2009 tentang Kepariwisataan untuk menciptakan iklim yang kondusif dan memberikan kepastian hukum. Dalam penyelenggaraan kepariwisataan utamanya di Bali menjadi penting pada pengembangan pariwisata budaya sebagai penyangga agar terhindar dari komersialisasi dan komodifikasi yang hanya menempatkan Bali sebagai obyek eksploitasi. Desa pakraman berkait dengan kepariwisataan ini memerlukan porsi yang pasti berdasarkan hukum sehingga hak dan kewajiban serta kewenangannya guna mendapat jaminan atas kepastian hukum, keadilan dan kemanfaatan seluruh kompenen terkait dalam pengelolaan kepariwisataan. Jenis penelitian ini adalah yuridis normatif yaitu yang mengkaji semua permasalahan melalui tinjauan hukum, acuannya dilakukan baik secara normatif maupun berdasarkan doktrin ilmu hukum. Pembahasan atas kewenangan desa pakraman tidak bisa lepas dari ketentuan Pasal 18B (2) UUD Negara Republik Indonesia Tahun 1945, sebagai pengakuan hak konstitusionalnya. Pengaturan pengelolaan kepariwisataan budaya Bali belum secara implisit mengatur bagaimana hak, kewajiban serta kewenangan yang dimiliki desa pakraman. Sepantasnya dalam Pengelolaan Kepariwisataan budaya memberikan tempat yang rasional kepada desa pakraman sebagai subyek pemilik kebudayaan. Peraturan Daerah Provinsi Bali tentang Kepariwisataan Budaya tidak secara tegas memberikan kedudukan hukum (hak, kewajiban dan wewenang) desa pakraman dalam pengelolaan Kepariwisataan Budaya Bali. Posisi kedudukannya selaku subyek internal, seharusnya diwujudkan dalam bentuk fungsi penguatan, pemberdayaan. Jika dibentuk dalam relasi koordinasi dengan unsur pemerintah daerah pun koordinasi dalam dengan sifat mendukung dan menguatkan kedudukan hukum desa pakraman. Kata Kunci : Kedudukan Hukum, Desa Pakraman, Kepariwisataan Budaya ABSTRACT Tourism development activities in a modern country cannot work well without a good policy. Tourism as one of development programs of a country is a reliable way to bring prosperity to all of the people. The basic value of efforts to achieve prosperity is stated in Act no.10 Year 2009, which is about tourism for creating a conducive environment and to provide legal certainty. Cultural tourism development activities, particularly in Bali, play an important role as a buffer to avoid Bali from being commercialised and commodified, in other words, being an exploited object. The customary village (desa pakraman) must be given a clear portion in the law regarding tourism industry so that its rights, obligations and authorities to give legal certainty, justice and benefits are clear. This is a normative juridical study, which is a study that analyses all problems through legal perspective whose reference is obtained normatively or based on the doctrines in law discipline. Discussing the authority of Desa Pakraman cannot disregard Article 18B (2) Constituion 1945, which is a recognition of the rights of customary village. The regulations about cultural tourism of Bali have not yet implicitly defined the rights, obligations and authorities of desa pakraman. Cultural tourism management should provide desa pakraman with a rational portion as the subject and owner of Bali culture. Bali provincial regulation on cultural tourism does not explicitly give the legal status (rights, obligations and responsibilities) of desa pakraman in the management of Bali cultural tourism. As the internal subject, the legal status of desa pakraman should be manifested in the form of both reinforcement and empowerment functions. If the legal status of desa pakraman is in the form of a coordinative relation local government, such coordination should be supporting and strengthening the legal status of desa pakraman. Cultural tourism is the main attraction in the traditional village of Kemiren, Banyuwangi Regency. Macananegara tourists as well as domestic tourists visit the traditional village of Kemiren to witness first-hand the life of the Osing tribe which is still traditional. This research was conducted to determine the impact of tourism on the socio-cultural aspects of the people of the Kemiren traditional village, Banyuwangi Regency. This research is a qualitative research. Meanwhile, the strategy carried out by the government is in the form of preventive actions such as outreach to MSME players, making local regulations on tourism and study tours of tourism management with tourism business actors. The basic conclusion in this study later is, as a cultural tourism destination in general, the ongoing tourism industry activities affect the socio-cultural aspects of the Osing community, the Kemiren traditional village, Banyuwangi Regency. In addition, the increase in the community's economy is also encouraged due to changes in the livelihoods of local residents, as well as local government strategies in the form of policy making are expected to be able to minimize the negative impact of tourism. Cultural tourism in the traditional village of Kemiren, Banyuwangi Regency is used as a tool to maintain the cultural existence of the Kemiren traditional village, which is currently being abandoned by the Osing tribe, the traditional village of Kemiren, Banyuwangi Regency.Keywords: Tourism, Socio-culture, Osing Tribe

