In the article examined, that there is a process of political reality constructing by means of the use the various manipulation technologies that allow popularizing "necessary" to the politicians’ ideas that afterwards grow into soil of the counted scenario the political development events. Attention applies on the phenomenon of mythological political life, considered through the prism of social life symbolizing psychological process, illustrates effectiveness of external influence mechanisms on mass consciousness at man. It is underlined that mechanisms of external influence on mass consciousness at man is unchanging sufficiently long time and exist almost so much how many exist human civilization. The role of mass-media is shown as to the instrument of virtualization of the real political space and means of this virtual reality constructing.

In the XXI century, the French Republic remains one of the major economic and political partners of the Russian Federation. At the same time, one of the forces contributing to the internal stability of the Fifth Republic is the community of holders of state awards, united by official symbols around the idea of serving for the benefit of France, regardless of their own political beliefs. However, differences in the nature of award systems make it difficult for Russian statesmen to understand the true role of French order-bearers in political processes, the role of the Order itself in the life of France. The intuitive perception of this institution by Russian representatives is often limited or erroneous. Based on the analysis of information resources affiliated with the Order of the Legion of Honor, the author formulates a list of the main activities of its members. Understanding the nature of the participation of this organization in the political and social life of the Republic can have a significant impact on a certain «course correction» when interacting with foreign orderbearers. In addition, the presented conclusions can focus the attention of politicians in international affairs on institutions whose influence on domestic processes, although not obvious due to the difference in thesauri, is significant.

The article examines the revolutionary events of 1917 in Dagestan from the standpoint of legal awareness of Muslim public figures and clergy and their participation in the socio-political life of the region. The events had both common for the entire Russia and specific features due to the level of socio-economic and political development of the region and the role of Islam in its society. The article examines how the turbulent revolutionary time brought authoritative Muslim leaders to the political scene. Later, they aspired to develop their own tactics and strategy in order to influence the course of events in Dagestan after the February Revolution of 1917. Each representative of the secular and spiritual intelligentsia had their own attitude to the political forces that emerged during the struggle for the revolutionary democracy. The author notes such a characteristic feature of the revolutionary democracy of 1917 in Dagestan as the active involvement of the Muslim clergy in the new government institutions, their appeal to Islam and Sharia when clarifying and resolving various issues of socio-political importance. It is shown that the most important and discussed issue was the election of the head of the Caucasian Spiritual Board of Muslims from among muftis or imams by the Muslims of Dagestan and the North Caucasus. The healthy socio-political forces of the region aspired to preserve law and order in the region appealing to Sharia and Islam.

The purpose of the article is to consider the content of the main changes provided for by amendments to the Constitution of the Russian Federation proposed by the President of the Russian Federation in January 202, regarding regulation of the legal status of the Federation Council. Attention, in particular, is focused on expanding the personnel powers of the upper house of the Russian parliament, as well as changing the formation of the Fe­deration Council. It is substantiated that the amendments to the Constitution of the Russian Federation contribute to the improvement of the system of checks and balances, including by strengthening the role of parliament. This goal is also served by securing directly in the Constitution of the Russian Federation the control powers of the Federal Assembly of the Russian Federation, which for a long time was regulated solely in sectoral legislation. The article also proposes a solution to the issue of a different approach to the establishment of the term of office of senators from subjects and senators — representatives of the Russian Federation. The conclusion is made that the proposed amendments to the Constitution of the Russian Federation contribute to strengthening the role of the Federation Council in the political life of the country. Within the framework of this research, we used formal logical (analysis) and comparative legal methods.

