The article substantiates the idea of transformation of public policy in modern Russia, which is associated with the processes of digitalization of both power structures and the population as a whole. Practices of self-representation of governors in the virtual network space are considered. Based on an original approach based on the methodological principles of P. Lazarsfeld, J. Habermas, P. Bourdieu, and E. Goffman examines the popularity of the accounts, the frequency of their updates, the level of social approval records, feedback, etc., and also visual settings — formal or informal nature of the shooting the main photo in the profile, the social distance on it, head position and gaze, emotional background. We use our own data collected in December 2019. Based on the information received, it is concluded that representatives of the Governor’s corps and users of virtual social networks understand the importance of digital transformations of public policy, although this is not directly expressed in expert assessments of their activities. In some cases, governors are effective leaders of public opinion, whose number of subscribers exceeds the audience of many regional traditional media. Also, many of them create conditions for an equal dialogue with the population, independently or with the help of assistants responding to incoming requests.

Social media are changing the nature of mass communication, demediating traditional media. They are being used as powerful platforms for the distribution and dissemination of information, activities, promotion of institutions, certain groups of interest of individuals, but also political actors for different purposes.Placing and disseminating information through the opportunities offered by social media enables the mobilization of a wider audience in new ways and ways. Politicians are exploiting these opportunities provided by social networks, without having to put information through journalists or traditional media. There are two theories in the literature regarding the use of social networks, optimistic and pessimistic theory. According to optimistic theory, social networks provide opportunities to compete for power. Theorists of this theory of using social media think that in the digital age, we are witnessing the transformation of information and the audience that uses them. According to them, the global success of social media has made it possible for everyone to connect directly to his audience through the platforms offered. With the use of these platforms, politicians gain attention and at the same time build a symmetrical or asymmetric relationship with their followers.Pessimistic theory, however, blames the social media for the use of false promise, and a pseudo-modernization of modern society. Studies believe that involvement in social networks and political actors at the same time implies a greater engagement of the audience that absorbs the information disclosed and affects the democratization of political competition. This paper aims to analyze the use of social networks as a means of information dissemination by Kosovar political actors and the content of the information being disclosed.The paper analyzes the posts of three key Kosovar politicians, Prime Minister Ramush Haradinaj, President Hashim Thaçi and Kosovo Assembly Speaker Kadri Veseli in their profiles on Facebook and Twitter social networks during a one-month monitoring period during May 2019

O artigo analisa as dinâmicas sociais que estão presentes na afirmação de trabalhadores enquanto Microempreendedores Individuais (MEIs). Toma-se como referência empírica a experiência de trabalhadores que formalizaram suas ações econômicas a partir da Lei do Microempreendedorismo Individual, criada em 2008 e sancionada em 2009. A análise enfatiza a importância das redes de sociabilidade para a compreensão não só da apropriação da política pública por parte dos trabalhadores, mas também das repercussões da legislação nas práticas dos agentes econômicos, indicando, ao final, que as relações sociais que os indivíduos estabelecem, seja com amigos, familiares, organizações ou poder público, condicionam as possibilidades de integração desses trabalhadores e de promoção da cidadania através da Lei do Microempreendedorismo Individual. Social Networks and the Experience of Formalizing Individual Microentrepreneurs The article analyzes the social dynamics that are present in the affirmation of workers as Individual Microentrepreneurs. Empirical reference is made to the experience of workers who formalized their economic actions based on the Individual Microenterprise Law, created in 2008 and sanctioned in 2009. The analysis emphasizes the importance of networks of sociability for the understanding not only of the appropriation of public policy in the end, that the social relations that individuals establish, whether with friends, family, organizations or public power, condition the possibilities of integration of these workers and promotion of citizenship through the Individual Microentrepreneurship Law. Redes Sociales y la Experiencia de Formalizacion de Microempresarios Individuales El artículo analiza las dinámicas sociales que están presentes en la afirmación de trabajadores como Microemprendedores Individuales (MEI). Se toma como referencia empírica la experiencia de trabajadores que formalizaron sus acciones económicas a partir de la Ley del Microemprendedorismo Individual, creada en 2008 y sancionada en 2009. El análisis enfatiza la importancia de las redes de sociabilidad para la comprensión no sólo de la apropiación de la política pública por parte de los trabajadores, pero también de las repercusiones de la legislación en las prácticas de los agentes económicos, indicando, al final, que las relaciones sociales que los individuos establecen, sea con amigos, familiares, organizaciones o poder público, condicionan las posibilidades de integración de esos trabajadores y de promoción de la ciudadanía a través de la Ley del Microemprendedorismo Individual.