The people of Yogyakarta are known for their tolerance, where people of different religions can coexist peacefully especially with Javanese traditions. But in Mangir, a village in Bantul, Yogyakarta, in November 12, 2019, there was a case of local residents rejecting the procession of ancestral prayer rituals by the Paguyuban Padma Buana (PPB) who claims to be followers of Javanese Hinduism. This study aimed at disclosing the elements and roots of conflict from the Mangir community's rejection towards Paguyuban Padma Buana. As a case study, it used conflict analysis approach through timeline and factor analysis techniques. The results showed that the open conflict between the two groups has occurred since 2012 with the main issue of syncretic ritual practices of Hinduism, Buddhism, and Kejawen (Javanism) that involve people from various religions. In addition, the Maha Lingga Padma Buana Temple as a place of whorship and rituals has also the license problems. Reconciliation was carried out between residents with the Padma Buana followers in 2015. Unfortunately it was violated by the Paguyuban Padma Buana and became a trigger of conflict back in 2019. The cause of this conflict is multiple factors, all of which are interrelated. However, the root cause of the problem among Mangir people is mostly related to traditional revivalism and the distribution of cultural tourism management authorities. Title – Resort-based or resource-based tourism? A case study of Jamaica. Subject area – This case study can be used in the following subject areas: tourism management; tourism policy; tourism planning and development; destination marketing and management; hospitality and tourism management; special event planning and management; and attraction management. Study level/applicability – This case study is useful to both undergraduate and graduate students specializing in hospitality and tourism management. Case overview – This case study explored the nature of two forms of tourism development; resort-based and resource-based, and aimed to determine which is the more viable and sustainable option for the future of tourism in Jamaica, an island destination in the Caribbean which depends highly on the tourism industry. The literature established that both forms of tourism are challenged by several and varying factors and so their synergistic integration appears to be the most functional option for sustainable tourism development in Jamaica along with the involvement of the relevant stakeholders. Expected learning outcomes – The students should be able to: Distinguish between resort-based tourism and resource-based tourism by identifying the elements and attributes that make them different. ▪Explain the usefulness and drawbacks of both types of tourism model. ▪Discuss the nature of culture and heritage tourism and eco-tourism. ▪Analyze Jamaica's tourism model from the nineteenth to the twenty-firstst century by assessing the changes and developments. ▪Discuss the role of government in facilitating the development of a “wholisitic tourism model” that will facilitate the synergy of resort-based tourism and resource-based tourism. ▪Assess the role of the private sector in encouraging and facilitating resource-based tourism. Social implications – This case study conceptually and empirically analyzed the tourism model in Jamaica to ascertain whether or not the future of Jamaica's tourism should remain dependent on resort-based tourism or should it opt for resource-based tourism as a more viable and sustainable option. The discussion however, indicates that resort-based tourism can synergize with resource-based tourism to achieve sustainable development along with the involvement of all the relevant stakeholders including the government, hotel operators and the residents. The case synopsis likewise presented a concise summary of the literature reviewed regarding the concepts of resort-based tourism and resource-based tourism; and the case of Jamaica's tourism.The learning outcomes are intended to guide the teaching- learning process and stimulate students' understanding of the concepts of resort-based tourism and resource-based tourism and their specific implications in terms of tourism development in Jamaica. This knowledge can also be generalized to other destinations with similar historical background and tourism resources. The applied questions will guide the discussions and provide additional resources for assessment purposes. They will also help the students to critically assess the dynamics of tourism