A post-socialist transition in the Russian Federation started in 1992. Generally speaking, the first stage of post socialistic economic transition in Russia means transformation from a centrally planned to a market economy. The transition processes in Russia have been accompanied by many dilemmas. The main of them is the method of transition: shock therapy and gradualism. The results of transition have been both positive and negative: it depends on the way and radicalism of the changes. The second stage of the Russian transition began after the monetary and financial crisis in August 1998. After that, the renewal of the Russian economy began. This stage had its specific problems. The main of them is related to the repatriation of the Russian capital from abroad. One of the basic components of the transition in Russia is its full involvement in the world economy and in the processes of integration and globalization. One of the ways of realisation is the full Russian cooperation with international organisations, especially with the International Monetary Fund and the World Trade Organization.

The article examines the problems and prospects for the development of the digital economy of the Russian Federation in the context of global transformation. It is obvious that the use of digital technologies in the economic sphere is one of the key indicators of the development of a modern state. The processes of introducing digital technologies are accompanied by technological, economic and legal problems, the solution of which requires government intervention. These circumstances determine the relevance of this study. The purpose of the study is to analyze the problems and assess the prospects for the development of digitalization of the Russian economy, as well as develop recommendations for increasing the efficiency of digitalization of the Russian economy and accelerating the pace of implementation of digital technologies, which will contribute to increasing the competitiveness of the Russian Federation in the world community. The process of digitalization of the economy depends on many factors, the analysis of which will determine the prospects for further development.

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

The present article attempts to determine the role of principles of good governance in the discussion regarding the World Trade Organisation (WTO) and its human rights accountability. It shows that the WTO as an organisation cannot be compared to other international organisations that are more autonomous such as the International Monetary Fund (IMF) or the World Bank. This does not mean, however, that the WTO has no autonomous powers at all. This contribution attempts to make clear what these activities are and how they may affect the protection of human rights. The implementation of good governance principles in international organisations can be considered a sine qua non for the realisation of human rights. Therefore, it will be examined what role the principles of good governance plays within the WTO. More specifically, the focus will be on how the good governance principles of transparency and participation can contribute to sensitising the organisation for human rights considerations.

This article begins with a brief discussion of the background of the USSR/Russia rapprochement with the General Agreement on Tariffs and Trade/World Trade Organization (GATT/WTO) and some of the acute problems of the negotiation process. It is argued that the Russian Federation has received acceptable, balanced conditions of membership. The advantages gained during the first years of WTO membership are listed, both for the national economy and in the foreign arena. However, it is shown that, 10 years later, the benefits of membership are significantly lower in comparison with initial projections. This gap is attributed to the state of the Russian economy and the extinction of the continuing economic model based on the extraction and export of raw materials. The Russian economy needs real structural reforms and modernization, which would change the structure of exports in favour of finished products and modern services. Only in this case can the benefits of WTO membership increase significantly, justifying the original forecast. The article concludes with a discussion of current challenges in the world economy and trade, the crisis experienced by the WTO, and the active position of the Russian Federation on the future reform of the WTO.

Research background: The aim of the scientific contribution is to analyze the current position of the Russian economy in the context of other countries. The article consists of a deduction of the current position of the Russian Federation and the subsequent proposal to continue the fight against the COVID-19 crisis. Purpose of the article: Using the analysis of available sources of scientific research, the analysis of the current position of the Russian economy in the context of other countries. The paper offers basic recommended goals for further progress in the time of a pandemic. Methods: The coronavirus pandemic has turned the world into a new reality. It showed the weaknesses and strengths of states, their constitutional structures, economic and social models. The post-pandemic world will be different, significantly different from the current one. And this pandemic will not be an exception, but will become one of a series of past and future world problems. And the world must be prepared to meet them. It is necessary to learn how to manage the development of large-scale systems at various levels from internal regions, states and to the world economic and political system as a whole. States must learn how to manage in a critical situation so as not to expose their peoples to significant disasters, much less extinction. They should establish mechanisms to predict and combat undesirable hazards. Using the scientific method of analysis of available resources, the authors analyzed the current position of the Russian Federation in relation to selected economies of the world. By synthesizing the knowledge and subsequent deduction, the authors propose further recommendations and steps in the time of the COVID-19 crisis. Findings & Value added: The pandemic that led the world to a crisis of health and survival, economy and trust has shown how much the world needs to be improved. At the same time, it clearly showed what strategic directions Russia needs to move in order to save its people, its territory, and strengthen itself in the top three world economic leaders. And if the strategies are clear, and the tasks are defined, then the matter remains only for their implementation.

The article deals with the disposition of countries in the world system of labour productivity and the place of the Russian Federation in the current country hierarchy. It is noted that Russia is a typical representative of the semi-periphery (in the terminology of Wallerstein). Calculations show that in the period 1995–2005 the increase in labour productivity in Russia was 15% due to the factor of extensive growth in hours worked, i. e. due to the growth of labour exploitation. This process was reversed in the period 2006–2018 and ended in 2019 with the official proclamation by Prime Minister Dmitry Medvedev of the workweek reform in the direction of its reduction to four days. It opens an era of the socially oriented doctrine of productivity growth. However, the main problem of Russia is the slowed of technological progress and the slowdown in productivity growth. The analysis showed that the implementation of the target standards for labour productivity, indicated in the official regulations, will reduce the backlog of Russia from the core countries. Forecast calculations show that even under the most favourable circumstances, the country can become a full participant in the world market of advanced technologies only by 2038. Thus, we substantiated the thesis about the impossibility of rapid results in the implementation of Russia’s catch-up development strategy due to the extremely low level of its current technological base, which involves a strategy of step-by-step reforms of the process of technological re-equipment of the Russian economy.

The features and problems of using information technologies in the national economy of the Russian Federation have been analysed. It has been proved that the aforementioned technologies, acting as an urgent need and a mandatory requirement of modern state regulation of national business in the digital age, include various types of breakthrough technologies in the Russian economy, its production and social spheres, increasing their competitiveness, contributing to strengthening the country’s position in the world community in the long term. It is proved that these technologies are a chance for the national economy of Russia to take a leading position in the world ranking in the conditions of the country’s membership in the World Trade Organization. The purpose of the article is to explain the author’s position regarding the increase of the efficiency of the national economy of the Russian Federation as the result of the implementation of digital technologies in the business model of domestic enterprises.

Measures of state support for social and economic spheres are described. The characteristic of losses from the pandemic is given in relation to the sectors of the economy. The conclusion is made about the significant role of regional authorities in the fight against the consequences of coronavirus.

The relevance of this article is due to the need to improve the socio-economic development of Russia and its regions on the basis of adopted and ongoing national projects. The Government of the Russian Federation has set the President of Russia the ambitious task of joining the Russian economy in the top fi ve leading economies in the world. An analysis of the data contained in the passports of national projects, as well as statistics from the World Bank and other sources, allowed the authors to draw conclusions about the state of the existing economic policy.

The COVID-19 epidemic has become a serious challenge for the economies of all countries of the world. The consequences of the fight against the spread of the virus have led to serious complications in the Russian economy. This article analyses the measures taken by the federal and regional governments aimed at curbing the spread of the pandemic, as well as supporting the economy of Russia and its subjects. The paper presents foreign experience on the measures taken and a comparative analysis between the countries. In addition, the authors study the influence of government decisions and their effectiveness on the basis of scientific articles, estimates and statistics published in the mass media, forecasts of the Ministry of Economic Development of the Russian Federation, reports of the Federal State Statistic Service.
