Transition to Democracy and the Belief in Social Inclusion (1985–1993)

This chapter discusses the factors, especially changing beliefs, that led to redemocratization and the subsequent institutional changes during the years 1985–1993. After the military government, the middle class demanded more inclusion in the political arena. To a certain extent, this happened with multiple parties, and only one claiming to be a right-wing party. Unexpectedly, the franchise was given to illiterates seemingly because the belief in social inclusion warranted it; the illiterates were not in the streets clamoring for the vote. The granting of the franchise to illiterates had few short-term, but many long-run, consequences. Moreover, the business sector was less open than the political sector, with the initial maintenance of import substitution programs. Business was still in the hands of elites with lots of regulations as well as ways to avoid regulations—for a price.

This chapter discusses the military government and the belief in “developmentalism” which motivated the institutions put in place by the regime. Developmentalism rested on top-down technocratic planning and was a coalition between the military and the business community, both domestic and foreign. Import substitution policies along with state-led industrialization brought economic growth in the late 1960s and into the mid-1970s. But, the Brazilian miracle of the late 1960s and early 1970s began to sputter out, and, moreover, political rights became more constrained. The years of censorship and a closed political system sowed the seeds for a more open political order. Above all, the failure of the expansionist strategy of growth through import substitution accompanied by inflation and external debt became self-evident. Citizens also began to blame the government for not reducing economic and social inequality. The dominant belief that economic growth should precede social inclusion started losing political support.

Abstract:The academic political scientists—mainly professors—who were hired by the Babangida military government in Nigeria between 1985 and 1993, ostensibly to theorize and articulate a new political culture and morality through the political transition program (PTP), have been objects, both then and ever since, of serious criticism concerning their role and contribution to a program that promised much but delivered little or nothing. The major criticism is that the political scientists, despite an initial commitment to help the military fashion a new political order, lost their “science” by providing an intellectual cover for the general's schemes and enriched the “political,” including the politics of corruption and self-enrichment. We examine this critique and show that these individuals, by choosing to remain in office—if not in power—even after witnessing so many broken promises by the regime, tarnished their intellectual integrity and moral credibility. Appointed to serve as an instrument of legitimization for the regime, they contained, constricted, and shrank the political and intellectual space rather than facilitating intellectual and democratic empowerment.

O trabalho trata da evolução política do Brasil num período determinado de seu desenvolvimento. Discute-se o processo de conversão do “regime autoritário” no pós-1964 em regime ditatorial-militar no pós-1968. O objetivo do artigo é examinar a causa da edição do Ato Institucional n.º 5, logo, da vitória da extrema-direita militar, e, portanto, do fracasso político do movimento oposicionista nessa conjuntura. A questão central que informa a análise é a seguinte: é possível encontrar uma variável explicativa na interpretação desse processo histórico que dê conta do porquê da supremacia do “grupo palaciano” (a corrente ideológica militar então mais influente), e da sua solução para a crise do regime, bem como da derrota das “oposições”? O problema teórico de fundo aqui é o das determinações de um evento político, isto é, a articulação dos nexos causais que explicam determinado resultado histórico. São examinadas duas explicações correntes da literatura de Ciência Política e História Política e proposta uma terceira, que enfatiza, principalmente, variáveis de tipo ideológico. The 1964 Military Coup and the Regime of 1968: conjunctural aspects and historical variables Abstract This paper analyses Brazil’s political evolution during a specific moment. It discusses the processes of conversion of the post-1964 “authoritarian regime” to the post-1968 regime of military dictatorship. The article’s principal aim is to examine the reasons for the issuing of Institutional Act 5, which meant the victory of the military’s extreme right-wing and therefore the political defeat of opposition forces. The central issue informing the analysis is the question of whether it is possible to find an explanatory variable for the interpretation of this historical process that could account for the supremacy of the “grupo palaciano” (the most influential ideological current within the military corporation at that time) and their particular solution for the military crisis, as well as for the defeat of “opposition” forces. The underlying political problem here regards the factors that determine political events, that is, the articulation of causal links that can explain a particular historical result. Two common explanations in Political Science’s and Political History’s literature are explored and a third explanation is proposed, one that places particular emphasis on ideological variables.

