Abstact This study aims at offered to improve quality of Islamic education that is able to develop abilities optimally, and is able to establish the character and civilization of the school. Efforts to improve the quality of Islamic education are not at once, but also based on improving the quality of each component of education. The focus of management for improving the quality of education lies in the process or system of achieving the goals of the school organization itself. Management of improving the Islamic education quality in schools is an effort to improve the quality of Islamic education centered on school education itself, apply a set of techniques based on the availability of quantitative and qualitative data, and empower all elements of the school to sustainably increase capacity and the ability of school organizations to meet the needs of students and the community.Keywords: Education Management, Quality, and Islamic Education  Abstrak Penelitian ini bertujuan untuk memberikan tawaran bagi peningkatan mutu pendidikan Islam yang mampu mengembangkan kemampuan secara maksimal, dan mampu membentuk karakter dan peradaban di sekolah. Upaya peningkatan mutu pendidikan Islam tidak sekaligus, tetapi juga berdasarkan peningkatan mutu setiap komponen pendidikan. Fokus manajemen peningkatan mutu pendidikan terletak pada proses atau sistem pencapaian tujuan dari organisasi sekolah itu sendiri. Manajemen peningkatan mutu pendidikan Islam di sekolah adalah suatu upaya untuk meningkatkan  mutu pendidikan Islam yang berpusat pada pendidikan sekolah itu sendiri, menerapkan sekumpulan teknik berdasarkan pada ketersedian data kuantitatif dan kualitatif, dan pemberdayaan semua unsur-unsur  sekolah untuk secara berkelanjutan agar terjadi peningkatan meningkatkan kapasitas dan kemampuan organisasi sekolah untuk  memenuhi kebutuhan peserta didik dan masyarakat.

The performance of school teachers be one of the important factors in improving theschools quality. Certified teachers in Ibtidaiyah Elementary School of Muhammadiyah SudungBlora include planning and implementation of education quality development has been carriedout effectively and efficiently. It is characterized by the realization of the development of theimplementation of learning and learning outcomes in accordance with the vision and missionof the madrassa. support Factor in improving education quality management are 1) Availabilityof adequate learning media and support ongoing learning activities; 2) The interest andenthusiasm of students is increasing in participating in learning activities; 3) Preparation ofteachers in teaching is increasing; 4) The climate in the classroom learning environment moreconducive; 5) There is full support of the school community, society, and government; 6) Suppliedfacilities for picking up the students to and from school by teachers. Inhibiting factors inimproving the quality of education management in MI Muhammadiyah Sudung are 1) Lackof facilities to support the library and its contents; 2) Many teachers who are still miss match(not in accordance with the latest science education qualifications); 3) Lack of infrastructureeg. UKS room, and laboratory, so it is still a hard time in learning practices.Keywords: teacher performance; certification; management quality; education.Abstrak: Kinerja guru disekolah menjadi salah satu faktor penting dalam meningkatkanmutu sekolah. Guru bersertifikasi di Madrasah Ibtidaiyah Muhammadiyah Sudung KabupatenBlora meliputi perencanaan dan pelaksanaan pengembangan mutu pendidikan telahdilakukan secara efektif dan efisien. Hal ini ditandai dengan terwujudnya pengembanganpelaksanaan pembelajaran dan hasil pembelajaran sesuai dengan visi dan misi madrasah. Fakorpendukung dalam meningkatkan manajemen mutu pendidikan ialah 1) Tersedianya mediapembelajaran yang memadai dan menunjang berlangsungnya kegiatan belajar mengajar; 2)Minat dan semangat siswa semakin meningkat dalam mengikuti kegiatan pembelajaran; 3)Persiapan guru dalam pembelajaran semakin meningkat; 4) Iklim lingkungan belajar dalamkelas yang semakin kondusif; 5) Adanya dukungan penuh dengan warga sekolah, masyarakat,dan pemerintah; 6) Disediakan fasilitas antar jemput siswa saat berangkat dan pulang sekolaholeh guru-guru. Faktor penghambat dalam meningkatkan manajemen mutu pendidikan di MIMuhammadiyah Sudung ialah 1) Kurangnya fasilitas pendukung perpustakaan beserta isinya;2) Tenaga pengajar masih banyak yang miss match (tidak sesuai dengan kualifikasi ilmupendidikan terakhir); 3) Kurangnya sarana prasarana misalnya ruangan UKS, dan laboratorium, sehingga masih kesulitan saat praktek pembelajaran.Kata Kunci: kinerja guru; sertifikasi; manajemen mutu; pendidikan.

