Introduction. In the process of introducing models of strategic management of innovation and investment potential of agricultural enterprises, it is necessary to analyze the influence of external factors and internal capabilities of the enterprise. This helps to identify the most favorable directions of innovative development of the agricultural entity. The purpose of scientific research is to develop theoretical aspects of the innovative potential for-mation of agricultural business entities in the system of their investment activity. Results. It is established that the use of qualitative and quantitative characteristics of innovative capabilities of agricultural sector subjects without defined criteria hinders the organizational and economic mechanism of choosing innovative investment models and strategies. It has been determined that the dy-namics of investment provision is a basic parameter of reproduction processes. The tasks of investments are highlighted, the fulfillment of which is provided by the reproductive function. The lack of innovative potential of the majority of domestic agricultural enterprises is revealed. It is established that the innova-tive potential of the enterprise characterizes its investment attractiveness. The expediency of considering innovative potential in the system of other types of enterprise potentials is substantiated. It is determined that the research of innovative potential should take into account possible investment cycles in the enter-prise activity. The main factors of investment potential development of economic entities are given. The investment environment is characterized as the volume and structure of mobilized and used potential or real investment funds from internal and external sources of formation. The main task of investment poten-tial accumulation in enterprises is determined. The criteria are characterized, on which the formation of investment potential will depend. The conditions are identified that contribute to the growth of innovation potential. The features of investments implementation into innovations are characterized. The main tasks of monitoring of innovative potential are defined. The state of the organizational component of investment potential at modern domestic agricultural enterprises has been analyzed. Conclusions. The innovative potential development of domestic enterprises of the agricultural sec-tor is the key to their successful activity. Managing the investment potential formation is a key task for the strategic development of agricultural entities. Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

The article aims to identify priority areas for the enterprises’ innovative potential development. The results of the study are the determination of factors of enterprises’ innovative potential development. The main factors are related to the globalization of economic processes, including the digitalization of the economy, the high rate of dissemination of progressive knowledge, the business ecosystems’ development. The main directions of improving the efficiency of innovation potential management are investing in a fuller use of digitalization by enterprises, intensification of consolidation processes, paying more attention to benchmarking. The urgency of leadership initiative in intensifying innovation, the spread of program-targeted organizational management structures for the enterprises’ intellectual potential synergy, the development of export potential for effective scaling of innovations are stated. The general relevance of the development of intrapreneurship by stimulating the development and use of innovation potential is grounded. The definition of innovation potential has been clarified. The multilevel orientation of enterprises’ innovative potential: external – on increase of customers’ satisfaction level, formation of external image, internal – on improvement of all components of enterprise’s potential, formation of internal image are substantiated. The role of the components of the enterprise potential in relation to the innovation potential, namely, its resource provision, production and supply of the innovative product on the market, the cyclical nature of innovation, work motivation is defined. The relationship between innovation potential and innovation activity is substantiated. A system of criteria and indicators for evaluating innovative ideas is proposed. The basic criteria are: consumers, market, intellectual property, the status of the idea, the effectiveness of innovation. Customer-centric approach as the basis of innovation activity coupled with earning capacity for the enterprise provides its strategic competitive advantages and investment attractiveness.

This report aims to analyze the impact of state grants upon the effectiveness efficiency of the enterprises in the Agricultural sector. The presence/absence of the correlation between the “received state grants - financial results from the activity of the agricultural enterprises” was studied. The efficiency of agricultural enterprises is expressed through the indicators of profitability and productivity. The empirical data for a period of 10 years 2008 – 2017 were shown in the study. The main activities of the surveyed enterprises are crop, livestock and combined - crop-livestock. Based on the results obtained, it is expected that the receipt of grants will have a positive influence on the performance of enterprises in the agricultural sector, measured by indicators of effectiveness and productivity. The following research hypotheses have been proved: the positive effect of the grant is more obvious in larger agricultural enterprises, which have higher productivity and profitability compared to small and medium-sized farms; agricultural enterprises which receive grants and are characterized by higher investment activity and are also characterized by higher innovation activity; based on the predominant number of crop enterprises, it is assumed that this type of activity leads to the achievement of higher financial results as a result of the activity of the agricultural enterprises; the age of the enterprises, expressed through the years of their activity, contributes significantly to higher profitability and productivity of the carried out activity.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

