The paper focuses on the problem of the ship operation when it is necessary to provide survivability for the ship to overcome the effects of the external environment during the voyage, failures of technical equipment, and errors of the human factor. To maintain the ship’s survivability, the guidance documents recommend providing the emergency squad with the resource that is necessary to maintain the ship’s survivability in emergency situations. It is said that in the struggle for survivability of the ship each member of the emergency squad in real time should evaluate not only the technical and organizational equipment of the squad, but also the degree of readiness of the human factor, especially practical skills. The approach to the model of fighting for survivability of a ship associates functioning of the emergency squad first of all with the reliability of preventive measures of technical means and the effectiveness of professional training of emergency squad personnel. Within the framework of the policy of constant and comprehensive training of the emergency squad personnel, the ship and company authorities need to reduce using technical and organizational resources to a minimum level. The costs of training shipboard specialists from the emergency squad should also be minimized, but to the point where the specialist, obtaining the sufficient skills to fight for survivability justify the costs incurred

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.

A few months after the fascist Germany’s attack on the USSR, under harsh wartime conditions, at the end of 1941 military industry of the Soviet Union began to produce such a quantity of military equipment that subsequently was providing not only replenishment of losses, but also improvement of technical equipment of the Red Army forces . Successful production of military equipment during World War II became one of the main factors in the victory over fascism. One of the unlit pages in affairs of the People’s Commissariat of Internal Affairs (NKVD) is displacement and evacuation of a huge number of enterprises and people to the east, beyond the Urals, which were occupied by German troops at the beginning of the war in the summer of 1941. All this was done according to the plans developed with direct participation of NKVD, which united before the beginning and during the war departments now called the Ministry of Internal Affairs, FSB, SVR, the Russian Guard, Ministry of Emergency Situations, FAPSI and several smaller ones. And all these NKVD structures during the war were headed by Lavrenty Pavlovich Beria.

The key questions concerning particular sections of the topic Burns in Emergencies are presented. Particular attention is paid to the presentation of terminology. For this, the wording of the Federal Laws, Government Resolutions and Orders of the Ministry of Health of the Russian Federation were used. In accordance with the latter, the classification of emergency situations is given, as well as the criteria by which their damage is assessed. It has been established that the involvement of the forces and means of the Ministry of Defense in the elimination of the consequences of emergency situations is spelled out in the Federal Law. In addition, an argument is made on what basis the citizens of the Russian Federation are obliged to constantly improve their knowledge and practical skills in studying numerous issues of protecting the population, providing assistance to victims, in carrying out emergency rescue operations, etc. situations that led to massive burns. Key features of burns as injuries sustained in emergency situations are formulated. Also, aggravating circumstances are listed that negatively affect the general condition of the victims. The role and place of clinical guidelines as a fundamental development governing the sequence of the organization and content of medical care for those burned at the stages of medical evacuation are indicated. Attention is drawn to the legal significance of the problem.

Emergency situations constantly accompany the external environment and society bringing major material losses and human casualties. The definitions and general patterns for the development of emergency situations and their role in accidents and disasters were discussed. Actually, there is no single concept in the definition of an emergency. Based on the ana-lysis, the content of the subject was formulated: an emergency is a state of natural and anthropogenic activity in the external environment and society. The mechanism of the emergency situation development is presented. The reason for changing the normative definition of the concept of emergency situation has been substantiated.

The goal of this article is to analyze the level of citizens’ trust in different public institutions during the second wave of COVID-19 pandemic, and the influence of citizens’ trust on their compliance with the measures adopted to prevent the spread of the virus. The research was conducted between November and December 2020 on a sample of 700 residents of Metropolitan Area of Cluj, Romania. During the time of data collection, Romania registered the largest number of daily COVID-19 cases, therefore, citizens’ compliance with preventive measures was crucial to contain the spread of the virus. Citizens reported high levels of compliance with preventive measures. However, even though people were recommended to avoid meetings with relatives and friends, and participation to private events with large number of people, respondents reported that did not fully comply with social distancing requirements. Citizens have highest level of trust in the public institutions at local level, medical institutions and County Committees for Emergency Situations. The research found that trust in public institutions influences the compliance with preventive measures; however, the influence is weak and the trust in different institutions influences differently policy compliance.

