Abstract: The current state of municipal and regional cultural policies in Quebec represents a major evolution since the adoption of Quebec's Cultural Policy in June 1992. A "municipalization" of cultural policy has occurred. Over the past ten years, there has been a fourteenfold increase in the number of municipalities with cultural policies in Quebec (to 93 today), and this phenomenon appears to be growing and gaining greater influence as the new century begins. These cultural policies have become important strategic tools for cultural, social, and economic development in the province. This paper reports the main findings of a recent study that examined the content of 51 cultural policies of Quebec municipalities. Résumé: L'état actuel des politiques culturelles municipales et régionales au Québec représente une évolution majeure depuis l'adoption de la Politique culturelle québécoise en juin 1992. Une municipalisation des politiques culturelles a eu lieu. En dix ans, le nombre de municipalités québécoises ayant une politique culturelle s'est multiplié par quatorze, jusqu'à quatre-vingt-treize aujourd'hui. Ce phénomène semble s'accélérer et gagner en influence au début du nouveau siècle. Ces politiques culturelles sont devenues des outils stratégiques importants pour le développement culturel, social et économique de la province. Cet article rapporte les résultats d'une étude récente qui a examiné le contenu de cinquante et une politiques culturelles dans les municipalités québécoises.

Abstract: This article examines the impact that the neoliberal “tide” of the 1980s and 1990s has had on cultural policies in Manitoba and Saskatchewan. It analyzes these developments in the context of the dominant political ideology that preceded neoliberalism in these provinces—social democracy. In Manitoba neoliberalism has been tempered by tensions between the centre and the hinterland, while in Saskatchewan it has been mitigated by tensions between the professional and community-based cultural organizations. Decisionmakers have “gone with the neoliberal flow” in some respects, but have had to balance this with the traditional forces that have shaped cultural policy during the past 50 years.Résumé : Cet article examine l’impact du néolibéralisme pendant les années 1980 et 1990 sur les politiques culturelles au Manitoba et en Saskatchewan. Ces changements sont analysés dans le contexte de l’idéologie dominante qui a précédé le néolibéralisme dans ces provinces – c’est-à-dire la démocratie sociale. Au Manitoba le néolibéralisme a été modéré par les tensions entre le centre et l’arrière-pays, alors qu’en Saskatchewan il a été atténué par les tensions entre les organismes culturels professionnels et les organismes basés dans les collectivités. Les décideurs ont “suivi la vague néolibérale” mais ils ont dû, dans certains cas, composer avec les forces traditionnelles qui ont influencé la politique culturelle au cours des 50 dernières années.

The current period of society social and economic development is characterized by an increasing number of technosphere objects for various functional purpose. The study subject is emergency situations related to fires at Baikal region’s technosphere objects, which types and number have been presented. Based on fire monitoring, and using methods of social and mathematical statistics, in this paper have been presented indicators for fires effect in general, as well as on all basic types of region’s technosphere objects: in amount of fires, di-rect damage, death and injury of people, destroyed buildings. Based on existing methods and data from analytical studies of fires, an assessment of such integral fire risks as fires break-out, buildings destruction, direct material damage, death and injury of people on the basic types of Baikal region’s technosphere objects has been given for the first time. It has been established that the current state of technosphere objects’ fire safety does not meet the regulatory requirements.

In the paper the current state and the prospects of development of Krasnoyarsk Region economy is analyzed. Dynamics of key indicators of social and economic development of Krasnoyarsk Region in comparison with the Russian Federation is presented. The main problems of economy of Krasnoyarsk Region are allocated. The main results of economic and social development of Krasnoyarsk Region for 2016 are made. The analysis of performance of expected indicators of social and economic development of Krasnoyarsk Region for 2016 is carried out and compliance of planned and actual results of implementation of the development plan for Krasnoyarsk Region is certain.

The article studies new approaches to management of regional eco-economic systems in conditions of strong impact on the ecological component of region economy; gives the assessment of influence of relationship between industrial enterprises and territories of their presence; offers tools of realization of corporate social responsibility in the management system of regional eco-economic systems. Environmental problems in the mining region, are especially sharply felt today in the conditions of the current state of economy. This challenge that will require if the wording to use a number of measures of preventive character, in particular use of instruments of realization of the mechanism of social responsibility of business for sustainable social and economic development of the territory. The organizational and economic mechanism will allow to carry out the trial functions providing sustainable social and economic development of territories, acting in the form of the coordinated interaction of the elements providing strengthening of points of body height of functioning of regional ecologic and economic systems.

Cultural and creative industries are an intersection of art, technology, cultural heritage, innovation, creativity and mental and manual labour. The purpose of this paper is to reflect links between museums, creativity, innovation and culture in the changing economy.