The presented scientific research is devoted to the analysis of factors of influence of symbols of political party on her development and political rhetoric. The emphasis is placed on studying of symbols and the political choice of voters. It is proved that the party symbolics can act as the communication medium between parties and her voter. The scientific facts according to which the political symbolics and party colors bear in themselves sense of a party course of heads of political parties are offered and also display understanding of a role of party in political life of society. Factors of development of political symbolics in Ukraine are offered. Detailed studying of foreign experience has shown that the party symbolics has the logical and symbolical nature. The first shows her historical roots and serves as the political bridge between ideals and values of generations. The second aspect, symbolical — is continuation of the first, but bears in itself nonverbal sense. The essence consists that the political party, enduring certain stages of social and political development of the state, tries to display them in the political symbols, the name, flowers. It becomes not only for mass influence on the choice of electorate and also with the purpose to become main using the force political capable to be on one wave with the voter. Also, in a research it is shown that in the Ukrainian political practice this aspect is given a certain attention, but in general — party heads use opposite symbols and their values.

The article deals with the history of celebrating the Liberation Day in Czechoslovakia organised by the state. Various aspects of the history of the holiday have been considered with the extensive use of audiovisual documents (materials from Czechoslovak newsreels and TV archives), which allowed for a detailed analysis of the propaganda representation of the holiday. As a result, it has been possible to identify the main stages of the historical evolution of the celebrations of Liberation Day, to discover the close interdependence between these stages and the country’s political development. The establishment of the holiday itself — its concept and the military parade as the main ritual — took place in the first post-war years, simultaneously with the consolidation of the Communist regime in Czechoslovakia. Later, until the end of the 1960s, the celebrations gradually evolved along the political regime, acquiring new ritual forms (ceremonial meetings, and “guards of memory”). In 1968, at the same time as there was an attempt to rethink the entire socialist regime and the historical experience connected with it, an attempt was made to reconstruct Liberation Day. However, political “normalisation” led to the normalisation of the celebration itself, which played an important role in legitimising the Soviet presence in the country. At this stage, the role of ceremonial meetings and “guards of memory” increased, while inventions released in time for 9 May appeared and “May TV” was specially produced. The fall of the Communist regime in 1989 led to the fall of the concept of Liberation Day on 9 May, resulting in changes of the title, date and paradigm of the holiday, which became Victory Day and has been since celebrated on 8 May.

ANNOTATION. This article is the first attempt of the biographic research of Grand Duchess Uliana Algirdienė of Lithuania (d. 17/03/1392), based on the critical analysis of primary sources. It is also aimed at pointing out the reflection of the role of women in the pagan Lithuanian society. The research was carried out by means of the analytical and comparative method of historical source analysis with a view to separate as distinctly as possible the information derived from contemporary sources from the images imposed by later historiographic tradition. The article questions the stereotypes related to Uliana’s great political power in Lithuania’s political life that are well-established in modern historiography and present-day cultural memory. With this an attempt is made to draw attention to the problematic nature of information derived from historical sources as well as to more distinctly define the frames imposed by the political culture of pagan Lithuania which clearly marked the boundaries for the political activities of women representing the ruling dynasty. This article for the most part dwells on the issues related to the coverage of Algirdas and Uliana’s marriage and the period of their married life up to Algirdas’ death in 1377. The article deals with the development of the coregency system of Augustus and Agrippa from 29 to 18 BC: from formal and actual disparity of the coregents to their formal equality with the dominance of the princeps auctoritas. Particular attention is paid to the earlier stages of this development and to the crisis of 23 BC. The coregency system created by Augustus is often regarded by modern historians as means of ensuring uninterrupted succession of power. Agrippa as his coregent often is thought to have assumed the role of the regent who temporally replaces the princeps, just as it was in formal monarchies, or that of the tutor of the future rulers. However, the Roman system of state administration did not allow such type of regency. The princeps coregent, who was his equal in formal credentials but his inferior in terms of auctoritas, in case of the princeps death had to become the next princeps as his immediate successor. It is unlikely that later he was expected to voluntarily give up his power in favour of younger heir and to vanish from the political life altogether. The inheritance system under Augustus was like a ladder with the princeps at the top, the coregent who was also the immediate successor one step below, heirs of the next degree further down. In case of death of one of them, successors shifted one step up. The coregency had one more function: geographically it allowed Augustus and Agrippa to rule jointly the empire while staying in different parts of it.В статье исследуется развитие системы соправления Августа и Агриппы с 29 по 12 гг. до н. э.: от формального и фактического неравенства соправителей до их формального равенства при преобладании auctoritas принцепса, причём особое внимание уделяется раннему этапу этого развития и кризису 23 г. до н. э. Институт соправления, созданный Августом, часто рассматривается, как средство обеспечения бесперебойного перехода власти, причем Агриппе, как соправителю, НЕРЕДКО отводится роль регента, временно замещающего принцепса или воспитателя будущих правителей. Однако римская система государственного управления не предполагала регентства. Соправитель принцепса, равный ему по формальным полномочиям, но уступавший по auctoritas, в случае его смерти должен был СТАТЬ следующим принцепсом, ближайшим его наследником. Вряд ли предполагалось, что в будущем он должен добровольно уступить власть более молодому наследнику и исчезнуть из политической жизни. Система наследования при Августе представляла собой нечто вроде лестницы, на вершине которой стоял принцепс, на следующей ступени соправитель, он же избранный преемник, ниже наследники следующей очереди в случае смерти когото из них происходило продвижение наследников по ступеням вверх. Кроме того, соправление имело и иное значение позволяло Августу и Агриппе совместно управлять империей, находясь в разных ее частях.