development.The case synopsis is consistent with the learning outcomes, corresponding applied questions and course recommendations. AbstractThis article aims to determine the Shafar Bathing Ritual Process in Kec. Atinggola Buata Village, North Gorontalo Regency, and knowing the Implementation of Regional Government Policies in the Cultural Tourism sector towards Shafar Bathing Rituals in North Gorontalo District, and formulating solutions to the identified constraints. This article is analyzed based on a descriptive qualitative approach. The results of the analysis of this article are 1) Shafar's bathing ritual starts from the morning at 06.30 WIB with the recitation of Al-Quran verses (Surah Al-Kahfi, Surah Yasin), and the traditional event of bathing Shafar then ends with eating together. 2) Tourism development in Atinggola District is quite good, seen from the policy of the District Government. North Gorontalo and 3) In implementing tourism development, the Tourism and Culture Office always tries to develop tourism in Atinggola District, namely by carrying out tourism promotion programs, tourism destination development programs, and tourism partnership programs. The tourism promotion program is carried out by organizing the Shafar bathing ritual which is carried out once a year in addition to tourism promotion via the internet. While the tourism partnership program, the Tourism and Culture Office collaborates with several related agencies to help develop tourism in Atinggola District.

The dynamics of tourism as an economic driver will greatly affect the environment in tourism development in Bintan Regency. One of the influencing environment is the internal condition in tourism management which is the reason for the need to map the problem. This paper focuses on environmental studies of the community, private sector, local government in the internal tourism of Bintan Regency in 2019. The research uses a literature study using secondary data which is analyzed in depth. The results showed that the internal analysis of tourism which includes 3 main components of tourism development, namely sustainable improvement of the tourism industry, improving institutional quality both in vertical agencies and the role of local communities which is very important in developing tourism in Bintan Regency. With the existence of three main components in the analysis of the internal environment for tourism in Bintan Regency, it is hoped that it can have a positive impact in a sustainable manner.

<em>Tasikmalaya Regency is one of the areas in West Java Province which has a type of cultural tourism as its attraction. The type of potential cultural tourism in this regency is located in the Traditional Dragon Village Area, precisely in Neglasari Village, Salawu District. Kampung Naga is an area where the people still hold the beliefs or customs of their ancestors. The large number of tourists visiting Kampung Naga will have a positive or negative impact on this tradition. The purpose of this study is to identify the impact of tourism development on the life of the indigenous people of Kampung Naga, especially in implementing its traditions. The presence of tourists can affect the traditional life and culture of the local community, therefore it is necessary to have research on changes in the implementation of traditions (customs and customs) after the presence of tourists in the Kampung Naga area. The analytical method used is descriptive qualitative data analysis using the interactive model of Miles and Huberman. Based on this analysis, there are several changes in the implementation of the tradition as an impact felt by the local community after the development of tourism. The results of this identification are expected to be considered in tourism planning and development related to tourism policies and the ecosystem therein. Because by implementing a good and appropriate policy, the potential of the existing tourism area can run optimally by minimizing the negative impact on humans.</em>

Cultural tourism is a term relating to the act of tourists visiting a particular region of a country in order to experience and gain an appreciation for its culture. This might come in the form of the people who live in the region, their art, architecture, lifestyle, food and other elements that have shaped their life. Dr Kota Maruya is a researcher based at Kanazawa University in Japan, his research into cultural tourism targets manufacturing and is spread across three themes: cultural diversity; cultural landscape; and cultural tourism. Part of Maruya's investigations are concerned with finding ways of preserving and developing the culture that is unique to a particular region. By doing so, he hopes to promote cultural tourism as an opportunity for visitors to understand precisely what the residents have protected and what the underlying culture is.

