This article discusses how the Organisation for Economic Cooperation and Development's Centre for Educational Research and Innovation (CERI) addresses the task of conducting international policy research. The article begins with a descriptive account of CERI's work, including the way member countries shape the research agenda. Several issues which relate to how research evidence is compiled within an international context are addressed. First, why the supposed priority area of lifelong learning is only weakly supported by systematic research is considered. The author raises the question of how we are to judge the quality and impact of international research work, especially where it is policy-related. He suggests that an increasing focus on the outcomes of education raises questions about causality in a policy research context. This leads to some brief consideration of evaluation of research, and of the country as a unit of methodological analysis. Finally, he asks what might be meant by learning from international experience.

Abstract This article discusses the contribution of research evidence to shifting the focus of international policy planning on ageing from predominantly humanitarian aspects to predominantly developmental aspects. Opposing views on the implications of population change for societal development are delineated. Particular attention is paid to efforts aimed at linking research and policy processes in the area of population ageing. The role of international cooperation in developing/strengthening national capacity for evidence informed policy on ageing is reviewed.

Abstract Agri-food systems include branching ramifications, which connect in the upstream the input suppliers with farmers, and downstream farmers, processors, retailers and consumers. In the last decades, at the level of the regions, food systems have undergone rapid transformation as a result of technological progress. The paper analyzes the changes made to the structure, behavior and performance of the agri-food system and the impact on farmers and consumers. Also, the role of agricultural research as a determinant factor of transformation of agri-food system is analyzed. The research objective is to develop technologies that cover the entire food chain (from farm to fork) and meet the specific requirements of consumers (from fork to farm) through scientific solutions in line with the principles of sustainable agriculture and ensuring the safety and food safety of the population.

Due to the high incidence of fraud in Australia, regulatory reports suggest strengthening the monitoring role of the board of directors (BOD). These reports recommend greater independence and no duality (chairperson of the BOD should not be the CEO) on the BOD. While there is no Australian evidence, research evidence in the U.S. supports these suggested reforms. It is not clear whether the research evidence observed in the U.S. will generalize to the Australian setting because of contextual differences. This study extends the U.S. findings to the Australian context and investigates the relationship between two attributes of the BOD, independence and duality, and fraud. In addition, I examine whether institutional ownership plays a role in the context of fraud. The more highly concentrated institutional ownership in Australia suggests the presence of some relationship. Using a matched sample of fraud and no-fraud firms from 1988–2000, I find that as the percentage of independent directors and the percentage of independent institutional ownership increases, the likelihood of fraud decreases. As expected, the results show a positive relationship between duality and the likelihood of fraud. These results support the call for strengthening the composition and structure of the BOD in Australia.

Abstract The presence of nonzero conjectural variations in pollution abatement and output make emission taxes less effective with respect to reducing emissions. This has implications for the characterization of the optimal emission tax, particularly in an international context where there are large asymmetries in pollution intensities. A higher degree of collusion in output between polluting firms results in higher emissions taxes in the non-cooperative equilibrium. In contrast, a higher degree of collusion in abatement between polluting firms results in lower emissions taxes in the non-cooperative equilibrium. These results rely on the presence of nonzero conjectural variations and large asymmetries in pollution intensities across countries. The analysis is relevant to the design of international environmental policy, including cases where countries face increasing global competition and damages from rising global emissions.

A search of the Cambridge Structural Database was conducted for pyridyl-substituted dithiocarbamate ligands. This entailed molecules containing both an NCS2− residue and pyridyl group(s), in order to study their complexation behavior in their transition metal and main group element crystals, i.e., d- and p-block elements. In all, 73 different structures were identified with 30 distinct dithiocarbamate ligands. As a general observation, the structures of the transition metal dithiocarbamates resembled those of their non-pyridyl derivatives, there being no role for the pyridyl-nitrogen atom in coordination. While the same is true for many main group element dithiocarbamates, a far greater role for coordination of the pyridyl-nitrogen atoms was evident, in particular, for the heavier elements. The participation of pyridyl-nitrogen in coordination often leads to the formation of dimeric aggregates but also one-dimensional chains and two-dimensional arrays. Capricious behaviour in closely related species that adopted very different architectures is noted. Sometimes different molecules comprising the asymmetric-unit of a crystal behave differently. The foregoing suggests this to be an area in early development and is a fertile avenue for systematic research for probing further crystallization outcomes and for the rational generation of supramolecular architectures.

The role of stockmanship in relation to the wellbeing of farm animals has been emphasised in the UK Codes of Recommendations for the Welfare of Farm Livestock (MAFF, 1983). Moreover, previous research work has demonstrated important effects of good and bad stockmanship not only on welfare but also on growth, lactational and reproductive performance of pigs and other farm livestock (Hemsworth et al, 1987). There is a need, therefore, to establish the factors which motivate and demotivate stockpeople since the degree of job satisfaction is likely to have a considerable influence on the attitude and performance of stockpeople and on their empathy with the animals in their care. With this objective in mind, a questionnaire was designed to investigate the aspects which could have an influence on the job satisfaction of the stockpeople involved in pig production.

