The article provides an attempt to solve the challenges of attaining the goals of the final document “Transforming our world: the 2030 Agenda for Sustainable Development” by means of the systems transdisciplinary approach concept and methodology. To achieve this, the author expands the existing concept of chemical evolution and describes natural mechanisms of directed transformation of the planetary matter. The article reveals the meaning of cyclic recurrence of development of supercontinents in geological history of the planet leading to the formation of the planetary matter required for further active transformation of biological objects, which are supposed to take part in that transformation. The author assumes and substantiates that stable development is controlled by the planetary and extraplanetary objective organizing compounds, which present effective mechanisms of appraisal and compulsion of objects of living and non-living matter to strictly definite results of activity and interactions. He shows the results of long-term and medium-term modeling of the development of modern society. The conclusion of the article describes the possibility of using methodology of systems transdisciplinary approach in organizing sustainable development since 2016.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

The article is based on the report prepared for the president of the Russian Federation. The authors assess the conditions and consequences of different scenarios of financial policy in the medium-term perspective and outline the targeted criteria for development of national financial system. Among the main findings is the thesis that expeditious development of the economy in 2006-2008 is not efficient and in the medium-term the stable development with the balanced economy and financial system would be optimal. To overcome the financial resources deficiency in Russia it is essential to attract long-term foreign investments, primarily direct ones. The article contains the proposals aimed at the increase of financial sectors efficiency in order to transform it into the international financial centre.

Thanks to their huge potential and effective toolkit, the Group of Twenty (G20) countries have exhibited strong resolve to implement the United Nations 2030 Agenda for Sustainable Development (UN 2030 Agenda). Their joint endeavor will, in turn, facilitate the transition of the G20 from an ad hoc mechanism to a long-term institution for sustainable development. With regard to the remaining gap of political willingness among countries and the absence of behavioral rules in implementing the Agenda, the coordinating authority of the G20 should be strengthened and the existing institutions reformed. Specific measures must be taken, which include: (a) strengthening the coordinating capability of the Development Working Group under the G20 (G20-DWG); (b) making the G20 an example for the rest of the world in realizing the Agenda; (c) calling for an upgraded version of the common but differentiated responsibility (CBDR) principle; (d) strengthening coordination with related organizations for the follow-up and review mechanisms of the Agenda; (e) enhancing public awareness of those post-MDG targets and lost-targets to strengthen the central role of the G20 in implementing the Agenda; and (f) making the G20 a long-term leader in supporting development rights of the developing world.

AbstractThe Sustainable Development Goals (SDGs) were adopted by the United Nations in 2015 as part of the “2030 Agenda for Sustainable Development” and aim to address issues ranging from poverty and economic growth to climate change. Efforts to tackle one issue can support or hinder progress towards others, often with complex systemic interactions. Thus, each of the SDGs and their corresponding targets may contribute as levers or hurdles towards achieving other SDGs and targets. Based on SDG indicator data, we create a systems model considering influence among the SDGs and their targets. Once assessed within a system, we find that more SDGs and their corresponding targets act as levers towards achieving other goals and targets rather than as hurdles. In particular, efforts towards SDGs 5 (Gender Equality) and 17 (Partnerships for the Goals) may accelerate progress, while SDGs 10 (Reduced Inequalities) and 16 (Peace, Justice and Strong Institutions) are shown to create potential hurdles. The model results can be used to help promote supportive interactions and overcome hindering ones in the long term.

The analysis includes the effects of sanctions against Russia on the current economic situation and structural problems that slow economic growth. Special attention is paid to examples of medium-term and long-term steps that can provide sustainable development of Russian economy.