RESEARCH OBJECTIVE: The problem of introducing expert examination of education management is relevant and pressing for Ukraine in the context of assessment of education quality at all levels. The purpose of the article is to substantiate the effectiveness of the model of training experts in the field of education on the basis of educology at Borys Grinchenko Kyiv University. THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law

Entering the past decade, the issue of quality has always been the talk of the actual, especially in the context of education management. Recognized or not, the quality of Islamic education institutions are still largely under the quality of education in general. Various attempts have been made and many of the concepts that have been applied, but everything seemed not bring significant improvement. "Total Quality Management (TQM) or Integrated Quality Management (MMT) as an effort to improve the quality of education in Islamic educational institutions. Although at first the concept of MMT is only known in the industry, but the amazing success invite the interest of education experts, 3 to study it more deeply, formulate operational patterns of adoption, and to create a model in teknical to apply. This research was conducted in SMP Muhammadiyah I Depok Sleman Yogyakarta. Consideration is SMP Muhammadiyah I Gurgaon is one of the Islamic educational institutions (schools distinctively Islamic) 5 formal mission has always been to apply concepts of Quality Management (TQM). This study resulted in that SMP Muhammadiyah I Depok already implementing Total Quality Management in the management of education. However, the application of Total Quality Management in SMP Muhammadiyah I Depok can be said is not fully maximized, in the sense that there are still some things that need to be evaluated together.

The method used in this research is descriptive research method is a method in researching the status of groups of people, one object, one condition, with a system of thought or one class of events in the present. The results achieved in the quality of education in the University Dehasen Bengkulu, although the implementation of the financing has not run optimally, does not mean not having good results. This study aims to identify and explain the management of character education in terms of planning, organizing, implementing, and monitoring in improving the quality of education in State Senior High Schools (SMAN). This research was descriptive qualitative. Sources of data in this study were principals, vice principals, and teachers. Data collection techniques were observation, interviews, and documentation, while data analysis techniques included data reduction, data display, and conclusion drawing and verification. Based on data analysis, it was found that character education management is started from planning students’ character education by determining the goals, constructing programs or school activities, and integrating character values. Furthermore, the organization of character education is carried out by dividing the tasks and the person in charge of the activity or program. Next, the implementation of character education is through the integration of character values in all subjects, in the school daily activities, in school programs, as well as building communication and cooperation between schools and parents of students. Lastly, character education is done through supervision consists of observing students’ behavior and scoring mentioned in students’ discipline book.

