This study aims to evaluate and prioritize the various forms of strategic programs at the Bandung City Government in strengthening the economy and increasing purchasing power of the people in the city of Bandung based on public policy analysis. This study is comprehensive covering macro aspects, namely the potential and economic profile as well as the Human Development Index (HDI) and micro aspects, namely the external and internal environmental analysis relating to economic policy on purchasing power. Furthermore, evaluation and economic policy priorities in an effort to increase the purchasing power of the city of Bandung. There are few steps or effort in evaluating various forms of local government strategic program Bandung in economics in order to increase the purchasing power of the city of Bandung, namely: 1) Observing the potential and the problems by SWOT analysis (strengths, weaknesses, opportunities, threats). 2) Evaluation and prioritization of programs of economic analysis AHP (analytical hierarchy process) and connect it to the macroeconomic indicators Bandung. In conducting the evaluation and priority, strategic programs are done also based on the study of literature and discussions with experts. The number of respondents in this study is 15 (fifteen) and sampling was done by purposive convenience sampling. Based Matrix EFAS (External Strategic Factors Analysis Summary) shows that the Bandung City Government is in a strong position to exploit the opportunities that exist to minimize the threats that will arise with regard to the external factors that affect the purchasing power of the city of Bandung. The Government of Bandung can utilize the opportunities, which are significant factors, in order to increase the purchasing power of the people. These are plans such as: the Central Government Policies Regarding Rice for the Poor (RASKIN), Health Insurance for the Poor (insurance for the poor), and the School Operational Assistance (BOS), National Program Community Empowerment (PNPM), the People's Business Credit (KUR) with Interest Subsidy to Help Low Income Communities . Furthermore, from the results of Matrix IFAS (Internal Strategic Factor Analysis Summary) shows that the Bandung City Government is in a relatively strong position to use and harness the forces that exist to minimize the shortcomings encountered in efforts to improve the people's purchasing power. Internal factors that significantly influence the increase in purchasing power of the city of Bandung are the strong commitment of the Government of Bandung to increase purchasing power. Meanwhile, the biggest disadvantage factor and should be watched and minimized by the Bandung City Government in improving the purchasing power of the city of Bandung is a "Weak Monitoring and Evaluation Capability Strengthening Program Buy". The estimation results of AHP (analytical hierarchy process) to local agencies regarding the analysis of preference evaluation of Government programs of Bandung in economics in improving and strengthening the purchasing power suggests that external factors are the priority aspects. Meanwhile, based on analysis of the preferences of businesses, communities and government agencies to the actors who play an important role in strengthening the purchasing power of the city of Bandung show that the relevant local government agencies play an important role in influencing people's purchasing power state through a set of policies and programs it has taken.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

In order to encourage the creation of performance accountability, government agencies need an accountability system so that they can operate efficiently and effectively to realize the transparency of government agencies and maintain public trust in the government, especially the City Government of Manado. This study aims to investigate and describe the System Manado City Government Especially at the Tourism Office. The research method used is descriptive analysis method. The results of this study indicate that the Implementation of the Performance Accountability System of the Manado City Government Agency can improve better transparency where this system is an integration of the planning system, budgeting system, and performance reporting system that is in line with the implementation of the financial accountability system. In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

In order to be acknowledged as a World Heritage Centre by UNESCO in 2016, the city government transformed Sawahlunto, which used to be an old mining city, into what the government claimed as a culturally touristic mining city. The city had basically been declared as a dead city; however, the government has strategically increased its economics through tourism. This article focuses on the meaning-making process in the construction of the city image(s) basing the process in the discussion of the politics of collective memory and cultural heritage. Data, mainly findings from observations, interviews and textual analysis, were collected from two tourism sites namely Goedang Ransoem Museum and Lubang Tambang Mbah Soero. The aim of the research is to interpret how the people in Sawahlunto make sense of the image construction of the city or even contest it as the government conveyed particular meaning in redefining the city‟s identity. Abidin Kusno‟s conceptualization of collective memory in architecture is mainly used to analyze the architectural elements of the two tourism sites. Furthermore, the analysis also refers to Hobsbawn and Thompson‟s notion of cultural heritage and Leif Edvinson‟s images of the city. Research findings reveal that the city government constructs a dominant meaning of what they convey as cultural heritage by utilizing local laws and the authority from other regions which have more experiences in transforming their city into a city of cultural heritage. On the other hand, the people in Sawahlunto have their own understanding of what their city means for them in relation to their own cultural heritage. All in all, the complexity of the meaning-makitng process in the city‟s transformation between the government and the people could be read as a battleground of contesting discourses.

