This study aimed to formulate a model for the development, implementation, and evaluation of strategic management systems in Islamic higher education institutions to achieve the goals they have set in a competitive and dynamic environment. The researchers conducted this study at Universitas Islam Negeri (UIN) Raden Intan Lampung for nine months, from January to September 2020. This study employed the qualitative paradigm of phenomenology. The strategy to realize excellence is known as the university strategies. The strategies consist of ten aspects: 1) increasing the quality of inputs, 2) increasing superior learning processes and outcomes based on the competency and expertise areas, 3) increasing research and research-based service by emphasizing the significance of the results, 4) improving the quality of human resources, 5) improving students’ achievement academically and non-academically, 6) increasing financial independence, environmentally sound assets, land, and infrastructure, 7) increasing accreditation rankings, 8) mainstreaming information technology as the backbone of credible, accountable, transparent, responsible and just governance, 9) improving cooperation, and 10) improving collaboration with other institutions and universities. This research can be a reference for universities' policy-makers in revising the universities' management.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

In recent decades, working from home (WFH) method has spread their wings beyond of normal boundaries for many sectors in working organization. Work nowadays can be categorized as “unbounded activity” environment and freely conducted at anywhere and anytime. In Malaysia as a developing country, WFH approach is not being implemented widely but there are limited group who has implement WFH unofficially after having an agreement from organization. This research study will cover the important elements for implementing WFH in HEI context. The elements are not limited on HEI context but it able to be use in other field. The university itself will be an organization who involving the employees as well as the employers. To understand more about WFH requirement, current issues and required WFH approach from organization will be consider. The overview of elements consideration will be discussed and a conceptual model is derived to support WFH for HEI. At the end of the study, a framework will be developed in order to support above elements for both employees and employers in the organization itself. The aim of this study is to increase productivity, efficiency and quality of work while the organization allows a flexible working style such as WFH to the lecturers in HEI. The result of this paper is to derive a conceptual model, which are the main elements in conducting WFH for the whole research study.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

One of the most important functions of management is control. Without its implementation the manager won't achieve the objectives. On methods of implementation of function of control in management many works are published. However in system personal, that is personal, management of this function in scientific literature much less attention is paid. In a special measure such situation is characteristic of a problem of the personal organization of high school managers. University managers play a special, significant role in development of the higher education. Carry to them managers of departments, deans, the rectorial case, and also heads of functional services of management of university (educational and methodical, scientific, financial, cultural and educational and other divisions). Relying on understanding of an essence of personal management, in article scientific and methodical approaches to implementation of function of self-checking personal activities of university managers are considered. Usually activities of managers are estimated quality of work of subordinate divisions of university, and problems of an efficiency evaluation of the personal activities which aren't connected with a management of higher education institution often remain in the shadow. However, as a rule, managers of departments, deans, rectors (and their deputies) are not only managers, but also professors and associate professors interested in results of the personal activities in science, pedagogics, public life. In our opinion, productivity, effectiveness and efficiency of a personal labor can be the indicators allowing university managers to control the personal activities. Faithful at first sight, these concepts, actually have semantic distinctions, but in a complex allow the high school manager to perform real self-checking of the individual activities as scientists and teachers. Within the research content and forms of self-checking in the sphere of personal management is determined, the sense of key concepts, content and features of personal work of university managers is revealed, experience of implementation of the offered approaches is generalized, recommendations about use of the offered indicators in case of a quality evaluation of activities of high school managers are made.

Purpose – Given the importance of quality assurance and enhancement of curriculum in a higher education institution, it is vital to have a systematic process to measure students’ performance objectively and effectively for continuous improvement in the programme/curriculum. The purpose of this study is to analyse the process of setting up an Outcome-Based Education (OBE) system in a business school of a private higher education institution in Malaysia. The importance and challenges of the OBE system are discussed, while some recommendations for common issues are suggested. Methodology – Document analyses and observations were conducted on ten undergraduate programmes in the business school of a private higher education institution, from 2015 to 2019. These mechanisms are to assess and discuss the processes needed in implementing OBE; while the importance and challenges of having an OBE system in the business school are included. Findings – To have a smooth-running process of implementing an OBE system, proper planning needs to be in place. Data from the OBE system and its utilisation are essential to ensure continuous quality improvement to the curriculum and to give assurance to relevant stakeholders about the quality of graduates. There are several steps that are discussed in this paper to give pointers and guidance to other education institutions in setting up of the OBE process. However, it is undeniable that investment of time and effort is needed to ensure the smooth-running of the OBE establishment and maintenance. Significance – This study is essential to provide a guideline to relevant parties in setting up an OBE system in education institutions. An OBE system is needed to measure students’ performance objectively and effectively while enriching students’ learning experiences. This study will give pointers to the management of the education institution, policy makers, accrediting bodies and academics on implementing an OBE system in the education institutions.

