This study examined treasury single account, as a nudge towards public sector accountability in Nigeria. Specifically, the study analyzed the influence of adoption of treasury single account on the effectiveness of cash management, reduction of fraudulent activities and improvement in the level of accountability in the Nigerian public sector. The study made use of primary data collected through the use of a questionnaire, based on a sample of 400 respondents randomly selected from government parastatals, departments, institutions and ministries, across the six southwest states in Nigeria. Data collected were analyzed with frequency and percentage response analysis. The result showed that adoption of treasury single account provoked effective management of cash, sustained a considerable reduction in the level of fraudulent activities and aided improved level of accountability in the Nigerian public sector. Thus, there is no doubt that treasury single account is a nudge towards public sector accountability in Nigeria. Therefore, the government can further harness the potency of centralize control of public resources to birth a corrupt free society, where utmost accountability and transparency of resources mobilization and management can be attained.

The main objective of this paper is to assess the effect of effective management of donors’ fund on ICT sectordevelopment in Rwanda.A Purposive sampling have been used to select employees in charge of ICT in higher learning institutions,Broadband Systems Corporation Ltd (BSC Ltd) staff, Rwanda Information Society Authority (RISA) staff ,MINECOFIN projects implementation unit staff and Rwanda Development Board single project implementation unitstaff. In total 24 employees from these institutions contributed to this research through responding elaboratedquestionnaire and by the mean of interview. Purposively six students responded to the questionnaire.The questionnaire and an interview guide were used to collect primary data and were analyzed using StatisticalPackage for Social sciences, descriptive and inferential statistics were adopted as research approach. Qualitative datawas treated through sound content analysis.Results from the research found the following: It has been observed that the total budget of USD 24.M allocated tofinance the Rwandan ICT sector was executed up to 99.54% and all components have been implemented at asatisfactorily rate by both the World Bank and the Government of Rwanda. This high finance performance ratecaused a radical change in ICT Sector development whereby after the project implementation period elapsed, anumber of ICT sector development indicators proved a tremendous shift. One of those indicators is mobilesubscriptions and internet subscriptions that increased 217 % and 1,000% respectively. The cost of internationalinternet connectivity got an up-down shift from $10,000 in 2008 up to $125 in 2014. Both physical and financialproject implementation indicators evidenced the close relationship or the causality of ICT sector development givenan effective funds management. Finally, the Pearson coefficient of 0.814** that was obtained from testing bothvariables of this study resulted in positive high correlation between donors’ funds management and the ICT sectordevelopment.

Participatory governance in public sector is of great importance especially for a democratic country like Pakistan. In this paper we discuss Youth Volunteerism as tool to ensure participation of young people in public service delivery as partners of the government. This research is based on primary data collected on convenience sampling basis, through questionnaires distributed among 243 youth studying in colleges of selected areas of Pakistan.  The objective of this research was to find out the perception of young people about Volunteerism in public sector and to find factors that may encourage them to engage in participatory governance through volunteering in public sector institutions of Pakistan. Data was analyzed through SPSS-21, using Multiple Regression Analysis and Pearson’s Correlation techniques. The results show that young people in Pakistan are willing to volunteer their services in the public sector because they think it is honor for them, it is need of the time and that it will increase the productivity of the public institutions. This study concludes that promoting culture of volunteerism in the public sector of Pakistan will enable young people to become part of government in service deliver, will reduce public-government gap, will help reduce shortage of workforce in public sector and will increase the productivity of public institutions.

This study examines the impact of recruitment and selection strategies of public sector undertaking .In the Indian context, Public sector  or the PSEs primarily constitute the corporate bodies where 51% or more equity is held by the government, created under the special acts of legislature, or registered under the companies Act 1956.Primary data on various aspects of recruitment and selection were collected  from the employees of different undertakings with the help of well framed questionnaire that was duly filled by the HRM officials and employees. This study highlight the emerging trends in the recruitment and selection strategies of public sector undertaking and the major obstacles that are being faced by the companies.

The main purpose of this study was to assess the prevalence, cause and consequences of corruption in Dagawi Minilk Sub-City, Bahir Dar. Primary data were gathered from 103 employees using questionnaires and from 5 key informants through interviews. The results of the study confirmed that corruption forms such as bribery, nepotism and favoritism) are frequently occurring in the sub-city. Low payment scales, absence of exemplary leadership, lack of effective supervisions, ineffective institutional accountability were the major causes of corruption. Embezzlement of public resources, delaying in delivering services, lowering quality of service, worsening income inequality undermines the legitimacy of the government were also identified as the major adverse consequences of corruption. This study recommends that improving institutional accountability, increasing salary and selecting exemplary leaders is paramount important.

In civilized societies taxation is one of the oldest activities, which has been playing a key role for thousands of years. Public expenditure in developing countries like Ethiopia plays an important role in the process of economic development. The general objective of the study was to make a Comparative analysis of government tax revenue and expenditure budget of the federal government of Ethiopia. To conduct the study both primary and secondary data were used. Primary data were collected from the ministry of finance and economic cooperation and the tax authority using questionnaire and interviews. The collected data were analyzed using SPSS 21 version. The findings show that the tax authority has limitations in using technologies to modernize the tax administration, poor the tax collection capacity. The Tax to GDP ratio of the country is low as compared to the sub-Saharan countries. There are different factors for the poor tax collection performance; weak enforcement and low tax audit coverage, and lack of strong cooperation with stakeholders. The government has weaknesses in the management public resources. The tax authority should use different Medias to create taxpayers awareness about tax, should strengthen its tax enforcement department to bring non taxpayers to the tax net.

The determinants of quality of life can be social, economic, cultural, and governmental, to name a few. Prior research has shown that demographic factors and social support can have a significant impact on an individual’s quality of life. This research attempts to examine the effects of public sector health system performance on individuals’ quality of life in China, measured by (1) self-reported health, (2) depressed mood, and (3) happiness. The targeted population was individuals aged 18 and above. The primary data was collected from the CGSS2015 (Chinese General Social Survey 2015), and the National Statistical Yearbook was also used. Using various statistical models, this study finds that the correlation coefficients of government performance in providing healthcare for patients on quality of life are 0.144, 0.167, and 0.328, respectively. The more satisfied with medical care and public health delivered by the government, the higher the level of quality of life. In addition, the relationship between government expenditure on public health service and quality of life is positively significant. These findings are robust after weighting methods are used. The performance of the Public Sector Health System has a significantly positive association with quality of life in China.

<p><em>This study discusses the fraud in the government sector especially Provincial Government of DKI Jakarta by three factors, there are the fairness of compensation, internal control systems, and organization of government ethics. In addition to discussing the factors that influence the occurrence of fraud in the public sector, this study also discusses appropriate strategies in response to the fraud problem. </em></p><p><em>The population in this study is the Province Government of DKI Jakarta, while the sample is Office of the Province Government of DKI Jakarta. Sampling technique with Proportionate Stratified Random Sampling and hypothesis testing using SPSS. The data used in this study is primary data, through questionnaires distributed to civil servants working in the Office of the Province Government of DKI Jakarta. </em></p><p><em>The results showed that there is an influence of all three factors, namely </em><em>fairness of compensation, internal control systems, and organization of government ethics to fraud in the public sector when tested simultaneously. Where as if partially tested, only the fairness of compensation and internal control systems that have an impact on fraud, while organization of government ethics not. The research recommends to overcome fraud all problems with develop combined strategy of repressive and preventive for every level of organization, to provide effective compensation, and to implement good governance in the organization. </em></p>

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra
