In the article, the guest editor Piotr Dutkiewicz and editor-in-chief Yuriy M. Pochta introduce the current issue of the journal, interpreting cross-cutting topics such as democratic development and the construction of national identity in the societies of the East and the West. They believe that the most appropriate heuristic explanation for these issues today is the idea that after the end of the Cold War the hopes for the final victory of the liberal democratic project on a global scale ended in disappointment. The end of history never took place, just like the victory of communism did not take place previously. All these years we have been witnessing an imitation of liberalism, the era of which is already over. There is currently a global revolt against the liberal imitation imperative. From this point of view, there is a great interest in articles devoted to Russian-Turkish relations, the place of the Central Asian states in the international rankings of democratic development, the evolution of the political development of the Lebanese Republic, the formation of democratic political regimes in such Eastern European EU member states as Poland and Hungary, the role of parties in the political life of Great Britain and Nigeria, as well as such theoretical and methodological problems of political science as the processes of forming future political leaders, methodology of the study of GR-management and approaches to the study of the political and psychological characteristics of the heads of Russian regions. In general, this issue of the journal pictures the current state of democratic development of Western and non-Western countries in the context of globalization, which is at the stage of transition from American monopolarity to multipolarity, from imitation of the Western liberal-democratic project to the search for its own development projects. The authors believe that from the point of view of Russia and its interests the materials of this issue allow for outlining the prospects for further research on ways to build the most effective relations with world and regional powers, the possibilities of protecting its sovereignty and its geopolitical interests, and the mechanisms for forming the Russian post-Soviet identity at the national and regional levels.

The article discusses the impact of national identity on democratization and market reforms in Russia and Ukraine. We develop a concept of hegemonic national identity and demonstrate its role in Russian and Ukrainian post-communist political development. The article argues that Russia’s slide toward authoritarianism was to an important degree an outcome of the notions of national identity adopted by the main political players and society at large. In Ukraine, on the other hand, a hegemonic identity failed to emerge and the public discussion of issues of national identity led to the adoption of much more liberal and democratic notions of identity by a considerable part of the political elite. Adoption of this more liberal identity, in turn, was one of the main reasons for the Orange Revolution. The main theoretical implications of this argument are as follows: (a) choices of national identity profoundly affect the prospects for democracy in the newly democratizing states; (b) institutions do shape identities; (c) elites’ preference for (or opposition to) liberal democracy is not simply a consequence of their understanding of their self-interest in gaining and preserving power but also is dependent to a significant extent on their choices of political identity.

Recently, the religious factor in a number of circumstances (historical, economic, ideological) plays an increasingly important role in the socio-political life of our state. Religious organizations have become an integral part of the political and cultural spheres of life and greatly influence the socio-political processes in the Ukrainian state. This is evidenced, in particular, by the aggregated data of sociological surveys conducted by various centers and institutions, according to which the church community is most trusted by the population of our country (about 27.6%) (for comparison: the Verkhovna Rada of Ukraine - 3.1%, state government-3%, judicial bodies-4%). Therefore, the analysis of social processes in the context of confessional measurement is now of particular importance

The article analyzes the new role of the Alliance 90/The Greens in the political life of Germany. The Greens have come a long way: from the leftist radical movement of protest and opposition to the parliamentary party. The author describes the reasons of the Greens’ popularity in the modern period, notes the success of the party both within the country and at the European level. According to the public opinion poll conducted in the autumn of 2019, the ratings of the ruling CDU/CSU and the Greens became equal. It should be stated that the Greens have lost their radical position and off-system orientation but they continue to demonstrate a predisposition to the opposition of the liberal-democratic nature, which implies a willingness to fight for the reform of the existing social system. In this regard, the Greens are close to modern Social Democrats, but the degree of their social criticism is certainly higher, which makes them a potential partner of the left party. From the leftist off-systemic standing to the systemic leftism: that is the result of the political evolution of the Greens. It is in favor of this conclusion that the party's current position in the political life of Germany testifies. But the problem is whether the party will be able to adapt to new conditions and maintain the credibility with the voters until 2021, the next federal election in the Bundestag?

The article examines the revolutionary events of 1917 in Dagestan from the standpoint of legal awareness of Muslim public figures and clergy and their participation in the socio-political life of the region. The events had both common for the entire Russia and specific features due to the level of socio-economic and political development of the region and the role of Islam in its society. The article examines how the turbulent revolutionary time brought authoritative Muslim leaders to the political scene. Later, they aspired to develop their own tactics and strategy in order to influence the course of events in Dagestan after the February Revolution of 1917. Each representative of the secular and spiritual intelligentsia had their own attitude to the political forces that emerged during the struggle for the revolutionary democracy. The author notes such a characteristic feature of the revolutionary democracy of 1917 in Dagestan as the active involvement of the Muslim clergy in the new government institutions, their appeal to Islam and Sharia when clarifying and resolving various issues of socio-political importance. It is shown that the most important and discussed issue was the election of the head of the Caucasian Spiritual Board of Muslims from among muftis or imams by the Muslims of Dagestan and the North Caucasus. The healthy socio-political forces of the region aspired to preserve law and order in the region appealing to Sharia and Islam.

