This study aims to analyze the ability and readiness of the issuance of municipal bonds in the government of West Sumatra Province as an alternative to development financing. This analysis includes the financial capability of the province of West Sumatra and the readiness in managing municipal bonds both in terms of human resources and preparation of regulations in the regions that have been carried out by the government of West Sumatra province. This study uses a descriptive qualitative approach interviewing 7 informants from several parties involved and having the authority in policy in the management of municipal bonds later in the government of West Sumatra province. The results showed that the government of West Sumatra province has the financial capability in issuing municipal bonds which is supported by the absence of regional provincial obligations in debt or other obligations. However, the results of the study found that the government of West Sumatra province does not yet have the readiness of human resources and the preparation of regulations in the implementation of municipal bonds. The economic wheels in Gampong Tingkeum Manyang are driven by the home industri sector. This reality encourages Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen to carry out community empowerment activities. One of the empowered businesses is the biscuit industri. Peanut and coconut biscuits as superior products from the region have been marketed to several regions in Aceh. However, around 2016 to 2019 there was a decline in production. The decline was due to lack of capital, competition, and low productivity. This study aims to determine the strategy in empowering the biscuit industri undertaken by the government to explore what factors have caused the failure of the home industri business. The research approach used is a descriptive qualitative approach. The results showed that the strategies used by the Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen were building the capacity of the human resources of actors and supporting business capital. However, the community empowerment efforts were not sustainable so that it was less controlled in the process. AbstrakRoda ekonomi di Gampong Tingkeum Manyang digerakkan oleh sektor industry rumah tangga. Realitas ini mendorong Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen melaksanakan kegiatan pemberdayaan masyarakat. Salah satu usaha yang diberdayakan yaitu industri roti kering. Roti kacang dan roti kelapa sebagai produk unggulan dari daerah tersebut telah dipasarkan ke beberapa wilayah di Aceh. Namun sekitar tahun 2016 sampai 2019 terjadi penurunan produksi. Penurunan tersebut diakibatkan kekurangan modal, persaingan, dan produktivitas kerja yang rendah. Penelitian ini bertujuan mengetahui strategi dalam pemberdayaan usaha industri roti kering yang dilakukan oleh pemerintah untuk digali faktor apa yang menyebabkan kegagalan usaha industri rumah tangga tersebut. Adapun pendekatan penelitian yang digunakan yaitu pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa strategi yang digunakan oleh Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen yaitu membangun kapasitas sumber daya manusia aktor dan pemberian modal usaha. Namun upaya pemberdayaan masyarakat yang dilakukan tidak dilakukan secara berkelanjutan sehingga kurang terkendali dalam prosesnya.

Ponorogo regency has a variety of tourism resources, potentially developed to increase the tourism sector. This study aims to analyze the strategy of Ponorogo regency in governing the tourism sector based on strength, weakness, opportunity, and threat (SWOT). Using descriptive qualitative approach, this research was conducted in Ponorogo regency. The results indicate that Ponorogo has various tourism sources, such as nature, culture, art, religion, and gastronomy, as the strength. The weakness is that there are many tourism events not well managed by the government. The opportunity is extensive funding support from the government. The threat is the conflict in managing government grants. In addition, the government of Ponorogo regency is successful in delivering 66 tourism ceremonies using local regulation in order to change the threat to be the strength.

The background of this research is the exixtance of beggars, homelesspeople, and ignored people. Some of them could utilize some facitities from thegovernment, such as rehabilitation office. The government has made a rule toallow them to stay there and get some trainings for only six months. After theyhave spent their time in the rehabilitation office, they have to live in the societyand use their skills they have got from the trainings in the rehabilitation office tosurvive. However, what really happen is that most of them just move from onerehabilitation office to another.This research use descriptive qualitative approach. This research was donein Social Rehabilitation Office Marini, in Cilacap. The research findings showsthat islamic guidance and concelling program is able to increase their ability tolive better and be independent people.

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

As an institution of supervision Inspectorate have a responsibility to review  the drafting of RKA SKPD. In carrying out the functions of supervision, often found the existence of the expectation gap i.e. a difference of wishes or expectations of stakeholders towards the APIP work with the reality of the work shown by the APIP. Expectations of stakeholders sometimes exceeds what the roles and responsibilities of APIP. This research aims to analyze the expectation gap between APIP and stakeholders (auditee) regarding the role and independence of the APIP in supervision of the preparation of the regional budget in the Government of North Sulawesi province. This study used a qualitative approach by taking the location of research in 5 (five) SKPD on the Government of North Sulawesi province with criteria of informant is APIP in North Sulawesi Province of Inspectorate with experience more than 5 (five) years and auditee has the task drafting of RKA. The results of this study showed that at the role of APIP, there is no an  expectation gap but for the issue of perception the limitation of responsibility of APIP, need to be evaluated especially in things still lacking with regards to his responsibilities include improving the quality of human resources such as the understanding of the regulation and its changes and also their skill. Whereas toward independence, on the issue of the perception of the independence of APIP there is no expectation gap but about the influence of the organizational structure of the role and influence of the role of APIP as a consultant found the existence of the expectation gap.   Keywords :  Expectation  Gap, The  Role  Of  APIP, Independence  Of  APIP, Supervision of  The Formation Of The Regional Budget

