From our point of view, the need for community planning as one of the new possibilities for improving social services in self-government is extremely important. We see the importance and contribution of the planning process for the whole local policy in the active involvement of all citizens and participants in community planning. Only if the citizens are sufficiently informed and involved in the whole process not only community planning makes sense, but also establishing cooperation and creating a network of mutual assistance in the village.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

Abstract. The optimization of village funds provided by the central government has increased every year and is expected to support the acceleration of village development in border areas through economic independence in accordance with four programs from the Ministry of Villages, Disadvantaged Regions and Migration Development. The research objective is to determine the extent to which optimization of village funds begins in terms of utilization for the construction of physical infrastructure, social services, economic development and community empowerment. Data collection techniques in this study used observation, interview and documentation techniques. Data analysis is done by collecting, reducing the presentation and verification of data or drawing conclusions. Data collection methods in this study use qualitative data analysis methods with the aim of getting a comprehensive picture. The results of this study are the village funds provided by the central government are fully used for village development programs but in the initial planning process is still less than optimal because in the implementation of musrembang the level of activeness of community leaders in providing less input so that the village development program is only from the village government not from the aspirations of the community so that programs for the field of community empowerment are still lacking in attention. At the time the accountability was also not optimal because it did not carry out a joint evaluation with the community and was not in accordance with the principles of management and the purpose of village funds because there was no transparency to the community. Optimalisasi dana desa yang diberikan oleh pemerintah pusat jumlahnya mengalami kenaikan setiap tahun diharapkan untuk mendukung percepatan pembangunan desa di daerah perbatasan melalui kemandirian perkonomian sesuai dengan empat program dari Kementerian Desa, Pembangunan Daerah Tertinggal dan Trasnmigrasi. Tujuan penelitian adalah untuk mengetahui sejauh mana optimalisasi dana desa dimulai dari segi pemanfaatan untuk pembangunan infrasturktur fisik, pelayanan sosial, pengembangan ekonomi serta pemberdayaan masyarakat. Teknik pengumpulan data dalam penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi. Analisis data dilakukan dengan cara pengumpulan, reduksi penyajian dan verifikasi data atau penarikan kesimpulan. Metode pengumpulan data dalam penelitian ini menggunakan metode analisis data kualitatif dengan tujuan agar mendapatkan gambaran yang menyeluruh. Hasil penelitian ini adalah Dana desa yang diberikan oleh pemerintah pusat digunakan sepenuhnya untuk program pembangunan desa  tetapi dalam proses perencanaan awal masih kurang optimal karena dalam pelaksanaan musrembang tingkat keaktifan tokoh masyarakat dalam memberikan masukan kurang sehingga program pembangunan desa hanya dari pemerintah desa bukan dari aspirasi masyarakat sehingga program untuk bidang pemberdayaan masyarakat masih sangat kurang diperhatikan. Pada saat pertanggungjawaban juga masih belum optimal karena tidak melaksanakan evaluasi bersama dengan masyarakat dan tidak sesuai dengan prinsip pengelolaan dan tujuan dana desa karena tidak adanya transparansi kepada masyarakat. Megaprojects, as a part of neoliberal urbanism, have become an important element of cities worldwide. In Santa Cruz de Tenerife, Spain, the megaproject Santa Cruz Verde 2030 represents this type of project. The ambitious plan seeks to transform the city’s oil refinery into an urban quarter. However, since its announcement in summer 2018, no critical public discussion has taken place, although the project is expected to reconfigure the city’s waterfront and its tourist model. In this context, it is particularly the stakeholders’ point of view that is neglected. We thus offer a qualitative analysis of five interviews with local stakeholders from the real estate sector, politics, urban planning and an environmental association. The analysis shows that the interviewees feel insufficiently informed by the project’s initiators. The project is interpreted as an elitist symbol of how the project’s initiators understand urban development. While some of the stakeholders want to accelerate the whole process, others call for a more integrative and participative planning approach. Moreover, the observed marketing campaign is directly linked to the upcoming elections. The interviewees observe a simple top-down planning process, which contradicts the promises of the initiators to enable civic participation and integration.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.