The article is devoted to the analysis of the main trends in the internal political development of Ukraine within the year since coming to power of President Vladimir Zelensky and the “Servant of the People” party. The author identifies key factors contributing to the recessionary trends in the work of the Executive and Legislative branches of government, examines the main shortcomings of the personnel policy of the new authorities, analyzes the possibility of the collapse of the parliamentary majority, characterizes the problem of a drop in the ratings of the current government and the growth of sympathy for the opposition parties among voters of the party “Servant of the People”, provides a forecast of a possible electoral scenario in the local elections in the autumn of 2020, considering the impact of the coronavirus epidemic in the political life of the country. Special attention is paid to the confrontation between local and central authorities, as well as to the problem of regionalization of Ukraine, taking into account the risk of its transition to an uncontrolled state. The author concludes that, although the Ukrainian authorities have managed to achieve certain tactical successes, they have not yet managed to systematically strengthen their position in the eyes of the society, or start reformatting the country. Many election promises have not been fulfilled; the government’s initiatives are declarative and do not affect the foundations of the Ukrainian political system, which needs radical reform.

This introductory chapter sets out the book's purpose, which is to examine the political development of Iraq from the inception of the state in 1921 to the post-2003 years of political and societal turmoil. Its premise is that from the very beginning of the state the Iraqi project in fact devolved into three undertakings: the consolidation of the state and its governing institutions, the legitimization of the state through the framing of democratic structures, and the creation of an overarching, and thus unifying, national identity. The book is different from other studies of Iraq's political history, in that it traces the development of each of the three projects of governance, democracy, and national identity separately, while at the same time highlighting the way they impacted and shaped one another. The remainder of the chapter discusses the roots of the predicament of post-2003 Iraq.

In the article examined, that there is a process of political reality constructing by means of the use the various manipulation technologies that allow popularizing "necessary" to the politicians’ ideas that afterwards grow into soil of the counted scenario the political development events. Attention applies on the phenomenon of mythological political life, considered through the prism of social life symbolizing psychological process, illustrates effectiveness of external influence mechanisms on mass consciousness at man. It is underlined that mechanisms of external influence on mass consciousness at man is unchanging sufficiently long time and exist almost so much how many exist human civilization. The role of mass-media is shown as to the instrument of virtualization of the real political space and means of this virtual reality constructing.

The article analyzes the importance of the religious factor in determining the ways of socio-political development of India. India remains a country with a multi-confessional population with a clear predominance of adherents of Hinduism. In addition to the infl uence of Hinduism on the life of orthodox society, where castes still play a special role, which determine the norms of behavior and rules of communication, the author analyzes the role of religion in the political agenda of the country. Under the conditions of colonialism, Hinduism was established as a national religion and the basis of a national tradition. The active involvement of Hinduism in political life began at the end of the nineteenth century, when such political parties as the Muslim League and Hindu Mahasabha appeared. The task of the latter was to create a Hindu state in India. The author also pays special attention to the analysis of the formation of the Bharatiya Janata Party, which is characterized as the political wing of a group of Hindu nationalist organizations. The growing popularity of this party, which won the elections in 2014 and 2019, indicates the strengthening of the positions of communalist organizations. These trends show that the active inclusion of religion in the political agenda aff ects the nature of the country’s democratic institutions, gradually transforming the popular thesis that India is a country representing “unity in diversity”.

The article examines the problems of corporate regulation and political regime mutual influence, and describes the role and place of corporate regulation in the system of social and normative regulation. The corporate law structure is described as a set of corporate and legal norms from the point of view of narrow and broad approaches. Some features of corporate regulation in liberal, democratic, totalitarian and authoritarian regimes are analyzed. It is noted that a democratic political regime is characterized by a variety of corporate structures of a commercial and political nature, the predominance of the dispositive nature of the corporations’ activities legal regulation, and the admissibility of political and public corporations’ broad participation in government. The authors note that in a liberal political regime, there is a high degree of commercial corporations’ autonomy, while limiting the political and social corporations’ activities. The author reveals a variety of approaches to the manifestation of corporate regulation in authoritarian political regimes. It is described that in a totalitarian political regime, corporations actually become a part of the state mechanism, and corporate regulation is actually replaced by direct or delegated regulation of individual executive bodies. It is concluded that there is a connection between the nature of corporate regulation and the political regime of the respective state. It is established that the influence is mutual and stable and is determined both by the properties of certain types of political regimes and by the specifics of national systems of corporate regulation.

On June 2, 1924, President Calvin Coolidge signed into law the Indian Citizenship Act (ICA), which unilaterally made United States citizens of all indigenous people living in the United States. This new law made citizens of approximately 125,000 of the 300,000 indigenous people in the country (the remainder were already U.S. citizens). Usually, people who have been excluded from American political life see the codi- fication of their citizenship status as an unambiguously positive political development. In the case of indigenous people and U.S. citizenship, however, one cannot find such clear and certain statements. All indigenous people certainly did not look at U.S. citizenship in the same light; in fact, very few saw it as unambiguously positive. This study demonstrates that the indigenous people who engaged the debate over U.S. citizenship came to define themselves, in various ways, as “ambivalent Americans,” neither fully inside nor fully outside the political, legal, and cultural boundaries of the United States. This effort to define a form of ambivalent American-ness reflects a significant tradition in indigenous politics, which involves indigenous political actors working back and forth across the boundaries of American political life to secure rights, resources, and/or sovereignty for the indigenous people they represent.
