With progress in China’s industrialization and urbanization, the contradiction of social and economic development with water resource supply–demand and water environmental pollution becomes increasingly prominent. To cope with the dual constraints of resource shortage and environmental regulations, the concept of water resource green efficiency that considers economic, environmental, and ecological factors is highly involved to promote sustainable economic development. The theoretical and practice circle devote to scientific green efficiency assessment of water resources and effective recognition of relevant influencing factors. However, to an extent they neglect social benefits brought by sustainable development and possible influences of industrial restructuring on green efficiency. They also lack concern on green efficiency of water resources in inland arid areas. To offset the disadvantages of existing studies, the philosophy of sustainable development was integrated into the input–output assessment system of green efficiency of water resources, and an assessment model was constructed using the SBM–Tobit (slack-based measure and Tobit) method. Moreover, a case study based on Henan Province, China was carried out. The green efficiencies of water resources in 18 cities of Henan Province during 2011–2018 were calculated. The operation mechanism of relevant influencing factors was discussed, and the methods to improve green efficiency of water resources were determined. Results reveal that the sustainable green efficiency of water resources in Henan Province increased in fluctuation during 2011–2018. The mean green efficiency increased from 0.425 in 2011 to 0.498 in 2018. At present, green efficiency of water resources in Henan Province remains at a low level, with a mean of 0.504. Reducing water consumption intensity and increasing investment to water environmental pollution technologies can promote green efficiency of water resources significantly. Conclusions provide a new method for scientific measurement and green efficiency assessment of water resources in inland arid areas.

Due to the spread of the coronavirus pandemic, the losses of the tourism industry in Ukraine in 2020 are estimated at more than 1.5 billion dollars. USA. The current situation requires an adequate response from the government and business, which leads to an increased need for the use of scientific tools to justify the options for optimal economic development and relevant management decisions. Under such conditions, the key to sustainable development of the tourism industry should be the maximum use of management tools: management accounting, analysis and audit, implemented in the concept of their effective interaction. The aim of the article is to improve the theoretical and praxeological principles of management accounting, analysis and audit in the tourism management system, by developing the concept of their synergy and substantiation of prospects for implementation as a key imperative for sustainable development of the tourism industry. The economic and social significance of tourism in modern conditions is determined by the fact that the tourism business contributes to economic development, developing related industries, promotes employment, growth of gross domestic product, is a significant source of foreign exchange earnings. Experts from the World Tourism Organization emphasize the historical sustainability of tourism and its ability to create jobs after crises, and emphasize the importance of international cooperation and ensuring that the sector becomes a central part of the recovery effort after the coronavirus pandemic. To increase the efficiency of the tourism industry, as an imperative for sustainable development of the national economy, it is advisable to use such management system tools as management accounting, analysis and audit, implemented in the concept of effective interaction. Since it is not enough just to achieve economic development, we should strive for sustainable development over a longer period and base it on innovation. It is an extremely important factor of economic and sustainable development. It is particularly important to innovate those economic activities that are crucial for sustainable development and where there are comparative advantages. Because of that, the aim of this paper is to prove that innovation is the key to success and achieving sustainable development. The cluster analysis has highlighted innovative leaders and learners. The Republic of Serbia is a country where agriculture is one of the most important economic activities. In terms of agricultural productivity, it not only lags behind innovative leaders, but also behind other countries of Southeast Europe, distinguished as innovative learners. In addition, in terms of innovation in agriculture, it significantly lags behind other economic activities at the national level, so that  special attention should be paid to this issue.

The failure of macro-economic policies to deliver meaningful reductions in poverty and achieve basic needs in Tanzania has provoked a deep questioning of the relevance of economic growth center policies in Local Economic Development (LED). The government and development partners are increasingly shifting from the traditional top down approaches to the all-inclusive bottom up approaches for effective local development. The concept of sustainable Local Economic Development is thus examined in the context of economic activities and challenges using a case study of Shinyanga region in Tanzania.

PurposeThe paper is to propose a tool for holistic impact assessment of commercially reused immovable cultural heritage resources on local, sustainable development along with the possibility to ensure the cultural sustainability of these assets themselves. The paper contains a case study using the proposed tool. The case study concerns a historic object in the form of a Polish manor house located in rural areas in Poland adapted for commercial purposes – restaurant, painting gallery and renovation of antique furniture.Design/methodology/approachThe author proposes a holistic approach based on aspects, to impact assessment of given heritage resources on the economic, social, cultural and environmental pillars of sustainable development and the sustainable use of heritage assets themselves. Above that, the approach proposes to use the assumptions of EMAS or ISO 14001 systems for assessment of environmental aspects in case of reused cultural heritage assets.FindingsThe test study showed that the proposed tool allows determining whether, how and to what extent the contemporary commercial function of a given element of immovable cultural heritage contributes to local sustainable development and whether and to what extent the cultural sustainability of a given cultural heritage is ensured.Research limitations/implicationsIn the proposed approach, very detailed quantitative data cannot be included because of the need to simplify the research.Practical implicationsThe proposed tool can be used by owners of reused historic buildings, local authorities, services responsible for the protection of cultural heritage and financing institutions to determine whether a given contemporary commercial function of cultural heritage resources contributes to local sustainable development in holistic approach and whether this function ensures the preservation of its cultural sustainability.Social implicationsThe use of the proposed tool will give the opportunity to take appropriate actions to increase the impact of historic objects on local sustainable development including social aspects. Moreover, it will be possible to increase the cultural sustainability of these objects.Originality/valueThere are not many studies and tools that provide a possibility to assess a holistic impact of reused cultural heritage on local sustainable development. Research usually concerns one or two pillars: social and economic. Above that, the study of the cultural appreciation in two different groups: direct users and the local community is a novelty in the perception of contribution to cultural development. It may contribute to the different way of measurement of appreciation of cultural heritage and its contribution to social and cultural development. In addition, to study the environmental pillar, the author proposes an approach used in environmental management (ISO 1400 and EMAS), i.e. the application of activities related to eliminating the potentially harmful impact of a new function of the historic resource on the natural environment.