Abstract Student assessment of professors emerged in the context of university democratization and increasing involvement of students in the management of the higher education institutions. It was institutionalized mainly as an instrument to gradually improve the quality of teaching, and only rarely used as an element determining the hiring and firing of the academic staff. In Romania, it came to the forefront only in the context of the Revolution of December 1989, when students started to question the competence of their professors and asked for the removal of those whom they considered unfit. The article focuses on the concrete case of the “black list” issued by the history students in the University of Bucharest, and on the way this revolutionary challenge shaped the institutional governance and the further development of the Faculty of History. The analysis refutes attempts to consider this episode as a politically-motivated purge and to integrate it in the master-narrative of post-communist lustration. While highlighting the particularities of this case, which allowed to professionally-motivated students to initiate a major reshuffle in the functioning of a higher education institution, the authors argue that such a synthetical evaluation pattern may in fact be one of the not so uncommon ‘revolutionary’ paths towards establishing a regulated system of student assessment of professors.

Diverse evaluation of the study process and the activities of all participants involved in it is a significant element in the context of introducing quality culture at the higher education institutions (HEI). It is a common practice in HEI to carry out students’ surveys in order to receive students’ evaluation on the quality of the study process as such, the study curriculum, the content and organization of particular subjects. On the basis of the performed analysis of the scientific and didactic literature, the article describes students’ survey and the possibilities of applying its results in assessing the quality of the university faculty’s professional activities. The survey of pedagogy students was performed in the empirical study which helped to find out students’ understanding about the competences needed for the university faculty in their professional activities in the study process at higher education institution and the professional development needs of the university faculty in view of pedagogy students are defined.

This article aimed to analyze the life quality in a private higher education institution, from the point of view of students, through the value co-creation in higher education. Methodologically, research is characterized as a case study, and the unit of analysis was a University located in the Rio Pardo/RS Valley, in the south of Brazil where five students from the courses of administration and accounting sciences were selected to apply the research. The data collection was done through interviews, carried out through there is a script of questions previously established. The results highlight that the life quality in the university is directly related to the co-creation, on the one hand there is the desire to learn from the students and on the other the quality of the information that is passed on to them. The research also shows that the quality of life in the University is directly linked to student satisfaction and value creation, resulting from individual or joint actions (institution, professor and student).

Purpose The purpose of this paper is to identify, through the preparation of a theoretical framework, the drivers able to highlight the relationships between universities and stakeholders in the area of higher education. It also intends to stress the importance of intellectual capital (IC) regarding its contribution to create the quality of higher education. Design/methodology/approach The method, through the repetition of different “rounds” of interviews with questionnaires, tends therefore to create situations of comparison, verification and discussion of the different hypotheses prefigured, and then come to a convergence of both scenarios and dates of realization. Findings The paper provides a system of indicators for assessing the quality of relationships between stakeholders in the key processes of the universities. Research limitations/implications The paper provides a pilot model that needs further adjustments in itinere, based on rigorous empirical tests conducted to confer on it the characteristics of universal applicability within the university context. Practical implications The major contribution of the model is evident from the resulting interpretative process, which makes it possible to deduce, from the performance indicators, the strategies put in place by the university to achieve their goals, that is, to prepare any interventions for the optimization of the management of IC which can create the quality of higher education institution. Originality/value None of the models presented in the literature details the quality of the relationship between stakeholders in the key processes of the universities and therefore neither investigates the impact produced by them on the performance of the university nor on the way stakeholders perceive the usefulness of the knowledge transmitted or the level of customer satisfaction achieved, as indeed the most recent research on the subject envisages.

The efficiency and the quality of higher education institution was assessed with the use of process approach. The efficiency of the higher education institution was determined on the basis of a combination of typical financial measures, taking into account costs incurred in the process of didactics and research, and expenditures (measured by current liquidity, stock turnover, receivables and liabilities ratios) necessary for schools to maintain financial liquidity. As measures of quality, related to statutory tasks of the university, the factors determining graduates’ situation on the labour market as well as patents obtained as a result of research conducted by university were adopted. Applying measures of quality enabled the researcher to obtain a more comprehensive dimension of the universities’ efficiency, while proving the fact that financial measures alone may distort the actual picture of efficiency or even lead to erroneous conclusions. It can be hypothesized that in the case of a higher education institution that pursues its statutory goals of providing knowledge to the public by conducting didactics and research, the concept of efficiency should combine financial and qualitative dimensions. The results obtained in the study using the DEA method allow the researcher to determine the situation of the university for the period covered by the study.