This research deals with the development of  self concept of Hiroko as the main character in Namaku Hiroko by Nh. Dini and tries to identify how Hiroko is portrayed in the story, how she interacts with other characters and whether she is portrayed as a character dominated by ”I” element or  ”Me”  element seen  from sociological and cultural point of view. As a qualitative research in nature, the source of data in this research is the novel Namaku Hiroko (1967) and the data ara analyzed and presented deductively. The result of this analysis shows that in the novel, Hiroko as a fictional character is  portrayed as a girl whose personality  develops and changes drastically from ”Me”  to ”I”. When she was still in the village  l iving with her parents, she was portrayed as a obedient girl who was loyal to the parents, polite and acted in accordance with the social customs. In short, her personality was dominated by ”Me”  self concept. On the other hand, when she moved to the city (Kyoto), she was portrayed as a wild girl  no longer controlled by the social customs. She was  firm and determined totake decisions of  her won  for her future without considering what other people would say about her. She did not want to be treated as object. To put it in another way, her personality is more dominated by the ”I” self concept.

ABSTRACT Objective: to investigate the possibilities of positive and negative association of improvisation and the understanding of what will be the planning by managers and coordinators of tuberculosis control programs, in a context of transference of the Directly Observed Treatment policy. Method: this is a qualitative study, developed through semi-structured interviews analyzed in the light of French Discourse Analysis. Results: there was a weakening of the constructive and operational planning process, which is at the mercy of political will and the need of putting out fires. This, in turn, along with achômetro (Brazilian popular expression used on unsubstantiated point of view or opinion that is based solely and exclusively on the intuition of the person who says it), composed the metaphor of improvisation in its negative perspective, understood by automatism and unsystematization process. Improvisation, however, emerged as a representation of innovation, creativity, and contextual change. Final considerations: both the planning and the transfer of public policies constitute processes that need to be strengthened and qualified in the field of public health.

Civic participation has an irreplaceable role in the land-use planning process because it contributes a practical perspective to expert knowledge. This article discusses whether there is actually a level of civic participation that can be considered optimal, which would allow experts to effectively obtain information from everyday users of the territory, who have the best practical knowledge of it; experts may also gain sufficient feedback on intended developments, based on knowledge about civic participation from representatives of individual municipalities. The article also proposes measures that can promote an optimal degree of participation in the land-use planning process. The fieldwork was conducted in the form of semi-structured interviews with the mayors of municipalities with a population of up to 2000 inhabitants in selected districts of the Ústí Region (Czech Republic). The results suggest that the optimal degree of civic participation in land-use planning should have a representative extent, so it should not merely be a matter of individuals, but also one of groups of dozens of people, and such groups should encompass a balanced variety of characteristics; an optimal level of civic participation should also provide the maximum number of relevant impulses. Measures that may secure and foster an optimal degree of civic participation in land-use planning include (1) striving to avoid preferring purely voluntary participation; (2) simultaneously utilizing various tools to engage inhabitants; (3) educating inhabitants on a regular basis; and (4) consistently communicating and providing feedback, while also searching for informal means of communication and discussion.

            The Village law has made the village the subject of development. Villages and villagers jointly initiate village development in order to create a better livelihood and village life. Village funds as village capacity in development have the potential to improve community welfare. This Research is a qualitative research with a descriptive analysis approach in order to analyze the planning and implementation process of village funds in improving community welfare from a sharia economic perspective. Data collection techniques used are interview, observation and documentation methods. The governments, community leaders and villagers became informants so that a broad perspective was obtained about village funds and their implications for walfare. The results showed that the planning and implementation of village funds was not yet participatory, the grassroots community had not been involved. Physical infrastructure became the priority of discussion during the planning process. In an effort to improve welfare in 2019 touching the aspects of health, education, and community residence. In 2020, village funds have a greater role in increasing community income in the form the cash assistance to the community in overcoming the covid 19 pandemic. In order to achieve a comprehensive development, in the process must apply sharia economic values. The value of integrity in the devekopment process in the form of justice, trust and fulfillment of reponsibilities as well as helping each other.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.