Decision support systems into a solution in deciding the problem of various election BAZNAS vehicles in the city of Mataram. Various types of vehicles available in the office BAZNAS Mataram, this can help in the process of decision-support of various criteria and the selected alternative. The results of data collection and calculation processes Analytic Hierarchy Process (AHP) to get the value on which to base recommendations for the selection of vehicles in the city of Mataram BAZNAS namely deer with a total value of 0.4998097. The highest value is the value of the selected vehicle that can be used in distributing Zakat, Infak and Sedekah to various areas in the city of Mataram. The result of this decision in accordance with the calculation criteria and alternatives on which to base the selection of vehicles in the city of Mataram BAZNAS Office in choosing a vehicle. Zakat, Infakand Sedekah  distributed to the poor are earning less than the average and for the people of the poor and orphans so that it can be utilized for the welfare of society, especially in the city of Mataram.

BSTRACTThe Covid-19 pandemic has implications for the welfare level of the people of Salatiga City. This study aimsto analyze the implementation of Pro-Poor Budgeting in the Salatiga City Government during the Covid-19Pandemic. The research is limited to the application of Pro-Poor Budgeting for the City of Salatiga in 2020.The method used is descriptive qualitative with interviews and field studies to the Bappeda of Salatiga City.The results of the research on the implementation of budgeting for poverty reduction programs have taken intoaccount the principles in Pro Poor Budgeting, namely the target is the poor, focuses on the root causes ofpoverty, maximizes benefits for the poor and involves the participation of the poor. In conclusion, in theimplementation of Pro Poor Budgeting, there are three strategic issues that are the focus of attention, namelysynchronization of data on poor families with data from communities affected by Covid-19 from fosteredpartners owned by Regional Apparatuses, Standard Operating Procedures (SOP) for program implementation,especially those related to communities affected by Covid-19 and innovative activity programs that have thepower to improve the community's economy. In addition, the success of the implementation of Pro PoorBudgeting and the handling of strategic issues is influenced by four aspects, namely bureaucratic structure,resources, disposition, and communication. The city of Makassar is in a coastal area. Cambayya village in Makassar is densely populated and has complex waste problems. Limited land access and narrow road access make it difficult to transport waste. People’s habit of throwing garbage into the sea leads to the accumulation of garbage on the coast of Cambayya and causes various forms of environmental pollution. A form of waste management that uses composting methods is needed to handle organic waste. This study aims to find an alternative piece of composting technology to handle waste coastal area conditions. This study uses qualitative methods, namely Analytical Hierarchy Process which is descriptive, refers to data and utilizes theory as a support. The sample is chosen using the purposive sampling method. Furthermore, the analytical hierarchy process approach and a comparison matrix involving four criteria are used, namely, economic, social, environmental and technical criteria. Thirteen sub-criteria are also used. Stakeholders from the government, community, and academia are interviewed, and direct observation and documentation (evidence in data collection during interviews) are used. This study found that communal composting technology is the most appropriate type of composting for coastal areas such as Cambayya, Makassar, because the amount of waste processed is higher than other technologies such as individual and hallway composter. This reduces the amount of waste disposed at the final waste disposal site, transforming community waste management habits, saving time, increasing the community’s income from the sale of compost.

After earthquake 30 September 2009 Raya Market Padang began to be disturbed. Padang City Government responded quickly with construction of an emergency store, but has Opposed by some traders because decreased profits and low visitors. This condition triggered a long conflict and has been going on for five years (2009-2014). Many efforts have been made by stakeholders to find a conflict resolution, so it is important to further elaborate who actor has become a third party facilitating asymmetric conflict resolution. Based on the findings, the parties who really are in the position of a third party is the DPRD of Padang City and KOMNASHAM RI. The DPRD of Padang is structurally in the position of the government, but its function is as a representative of the people in the government. This position makes the slices between the DPRD and the traders as the people (constituents) and slices with Padang City Government as executive of the city government. The intervention undertaken by the DPRD was Hearing to Raya Market traders, and involving their representatives at the hearing, the DPRD working meeting discussing the issues related in 2nd Commission. Other interventions are controlling the rehabilitation and reconstruction process, and the realization of budgeting in APBD based on the needs of traders.
