AbstractThis article aims to determine the Shafar Bathing Ritual Process in Kec. Atinggola Buata Village, North Gorontalo Regency, and knowing the Implementation of Regional Government Policies in the Cultural Tourism sector towards Shafar Bathing Rituals in North Gorontalo District, and formulating solutions to the identified constraints. This article is analyzed based on a descriptive qualitative approach. The results of the analysis of this article are 1) Shafar's bathing ritual starts from the morning at 06.30 WIB with the recitation of Al-Quran verses (Surah Al-Kahfi, Surah Yasin), and the traditional event of bathing Shafar then ends with eating together. 2) Tourism development in Atinggola District is quite good, seen from the policy of the District Government. North Gorontalo and 3) In implementing tourism development, the Tourism and Culture Office always tries to develop tourism in Atinggola District, namely by carrying out tourism promotion programs, tourism destination development programs, and tourism partnership programs. The tourism promotion program is carried out by organizing the Shafar bathing ritual which is carried out once a year in addition to tourism promotion via the internet. While the tourism partnership program, the Tourism and Culture Office collaborates with several related agencies to help develop tourism in Atinggola District.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

The development of local identity reflecting the local wisdom in the tourism development aims at maximizing the local values in developing the area.  This research-based paper describes the local wisdom and the development of local identity to promote cultural tourisme in Banyumas.  By using a qualitative method and a case study as its approach, the research reveals that the tourism development in the Banyumas regency has not focused on the development of its local identity yet.  Cablaka as the local identity of the Banyumas society has not become the way of life.  In this case, it has not absorbed into every sector of the Banyumas people’ lives, including the tourism sector.  The local wisdom in the tourism development is important for a society–including the Banyumas society–to get a better regional income.  It means the tourism develoment through implementating the local wisdom is able to improve the life condition of a society better than before.  So, the tourism development–especially promoting the cultural tourism–in the Banyumas regency does need to develop the local identity through its local values.

The cities of Banda Aceh and Aceh Besar, the province of Aceh on the western tip of the Sumatra, is one of the halal tourism destinations in Indonesia. Development or promotion that is certainly not inseparable from several important elements, including elements of language. The purpose of this study is as an initial step to find out the need for Arabic in developing Halal tourism sector in Banda Aceh and Aceh Besar, knowing the need for Arabic for halal tourism promotion and services in Banda Aceh and Aceh Besar and knowing the steps for tourism development Halal taken by the Tourism office. Data collection techniques in this study were conducted by interview and questionnaire. AbstrakKeberhasilan pengembangan destinasi wisata merupakan salah satu fondasi dalam memperkuat sektor pariwisata di Indonesia. Salah satu aspek yang menjadi masalah utama dalam pengembangan destinasi wisata di Kabupaten Karawang adalah lemahnya strategi komunikasi yang diterapkan oleh para pengelola wisata terutama berkaitan dengan pelayanan wisatawan dan upaya promosi wisata. Sebagian besar pengelola destinasi wisata di Karawang belum mendapatkan bekal yang cukup dalam tata cara penerimaan wisatawan yang baik dan dalam upaya promosi, sebagian besar hanya mengandalkan upaya promosi terpusat yang dilakukan oleh instansi yang menaungi sektor pariwista di Kabupaten Karawang. Dari beberapa kelemahan mengenai strategi komunikasi tersebut, maka perlu dilakukan suatu kegiatan sebagai bentuk pendampingan kepada para pengelola wisata untuk memperkuat pengembangan destinasi wisatanya. Tujuan dari kegiatan ini adalah memberikan pengetahuan dan pemahaman pengelola destinasi wisata tentang penerapan komunikasi yang tepat dalam memberikan pelayanan kepada pengunjung dan upaya promosi secara mandiri oleh para pengelola wisata. Metode yang digunakan dalam kegiatan ini adalah sosialisasi dan penyuluhan yang dilakukan dengan penyampaian materi, diskusi, dan tanya jawab. Hasil dari kegiatan ini pengelola destinasi wisata mampu