Assessment of Crucial Studies in an Effort to Protect Victims of Women's Opinions by the Integrated Service Center for Women and Children Empowerment (P2TP2A) as encouraging and focusing on problem assistance relating to women and children. The purpose of this study is to: (1) Describe and describe the use of assessment of interventions used by the Integrated Service Center for Women and Children Empowermen in East Kalimantan and; (2) Review the assessment of interventions used for women and children with special contributions by P2TP2A in East Kalimantan Province. This study uses descriptive qualitative research. Data collection techniques in this study used interviews, observation and documentation in various P2TP2A work areas in East Kalimantan Province. Includes areas of Samarinda, Bontang, East Kutai Kutai Kartanegara. The results of this study, namely: 1) Assessment of interventions used in P2TP2A East Kalimantan Province consists of a combination that collects data that provides an overview of the case, service delivery process and service follow-up plans. The purpose of the assessment is to obtain an overview, process (formative) and outcome (summative). 2) The assessment used still consisted of conventional assessments that were widely adopted by P2TP2A in East Kalimantan. In some cases, there needs to be special handling, so the assessment used is based on the psychologist or medical history and other assessments that suit the needs of the client with special contributions.

AbstrakPemerintah Indonesia telah mengajukan kebijakan peraturan perlindungan perempuan dan anak sebagai prioritas nasional. Peraturan dimaksud untuk mengatasi kekerasan terhadap perempuan (KtP) di Indonesia. Berlakunya Undang-Undang Nomor 23 Tahun 2004 tentang Pemberantasan Kekerasan Dalam Rumah Tangga, Undang-Undang Nomor 21 Tahun 2007 tentang Pemberantasan Tindak Pidana Perdagangan Orang, serta Peraturan Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak RI Nomor 01 Tahun 2010 tentang Standar Pelayanan Minimal (SPM) Bidang Layanan Terpadu Bagi Perempuan dan Anak Korban Kekerasan. SPM merupakan instrumen penting untuk memastikan penghormatan dan pemenuhan hak-hak perempuan korban kekerasan. Standar tersebut adalah ukuran standar pelayanan minimum kepada perempuan korban kekerasan, terutama di bidang pengaduan dan laporan, kesehatan, bantuan dan penegakan hukum, rehabilitasi sosial, pemulangan dan reintegrasi sosial. Keputusan Menteri tersebut mengamanatkan pembentukkan Pusat Pelayanan Terpadu (PPT) di tingkat provinsi dan kabupaten serta unit ini terdiri dari pemerintah dan masyarakat sipil. Namun implementasi dari standar tersebut yang nampak dalam kinerja Pusat Pelayanan Terpadu belum optimal dan masih menemukan beberapa kesenjangan, antara lain: adanya variasi aturan daerah, pendanaan, koordinasi antar stakeholder yang terlibat, sarana prasarana, dan sumber daya manusia yang terlibat, sehingga terlihat bahwa pengejewantahan isi SPM masih menghadapi tantangan untuk perbaikan kedepannya.Kata kunci: KtP, SPM dan PPTAbstractThe Indonesian government has held regulatory policies protect women and children as a national priority. SPM is an important instrument to ensure respect for and fulfillment of the rights of women victims of violence. The standard is the standard size minimum services to women victims of violence, especially in the field of complaints and reports, health, relief and law enforcement, social rehabilitation, repatriation and social reintegration. The Ministerial Decree mandates the establishment of the Integrated Service Center at provincial and district levels, this unit consists of government and civil society. However implementation of these standards is apparent in the performance of the Integrated Service Center is not ideal and still find some gaps, among others: the variation of regional rules, funding, coordination among stakeholders involved, infrastructure, and human resources involved, so it looks that the manifestation SPM contents is still facing challenges for future improvements.Keywords: violence against women (KtP), minimum service standards (SPM) and integrated service center (PPT).