Abstract This article takes up the story of right-wing mobilization before and during Brazil’s military government of 1964–1985. Understanding the regime’s violent countersubversion requires analysis of the ideology that framed it. This ideology flourished among a long-neglected group of far-right intellectuals and organizations that had considerable influence in successive military administrations and worked to define subversion—the military state’s ever-invoked enemy—in terms chiefly moral and sexual. Scholars have noted that defense of “Western Christian civilization” peppered the vague rhetoric of Cold War autocrats throughout Latin America. Yet inattention to the Right per se and to those considered extremists has impeded our understanding of the specific values bound up in such visions of the West and hence of the centrality of morality and culture in countersubversive thought. This article argues that rightists, some of them radical, echoed past conservatisms by linking morality, sexuality, and subversion in ways that gained increasing influence in the 1960s and 1970s.

This chapter analyzes political developments in Iraq from 1936 to 1958. Any growth of democratic ideas and institutions that had been achieved earlier came to an abrupt halt in 1936 following the military coup. Army officers, custodians of political power between 1936 and 1941, cared little, if at all, about democratic institutions and practices. They were succeeded by civilian governments, openly abetted by the Palace, which systematically interfered in the workings of the country's supposed representative institutions. Political parties and groupings operating within the straitjacket of military government and martial law had all but disappeared from the political scene. And successive governments made certain to emasculate Parliament of even the flimsiest pretense of independence and impartiality.

Somalia and Somaliland had parallel colonial experiences under Italian and British rule, respectively. In 1960, both gained independence and entered into a union. However, in 1969, the civilian government of the Somali Republic in Mogadishu was overthrown in a coup organized by the military, precipitating a brutal civil war. With the collapse of the military government in Mogadishu in 1991, Somaliland declared its independence from the Somali Republic. Since then, the two sides followed quite different trajectories. This chapter takes a detailed look at the recent history of dialogue between the two parties and offers recommendations on how best to establish an effective process. It suggests that the political stalemate will be resolved by the agreement of some form of mutually acceptable political association or official recognition of Somaliland as an independent state.

Este artigo aborda o programa de erradicação da varíola no Brasil (1966-1973), para analisar o fim de doenças e epidemias em contextos locais. O foco recai sobre os antecedentes de um marco específico e crucial desse processo: o anúncio oficial de seu desaparecimento em agosto de 1973 em pleno regime militar. O objetivo do artigo é compreender como as dimensões políticas, científicas e sanitárias se entrecruzaram na pouca repercussão de uma conquista da saúde pública que mobilizou recursos, governos, população e organizações internacionais. O artigo, baseado em fontes primárias e secundárias, está dividido em quatro partes. A primeira discute as questões gerais relativas ao fim de epidemias e desaparecimento de doenças em contextos locais. A segunda apresenta a dinâmica política e sanitária e as características da campanha de erradicação da varíola entre 1966 e 1980, em suas faces internacional e nacional. A terceira discute os desafios, as desconfianças e as incertezas que envolveram a determinação de que a varíola estava eliminada no Brasil do regime militar entre os anos de 1970 e 1973. Na conclusão, retoma-se a questão do término de epidemias e doenças em contextos históricos e nacionais à luz da erradicação da varíola.Palavras-chave: varíola, governo militar, saúde pública, doença, epidemias. ***This article discusses the smallpox eradication program in Brazil (1966-1973) to analyze the end of diseases and epidemics in local contexts. The focus is on the background of a specific and crucial milestone in this process: the official announcement of its disappearance in August 1973 in the midst of the military regime. The objective of the article is to understand how the political, scientific and health dimensions intertwined in the little repercussion of a public health achievement that mobilized resources, governments, populations, and international organizations. The article, based on primary and secondary sources, is divided into four parts. The first discusses general issues related to the end of epidemics and the disappearance of diseases in local contexts. The second presents the political and health dynamics, and the smallpox eradication campaign’s characteristics between 1966 and 1980, in its international and national aspects. The third discusses the challenges, suspicions, and uncertainties that involved the determination that smallpox was eliminated in Brazil, during the military regime, between 1970 and 1973. In the conclusion, ending epidemics and diseases in historical and national contexts is taken up in the light of the eradication of smallpox.Keywords: smallpox, military government, public health, diseases, epidemics.