memahami pentingnya pelayanan prima yang diterapkan dalam menerima kunjungan wisatawan serta pentingnya melakukan upaya promosi destinasi wisata secara mandiri untuk meningkatkan jumlah kunjungan wisata.Kata Kunci: destinasi wisata, pelayanan prima, promosi pariwisata, pengembangan pariwisataAbstractThe success of developing tourim destinations is one of the foundations in strengthening the tourism sector in Indonesia. One aspect that to be main problem in developing tourism destinations in Karawang Regency is the weak communication strategy implemented by tourism managers, especially on tourist services and tourism promotion. Most of the managers of tourism destinations in Karawang have not received sufficient provisions in the procedures for receiving good tourists and in promotional activity, most of them only rely on centralized promotional strategy doing by agencies that oversee the tourism sector in Karawang Regency. Of the several weaknesses regarding the communication strategy, it is necessary to carry out an activity as a form of assistance to tourism managers to strengthen the development of their tourism destinations. The purpose of this activity is to provide knowledge and understanding of tourism destination managers about the application of proper communication in providing services to visitors and promotional activity independently by tourism managers. The method used in this activity is socialization and outreach which is carried out by delivering material, discussion, and question and answer. The results of this activity, tourism destination managers are able to understand the importance of excellent service applied in receiving tourist visits and the importance of promoting tourism destinations independently to increase the number of tourist visits.Key Word: tourism destination, excellence service, tourism promotion, tourism development.


Bangladesh is a significant source of many fascinating cultural diversions that can make a fancy trip to many domestic and international tourists. This paper has tried to focus on the cultural tourism of Bangladesh by allocating the facts of historic and traditional culture, cultural tourists’ attraction, prospects, development strategy etc. Moreover, the major concern of the authors is to provide a detailed discussion about the main cultural attributes for the tourist or cultural tourists of Bangladesh. Tourism research methods and cultural consumption are some of the most important aspects of cultural tourism in Bangladesh. The researchers also tried to find out the potential of Bangladeshi culture, the scenario of cultural tourism, cross-cultural connection etc. This research paper is the full exploration of only about cultural tourism sector of Bangladesh. All the related information has been collected from available secondary data sources and the writer of this paper attempts to review all the roles of cultural tourism in Bangladesh. AbstrakMultiplier effect sektor pariwisata terhadap sektor lain relatif tinggi. Hal tersebut terlihat pada dampak positif di sektor lain apabila sektor pariwisata mengalami peningkatan, khususnya di sektor perdagangan, hotel, restoran dan perhubungan. Pemberdayaan potensi wilayah sebagai daya tarik wisata, sampai saat ini masih belum optimal dan keterlibatan dari pihak terkait juga belum optimal. Untuk keperluan tersebut maka penelitian  ini dilakukan. Penelitian ini bertujuan  untuk menganalisis keterlibatan stakeholder dalam pengelolaan wisata dan pengembangan wisata Kota Semarang. Objek penelitian adalah wisata budaya (Gubug rembug), wisata sejarah/alam (Goa Kreo) dan wisata kuliner (pusat oleh-oleh Jl. Pandanaran). Sebanyak 12 keyperson diwawancarai sebagi sumber data penelitian. Data hasil wawancara dianalisis dengan software Nvivo 12. Hasil penelitian menunjukkan bahwa keterlibatan stakeholders dalam pengelolaan dan pengembangan wisata Kota Semarang adalah berupa pembinaan dalam proses pengelolaan wisata sejarah, alam dan kuliner. Kata kunci : pengembangan, pariwisata, Kota Semarang Tourism Development In Semarang CityAbstractThe multiplier effect of the tourism sector on other sectors is relatively high. This can be seen from the positive impact in other sectors if the tourism sector has increased, especially in the trade, hotel, restaurant and transportation sectors. The empowerment of the region's potential as a tourist attraction has not been optimal and the involvement of related parties has not been optimal. For this purpose, this research was conducted. The purpose of this study was to analyze stakeholder involvement in tourism management and tourism development in the city of Semarang. The object of research is cultural tourism (Gubug Rembug), historical / natural tourism (Goa Kreo) and culinary tourism (souvenir center Jl. Pandanaran). A total of 12 keypersons were interviewed as a source of research data. Interview data were analyzed using Nvivo 12 software. The results showed that the involvement of stakeholders in the management and development of tourism in the city of Semarang was in the form of guidance in the process of managing natural and culinary tourism.Keywords: development, tourism, Semarang City