The research objectives were to determine the type of service, analyze and identify supporting factors and inhibiting factors for empowerment services for women and children in Samarinda City. With this type of qualitative research. Data collection techniques are observation, interviews and documentation. Then the interactive model data analysis technique. The results of research on empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda include the provision of information and data collection services through hotline calls or through the SIPPEKA application. Medical and psychological referral services are carried out in collaboration with hospitals and HIMPSI, legal aid services are provided for victims of women and child violence from the police office to the court and in the mediation stage. Safe home services to provide protection for victims. Supporting factors for empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda, namely the existence of an application, namely the SIPPEKA application, while the inhibiting factors are the lack of human resource availability, lack of facilities and infrastructure and lack of budget support.Keywords: Women's and Children’s Empowerment Services, Integrated Service Centers

This research aims to analyze the form of legal protection against child victims of violence in Buleleng. In addition, this research also analyzes the obstacles and efforts made by Buleleng police in uncovering cases of child abuse in Buleleng. This research is an empirical study with a study that sees law as a reality that includes social reality, reality of culture and others (examine law in action). This empirical law study aims to examine legal issues in its practical dimensions, especially related to legal protection for victims of violent crime in Buleleng district. This research uses primary data and secondary data with research location in Buleleng. Technique of collecting data is done through observation and interview. The collected data is then processed and analyzed qualitatively. The results of this study indicate that the Buleleng police prepare by receiving reports or complaints from victims of violence, whether orally or in writing as a form of regulation. The place for report or complain is on the section integrated police service center. Basically legal protection against child victims of violence is conducted in accordance with the Child Protection Act. Basically legal protection against child victims of violence is conducted in accordance with the Child Protection Act. While related to obstacles faced by Buleleng police in revealing cases of violence that occur to children that investigators often have difficulty in finding the perpetrators, lack of information from perpetrators or victims, chronology is often covered, not conformity information between perpetrators and victims. In addition, investigators find it difficult to obtain information or information from traumatized victims, lacking evidence, obstacles to finding witnesses, and the results of their visum. Furthermore, related to the efforts made, Buleleng police conducted the process of receiving reports or complaints from families of victims who experienced violence. In addition, assistance was also provided by the integrated service center for the empowerment of women and children in Buleleng, in the case of violence that occurred was accompanied, mainly related to cases of sexual violence. The involvement of an integrated service center for the empowerment of women and children is to further strengthen the mental victim through psychological support. Not only get assistance from integrated service centers for women and children empowerment but also receive assistance from social services.

ABSTRACTNumbers of management, storage, and preservation of research data problems had been the rationales why national scientific repository (RIN) system was implemented. To measure its success, the present study evaluated, analyzed problems, and provided recommendations using descriptive exploratory qualitative research methods with interviews as the primary data. In terms of the effectiveness, the results showed that the RIN system objectives provided a nationally integrated interoperability research data management system, ensuring long-term archiving and access had been achieved whereas the awareness of researchers to share data and sustainability plans had not been achieved. Based on its efficiency, PDDI LIPI had pursued many activities and strategies. In accordance with its adequacy, the existence of RIN system was able to answer the existing research data problems while the problem of continuity of input of research data and the sustainability of research had not been achieved. In regard to its equalization, RIN system was intended to all professions that carried out research, in which the socialization activities and technical guidance to researchers in relevant institutions were conducted. In coping with its responsiveness, all target groups still could not experience it because the follow-up activity of the target groups after knowing RIN system was still minimum. Hence, it was advised that the target group from both internal LIPI, external LIPI, and PDDI LIPI acted as the implementors. The present study concluded that the implementation of RIN system had not been optimally implemented and still needed improvements. ABSTRAKPermasalahan pengelolaan, penyimpanan, pelestarian data penelitian mendorong dilakukannya implementasi kebijakan sistem RIN. Untuk mengukur keberhasilannya, penulis mengevaluasi, menganalisis permasalahan dan memberikan rekomendasi dengan menggunakan metode penelitan kualitatif deskriptif melalui data primer yaitu wawancara dan data sekunder. Dari efektivitasnya diperoleh hasil bahwa tujuan sistem RIN menyediakan sistem interoperabilitas pengelolaan data penelitian terintegrasi secara nasional, menjamin pengarsipan dan pengaksesan jangka panjang telah tercapai sedangkan kesadaran peneliti untuk berbagi data dan rencana keberlanjutan belum tercapai. Berdasarkan efisiensinya, PDDI LIPI telah mengupayakan banyak kegiatan dan strategi. Berdasarkan kecukupannya, keberadaan sistem RIN mampu menjawab permasalahan data penelitian yang dihadapi sedangkan permasalahan kontinuitas penginputan data penelitian, keberlanjutan penelitian belum tercapai. Berdasarkan pemerataannya, sistem RIN ditujukan kepada seluruh profesi yang melaksanakan penelitian, bukan sekelompok golongan namun kegiatan sosialisasi dan bimbingan teknis lebih banyak kepada peneliti di instansi yang memiliki badan penelitian pengembangan serta perguruan tinggi. Berdasarkan responsivitasnya, belum dapat dirasakan oleh seluruh target sasaran dikarenakan tindaklanjut dari para target sasaran setelah mengenal sistem RIN masih rendah. Maka perlu rekomendasi kepada target sasaran baik dari internal LIPI, eksternal LIPI maupun PDDI LIPI sebagai implementor. Oleh karena itu dapat disimpulkan bahwa implementasi kebijakan sistem RIN belum berjalan dengan optimal dan masih perlu ditingkatkan.