In contrast to other South American countries, in Brazil, where a military dictatorship (1964–1985) incarcerated, tortured and ‘disappeared’ countless opponents, there have been very few initiatives to construct a public memory in the form of memorials and museums. Only recently, when the National Truth Commission was set up in 2012, debates on the importance of memory re-emerged, including a significant increase in the number of proposals to construct memorials of national importance, taking as their point of reference the coup in which the military seized power 50 years ago. This text offers a study of news sections dealing with memories of the Brazilian dictatorship and the activities of the National Truth Commission as they were reported in the daily press between 2012 and 2014 as well as visits to some of the monuments and memorials erected or planned after the end of the dictatorship in various parts of the country. Cases studied are divided into two groups: first, monuments stemming from the transition to democracy and the political pact that underwrote it, and second, cases that reflect the fragility of this pact and the efforts to undertake a revision of its terms. Rather than one succeeding the other, these two versions of memory are interdependent and have contested the hegemony of public initiatives to shape our memory of the period.

The term bushidō is widespread today and involves history, philosophy, literature, ­sociology and religion. It is commonly believed to be rooted in the ancient “way” of the bushi or samurai, the Japanese warriors who led the country until modern times. However, even in the past the bushi were seldom represented accurately. Mostly, they were depicted as the authors thought they should be, to fulfil a certain role in society and on the political scene.By taking into account some ancient and pre-modern writings, from the 8th to the 19th centuries, from the ancient chronicles of Japan, war tales, official laws, letters, to martial arts manuals and philosophical essays, and by highlighting some of the bushidō values, this article attempts to answer the questions how and why the representation of the bushi changed from the rise of the warrior class to the end of the military government in the 19th century.

Em meados da década de 1980, emergiu no campo da Educação Física (EF) o conhecido Movimento Renovador. Trata-se de um período fortemente marcado pela influência das teorizações críticas sobre a área, seus professores e suas produções, bem como sobre a elaboração de documentos curriculares. Tendo encontrado potencialização a partir do período de reabertura política do Brasil, ao fim da ditadura militar, o referido movimento tem sido considerado pelos estudiosos da área como um momento de ruptura de paradigma, ou seja, a EF passou a não mais se pautar pela prática exclusiva de desenvolvimento da Aptidão Física no interior escolar. O presente trabalho objetivou analisar o documento curricular de EF escolar de Minas Gerais, publicado em 1978 pela Secretaria de Estado da Educação de Minas Gerais. Por meio de uma abordagem qualitativa de análise de conteúdo, verificamos a sólida presença das teorizações tradicionais de currículo em seu interior, mas destacamos, entretanto, rudimentos do debate crítico que inspirou o movimento citado. Na estrutura, apresentamos a descrição metodológica da investigação, uma síntese das teorizações curriculares e a contextualização da Educação e da EF na década de 1970 no Brasil. A análise é inspirada em referenciais teóricos consagrados na Educação e na EF. Por fim, sustentamos que o documento mineiro, no auge do governo militar, apresentava indícios de uma tensão, a qual já procurava caminhos mais críticos para a EF nas escolas.Palavras-chave: Educação Física Escolar. It is a period strongly marked by the influence of the critical theorizations about the area, its teachers and its productions, as well as on the elaboration of curricular documents. Having found potentialization from the political reopening period of Brazil, to the end of the military dictatorship, the said movement has been considered by the scholars of the area as a moment of paradigm break, that is, the EF went on to no longer be guided by the practice Exclusively for the development of physical fitness in the school interior. This post, the present work aims to analyze the curriculum of PE School of Minas Gerais, published in 1978 by the secretariat of State of Education of Minas Gerais. Through a qualitative approach to content analysis, we verified the solid presence of the traditional theorizations of curriculum inside, however, we highlight clear indications of the critical debate that inspired the quoted movement. In the structure, we present the methodological description of the research, a synthesis of the curricular theorizations and the contextualization of education and EF in the 1970. The analysis is illuminated by theoretical references enshrined in education and EF. Este post, el presente trabajo pretende analizar el documento curricular de EF Escola de Minas Gerais, publicado en 1978 por la Secretaría de estado de Educación de Minas Gerais.