Social networks are increasingly becoming an outlet that is more and more powerful in spreading news and influence individuals. Compared with other traditional media outlets such as newspaper, radio, and television, social networks empower users to spread their ideological message and/or to deliver target advertising very efficiently in terms of both cost and time. In this article, the authors focus on efficiently finding dominating sets in social networks for the classical dominating set problem as well as for two related problems: partial dominating sets and d-hop dominating sets. They will present algorithms for determining efficiently a good approximation for the social network minimum dominating sets for each of the three variants. The authors ran an extensive suite of experiments to test the presented algorithms on several datasets that include real networks made available by the Stanford Network Analysis Project and synthetic networks that follow the power-law and random models that they generated for this work. The performed experiments show that the selection of the algorithm that performs best to determine efficiently the dominating set is dependent of network characteristics and the order of importance between the size of the dominating set and the time required to determine such a set.

The article addresses the potential of using social networks in social education and for solving the problems of youth socialization. There is an urgent social need for the harmonious development of the child's personality, including in the Internet environment. At the same time, there is insufficient knowledge about the organization of education in social networks in science. The article identifies the experience of successful interaction between teachers and students on the Internet and ways of organizing event situations in social networks. The study was conducted in February-October 2020 and analysed the content of open official accounts of educational organizations in the social networks ‘VKontakte’, Instagram and documents of educational organizations. The complex use of observation methods, quantitative data processing, expert assessments was aimed at identifying forms of educational activity that are promising for implementation online in social networks. The study showed that, despite the variety of topics and styles, the content of official school accounts resembles a list of news about holidays and other public events. The accounts do not contain materials that could cause vivid emotions and sensations in children, become a source of experiences, value attitudes, experience of interacting with people. Consequently, schools do not provide children with opportunities for self-knowledge, self-determination, self-realization, and do not support their initiatives in social networks. The article recommends that schools expand the practice of organizing networked educational events. For this, they need to create groups of different ages for children and adults for joint planning, organizing, conducting, summing up creative deeds. The maintenance of a thematic Instagram account of a school is offered as an example of a successful subject-subject interaction between a teacher-educator and students in social networks.

El trabajo busca ejemplificar, a través de seis estudios de caso, cómo viven la vejez los adultos mayores indígenas zoques cuando, producto de la edad avanzada, la enfermedad se convierte en insidiosa, multifactorial, su salud se diezma y está más en riesgo; se sustenta en la experiencia de personas en edad extrema, es decir, que han superado la barrera etaria de 84 años, dando cuenta de las redes sociales y soportes tanto afectivos como solidarios y de política pública que presentan.   ABSTRACT This article seeks to exemplify, through six case studies, the ways in which elderly Zoque indigenous people experience old age when, as a result of advanced age, their illnesses become insidious and multi-factorial in nature, their health deteriorates and they are at higher risk. This article is based on the experiences of persons in extreme old age, or those who are at least 84 years old, and describes the social networks, emotional support and solidarity expressed, and public policy assistance.