<p>Shaykh Burhanuddin is one of the great famous ulama from West Sumatra, who has developed Islam teachings through the Tariqa Shattariyya which spread until Medan City. Shaykh Burhanuddin developed his thinking through education at the surau. The students who studied at the Surau Shattariyyah opened to learn a whole series of Islamic knowledge. The people of Minangkabau know and practice wisdom. They are not limited to Minangkabau people in West Sumatra. Minangkabau people outside West Sumatra still regard Shaykh Burhanuddin as wali Allah and a great ulama. Shaykh Burhanuddin’s teachings are continuesly developed by his students until they stay in Medan. The purpose of this research was to know the background of sufism thought by Shaykh Burhanuddin, to know the process of the Shaykh Burhanuddin’s sufism thought development into Medan, and to find out why Minangkabau people in Medan follow the teachings of Shaykh Burhanuddin. This research used a descriptive qualitative approach classified to the field research to see how far the development of sufism thought Shaykh Burhanuddin among Minangkabau people in Medan. From this study, it can be concluded that the patterns of thinking influenced the background of Shaykh Burhanuddin’s sufism thought was brought by the previous teacher Ahmad al-Qushashi as well as Shaykh Burhanuddin’s teachers, Shaykh ‘Abd al-Rauf. The idea of Shaykh Burhanuddin sufism is the three main pillars that reconcile shari’a, and sufism developed by his teacher Shaykh ‘Abd al-Rauf, namely the divinity and its relationship with nature, insan al-kamil and the tarekat. In the ideas development of sufism by Shaykh Burhanuddin in Medan city, initially through the Labai and Tuangku from Ulakan, and then due to the increase and spread of Minangkabau community in several districts in Medan. The Minangkabau community in Medan mostly follow the teachings practice of Shaykh Burhanuddin. All forms of the religious pratices are sufism ‘amali activities. Sufism ‘amali is sufism which emphasizes amaliyah (act) such as wirid, dhikr, and other worship.</p>

The Head of Madrasah has a role in various matters related to improving the quality of both human resources and infrastructure in each madrasah he leads, teachers as human resources elements in madrasahs need strategic steps taken by the head of madrasah to improve their professionalism, this research aims to explore how the role of madarasah head in improving teacher competence in MTs Istiqamah Talu Talamau Subdistrict. Research is designed with an explorative qualitative approach, namely a study that aims to find the role performed by the head of madrasah through the search of various sources, the source of this research is madrasah supervisors, teachers in MTs Istiqamah and madarasah heads as a form of confirmation, to obtain data from the specified sources, in this research used observation techniques, interviews, documentation studies and focus group discussions, data analysis used is descriptive qualitative. The result of the research is that the head of madrasah plays a role in increasing the professionalism of teachers in the form of informative, coordinate, consultative and informative.

This study aimed to obtain information on local potential that can be empowered for literacy village program in bejiharjo village Karangmojo subdistrict in Gunungkidul regency of Yogyakarta Special Region. This research used desciptive qualitative approach. This study obtained information that the potential of Bejiharjo village in preparing itself in managing the literacy village includes; 1) the possession of human resources who have completed adequate diploma and undergraduate programs (S1, S2, S3) to support the village literacy program, 2) Strategy and policy direction of Bejiharjo village development in building the quality of human resources to provide facilities support and funding of ECD and other non-formal education, in partnership with the government and PT in managing education programs; 3) available facilities andinfrastructurethatsupporttheimplementationofliteracyvillageprogramssuchas; (4) the presence of community participation in the form of personnel, thoughts, goods and costs, 5) the existence of partnerships that support the village literacy program, among others; Government of Gunungkidul Regency, UNY, Primagama, Mandiri Bank, BCA and community of Bejiharjo community in overseas.

There are many regions in Indonesia that should be paid more attention by the government. Without us knowing and realizing, apparently there are still many people who really need it, whether it's clothing, food and shelter, and proper education. This study uses descriptive qualitative data in the eastern part of Indonesia, namely the village of Tooboun, Amarasi Barat, NTT. The houses are also not as good as in the area of Java. The existence of NTT communities like this, will cause a dehumanization of its own, due to lack of access to all needs, and ultimately lead to a decrease in Human Resources (HR) from the community itself. The existence of demographics like this, makes them feel discriminated from certain groups. So, in this study, the writer wants to do how to develop the human resources of the village community of Tooboun, Amarasi Barat, NTT by using Media Literacy as the feasibility of life as social beings, each of whom has independence in life. This research was created to provide a basis, evaluate media literacy efforts and contextualize them relative to the current scope of media. The purpose of this study was to determine students' difficulties in online learning and to determine the efforts of teachers in overcoming student difficulties in online learning during the Covid-19 pandemic. The method used in this research is a descriptive qualitative approach by describing the teacher's efforts in overcoming student difficulties in online learning during the Covid-19 period at MTs. Muhammadiyah Wuring. This study uses data collection techniques, namely observation, interviews, and documentation. The results of this study can be seen from several student difficulties in online learning such as a) absence of 4G networks, b) reduced income c), assignment methods and d) absence of Android phones. The teacher's efforts in overcoming student difficulties in online learning such as a) assignment methods, b) providing motivation, c) providing advice, d) providing online explanations, e) installing Wifi. By knowing the various difficulties of students and the efforts of teachers in overcoming student difficulties in online learning, researchers hope that all of us, especially schools, teachers, parents, and the government to make input in the future.