Abstract The problem of this research is: What is the condition of Islamic education in Bone Bolango regency before and after the regional autonomy? What barriers exist to improve the quality of Islamic education in the district Bone Bolango? How solutions in improving the quality of Islamic education in the district Bone Bolango? This study used descriptive qualitative method. Engineering data was collected through: interview (interview); observation (observation); documentation. While the validity of the data using triangulation techniques. Results showed before the regional expansion, the condition of Islamic education in the district Bone Bolango still minimal, as evidenced by the number and quality of Islamic education institutions such as MI, MTs, and MA is still below standard. This is caused by the current education management authority is not fully assigned to the area. After the regional autonomy, since holding full authority to manage the region, the district Bone Bolango organized Islamic schools is equivalent to public schools. Problems in improving the quality of Islamic education in the district including the Bone Bolango are Infrastructures, Budget Education, and quality and quantity of human resources as well as community participation to education, and also Public Perception of different Institutions. Solutions to improve the quality of Islamic education in the district Bone Bolango include human resource development by rewarding worthy of professional teachers, improving the professionalism of teachers and educators, supervision of learning, providing adequate infrastructure, applying the model to improve the quality of education in Islamic School. Apa hambatan yang dihadapi dalam meningkatkan mutu pendidikan islam di kabupaten Bone Bolango? Bagaimana solusi dalam peningkatan mutu pendidikan islam di kabupaten Bone Bolango? Penelitian ini menggunakan metode deskriptif kualitatif. Teknik Pengumpulan data dilakukan melalui: interview (wawancara); observasi (pengamatan); dokumentasi. Sedangkan keabsahan data menggunakan teknik triangulasi. Hasil penelitian ini bahwa Sebelum pemekaran, kondisi pendidikan islam di kabupaten Bone Bolango dapat dikatakan masih minim. Ini dibuktikan dengan masih sedikitnya jumlah lembaga pendidikan islam seperti MI, MTs, dan MA. Lembaga pendidikan yang ada pun mutu serta kualitasnya masih di bawah standar. Ini diakibatkan oleh pada waktu itu kabupaten Bone Bolango masih merupakan suatu kecamatan (kecamatan Suwawa), yang pengelolaan pendidikannya saat itu kewenangannya tidak sepenuhnya diserahkan kepada daerah. Setelah pemekaran, sejak memegang otoritas penuh dalam mengelolah daerahnya maka kabupaten Bone Bolango menjadikan pendidikan pesantren, madrasah dan sekolah Islam lainnya menjadi bagian dari sistem pendidikan nasional yang perlu ditata sistemnya dalam mencapai pendidikan Islam yang perkembangannya setara dengan sekolah umum lainnya. Hambatan dalam meningkatkan mutu pendidikan islam di kabupaten Bone Bolango diantaranya adalah Sarana dan Prasarana, Budget Pendidikan melalui APBD, Kualitas dan Kuantitas SDM yang masih rendah, Antara ketentuan dengan tindak lanjut di Lapangan relatif kurang, Partisipasi masyarakat terhadap pendidikan semakin berkurang, Perbedaan Persepsi Masayarakat Terhadap Lembaga Pendidikan berbeda-beda, Hambatan Manajerial-Internal dan Eksternal, Hambatan Ekonomis dan Hambatan Kultural.Solusi dalam meningkatkan mutu pendidikan islam di kabupaten Bone Bolango diantaranya adalah SDM insan pendidikan patut mendapatkan penghargaan, meningkatkan profesionalisme guru dan pendidik, melakukan supervisi pembelajaran, memberikan sarana dan prasarana yang layak, menerapkan model peningkatan mutu pendidikan di madrasah.    Kata Kunci: Pemekaran Daerah, Mutu Pendidikan Islam

In general, the quality of Islamic educational institutions in Indonesia can be said to lag behind non-Islamic educational institutions. The quality of education is influenced by the quality of the education management it carries out. The better the quality of management of an educational institution, the quality of education produced will certainly be directly proportional. Changing times continue to occur and competition between educational institutions is also getting tougher. If you are not able to manage an educational institution properly, you will be left behind and it is possible to go bankrupt. One of these self-improvement efforts is the need to reformulate strategic management by considering the concept of a strategic management model. The purpose of this study is to explore a strategic management model for improving the quality of Islamic education. The research was carried out through an approach to library research methods. The results of this study have shown that in fact management strategy has a concept in Islam, so there are already Islamic educational institutions to run it according to Islamic guidelines in order to improve the quality of Islamic education.

Community participation in management helps to improve the quality of planning of educational work in order to meet people’s needs better and allows the organization of efficient monitoring of the quality of knowledge and skills of school students by consumers. The purpose of this article is to study current modes of community participation in school education management abroad and to analyze their possible implementation in the Russian environment. Methodologically, the modes of community participation have been studied at all levels of education management: national, regional, and institutional. Different modes of community participation in the educational process management are regarded as an element of an integral system. Based on results of the conducted analysis it has been concluded that, to enhance the management system in general education in Russia, the use of certain foreign practices seems to be reasonable, provided that they are tailored to the Russian system. The methods of involvement of independent experts and organizations in the implementation of certain functions of the State in the field of school education are of interest. Moreover, there can be used various modes of community participation in the quality of education monitoring in schools. The implementation of such practice in the Russian system of school education management will help to enhance the quality of school education.

The quality of education is a standard that must be maintained by educational institutions in Indonesia. Quality assurance of school is an education management business in maintaining the process of determining and fulfilling management quality standards on an ongoing basis so that producer consumers and other interested parties obtain satisfaction. The implementation of quality assurance, it is hoped that it will be able to create quality graduates. The quality assurance standards have been stipulated in Government Regulation Number 19 of 2005. SMP Bilingual Terpadu is an educational institution that has applied the education quality assurance system. In each semester, school managers try to map and improve the quality of schools. Improving the quality of education in SMP Bilingual Terpadu based on standard mapping results. The results of the mapping will be used as a basis for increasing the implementation and supervision of quality assurance at SMP Bilingual Terpadu Krian Sidoarjo.