Social networking content is characterized by many different aspects that may be of interest to a researcher (e.g., the terminology used in social networks appearing as some content delivery model). However, from the point of view of communicative expediency, we will be interested in the communicative aspect of the circulation of social networks: content creation, message structuring, a specificity of perception of this message by network members, and features of expansion and growth of content. This article aims to elucidate the interconnection and interdependence of traditional media and social networks. To accomplish this, its objectives are: 1) to identify the commonality and difference of content inherent in traditional media and social networks; 2) to understand the structure of the newest audiences formed as a result of the converged communication product; 3) to formulate features of «design» of social networks with the participation of media. The object of the article is the collaboration between media and social networks. The subject of the article is communication models of such collaboration. The methodology of the study is based on the use of general research methods of studying the specificity of the analysis of social and communication phenomena. For media, the phenomenon of participation in social networks means multiplication: not to be present in any network platform — the problem is not social, but of worldview. We argue that participation in the social network is no longer a matter of mediation between the audience and the media, but direct involvement in the life of the audience, adherence to the globalism factor, profile coordination of content. Platforms such as Twitter or Facebook become communications net works with participating citizens from anywhere on the planet. These platforms transform them into a network of employees who, by becoming the so-called «citizen journalists», collaborate with professional media. Moreover, they become authors creating new forms, modes and ways of mass communication: newest slang, content, meanings and so on. Therefore, the phenomenon of social networks guarantees the participating media a social and communication «multiplication». Such participation drives the needs, opinions, and desires of both network members and the audience as a new journalism mission-focused not on the truth for the audience but on the audience as a factor in evaluating the truth. We conclude that society’s progress cannot be made without the process of transforming the structures of the social-communication system and the relations between the participants within that system. Moreover, this progress should take place not so much in the spheres of production, distribution, and consumption of social-communication products as within the influence of the results of social networking activities on the measurement of the behavior of members of society. It is a kind of «design» of social networks. The role of designers in the design of such social networking design is to contribute to the new communication reality. We introduce the term «social network designers». Those carry out the design, planning, step-by-step steps of implementation and calculation of the effectiveness of social-network projects. They must adapt their way of work to the dynamic conditions of functioning of social networks, dynamically optimize their ability to respond to those new ones created by these dynamics. [straipsnis ir santrauka anglų kalba] The purpose of this article is to explore if the social media are worthwile for the local media. Currently, all types of the mass media under the influence of the social media experience changes caused by the technologies in the processes of obtaining and consuming the information. The article reveals the representation of the local media of Latvia in the electronic environment, mainly in social networks. The use of social media is analysed in the context of theory of innovations diffusion, considering social media as a novelty in the local media space. The empirical research has revealed that the local media do not implement all the advantages which are possible to develop within the digital environment. First of all, at the level of interactivity, the media do not offer the material which may provoke a comment or a feedback from the user. Secondly, the personalization allows seeing in detail whether the local media were able to adopt innovation and to inform the audience about it or not. It means that a particular interest is necessary to adopt an innovation. Thirdly, the potential convergence of the Internet and the traditional media mostly is seen at the level of images and text. The social networks for local media in this case use the most necessary opportunities; wider activities are performed in the traditional environment.

This study is dedicated to the rationalizing of theoretical and methodological principles as well as elaboration of practical recommendations for the improvement of the financial mechanisms of regional development. Scientific findings in the area of financial mechanisms of regional development have been subject to analysis; the purpose and the main objectives have been set and financial principles and instruments of regional development have been defined. The role of financial support has been rationalized in relation to the specifics of the social and economic interests of the region and its steady development. The main purpose of reforming the financial mechanisms has been set as such providing for the social and economic development of the regions in the Russian Federation. It has also been clarified that the financial potential of the region is a key factor in serving social and economic interests of the region by means of financial mechanisms.

Goal. In modern conditions, applied research is required in the field of analysis such properties of social networks as «social correlation», group interaction, the existence of «leaders of influence», the value of a social network taking into account reputation, conformism, activity of its agents. Materials and methods. The article proposes an original approach based on using the operation of differentiating a fuzzy hypergraph, building its derivative, which is a fuzzy graph of social correlation and mutual influence of network agents, and the interpretation of the results obtained in relation to social networks is presented as well. Results. Using a fuzzy hypergraphic formal representation of a social network in which the edges connect individual or group network agents that make up a particular group, coalition or configuration, and its differentiation operation, a fuzzy relation of network value is constructed, and indicators of the value of agents and the network as a whole are introduced. Conclusion. This approach allows us to analyze the influence of the leaders of agents on the social community, to assess how critical their influence is, to determine the most influential agents of the social network with the greatest value in terms of informational influences.

In this article the international #MeToo movement is analysed from the perspective of Brazil: characteristics of the Brazilian feminist movement, historical paths and new approaches using social networks; #MeToo as one expression of new feminism; related movements and collectives and #EleNão (NotHim) as an offshoot of #MeToo and its failed attempt to avoid the 2018 election of a misogynist and chauvinist movement in Brazil. The campaign to denounce cases of assault neither prevent nor reduce the high femicide rates, with the country ranking fifth in the world and being qualified as one of the most dangerous places for women. Violence against women in Brazil continues to grow. The data from 2018 is alarming, and the country is losing only to El Salvador, Colombia, Guatemala and Russia. The trend will only increase given Brazil’s new political outlook. On the other hand, in the social networks Brazilian women have found the only possibility for being heard, and have slowly begun to make their voices heard by the judiciary system and traditional media. The return to feminist protest in the 2000s was marked by the rise of committees and marches with specifically feminist themes, such as the World Women’s March, the Marcha das Margaridas and SlutWalk.
