The article discusses information sources in assessing the effectiveness of innovations, types of cash inflows, cash outflows in the context of the organization's operational, investment and financial activities. The problem of insufficient relevance of accounting data in the analysis of the effectiveness of investment in innovation is reflected. The need for systematization of the current regulatory legal acts of the Russian Federation to integrate information on the results of intellectual activity into a single mechanism for effective management of the development of innovative potential of the Russian Federation is noted. The experience of foreign companies in the investment and innovation sphere is summarized. The factors influencing the development of the scientific potential of Russian companies and the need to introduce economic incentives for innovation entities are presented. The functions of the RF authorities in the field of legal regulation of innovations for the successful development of mechanisms for interaction between business entities and the state, the protection of intellectual property and the growth of the effectiveness of the practical application of innovative developments are generalized.

The process of cluster paradigm development in Ukraine is characterized by the absence of a clear legal and regulatory framework that would enable the clusters to be identified in the overall set of business entities. It complicates the coordination of the interaction of participants in the cluster process, as well as processes related to the creation and development of other innovation-oriented business structures. Significant impact is the availability of the weak information support, the task of which is to establish business communications between the state and business, on issues of ensuring the maximum possible realization of the existing innovative potential, in particular, by commercializing progressive innovations. Therefore, the particular topicality gets the issue of building a structured institutional environment that determines the clear mechanisms for the development of the most innovative business structures in Ukraine. The purpose of the researches was to develop specific mechanisms for organizing synergistic interaction of all participants in the process of creation and development of clusters in Ukraine in the context of multilevel sectors of their functioning. To achieve the goal, the following tasks were solved: the world tendencies of modern innovative development were investigated; the change of Ukraine’s positions during 2014–2017 in innovation rankings was considered; the state of development of innovative entrepreneurship in Ukraine was analysed; a system of scenarios for the organization of technological solutions for the development of innovative clusters was proposed; the indicator of the evaluation of the cluster paradigm development in the regions for the purpose of determining the useful effect from its implementation was presented. Considered changes in Ukraine’s positions in 2010–2017 in innovation rankings and indicators of the provision of innovation development in Ukraine in 2010–2017 state the extremely low level of state interest in creating, internal commercializing, and promoting to the external market own innovative technologies, and in the development of the very innovative business, which, in turn, reflects on the ability of enterprises to develop their innovative potential. The proposed system of scenarios for the organization of technological solutions for the development of innovative clusters includes four possible technologies for the creation of clusters, which are united in two blocks: technologies in the sector of state entrepreneurship – the source of stimulation are state institutions and technologies in the sector of private entrepreneurship – the source of initial incentives are business entities themselves. Using the proposed indicator of the expediency of cluster paradigm development in the regions to determine the useful effect from its implementation (IRCD), it is possible to estimate the influence of clusters on the development of the economy in the region.

The article assesses the innovative potential of the Sverdlovsk region using the following indicators: the number of personnel engaged in research and development and having an academic degree; research and development costs; the use of objects of intellectual property; the number of technologies developed and patents issued; innovative activity of business entities; volume of innovative products; the activity of technopark structures, etc. The analysis was carried out in dynamics using graphic methods. It was revealed that the Sverdlovsk region, being a large industrial region, has a higher innovative potential among other entities of the Ural Federal District, and it belongs to the medium-strong innovative territories of Russia. Nevertheless, some problems were identified: insufficient increase in the remuneration of personnel involved in innovative activities, insufficient increase in the cost of purchasing equipment, which is 6-7 times less than the tax burden on innovative organizations; decrease in the share of economic entities implementing innovations. In the investigated constituent entity of the Russian Federation, a number of normative legal acts have been adopted concerning the development of innovative activity, and strategic planning documents (strategy, concept, state program) have been developed, in which directions for increasing the innovation potential of the region are enshrined, in particular, financial and other support, stimulating demand for innovative products, infrastructure development, including technology parks. As foreign experience shows, in innovation, it is important to coordinate the interests of all factors (government, business, science, education, civil society). Therefore, the article proposes to use more actively the mechanism of the “triple helix”, enshrined at the legislative level. A number of measures are also proposed to increase the innovative potential of the country in general and of the Sverdlovsk region in particular.

