Integrated development of rural areas: does the new state program meet modern challenges?

The article analyzes the concept of the state program of the Russian Federation «Integrated development of rural areas». In the context of the multifunctional role of agriculture, its relations with other state programs and national projects are investigated; the systemic shortcomings of the adopted version of the program are criticized. The authors believe that the state program does not respond to modern challenges to the development of rural areas and does not contain innovative solutions to the accumulated problems in this area. Preliminary recommendations on the adjustment of the structure and content of the state program «Integrated development of rural areas».

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The study is devoted to the analysis of the implemented measures in relation to the healthcare sector in the Russian Federation, which are designed to improve the standard of living of citizens. In particular, the state program of the Russian Federation «Development of Healthcare» is considered. The paper analyzes the quantitative statistical indicators that most representatively reflect the results achieved at the present stage. The aim of the work is also to identify how the Russian healthcare system is currently being transformed and what prospects are provided by the state. The purpose of the study: To analyze the process of implementation of state programs in the field of healthcare in terms of quantitative and qualitative characteristics of their implementation. Materials, methods and conditions of research. The materials of the implementation of the state program «Development of Healthcare», the national project «Healthcare», the statistical yearbooks of the Federal State Statistics Service for 2018–2020, as well as statistical information from the databases of Rosgosstat of the Russian Federation were studied. Objectives of the study: to analyze and evaluate the state of ongoing transformations in the Russian healthcare system, by identifying the main directions of development, as well as analyzing relevant statistical data. Research perspective. At present, the problem of health development is more urgent than ever, and the problem is becoming particularly acute, against the background of the spread of the COVID-19 virus pandemic. For rapid response and elimination of hotbeds of infection, it is necessary to provide the population with sufficient basic parameters for providing medical services. Therefore, it is important to analyze how effective the actions of the state are to increase the ratio of the number of doctors to the number of the population. At the same time, it is necessary to consider the opportunities for motivating employees in this field, which are currently created.

Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

The article substantiates an innovative approach to assessing the quality of state programs of the Russian Federation. The proposed multi-criteria model involves evaluating the quality of programs in four areas. In turn, for each of the selected areas of evaluation, several specific criteria are used, which together form a comprehensive assessment of the quality of the state program. The proposed algorithm and tools allow for ranking and rating of state programs according to the quality criterion of their development, taking into account the effectiveness of implementation in the reporting period.

Currently, in the Russian Federation, economic development largely depends on the implementation of national projects and government programs adopted by the president and government. The federal executive bodies are developing specific goals and objectives of strategic planning affecting almost all areas of the economy, as well as a set of various measures with established indicators for the timing of their implementation and the resources necessary for their implementation. State programs are divided into 5 areas, each of which is responsible for a specific area. The state program “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation” is part of a major area of “New Quality of Life” under which projects are being implemented in the field of social policy and construction. This article presents an assessment of the goals and objectives set in the state program “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation”, analyzes the results of achieving the goals, considers examples of foreign practices and techniques in this area, and presents possible actions to reduce risks failure to achieve program targets.

The article examines the problems of food supply for the population of the Russian Federation, taking into account the role of rural areas in these processes, in which the central link of the food security system is concentrated - agriculture. The program-target approaches are noted both in the development of agricultural production and in rural areas with its multifunctionality. The factors that hinder the achievement of all threshold values ​​of ensuring food security of the Russian Federation are considered. It has been established that the processes of development of rural areas, and, first of all, in terms of creating an effective social infrastructure, increasing the attractiveness of rural areas, are proceeding much slower than planned. A transition from federal and state programs related to the development of rural areas to the national project "Rural Areas - the Most Important Component of the Spatial Development of the Russian Federation" is recommended.

The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.