The study investigates the current state and defines the methodological foundations for improving the practical training of lawyers in the context of reforming legal education by establishing the features of legal regulation of legal education and its role in the state system, identifying the main problems of modern legal education, as well as analysing foreign experience in practical training of specialists in the field of law. The study uses general scientific and special legal methods of scientific cognition, including comparative legal, philosophical and functional methods, dialectical and formal legal methods of cognition, method of analysis and synthesis. The paper established that the professional training of future specialists in the field of law is currently described by a disparity between the theoretical knowledge and practical skills of law graduates, which complicates their adaptation to practical work. The authors of this study proved that the reform of the legal training system through increasing its practical orientation, determining the state needs of legal personnel of various educational levels, internationalisation of higher education, introduction of new specialisations in accordance with the needs of various spheres of legal practice, should become the basis for the development of legal education in Ukraine. Attention was focused on the need to optimise the system of training legal personnel mainly through the introduction of new teaching methods, the approval of new educational standards, considering the corresponding progressive foreign experience in this field, provided that the accumulated experience, traditions, and principles of Ukrainian higher legal education are preserved, thereby ensuring the development of future specialists with stable practical skills of law enforcement activities. It was found that in the context of the reform of legal education, it is important to establish such requirements for the educational process that would ensure that students master not only a minimum amount of knowledge, but also practical skills because practical training of students is a mandatory component of the educational and professional programme for obtaining an educational degree. In particular, it is necessary to reorient the content and orientation of educational works of applicants for legal education, which should be focused not only on repeating or reproducing theoretical material, but also on solving specially developed practical situations. The issue of increasing the duration of internships and effective cooperation between educational institutions and employers is also important. Improving the effectiveness of training specialists in the field of law through a proportional ratio of theoretical and practical content of the educational process in legal specialities is aimed at modernising the higher legal education model in Ukraine

The article discusses the current technology of three-dimensional modeling and prospects for its implementation in the structure of the modern system of professional training of IT specialists according to the concepts of sustainable development. The problems have been actualized and the methodology for three-dimensional modeling and printing has been proposed by using modern software, in particular, the features of using the basic core of geometric design and software preparation of the model for printing have been presented. An algorithm for the formation of practical skills of students in hardware preparation and calibration of 3D printers, the adjustment of the main technological parameters of work, preparation for the manufacture of a spatial model has been proposed. The developed algorithm promotes to the formation of practical skills of modeling and printing three-dimensional objects in future IT-specialists of vocational education, contributes to the formation of their professional competencies. In turn, this contributes to the formation of professional competencies among future IT specialists and creates the need for systematic improvement of knowledge and their creative implementation in practice with a more efficient use of IT technologies, which is the basis in solving the problems of sustainable development of society.

Norway has fairly well developed primary health care. It is developed around general practitioners who, in their local regions, are responsible for total health care, including emergency medical care. During the last few years, there has been an increasing buildup of resources in the hospitals in the area. Modern technical equipment, increasing knowledge and practical training among the house physicians have greatly improved standards of CPR and emergency health service inside hospitals. Unfortunately, there has not been a proportional build up of resources, knowledge and practical skills in the districts and rural areas. An increasing gap between the treatment offeredinsideandoutsidehospitals has developed.

In the new era of computers, everyone relies on the internet for basic day-to-day activities to sophisticated and secret tasks. The cyber threats are increasing, not only theft and manipulation of someone's information, but also forcing the victim to deny other requests. A DDoS (Distributed Denial of Service) attack, which is one of the serious issues in today's cyber world needs to be detected and their advance towards the server should be blocked. In the article, the authors are focusing mainly on preventive measures of different types of DDoS attacks using multiple IPtables rules and Windows firewall advance security settings configuration, which would be feasibly free on any PC. The IPtables when appropriately selected and implemented can establish a relatively secure barrier for the system and the external environment.

IntroductionThe general public's association with livestock (cattle, sheep and horses) raises a need for public safety. During emergency/disasters, animals are accidentally/intentionally released from containment structures. Loose livestock become agitated with unpredictable behavior which is a risk to both humans and animals. Specific training/protocols for responders are necessary for dealing with livestock.ProblemLivestock running loose in populated areas raises risks to people, especially during capture attempts. Untrained personnel subject themselves to undue danger when assisting with livestock capture. Capture plans should be in place in advance and training should be provided to first responders on safety issues regarding animals.MethodsA review of a loose livestock event brought forth the following considerations: (1) Evaluate the risks of a loose livestock/public event; (2) Inspect containment facility and identify secondary containment barriers, including fencing, buildings, rivers, etc.; (3) Develop plan for capture and containment within the immediate facility and surrounding area; (4) Provide training: training exercises, animal capture, basic animal behavior, and Incident Command System for first responders; (5) Arrange for emergency care or humane euthanasia for injured animals; (6) Coordinate capture and transport activities with local livestock experts.ResultsProduction of a comprehensive loose livestock plan can prevent injury and/or death to both people/animals. Agencies involved in safety and emergency response should have a well written plan that can be used by all appropriate local agencies involved in loose livestock response. The utilization of a loose livestock worksheet (template) with professional training is essential for emergency response agencies.ConclusionDisaster managers should develop a comprehensive plan and training program with other local agencies in advance of an event to respond effectively to capture loose livestock.