The article examines the issues related to the processes of formation and use of the small and medium enterprises’ innovative potential. The innovative potential’s importance in organizing the activities of business entities as a measure of their readiness to produce and commercialize innovative products is noted. It is considered the influence of small and medium enterprises on the national economy development from the standpoint of saturation of local markets with quality products, job creation, ensuring socio-economic development at the regional level in the context of the implementation of innovative development state programs. The analysis of domestic and foreign publications related to the peculiarities of organizing the small and medium business enterprises’ innovative activity, the problems of shaping and using their innovative potential is carried out. The author’s understanding of the essential content of the innovative potential category is presented, its components and characteristics are given. The roles of external and internal factors in the formation and implementation of innovative potential are identified, the need for close cooperation with academic and scientific institutions, especially for small and medium enterprises, is emphasized. The importance of the marketing component of small and medium enterprises’ innovative potential is established. The expediency of including the digital component to the structural parts of the potential as an important factor in strengthening the competitiveness of small and medium enterprises in the economy’s digital transformation is substantiated. The analysis of the advantages and disadvantages of small and medium business entities in front of large enterprises in the organization and implementation of innovative activities in the context of innovative potential realization is presented. A set of indicators is presented, which can be used to assess the effectiveness of processes of innovative potential’s formation and implementation. It is concluded that data acquisition procedures are complex for such an assessment.

Introduction. In the process of introducing models of strategic management of innovation and investment potential of agricultural enterprises, it is necessary to analyze the influence of external factors and internal capabilities of the enterprise. This helps to identify the most favorable directions of innovative development of the agricultural entity. The purpose of scientific research is to develop theoretical aspects of the innovative potential for-mation of agricultural business entities in the system of their investment activity. Results. It is established that the use of qualitative and quantitative characteristics of innovative capabilities of agricultural sector subjects without defined criteria hinders the organizational and economic mechanism of choosing innovative investment models and strategies. It has been determined that the dy-namics of investment provision is a basic parameter of reproduction processes. The tasks of investments are highlighted, the fulfillment of which is provided by the reproductive function. The lack of innovative potential of the majority of domestic agricultural enterprises is revealed. It is established that the innova-tive potential of the enterprise characterizes its investment attractiveness. The expediency of considering innovative potential in the system of other types of enterprise potentials is substantiated. It is determined that the research of innovative potential should take into account possible investment cycles in the enter-prise activity. The main factors of investment potential development of economic entities are given. The investment environment is characterized as the volume and structure of mobilized and used potential or real investment funds from internal and external sources of formation. The main task of investment poten-tial accumulation in enterprises is determined. The criteria are characterized, on which the formation of investment potential will depend. The conditions are identified that contribute to the growth of innovation potential. The features of investments implementation into innovations are characterized. The main tasks of monitoring of innovative potential are defined. The state of the organizational component of investment potential at modern domestic agricultural enterprises has been analyzed. Conclusions. The innovative potential development of domestic enterprises of the agricultural sec-tor is the key to their successful activity. Managing the investment potential formation is a key task for the strategic development of agricultural entities. The purpose of this article is to substantiate regional innovative potential as one of the main conditions for the competitiveness growth in the future of any economic system. The paper studies the essence of “innovation” and “potential” concepts, which together form the concept of “innovative potential”. The authors analyze the structure of innovative potential and present it by three components: resources, internal sphere, production. The interaction of these components with each other determines the common essence of innovative potential. In order to determine a more complete description of the object under analysis, the authors identify the criteria for the classification of its types. The paper proves that the innovative potential of any economic system needs analysis and evaluation since it allows determining strategic directions of the economic system development, which ensures the future growth of its competitiveness. In the framework of the proposed assessment model the authors identify the main indicators that can be used to assess the economic system innovative potential. The suggested methodology for assessing the innovative potential of enterprises is aimed at a fuller use of resource and managerial components of this potential, as well as at comparing available resources and actual results of innovative activities. In order to increase the innovative activity of enterprises in the region the paper substantiates the need for the timely adjustment of the regional economic policy in terms of encouraging and supporting business entities. The authors identify three main areas of monitoring which will allow assessing the general state of the regional innovative system and obtaining data on innovative processes in the region. They are the analysis of the knowledge generation subsystem, the analysis of the innovation production subsystem, the analysis of the innovation distribution subsystem.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

Basically a natural partnership will achieve its goal if mutual requirements, mutual reinforcement, and mutual benefit can be maintained and made a strong fundamental commitment among partners. Nevertheless the development seems very slow. The cause is the presence of specific and different conditions and structure factors compared to other countries. Along with that, we still encounter various forms of gaps, such as inequality among regions, among income groups, between sectors, among economic actors, and so forth. The next problem is that in business entities including cooperatives and micro and small enterprises in running their business activities requires business partnerships with medium and large enterprises in order to improve business performance and business scale. While on the other hand our economic conditions and structures are not yet fully conducive to fostering partnerships based on purely business considerations or competitive market motivations but the business partnership of the foundation is strong enough in our country's constitution. Partnerships will work if partners are equally benefiting. Our concept of partnership is like that, although in the short term, there is a party or a party benefiting more from the other side.
