Constructivism has been a very powerful model for explaining how knowledge is produced in the world as well as how students learn. Moreover, constructivist teaching practices are becoming more prevalent in teacher education programs, while demonstrating significant success in promoting student learning. In this paper, the author takes a serious look at constructivist teaching practices highlighting both the promises and potential problems of these practices. The author argues that constructivist teaching has often been misinterpreted and misused, resulting in learning practices that neither challenge students nor address their needs. He outlines some of the ways in which constructivism has been misconstrued and analyzes several ways in which constructivist teaching has been misused. The author also presents two examples that illustrate the effective use of constructivist teaching and explains what makes them successful.

A survey of drug education programs indicates that many of them have severe shortcomings. Twelve suggestions are given for improving these programs: student participation, effective use of school personnel, avoiding inconsistent presentations, differentiating experimental from illicit use of LSD-type drugs when discussing the dangers, avoiding an appeal to fear or guilt, facilitating communication, keeping faith with the students, encouraging dissenting students to work within the legal structure to change the marijuana laws, respecting experiential reports, avoiding hypocrisy, organizing scientific or therapeutic research programs, and paying attention to the larger social context.

As part of strategies to improve dog and community health in rural and remote Indigenous communities, this study investigated preferences and impacts of dog health education programs. Semistructured interviews with 63 residents from five communities explored learning preferences. Though each community differed, on average yarning was preferred by most (68.4%) respondents, followed by visual (65.0%) and practical learning (46.9%). Text-based and computer/screen-based learning were important to 16.2% and 14.6% of respondents respectively. With paper-based visual and text resources, respondents reported a preference for locally made (28/36 or 78%) over mainstream resources. Twenty eight residents involved in the creation of locally made resources reported satisfaction, knowledge exchange, and displayed enthusiasm for the process. Colour resources were more successful than black and white resources or word of mouth in terms of program advertising, alerting 67% (10/15) of respondents compared to 6% to 24% for programs using word of mouth. Dog health programs that incorporated education programs based on these identified preferences achieved significantly better results in terms of improvements in mange prevalence and average condition score, partly through increased community understanding and engagement with the program. Thus, culturally appropriate and locally relevant education programs can significantly improve the success of dog health programs.

Abstract Integrity management of a northern Canadian liquid pipeline required a unique approach due to the presence of methanol-induced, short, axially-oriented, internal stress corrosion cracking (iSCC) adjacent to girth welds. Previous studies focused on investigation of the susceptibility to iSCC, crack detection performance of inline inspection tools, and leak rates due to iSCC. The current feasibility study aimed to identify an approach to estimate the probability of leak due to iSCC that uses information from previous investigations and handles the data gaps. Two probabilistic approaches — a standard reliability-based approach and a Bayesian Network approach — were compared based on a number of criteria related to effective use of existing data, flexibility of the framework, and ability to iteratively improve the results. The results of the comparison indicate that a hybrid of the two approaches is an ideal way to develop a comprehensive integrity management tool.

In July of 1951 George Foster published a mimeographed report based on the work carried on by the four anthropologists of the Institute of Social Anthropology of the Smithsonian Institution. (The report, entitled "A Cross-Cultural Anthropological Analysis of a Technical Aid Program," was translated into Spanish and issued by the National Indian Institute of Mexico in 1952, and an article-length summary of it appeared in the same year in the Boletin de la Oficina Sanitaria Panamericana, a journal which is distributed through all the countries of the Western hemisphere.) The report consisted of an analysis of the work of the Servicios of the Institute of Inter-American Affairs in certain phases of their work in Mexico, Colombia, Peru, and Brazil. The study, as its title indicates, was an attempt to analyze in anthropological terms the efforts of public health personnel to introduce through their regular programs measures of hygiene and sanitation to the populations of selected regions of Latin America.

The relevance of the research topic is conditioned by the need for a comprehensive study of strategic personnel management of an enterprise in order to ensure its competitiveness. The author states that the personnel management strategy should be all-embracing in the sense of targeting the staff of an organization to achieve the goals of its long-term development. In this case, personnel management planning becomes an integral part of business planning, and the development of personnel management strategy is considered as a priority business process. In the author’s opinion, to attract and consolidate personnel, the management of an enterprise should create and maintain the following conditions: a proper system of remuneration, engagement and favourable staff morale; continuous advanced training of employees; opportunities for career and scientific growth. It is noted that first, it will be advisable to implement a preventive staff policy, which provides not only control over the negative aspects of the work with personnel, causes and situation of the crisis development, the elaboration of measures to localize the crisis, but also the formation of enterprise development programs containing short-term and medium-term forecasts in recruitment needs, formulated tasks for staff development. The given research of personnel management strategy suggests that the first step in implementing measures to improve the effectiveness of strategic management is the development of a personnel management concept – a comprehensive understanding of the essence, goals, objectives, principles and methods of personnel management under specific conditions of production and management business processes. However, it is found that, on the one hand, there are financial restrictions that are conditioned by the limit of funds for staff maintenance and largely affect such decision-making (raise in salary of all employees or certain categories, staff expansion while maintaining the existing level of remuneration, purchase of office equipment, etc.). On the other hand, social restrictions are the result of general trends in the labour market in the country and the regions, the social policy of the state, the requirements of trade unions to employers. The article considers the main causes of instability of the staff of an enterprise and ways to solve the problems of strategic personnel management of the research subject. The proposed measures provide for the purposeful construction of an optimal system of personnel management and staffing structure according to quantitative and qualitative characteristics, which makes it possible to ensure the most effective use of human resources by an enterprise.

Aims: To share the experience of using DHIS2 in managing the Fistula Care Plus Project in Bangladesh. Methods: Since the beginning of the Fistula Care Plus Project in Bangladesh, we used DHIS2 for capturing cluster data from organizational units. Program data was entered in a customized DHIS2 platform on a quarterly basis. Program data was analyzed and shared with / disseminated to project partners and stakeholders on a regular basis. Directorate General of Health Services (DGHS) also included seven fistula related indicators for collecting fistula data from all the facilities across the country. Results: We were able to capture and manage 100% of project data using DHIS2 throughout the project period. Fistula data reported at governmental platforms was negligible. Through a structured process called “clinical data for decision making (CDDM)”, project partners were given critical insights for quality monitoring and upholding performance. DHIS2 based performance analysis was also found very helpful for project monitoring.  Conclusion: DHIS2 was found to be very effective for fistula program management. Effective use of DHIS2 for fistula data management by the facilities throughout the country under the DGHS would require training and capacity building inputs.

Community health programs are faced with increasing pressure to maximize effective use of scarce resources while improving access to care. In response to this challenge, one New Mexico program expanded outreach efforts and designated funds for marketing to get the word out about prenatal care. With a local marketing and advertising agency, they used the precepts of marketing as organizing principles to develop a communications plan. The result is a model for resource allocation driven by the input of a highly defined target group. It allows the planning team to focus on achievable goals, without being fragmented by the myriad of needs impossible to meet within the reality of limited funding. “For every type of institution, there is always a potential set of relevant objectives, and the institution's task is to make a choice among them (Kotler & Andreasen, 1987).”