AbstrakMultiplier effect sektor pariwisata terhadap sektor lain relatif tinggi. Hal tersebut terlihat pada dampak positif di sektor lain apabila sektor pariwisata mengalami peningkatan, khususnya di sektor perdagangan, hotel, restoran dan perhubungan. Pemberdayaan potensi wilayah sebagai daya tarik wisata, sampai saat ini masih belum optimal dan keterlibatan dari pihak terkait juga belum optimal. Untuk keperluan tersebut maka penelitian  ini dilakukan. Penelitian ini bertujuan  untuk menganalisis keterlibatan stakeholder dalam pengelolaan wisata dan pengembangan wisata Kota Semarang. Objek penelitian adalah wisata budaya (Gubug rembug), wisata sejarah/alam (Goa Kreo) dan wisata kuliner (pusat oleh-oleh Jl. Pandanaran). Sebanyak 12 keyperson diwawancarai sebagi sumber data penelitian. Data hasil wawancara dianalisis dengan software Nvivo 12. Hasil penelitian menunjukkan bahwa keterlibatan stakeholders dalam pengelolaan dan pengembangan wisata Kota Semarang adalah berupa pembinaan dalam proses pengelolaan wisata sejarah, alam dan kuliner. Kata kunci : pengembangan, pariwisata, Kota Semarang Tourism Development In Semarang CityAbstractThe multiplier effect of the tourism sector on other sectors is relatively high. This can be seen from the positive impact in other sectors if the tourism sector has increased, especially in the trade, hotel, restaurant and transportation sectors. The empowerment of the region's potential as a tourist attraction has not been optimal and the involvement of related parties has not been optimal. For this purpose, this research was conducted. The purpose of this study was to analyze stakeholder involvement in tourism management and tourism development in the city of Semarang. The object of research is cultural tourism (Gubug Rembug), historical / natural tourism (Goa Kreo) and culinary tourism (souvenir center Jl. Pandanaran). A total of 12 keypersons were interviewed as a source of research data. Interview data were analyzed using Nvivo 12 software. The results showed that the involvement of stakeholders in the management and development of tourism in the city of Semarang was in the form of guidance in the process of managing natural and culinary tourism.Keywords: development, tourism, Semarang City

The article presents the main results of scientific research, carried out with the Ministry of Education and Science of the Russian financial support, based on the fundamental part of State order, project code 1968.The article contents the step-by-step retrospective analysis of the Udmurt Republic regional tourism management system, and the modern management system formation process in the Udmurt Republic. The Udmurt Republic Regional tourism program-objective method of management, picked out by the Ministry of Physical Culture, Sports and Tourism U.R., provides the positive development dynamic of the tourism industry in the republic, based on the intermediate results of the objective program “The inner and entrance tourism development in the Udmurt Republic on 2012-2018 years” realization. Tourism is one of the most important sectors in the development process in the country of Indonesia. Cultural tourism development in various regions has led to cultural commercialization practices. Cultural commercialization includes the reconstruction of art and traditions and the practice of everyday life into stage performances that can be enjoyed by tourists. Gintungan Hamlet is one of the hamlets located at the of Mount Ungaran. In this hamlet there is a spring (pennant). The spring has until now become the center of the bedah blumbang  ritual. Bedah blumbang that has been going on for decades has inevitably experienced various changes. These changes include changes in the procedures for implementing, completing ceremonies, and involving the community. At the stage of the procession, the tradition of blumbang surgery has become a place for cash exchange market activities with bazaar performances. The commodification of tourism in this blunt surgical tradition has a negative and positive impact. The negative impact is that there are various fundamental changes in its implementation, especially in determining the timing of implementation. The positive impact is that tourism development is also accompanied by infrastructure development that can be used widely by the people of Gintungan Hamlet, the opening of information from inside and outside the hamlet, and revitalizing the tradition of blunt surgery. this research uses ethnographic methods
