Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The works, performed for the last three years at the request of various ministries and departments for decision-making on transition of the Russian Federation to green economy, are considered and critically analysed in the article. The purpose is to formulate the main approaches to the measurement of green economy, the concept of transition, measures for realization, etc. The results, received by the authors of this research, were used within the preparation of the meeting of the State Council, held on December, 27, 2016, and they can become the basis for the development of the scientifically proved Concept of transition of the Russian Federation to green economy and for the preparation of “Methodological recommendations on the inclusion of an ecological component in investment projects of regions in Russia”. The research was carried out on the basis of the Russian practice. However the research materials can be used both by domestic and foreign experts, who are engaged in studying green economy, green growth, green technologies, sustainable development, greening of economy, and for the heads, who are responsible for the economy development.

We examine voter turnout in the 89 administrative units comprising the Russian Federation for elections to the presidency and the State Duma (the lower house of parliament) from 1991 to 2007. Politics within these regions has come to vary substantially, and they therefore are apt cases for examining factors that drive turnout levels. The collapse of the Soviet Union introduced relatively free elections at the national level, which were gradually expanded to the subnational level with the popular election of regional executives. However, Vladimir Putin’s ascension to the presidency is now widely recognized as ushering in a new era, one of managed competition. From 2000 on, Putin gradually reasserted the influence of the central government--particularly the executive branch--over regional elections and ultimately eliminated the popular election of regional executives. Thus, although the factors explaining how regional turnout varies include economic and social conditions, voting levels should not always be equated with democratic participation since in extreme cases—such as the Russian Federation—the two may be negatively correlated. Our analyses illuminate the differences across Russian regions as well as between the Yeltsin and Putin years. We find substantial evidence of elite-driven turnout, accomplished in large part thanks to the persistence of patron-client ties.

The article is devoted to the analysis of the basic risks of the Russian Federation environmental policy. Unresolved problems of the environmental policy are considered and analyzed. The main reasons of insufficient scientific and methodological basis of this document, its structure, principles and priorities are investigated. An alternative view on the content of the strategy is substantiated, possible ways of quantitative strategy development based on scenario analysis and Decision Analysis scientific direction are considered in the article. An essential peculiarity of this strategy development approach is the assessment of the decision-making consequences in terms of costs, benefits and risks. This approach fully corresponds to the economy digitalization trend noted in the May presidential decree.

It examines the effectiveness of the government’s strategy in this area and provides an analysis of the program’s content in terms of its main objectives and mechanisms of implementation, drawing on the constructive criticism of the program in the literature. Introduction. The reform of the Basic Law throughout the modern history of Russia has been determined by the political expediency of transforming the presidential power. Until the mid-2000s the constitutional inviolability supported by the authorities was aimed at preserving its political stability. Theoretical analysis. The Russian Federation has entered a new stage of constitutional development, due to the need for constitutionalization – giving a legitimate character to the prevailing presidential power. Any constitutional reform requires a theoretical understanding of its legitimacy, expediency, legality. Empirical analysis. The main factor in modern constitutional reform is the need for constitutionalization of presidential power. Results. The introduction of additional procedures for the adoption of an amendment to the Constitution testifies to the political will of the President of the Russian Federation to enlist the support of active participants in constitutional processes, thereby putting the ongoing constitutional reform in a legitimate and legal form.