ABSTRAK Kegiatan pembangunan kepariwisataan dalam kehidupan Negara modern tidak akan dapat berjalan dengan baik tanpa adanya sebuah kebijakan yang baik pula. Kepariwisataan dalam program suatu negara dihandalkan dan diarahkan untuk memberi manfaat bagi kesejahteraan bersama elemen berbangsa. Nilai dasar atas upaya mewujudkan kemakmuran ditetapkan melalui Undang-Undang No.10 Tahun 2009 tentang Kepariwisataan untuk menciptakan iklim yang kondusif dan memberikan kepastian hukum. Dalam penyelenggaraan kepariwisataan utamanya di Bali menjadi penting pada pengembangan pariwisata budaya sebagai penyangga agar terhindar dari komersialisasi dan komodifikasi yang hanya menempatkan Bali sebagai obyek eksploitasi. Desa pakraman berkait dengan kepariwisataan ini memerlukan porsi yang pasti berdasarkan hukum sehingga hak dan kewajiban serta kewenangannya guna mendapat jaminan atas kepastian hukum, keadilan dan kemanfaatan seluruh kompenen terkait dalam pengelolaan kepariwisataan. Jenis penelitian ini adalah yuridis normatif yaitu yang mengkaji semua permasalahan melalui tinjauan hukum, acuannya dilakukan baik secara normatif maupun berdasarkan doktrin ilmu hukum. Pembahasan atas kewenangan desa pakraman tidak bisa lepas dari ketentuan Pasal 18B (2) UUD Negara Republik Indonesia Tahun 1945, sebagai pengakuan hak konstitusionalnya. Pengaturan pengelolaan kepariwisataan budaya Bali belum secara implisit mengatur bagaimana hak, kewajiban serta kewenangan yang dimiliki desa pakraman. Sepantasnya dalam Pengelolaan Kepariwisataan budaya memberikan tempat yang rasional kepada desa pakraman sebagai subyek pemilik kebudayaan. Peraturan Daerah Provinsi Bali tentang Kepariwisataan Budaya tidak secara tegas memberikan kedudukan hukum (hak, kewajiban dan wewenang) desa pakraman dalam pengelolaan Kepariwisataan Budaya Bali. Posisi kedudukannya selaku subyek internal, seharusnya diwujudkan dalam bentuk fungsi penguatan, pemberdayaan. Jika dibentuk dalam relasi koordinasi dengan unsur pemerintah daerah pun koordinasi dalam dengan sifat mendukung dan menguatkan kedudukan hukum desa pakraman. Kata Kunci : Kedudukan Hukum, Desa Pakraman, Kepariwisataan Budaya ABSTRACT Tourism development activities in a modern country cannot work well without a good policy. Tourism as one of development programs of a country is a reliable way to bring prosperity to all of the people. The basic value of efforts to achieve prosperity is stated in Act no.10 Year 2009, which is about tourism for creating a conducive environment and to provide legal certainty. Cultural tourism development activities, particularly in Bali, play an important role as a buffer to avoid Bali from being commercialised and commodified, in other words, being an exploited object. The customary village (desa pakraman) must be given a clear portion in the law regarding tourism industry so that its rights, obligations and authorities to give legal certainty, justice and benefits are clear. This is a normative juridical study, which is a study that analyses all problems through legal perspective whose reference is obtained normatively or based on the doctrines in law discipline. Discussing the authority of Desa Pakraman cannot disregard Article 18B (2) Constituion 1945, which is a recognition of the rights of customary village. The regulations about cultural tourism of Bali have not yet implicitly defined the rights, obligations and authorities of desa pakraman. Cultural tourism management should provide desa pakraman with a rational portion as the subject and owner of Bali culture. Bali provincial regulation on cultural tourism does not explicitly give the legal status (rights, obligations and responsibilities) of desa pakraman in the management of Bali cultural tourism. As the internal subject, the legal status of desa pakraman should be manifested in the form of both reinforcement and empowerment functions. If the legal status of desa pakraman is in the form of a coordinative