The background of this research is the exixtance of beggars, homelesspeople, and ignored people. Some of them could utilize some facitities from thegovernment, such as rehabilitation office. The government has made a rule toallow them to stay there and get some trainings for only six months. After theyhave spent their time in the rehabilitation office, they have to live in the societyand use their skills they have got from the trainings in the rehabilitation office tosurvive. However, what really happen is that most of them just move from onerehabilitation office to another.This research use descriptive qualitative approach. This research was donein Social Rehabilitation Office Marini, in Cilacap. The research findings showsthat islamic guidance and concelling program is able to increase their ability tolive better and be independent people.

Ponorogo regency has a variety of tourism resources, potentially developed to increase the tourism sector. This study aims to analyze the strategy of Ponorogo regency in governing the tourism sector based on strength, weakness, opportunity, and threat (SWOT). Using descriptive qualitative approach, this research was conducted in Ponorogo regency. The results indicate that Ponorogo has various tourism sources, such as nature, culture, art, religion, and gastronomy, as the strength. The weakness is that there are many tourism events not well managed by the government. The opportunity is extensive funding support from the government. The threat is the conflict in managing government grants. In addition, the government of Ponorogo regency is successful in delivering 66 tourism ceremonies using local regulation in order to change the threat to be the strength.

This study aims to find out the attitude of muzaki in handing over the zakat fund and their perspective of the zakat institution. This study used a qualitative approach, located in 13 cities. The research findings showed that according to muzaki, paying zakat to zakat institution is more ideal, however, they prefer to pay it with two different ways; first is to zakat institution and second is directly given to those who deserve to receive it. Muzaki prefer to pay their zakat to private zakat institutions rather than to those belong to government. Then Zakat funds should be managed by the institution of zakat. If the government manages the zakat, it should be fair and believable. Furthermore, muzaki are more satisfied when zakat institutions distribute the zakat to people around muzaki. It is for the Benefit of the most desired purpose that is educational, social, religious, economic empowerment and health.

The purpose of this study was to determine students' difficulties in online learning and to determine the efforts of teachers in overcoming student difficulties in online learning during the Covid-19 pandemic. The method used in this research is a descriptive qualitative approach by describing the teacher's efforts in overcoming student difficulties in online learning during the Covid-19 period at MTs. Muhammadiyah Wuring. This study uses data collection techniques, namely observation, interviews, and documentation. The results of this study can be seen from several student difficulties in online learning such as a) absence of 4G networks, b) reduced income c), assignment methods and d) absence of Android phones. The teacher's efforts in overcoming student difficulties in online learning such as a) assignment methods, b) providing motivation, c) providing advice, d) providing online explanations, e) installing Wifi. By knowing the various difficulties of students and the efforts of teachers in overcoming student difficulties in online learning, researchers hope that all of us, especially schools, teachers, parents, and the government to make input in the future.

Tujuan yang akan dicapai dari penelitian ini adalah menganalisis faktor-faktor yang mendorong masyarakat mendirikan dan menghuni permukiman liar, menganalisis solusi yang diberikan Pemerintah sebagai kebijakan penanganan permukiman liar di Sempadan Banjir Kanal Timur Kelurahan Pandean Lamper, menganalisis harapan masyarakat kepada pemerintah yang terkena dampak relokasi. Populasi penelitian ini seluruh penghuni bangunan liar yang berjumlah 643 bangunan dengan sampel 87 bangunan. Penelitian ini menggunakan pendekatan  kualitatif dengan data primer. Alat analisis yang digunakan adalah analisis deskriptif persentase dan model kebijakan publik.Hasil penelitian menunjukkan bahwa faktor-faktor yang mendorong masyarakat mendirikan dan menghuni permukiman liar adalah kondisi ekonomi masyarakat yang lemah, aksesibilitas rumah liar yang cukup tinggi, dan kondisi sosial asal daerah masyarakat. Solusi yang diberikan pemerintah untuk menangani permukiman liar adalah melakukan relokasi masyarakat. Namun,  masyarakat meminta jaminan dan kompensasi dari pemerintah sebagai bentuk ganti rugi dan kepedulian kepada masyarakat. The aim of this research is to analyze the factors that drive residents to erect buildings and reside in illegal housing, to analyze the solutions that Government give as a policy addressing illegal housing in Sempadan’s flood canal Kelurahan Pandean Lamper, to analyze the societal expectations to the government of Semarang city as a result of land eviction. The research’s population contain 643 houses and 87 houses for sample. This research use qualitative approach with the use of primary data. Analysis tools for this research is descriptive percentage analysis and public policy model.  The results of this research shows that the factors that drives residents to build houses and resides there is weak economic conditions, high illegal housing accessibility, and social condition. The solution that goverment to handling illegal housing is to do relocationg for the residents. But, the residents asked for compensation from the government as a form of social responsibility