The peculiarities of the formation of new organizational and production structures of the agricultural sector of the Bulgarian economy in terms of integration into the European Union are considered. One of the conditions for ensuring the competitiveness of Bulgarian agriculture was the creation of a significant number of farms of various organizational and legal forms. Peculiarities of creation and functioning of private agricultural enterprises against the background of privatization of former labor cooperatives and state farms with observance of a clearly regulated legislative procedure are studied. The peculiarities of creating private agricultural farms in two forms are generalized: private households and large agro-firms. Of course, there were some difficulties with the privatization of agricultural machinery, equipment, technical and farm buildings. Also, difficulties arose with the management of agricultural commodity production due to the long absence of a tradition of private property in agriculture. It is proved that one of the features of the formation of new organizational and production structures was their creation on the basis of decolectivization and privatization. The main task of this process was to create an efficient and competitive environment for the development of the agricultural sector. The basis of agricultural management in Bulgaria in the period 1996-2007 were private agricultural enterprises, which were more efficient in their activities than other organizational and legal forms of management. However, the imperfection of the management system of the agricultural sector did not allow to accelerate the process of productivity of the industry, to attract the latest scientific advances and more efficient use of logistics. In the pre-integration period, no program of management actions for the functioning of agricultural enterprises was developed, which did not contribute to the growth of their financial and economic indicators and the competitiveness of these farms.

The analysis of the problems of public administration in the field of taxation of Ukrainian agriculture at the present stage is carried out. The scientific works devoted to these issues are analysed. Theoretical principles of public administration are considered. The category "public administration" in the context of modern scientific thought is reviewed. The system and legal bases of tax administration in the domestic agro-industrial sector are studied. The most problematic issues of the tax burden in the agricultural sector are highlighted. The urgency of the issue of reducing the tax burden is indicated. It is noted that tax administration in the domestic agricultural sector of the economy is extremely important and requires the development of a system of effective regulators and optimization mechanisms by the state. At the same time, the direction of such state support should concern first of all small agricultural enterprises and the provision of an appropriate investment and innovation platform for the development of the domestic agricultural sector. It is concluded that the current public administration priorities in the field of taxation of the agricultural sector of Ukraine's economy should be the formed state position, aimed primarily at implementing: simplified, but at the same time, fair and transparent taxation procedure; taking into account the specifics and features of domestic agricultural business depending on the natural and territorial components; ensuring the need to update the active part of the material and technical base, taking into account the relevant tax regulation of agricultural production (development of a simplified tax mechanism).

Abstract. Innovations play great role in the economic growth and development. And question of explanation enterprises’ ability to generate and implement them are topical as from scientific, as from applied points of view. The article is dedicated to the issues of innovative potential and its development. Authors explain its essence on the basic of resource theory and propose to determine its main components such as innovative resources, innovative capabilities, innovative competencies and innovative project. Based on this it is proposed to define innovative potential as set of integrated characteristics, which let use innovative resources with help of innovative competencies on the basic of innovative organizational capabilities. Innovation resources include both traditional and intellectual resources. Innovative competencies are sets of personnel features to generate innovative ideas and provide their implementation. Innovative organizational capabilities characterize ability of enterprise use innovative resources by development of modern business-models, processes and procedures. Innovative projects are main tool of innovative potential realization. Research shows expediency for evaluation and monitoring of innovative potential development to use four-component matrix. These components are resources, competencies, capabilities and projects. First three are components of innovative potential, fourth — embodiment of the realization of innovation potential. These components are evaluated on the basic of binary logic of economic processes analysis.  Dynamic model of innovative potential development is proposed. This model consists of such stages: analysis of innovative potential components; selection of target innovative projects; identification of correspondence between components of innovative potential and target projects; creation of innovation potential development program. <p>Abstract: Improving the Role of Syariah Banking for Financing the Agricultural Enterprises. This essay attempts to discuss about the strategy for improving the role played by syariah banking in order to reach financial contribution in agricultural business. In this respect, the author argues that the roles of syariah bank could be maintained so that it can contribute more in to finance agricultural sector in the following strategies: to develop the number of syariah bank offices in agricultural environment, to deliver higher syariah financial contribution to agriculturalenterprises, to actively involve in product marketing of syariah banking finance for agricultural enterprises, to exclusively provide finance for syariah bank pertainingto agricultural enterprises, the purpose of which is minimize the potential harvesting failure.</p><p><br />Kata Kunci: Perbankan syariah, pembiayaan, usaha pertanian<br /><br /></p>