The level of sexual violence against children is increasing every year, both for girls and for boys. Victims who have experienced sexual violence certainly need serious handling so that other problems do not occur in the future. One of the functions of the government is to provide services to the community and to empower people to participate in government administration. One form of service is by providing an Integrated Service Center for the Empowerment of Women and Children (P2TP2A) in each region. The Integrated Service Center for the Empowerment of Women and Children (P2TP2A) has the task of preventing, completing and recovering victims of acts of violence. Therefore, the purpose of this study was to determine whether the implementation of the P2TP2A handling program in Karawang Regency has been running optimally or not. This study uses a descriptive method with a qualitative approach. The data collection techniques used in this study were interviews, observation, documentation, and triangulation. The result of this research is that the handling of boys sexual violence victims has not run optimally, this is due to the lack of information delivery and socialization to the public regarding the existence of this program. In addition, the response from the community regarding the need for handling victims of sexual violence against boys in Karawang Regency is still low. Keywords: Implementation, Integrated Service Center for Women and Children Empowerment, Handling Victims of Sexual Violence in Boys, Karawang Regency.

Women and children are vulnerable to crime that need to be protected, thus encouraging the government of Kabupaten Tegal to always strive to carry out socialization of the prevention of violence against women and children such as socialization activities carried out by regional government of Kabupaten Tegal through Department of Women’s Empowerment, Child Protection, Population Control and Family Planning (DP3AP2KB), conducted socialization in order to increase access to services of Integrated Service Center (PPT) institutions for victims of violence against women and children and reduce the number of cases of violence against women and children.

Penyalahgunaan narkotika saat ini tidak hanya dilakukan oleh orang dewasa, tetapi penyalahgunaan narkotika juga dilakukan oleh anak-anak yang masih di bawah umur. Jenis penelitian ini adalah penelitian hukum sosiologis yang membahas mengenai keterkaitan antara hukum dengan masyarakat. Perlindungan hukum terhadap anak dalam penyalahgunaan narkotika berdasarkan Undang-Undang Nomor 35 Tahun 2009 tentang Nakotika di Pekanbaru belum tercapai karena masih ada anak yang melakukan penyalahgunaan narkotika. Hambatan-hambatan dalam perlindungan hukum terhadap anak dalam penyalahgunaan narkotika berdasarkan Undang-Undang Nomor 35 Tahun 2009 tentang Narkotika di Pekanbaru adalah belum sepenuhnya dilakukan diversi terhadap anak pelaku penyalahgunaan narkotika, belum memberikan perlindungan hukum dan memberi hak-hak anak dikarenakan fasilitas yang belum memadai. Upaya untuk mengatasi hambatan-hambatan dalam mengatasi perlindungan hukum terhadap anak dalam penyalahgunaan narkotika berdasarkan Undang-Undang Nomor 35 Tahun 2009 tentang narkotika di Pekanbaru memaksimalkan kinerja jumlah personil yang terbatas, memaksimalkan sarana dan prasarana dari P2TP2A (Pusat pelayanan Terpadu Pemberdayaan Perempuan dan Anak). Abstract Narcotics abuse is currently not only done by adults, but narcotics abuse is also carried out by children who are still underage. This type of research is a sociological legal research that discusses the relationship between law and society. Legal protection for children in narcotics abuse based on Law Number 35 of 2009 concerning Narcotics in Pekanbaru has not been achieved because there are still children who abuse narcotics. The obstacles in the legal protection of children in narcotics abuse based on Law Number 35 of 2009 concerning Narcotics in Pekanbaru are that diversion has not been fully carried out against children who abuse narcotics, has not provided legal protection and provided children's rights due to inadequate facilities. Efforts to overcome obstacles in overcoming legal protection for children in narcotics abuse based on Law Number 35 of 2009 concerning narcotics in Pekanbaru maximize the performance of a limited number of personnel, maximizing the facilities and infrastructure of P2TP2A (Integrated Service Center for the Empowerment of Women and Children).