One aspect that is of concern to the Government of Tulungagung Regency is in terms of increasing Regional Original Income (PAD) through the installation of billboards. The Regent in this case as the Regional Head has the authority to make regulations relating to the administration of billboards, the policy regarding the implementation of billboards is to control urban spatial planning so that it is more organized, improve services to the community, and can protect the interests and public order, as well as increase PAD (here in after referred to as Regional Original Revenue) of Tulungagung Regency through advertisement tax revenues. Aims to review the regulation of the administration of advertisements related to licensing regarding arranging permits, installation, form, place of billboards and value advertisement tax, as well as to explain the licensing and tax mechanism on billboards and increase the Regional Original Income (PAD) of Tulungagung Regency through the advertisement tax sector. This research use desciptive qualitative approach, this research is a type of legal social research with the ROCCIPI approach. From the results of the study, it is concluded that the formation of the Regent's draft regulation requires a policy concept through an Academic Paper. Academic papers are a scientific basis and provide a direction in the preparation of public policies.

This study was aimed to investigate whether there is still an effort to maintain the final solution of conflict existence in the politic and its impact to the society after the peace agreement has been signed. This study used the descriptive qualitative approach by using interview and observation as data collection. The research findings revealed several indicators of conflict existence; they were unfairness, dishonesty, structured, massive and sistematic fraud that is still occured in politic democratic such as black campaign and money politics. As the impact, these indicators remain as a trigger of conflict that cause violence acts in the society in almost every part of Aceh which also occured in Aceh Besar. The most likely impact in the society was a demonstration which often happen in a campaign that often followed by violence acts, terror, and also intimidation

Javanesse language is one most the largest speakers in Indonesia, this language must survive in all times and from many foreign languages. This research is focus on maintaining the language used by the students who speaks mataraman dialect in Malang. In this study use the sociolinguistic theory. The purpose of this research is describing the maintaining language, especially on mataraman dialects, describing a word category in linguistic pattern use by students with the mataraman dialects in Malang. This research use descriptive qualitative approach. Technique in this research used in data retrieval in this study was carried out by searching for the student community from same areas, especially from mataraman area; using a recording technic while collected the data; transcription data; translate data into Indonesian language using a Javanesse-Indonesia dictionary. While the data is already collected, the next step is analyze the data and groupped the data into classes of word from Javanesse language. Results from this research is students with mataraman dialects in Malang is able to using a language patterns in Javanesse language, and able to maintaining the languages in arek dialects community with good criteria.

The purpose of this study was to see how the financing management at Madrasah Tsanawiyah Mathla'ul Anwar Kedondong, Pesawaran Regency, Lampung. This study used a descriptive qualitative approach with data collection techniques, interviews, observation and documentation. Data analysis was performed using reduction techniques, data display and conclusion drawing. Triangulation test is used to test the validity of the data. The results showed: 1). Planning (budgeting) at MTs Mathla'ul Anwar begins with compiling the RKAM through the mechanism of madrasah plenary meetings, identifying madrasah admission plans, identifying madrasah expenditure plans, compiling RAPBM, ratifying RAPBM by the foundation. 2). Implementation (accounting/ bookkeeping) uses a cash book known to the principal of the madrasah and refers to technical instructions. 3). The assessment (auditing) is conducted internally by the principal and externally by the government (Depag, Kanwil Kemenag, Inspector General Kemenag

This study aimed to analyze the implementation of the zakat policy as a reduction of taxable income of individual taxpayers at the LAZISMU office in Central Jakarta in 2018, and also to analyze the inhibiting entities faced, as well as the driving entities for LAZSIMU office in implementing the zakat policy as a reduction of taxable income of individual taxpayers. This research used a descriptive qualitative approach. The results showed that the implementation of the zakat policy as a reduction of taxable income of individual taxpayers at the LAZISMU office in Central Jakarta in 2018 according to the six factors used by the writer, policy size and objectives, resources, communication between organizations, character of implementing agents, disposition (tendencies/attitudes) of implementers, social, economic and political environments have been fulfilled. However, there are still some obstacles faced by LAZISMU in implementing the zakat policy as a reduction of taxable income, such as size and policy objectives, social and political environmental conditions, and support and participation of taxpayers in supporting this policy. Therefore the government must evaluate and overcome the obstacles in the implementation of the zakat policy as a reduction of taxable income.

This study aims to analyze the ability and readiness of the issuance of municipal bonds in the government of West Sumatra Province as an alternative to development financing. This analysis includes the financial capability of the province of West Sumatra and the readiness in managing municipal bonds both in terms of human resources and preparation of regulations in the regions that have been carried out by the government of West Sumatra province. This study uses a descriptive qualitative approach interviewing 7 informants from several parties involved and having the authority in policy in the management of municipal bonds later in the government of West Sumatra province. The results showed that the government of West Sumatra province has the financial capability in issuing municipal bonds which is supported by the absence of regional provincial obligations in debt or other obligations. However, the results of the study found that the government of West Sumatra province does not yet have the readiness of human resources and the preparation of regulations in the implementation of municipal bonds.