Some of the theories of nation building have been dedicated to the study of link between nation and nationalism; others are attributed to explore nation building, state building, social integration, national integration and even conflict transformation during various historical periods. However, nation building is a normative concept used by academicians and nation builders alike to study the role of armed forces in nation building in recent times. Although research has conducted on ethnicity and nation building in Nepal, a little is known about application of theoretical perspective to explore the role of Nepali Army in nation building. Apparently, this article argues that the level of theoretical awareness of academicians and nation builders needs improvement and multiple theories of nation building are relevant to explore the role of Nepali Army in nation building during various enclaves of Nepali nation. Important issues like what are the relevant theories in Nepali context to analyse nation building? Their implication during the historical times to study the link of Nepali Army with nation building needs to be studied. Hence, this paper comparatively examines a nation building theories and their relevant implications during various enclaves of Nepali nation particularly applauding the role on Nepali Army. Conceptual framework based on Saunder's Research Onion Peeled (2007) method was used with qualitative design in a way of inductive approach to conduct the research work to investigate the research questions. Comparative document study, library research, quick survey with policy makers, government employees, professors, university students APF Officers and Army Officers based on purposive sampling method have been used. Study found that Nepali nation passes through its own way of building the nation in various enclaves, none of the theories are complete to study the employment of Nepali Army to produce visible and encouraging results. The level of theoretical awareness of academicians and nation builders needs further improvement. For this, multiple theories particularly related to social transformation, infrastructural development in support of centre to periphery relation; social integration and nationalism are appropriate.

The prime objective of this research work is to develop an efficient small scale-dependent computational framework incorporating microstructural tensors of dilatation gradient, rotation gradient, and deviatoric stretch gradient to analyze nonlinear lateral stability of cylindrical microshells. The numerical strategy is established based upon a mixed formation of the third-order shear deformable shell model and modified strain gradient continuum mechanics. The graphene nanoplatelet reinforcements are assumed to be randomly dispersed in a checkerboard scheme within the resin matrix. Accordingly, to extract the effective material properties, the Monte Carlo simulation together with a probabilistic technique are employed. The numerical solution for the microstructural-dependent nonlinear problem is carried out via the moving Kriging meshfree method having the capability to accommodate accurately the essential boundary conditions using proper moving Kriging shape function. It is represented that the role of the stiffening characters related to the effect of microstructural dilatation gradient, rotation gradient, and deviatoric stretch reduces continuously by going to deeper territory of the load-deflection stability path. Moreover, it is indicated that among various microstructural gradient tensors, the stiffening character of the rotation gradient is higher than deviatoric stretch gradient, and the stiffening character of the latter is more considerable than the dilatation gradient tensor.

Актуальность исследования для экономики усиливается такими явлениями, как влияние мирового финансового кризиса, усложнение отраслевой и территориальной структуры производства, усиление интеграции всех сфер общественной жизни, возрастание значения экологических, социальных и политических факторов развития общества, повышение трансакционных издержек принятия решений в сфере управления. Изучение литературы о территориях дает основание определить понятие региональной системы России как элемент, подсистему некоторой иерархической системы, в роли которой выступает национальная экономика. Процессы глобализации коренным образом изменяют роль регионов в национальной экономике. Регион постепенно становится не только отдельным экономическим агентом, но также вступает в мировые конкурентные процессы. Положение территориально-организованных систем оказывается зависимым не только от макроэкономических условий или возможностей самих регионов, но также от расстановки конкурентных сил, механизмов взаимодействия регионов с другими субъектами. В этой связи возникает необходимость системных исследований с целью выработки комплекса мер, которые будут способствовать повышению конкурентоспособности экономики в целом, ее регионов в частности. Существующий инструментарий региональной экономики является уже недостаточным для анализа такого рода проблем, а традиционный конкурентный анализ не рассматривает регионы в качестве субъектов конкуренции. Требуется расширение и применение новых теоретических подходов к анализу региональных экономических систем и эффективности их развития, формированию целостной концепции развития территориальной организации хозяйства, что обусловило актуальность данного исследования. The relevance of the study for the economy is enhanced by such phenomena as the impact of the global financial crisis, the complication of the sectoral and territorial structure of production, the strengthening of integration of all spheres of public life, the increasing importance of environmental, social and political factors in the development of society, the increase in transaction costs of decision-making in the field of management. The study of the literature on territories gives grounds to define the concept of the regional system of Russia as an element, a subsystem of some hierarchical system, in the role of which the national economy acts. The processes of globalization are fundamentally changing the role of regions in the national economy. The region is gradually becoming not only a separate economic agent, but also enters into global competitive processes. The position of geographically organized systems turns out to depend not only on the macroeconomic conditions or the capabilities of the regions themselves, but also on the alignment of competitive forces, the mechanisms of interaction of regions with other entities. In this regard, there is a need for systematic research in order to develop a set of measures that will contribute to improving the competitiveness of the economy as a whole, its regions in particular. The existing tools of the regional economy are no longer sufficient to analyze such problems, and traditional competitive analysis does not consider regions as subjects of competition. It requires the expansion and application of new theoretical approaches to the analysis of regional economic systems and the effectiveness of their development, the formation of an integral concept of the development of the territorial organization of the economy, which determined the relevance of this study.

The paper analyzes the course of events and the international context of Сarpatho- Ukrainian state’s rise and defeat in terms of role and impact of the leading European actors at the end of the 1930’s. Based on an in-depth study of the wide range of literature, documents and relevant archives, the author highlights the role of Carpatho-Ukraine, which for a short period happened to be at the epicenter of the geopolitical interests of the states whose actions or inaction fueled the warmongers. The revival and strengthening of a number of European countries at that historical period deteriorized international relations. The erosion of the Versailles-Washington bases intensified the contradictions in the foreign policy between the victorious and vanquished states. The defeated countries reinforced their positions, since the victors, who were expanding their military might at the expense of Czechoslovak Republic, including Transcarpathia, were becoming more submissive in accommodating territorial claims. This situation largely updated the approaches to the Ukrainian question. The variability of the ways to solve it largely depended on the situational decisions of the Third Reich political leadership.