relation local government, such coordination should be supporting and strengthening the legal status of desa pakraman. Regional development is an integral part of national development in accordance with the mandate of Law number 33 of 2004 concerning financial balance between the central government and regional governments where regions can manage their own households to accelerate the realization of community welfare. Therefore, the Regional Government is given the authority to explore its own sources of income. PAD consists of the results of regional taxes, the results of regional levies, the results of separated regional wealth management and other legitimate regional income. In Pasuruan Regency the tourism sector has not become a major contributor to PAD so that in order to achieve this goal the Pasuruan Regency Culture and Tourism Office requires a tourism development strategy. The purpose of this study is to analyze and describe tourism development strategies by the Pasuruan Regency Culture and Tourism Agency in increasing PAD. The method used is a qualitative method with data collection carried out by means of observation, interviews and documentation. The results of this study state that there are several types of strategies namely Corporate Strategy, Strategy Program, Resources Support Strategy and Institutional Strategy in tourism development carried out by the Culture Service and Pasuruan Regency Tourism in increasing PAD in Pasuruan Regency. Of the four types of strategies in Pasuruan Regency the most prominent strategies are Corporate Strategy and Strategy Program.

Undoubtedly, one of the greatest challenges to civilisation today is the need to fulfil commitments to build a just and caring global society. These commitments also apply to the tourism sector. The aim of the article was to determine how to identify opportunities for sustainable tourism development based on cultural heritage in medium-sized cities whose tourism assets can hardly be considered outstanding. This is an even more significant problem, as even in conditions of relatively low tourist traffic cultural tourism may have an unsustainable character if the relevant policy is pursued and the attitude of the inhabitants are inappropriate. The authors proposed to complement the Triple Bottom Line used to assess the sustainability of a destination with the assessment of the local authority’s attitude towards cultural development and characteristics regarding the involvement of the inhabitants. The study has shown that even if the cultural assets of medium-sized cities are not outstanding, they can play a role in tourism development. It is important to remember that their advantage lies in their locality, and that expecting too much of an economic effect of developing tourism can deprive them of this advantage permanently.

Tourism is one of the most reliable sectors in national development, tourism also plays a role in creating employment and reducing unemployment. This is evidenced by the contribution of the tourism sector to the workforce in 2015 12.1 million people or 10.6% of the total national workforce, to support the tourism sector there is a need for community participation and professionalism from the government in providing tourism development policies in accordance with government regulations and provisions in the Republic of Indonesia Law Number 10 of 2009 concerning tourism. Departing from these conditions, the researchers tried to analyze the efforts of the Bima District Government in involving the community to build Lariti tourism in the Sape District of Bima Regency. The purpose of this study, to find out the efforts of the Bima District Government in involving the community to develop Lariti tourism, along with the factors that support and inhibit the Bima Regency Government in an effort to involve the community to develop Lariti tourism, the method used in this research is qualitative descriptive method with data collection techniques using interviews and documentation. The results showed that the efforts of the Bima Regency Government in involving the community in developing Lariti tourism in Sape Subdistrict were positive, this shows that qualitatively the Bima Regency Government through the Bima Tourism and Culture Office involved the community actively in Lariti tourism development, besides behavior community and infrastructure Larites are a supporting factor and a barrier for the Bima District Government to involve the community in developing Lariti tourism in the Sape District of Bima Regency.
