Factors of economic security development in the context of regional theory and practice of management

In this article, based on the study and analysis of operational-search legislation, scientific publications, law enforcement practice and the criminal situation in the field of legalization, the operationalsearch counteraction to the legalization of income received from the Commission of tax crimes is considered. The paper focuses on the stages (stages) of laundering, the existing points of view on this account, as well as on the methods of illegal withdrawal of funds abroad. The author of the article aimed to develop scientifically based proposals and recommendations for improving the effectiveness of this type of activity by the territorial bodies of internal Affairs and their divisions of economic security and anti-corruption. It is proposed to put forward and work out operational search versions within the subject of study, as well as to develop, taking into account the methods (schemes) used by criminals to launder criminal proceeds and illegally withdraw funds abroad for the purpose of their subsequent legalization, operational search measures to document their criminal actions. In addition, the author recommends constant monitoring of money laundering methods based on operational and investigative practices. The results and key conclusions formulated in this article can be used in the theory and practice of operational investigative activities of internal Affairs bodies to counteract the legalization of income received from tax crimes.

The necessity of formation of an effective information security system of the enterprise is substantiated. It is emphasized that when designing an information policy, the firm must comply with the requirements of the current legislation, take into account the level of technical support, especially the regulation of employees' access to confidential information, etc. It is stated that the costs of organizing information security measures should be appropriate to its value. The article identifies major threats that could be breached by confidential information. The list of the main normative legal acts aimed at bringing to civil, administrative and criminal responsibility for illegal collection, disclosure and use of information constituting a trade secret. The main stages of building an information security policy are summarized, the most common types of information threats related to the use of modern computer technologies are described. The necessity of developing a domestic original accounting (management) program that could be used in the long term by the vast majority of Ukrainian enterprises is pointed out. There are three groups of tools that are applied in the theory and practice of information security of the enterprise (active, passive and combined), emphasizing the need for planning and continuous monitoring in real time of all important processes and conditions that affect data security. It is noted that even if the information security system is built taking into account all modern methods and means of protection, it does not guarantee one hundred percent protection of the information resources of the enterprise, but a well-designed information security policy allows to minimize the corresponding risks. The paper examines the legislation on price regulation in certain industrially developed foreign countries in modern conditions of market economy. The development of the economic theory and practice of price regulation in the XX century in foreign countries is considered. The analysis of regulatory documents regulating prices for products in Austria, Belgium, France; changes in consumer prices in Russia and foreign countries is carried out. It is concluded that in ensuring the socio-economic security of the state, it is necessary to actively search for an economic theory that could become the foundation of a government economic program aimed at improving the welfare of the population.

Subject. Relating to a drop in people’s income, cycles of economic crises, a decrease in the hydrocarbon prices and other factors, societal changes triggered a growth in criminal attempts towards property, with lending crimes being one of the principal challenges. According to studies, respective public authorities cannot resolve the issue alone. The governmental mechanism for voluntary lending prohibition was chosen to address the issue, like it was done with real estate crimes. I herein found out that the theory of finance can be further elaborated, applying the proposed principles to banking practices. Objectives. I set up the mechanism, unfold the theory and practice of banking, which would help protect people from lending fraud. Methods. At the empirical level, the study is based on observation, while I use the abstraction, idealization, induction and deduction, versatile methods of research, such as analogies, analysis, synthesis, and interviewing as a personalized expert method at the theoretical method. Conclusions. In the voluntary lending prohibition is introduced in Russia, this will significantly enhance the economic security of people against lending fraud. The findings contribute to the development of the theory of finance in banking and can be used in practice of credit institutions. The findings may underlie the further development of the theory of credit institution finance, improvement of the banking laws of the Russian Federation and ensure the protection from the constitutional right for property protection. They can be used by financial institutions’ practice.

The transformation of the demand structure and the level of competition head new trends in a modern society, which cause a significant influence to all subjects of the market economy including forestry. In this connection, security issues gain theoretical and practical relevance. Competitive advantages of forestry relate to different types of security including finance, defense and industry, food, environment, investments. The Article describes characteristics of the above mentioned types of security and facilitates linkages between them and forestry both in conjunction and separately. The practical aspect of economic security of forestry is represented by the analysis of statistics on wildfires, reforestation, as well as a number of identified forestry crimes.