The subject. The article is devoted to the analysis of the current state of agriculture as a branch of the economy of the Kemerovo region and to the identification of the prospects for its further development. The goal and tasks. The paper features the tendencies of the development of agriculture in the Kemerovo region. It asserts the role of agriculture in the economy of the region. The methodology. The research involves scientific methods of obtaining knowledge (retrospective and comparative analysis, synthesis, induction, deduction), allowing one to obtain reliable and valid results of the study. The results. The paper analyses the structure of agricultural products in terms of categories of farms and nomenclature over the past five years. It estimates the dynamics of the development of agriculture in the region, namely, the production of poultry and livestock, the size of cultivated areas, and the number of livestock. Positive trends in the development of the industry have been singled out, as well as problems interfering with the development of agriculture in the Kuzbass. The article describes the measures implemented within the framework of the Strategy of Social and Economic Development of the Kemerovo Region until 2025 in the field of agricultural management. The conclusions and significance. The study has made it possible to identify the key problems of the development of the Kuzbass agricultural sector, including management problems on the farms, and to propose measures to improve the efficiency of agriculture in the region.

This paper examines the diffusion of entrepreneurial activities among Italian universities, the evolution of the organizational models implemented to facilitate such activities and the commitment of the universities to the Third Mission of social and economic development. As previous analyses have shown, Italian universities have only recently moved towards the valorisation and exploitation of their scientific knowledge. In contrast to the varied and in some cases openly hostile attitudes of the past, there now seems to be greater acceptance of and a more positive approach towards entrepreneurship. Many universities have introduced innovations both in the organizational processes and activities of scientific research and in the management of research results. Because empirical evidence is very limited, the authors have used a longitudinal analysis to contribute to debate on the subject, with a discussion of the evolution of universities currently engaged in such activities and identification of possible changes in their cultures.

Kecamatan Jatinangor saat ini dikenal dengan kawasan pendidikan berkat hadirnya beberapa Universitas maupun institut skala nasional seperti, UNPAD, ITB, IPDN, dan IKOPIN. Desa Cikeruh sendiri merupakan salah satu dari delapan desa yang terdapat di Jatinangor, keberadaan kampus-kampus tersebut yang sangat dekat dengan Desa Cikeruh turut mempengaruhi perkembangan sosial dan ekonomi di Desa Cikeruh. Masyarakat Desa Cikeruh memiliki mata pencaharian yang hampir merata di sektor wirausaha, pertanian, jasa, dan transportasi. Adapun sebagian produk-produk yang dihasilkan meliputi makanan ringan, yakni kripik pangsit, yoghurt, dan rengginang. Permasalahan yang dialami oleh masyarakat yang berwirausaha berupa kurangnya pengetahuan dan pemahaman serta akses untuk mempromosikan produk-produk tersebut menggunakan media sosial sehingga mengakibatkan penjualan yang dilakukan kurang maksimal dan penghasilan masyarakat tidak berkembang. Untuk mengatasi hal tersebut pemerintah setempat dapat meningkatkan potensi wirausaha masyarakat Desa Cikeruh melalui kebijakan mikro dan budaya, penyediaan fasilitas, memberikan pendidikan dan pengetahuan kepada masyarakat bekerja sama dengan kampus-kampus sekitar. Pemerintah juga perlu memberikan perhatian kepada para wirausahawan agar dapat menggunakan media sosial sebagai media pemasaran sehingga dapat mengekspansi pasar lebih luas yang pada akhirnya akan membantu perekonomian masyarakat Desa Cikeruh. Jatinangor district is currently known as an educational area due to the presence of several universities and national scale institutes such as UNPAD, ITB, IPDN, and IKOPIN. Cikeruh Village itself is one of eight villages located in Jatinangor, the existence of these universities which are very close to Cikeruh Village also influenced the social and economic development of Cikeruh Village. The people of Cikeruh Village have almost equal livelihoods in the entrepreneurship, agriculture, services and transportation sectors. Some of the products produced include snacks, namely dumpling chips, yogurt, and rengginang. Problems experienced by entrepreneurs are in the form of lack of knowledge and understanding as well as access to promote these products using social media resulting in sales that are made less than the maximum and the income of the community is not developing. Therefore, the entrepreneurial potential needs to be increased using digital-based marketing or through online media. Digital-based marketing using social media is one of the effective potential in promoting business quickly, easily, and cheaply. In this case, the local government can increase the entrepreneurial potential of the Cikeruh Village community through micro and cultural policies, the provision of supporting facilities, as well as providing education and knowledge to the community in collaboration with surrounding universities. The government also needs to pay attention to entrepreneurs in order to be able to use social media as a marketing medium so that it can expand the wider market which will ultimately help the economy of the Cikeruh Village community.

This research article examines cultural policies designed by local government authorities and their impact on social and regional development in the municipality of Xanthi, Thrace. It also analyzes and examines the cultural activities implemented by the Greek municipalities. In particular, it reflects upon events, changes, and concerns that involve cultural affairs, and evaluates their socioeconomic, political, spatial, and regional dimensions. Considering that the locality is part of the totality, the process of achieving cultural development in Xanthi is particularly interesting, as it is fundamental to the entire Greek cultural image. The regional element of the area can be also identified as national. Consequently, local cultural development becomes an essential part of national development. This study could trigger a fertile and constructive process of reflection on the role of local cultural policy in further achieving social and economic development. The issues raised by the research contribute to scientific research and dialogue and highlight the role of municipalities as active cultural assets with distinct cultural identities in the context of a Europe of Regions.