The article describes the influence of the Russian Empire on the socio-political life of the Emirate of Bukhara in the late XIX - early XX centuries during the reign of Mangit emirs Muzaffar (1860-1885), Abdulahad (1885-1910) and Alimkhan (1910-1920). There were many people who looked at this country, which has beautiful nature, fertile soil and rich in minerals. The Central Asian khanates, which were part of a constantly changing world, did not undergo renewal, despite their obsolescence. At the end of the 19th and the beginning of the 20th centuries, when the Emirate of Bukhara became politically and economically full of the policy of the Russian Empire and officially became its vassal, many historical events took place in its social life.

В статье рассматривается политическая культура Кыргызстана как одна из важных основ политической жизни общества. Уделяется внимание на необходимость развития политической культуры общества, как фундаментальной основы цивилизации, основ существования общества и общественных отношений. В работе анализируется сущность политической культуры. Описывается проблема формирования политической культуры Кыргызстана как одной из актуальных тем, на протяжении многих лет. Рассматривается формирование и становление политической культуры Кыргызстана, как очень трудоёмкий и долговременный процесс, обусловленный определенными аспектами политико-культурологического характера. Политическая культура конкретной общности состоит из представлений индивидов, их взглядов, политических ценностей, политической идеологии и символики, политических норм, стандартов, стереотипов. Каждый субъект страны являясь гражданином так или иначе становиться свидетелем и даже участником политической реальности, тем самым на основе этих элементов и опыта человек формирует собственный взгляд и определяет для себя систему ценностей и линию поведения. Макалада Кыргызстандын саясий маданияты коомдун саясий турмушунун маанилүү негиздеринин бири катары каралат. Цивилизациянын фундаменталдык негизи, коомдун жана коомдук мамилелердин негиздеринин маңызы катары коомдун саясий маданиятын өнүктүрүү зарылдыгына көңүл бурулган. The paper analyzes the essence of political culture. The article describes the problem of forming the political culture of Kyrgyzstan as one of the topical issues for many years. The article considers the formation and formation of the political culture of Kyrgyzstan as a very labor-intensive and long-term process, due to certain aspects of political and cultural character. Тhe Political culture of a particular community consists of individual representations, their views, political values, political ideology and symbols, political norms, standards, and stereotypes. Each subject of the country, being a citizen, in one way or another becomes a witness and even a participant in the intrigue of political reality, thereby the basis of these elements and experience, a person forms his own view and defines for himself a system of values and a line of behavior.