The subject of the research is theoretical-methodical and practical aspects of formation and ensuring the agricultural enterprises’ competitiveness taking into account the levels, dynamics, and other features of their financial and economic sustainability and economic security. The purpose of the article is to substantiate the theoretical and methodological principles and practical ways of increasing agricultural enterprises’ competitiveness based on their financial and economic sustainability and security. The methodological bases of the article are general methodological approaches, namely: dialectical, historical, monographic, system-structural analysis, and synthesis to the study of economic phenomena and processes. Legislative and normative-legal regulations for development and formation of agricultural enterprises’ competitiveness, their financial and economic sustainability and security; scientific works of leading domestic and foreign scientists on the theory and practice of competitiveness as one of the main categories of market mechanism and management in agriculture; analytical and statistical materials of the State Statistics Service are used in the work. In the work the methods of economic researches are used: abstract and logical – for substantiation of theoretical and methodical bases of agricultural enterprises’ competitiveness formation in the conditions of their financial and economic sustainability and security; in the formation of theoretical generalizations, factors and principles of competitiveness management, critical analysis of other authors’ research; statistical and economic – in determining the competitiveness of agricultural enterprises; marketing –when researching the food market and assessing market conditions for the future; comparative – when comparing indicators of enterprises’ competitiveness of the given region and agro sphere industry with the other ones; graphic – to determine structural changes in the food market; system-structural – to analyze the resource potential of agricultural enterprises’ competitiveness; analytical forecasting – to determine the system of measures of organizational and economic mechanism for its provision; economic and mathematical modelling – to substantiate the increasing of agricultural enterprises’ competitiveness, taking into account the levels of their financial and economic sustainability and security. The results of the article. It is determined that the leading importance in ensuring the agricultural enterprises’ competitiveness belongs to the competitive advantages, as well as their financial and economic sustainability and economic security. The factors and components of providing the latter are determined. A set of measures to increase financial and economic sustainability, ensure economic security as a basis for stable competitiveness, and assurance of its growth in the future is proposed. Field of application of results. The results can be used in the management of agricultural enterprises, in the educational process of higher education institutions, in training the specialists in economics and management. Conclusions. It is determined that the most significant feature of the theory and practice of rural green tourism enterprises in European countries is the expansion of their functions from purely business to more socially necessary and significant – as tools for preservation and reproduction of rural areas, including depressed ones. This provides for their greater support at the level of local communities and government, which is appropriate for all uses. It also makes sense to use the well-tested mechanisms and forms of tourism in the countryside.

The development of Ukraine’s economy is followed by the transformation processes that create certain challenges for business entities in the machinery industry, since it is characterized by a long operational and financial cycles that triggers investment risks and hampers the reproduction processes as well as provides barriers to ensuring the relevant level of science and technology development in the sector. Apparently, the external environment tends to damper the product quality in the machinery manufacturing industry. The lack of relevant economic background to enhance the implementation of innovative means of production hinders both the process of supplying enterprises in other industries with their own means of production and their productive forces development. Economic stability of enterprises is critical for ensuring the effective functioning and development of industries in the national economy as well as for attaining current and perspective goals which are largely affected by the competition level within domestic and foreign markets. The paper focuses on studying the external business environment dynamics in the machinery industry to ensure its economic stability. The methodological framework of the paper covers the study of classical economics research, scholarly publications of scientists and specialists in enterprise management, along with application of combined research methods: analysis and synthesis, theoretical and logical generalization and modelling. The research findings on exploring the external environment effects on enterprise performance in the machinery sector have revealed the current reasons for the decline in their economic stability. Rationale is provided for the need to implement the mechanism of economic stability management in the machinery industry under the dynamic settings of the modern economy which is an important tool in building and managing the overall enterprise economic security strategy. The research results might have significant implications for further development of the theory and practice of economic security management in the area of enhancing the capacity of machinery industry enterprises.

The problem of economic security continues to remain relevant today, since the unstable, rapidly changing social and economic situation does not allow hoping for a quick solution to the institutional and infrastructural aspects of the development of economic systems. An important place in this issue is occupied by theoretical and methodological principles of ensuring economic security, the degree of development of which is still far from satisfactory. A review of regulatory documents and scientific papers on the principles of ensuring economic security indicates the dominance of the legislative and doctrinal approach. At the same time, systemic, process, situational approaches to the problem of economic security and the principles of its provision remain poorly studied and insufficiently developed. The purpose of the study is to substantiate the development feasibility of additional methodological tools, the core of which can be system, process, situational approaches, and the underlying principles along with the widespread legislative and doctrinal approach in the field of ensuring economic security. The proposed methodology based on systemic, process and situational approaches is based on principles that have proven themselves well in various branches of science. These principles are especially widespread in the theory and practice of both public administration and corporate management. The article proposes the principles of ensuring economic security, including the principle of increasing and orchestrated efforts, the principle of balance, and the principle of cyclical development, which can be useful in developing methodological measures defined in the Economic Security Strategy of the Russian Federation for the period till 2030.