The article considers the key ideas of the book by P. Vodopianov and V. Krysachenko “The Strategy of Human Existence: From Apocalyptic to Noospheric Age” (2018) in the context of searching for the principles of consolidating Ukraine for achieving sustainable development goals. Emphasis is placed on the aspects that actualize the formation of a new attitude to nature, aimed at the survival of the mankind; overcoming the dangers and threats to modern society, which requires the improvement of each person and the world order as a whole. The article highlights the main ideas of the book, namely that of the significance of the latest worldview values for humanity and the idea of the expediency of choosing safe development strategies. In the context of the implementation of these ideas, it is emphasized that the authors have managed to analyze the worldviews and objective laws of nature, as well as the consequences of human activities that promote or hinder the movement of mankind towards self-destruction; explore different versions of the Apocalypse, main directions of economic, environmental, and energy security; justify the strategy for sustainable (sufficient) development. In this regard, it is shown that the elaboration of these problems carried out in the book led the author of the article to elaboration on applying the main ideas of the book to modern Ukraine, which has now entered the era of globalization. In particular, attention is focused on the achievements, difficulties and long-term tasks in solving the problem of sustainable (sufficient) development of modern Ukraine. It is concluded that this book contributes to the formation of modern global thinking, aimed at actualizing the importance of universal values and strategic and existential principles of the consolidation of humanity in general and Ukrainian society in particular.

This viewpoint analyses the status and transformation of Higher Education institutions during unpredicted great challenges such as the current Covid-19, which disrupted most of the economies on the planet. The changes facing Higher Education are not new, transformation has been seen in different areas, but shifts are expected to be deeper and faster after the pandemic. We show how the Higher Education institutions can resist and transform during the pandemic and we also discuss how these institutions can come out of the recession stronger and become capable of achieving long-term sustainability. For that aim, a leaner and more effective institution system with modified flexible policies that contribute to society and, at the same time, are mission-driven, is expected to be achieved. Universities in their recovery efforts must look far ahead and should not miss the opportunity to reassess their usefulness to society, nor to refocus their sense of purpose. We suggest that institutions of Higher Education play a more important role in achieving the 2030 Agenda for Sustainable Development and contribute decisively to the several SDGs. In addition, we argue that the strategic direction of universities must be focused on stakeholder responsibility principles known as Environmental, Social, and Governance – ESG. Finally, we argue that the governance dimension is particularly critical for Higher Education institutions if they want to achieve long-term efficiency, sustainability and purpose.

AbstractThe EU, founded about 70 years ago (1957), to ensure the peace of Europe and the entire world; today, another mission of the European Union is “the well-being and survival of our citizens” (Fr. Timmermans - European Commission COM22 30.01.2019). Sustainable development aims to improve the life of citizens of Europe through lasting economic growth while setting the priorities related to this desire. In 2015, the UN General Meeting adopted the 2030 Agenda and in 2017 the “Declaration from Rome of the leaders of the European states that are members of the European Union” was signed. Through these documents, the necessary and obligatory steps have been established to protect the planet and to ensure the needs of future generations. The objectives set are for the long-term modification of economic development, respecting, and protecting the resources and the environment in the context of future sustainable development. Being UN and EU member and being signed by the Romanian government of the “2030 Agenda”, it launched in November 2018 “The National Strategy for the Sustainable Development of Romania 2030”, which takes into account the present needs and those of future generations, focusing on the respect for the citizen.

Amid growing controversy between the vital needs of modern society for natural benefits and the limited ability of the biosphere to reproduce them, the problem of sustainable development of human civilization becomes more and more urgent every year. The choice of effective methods of solution depends on a deep understanding of its content and scientific understanding of the causes of its occurrence. In this paper, the problem of sustainable development is considered from the perspective of long-term management of macrosystems, which include natural-industrial systems (NISs), which are of particular importance for the economic development of Russian regions. The complexity of the NISs as objects of management requires the use of non-conventional approaches to determining the trajectory of their movement towards the goals of sustainable development.

Historically, Russia and China have always been close. Recently, relationships between the two countries have been developing and reaching a new and higher level, to which Russian Sinologists have made a great contribution. The study on the history of Russian sinology is beneficial not only for cultural exchanges and cooperation in various fields, but also for the long-term, healthy and stable development of the two countries.
