The paper analyzes the life quality of the rural and urban population of Russia. The purpose of the study is to obtain quantitative estimates of the prox-imity of the main aspects of the life quality in the city and the countryside. The empirical base is the microdata of statistical observations of Rosstat at the end of 2018. The life quality is determined through a combination of financial capabilities and needs of the individual, as well as the state of the external environment. The financial condition of an individual characterizes the possibility of consum-ing a good, which may not be realized due to the absence or non-articulation of the corresponding need. The state of the external environment charac-terizes the physical (technical) availability of goods, their variety and quality. It is shown the availability of benefits to the rural population associated with the quality of housing and the environment that is higher than in the city. A high level of consumption of a number of expensive goods and services (TVs, mobile phones, cars) has been established, which, however, is combined with their lower quality and less variety of choices (brands). It is shown that the limited physical (technical) accessibility of modern innovative goods and services is overcome more difficult and slower, and in the foreseeable future it is impossible to expect a convergence of the life quality in cities and villages in this aspect.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The catchment area of River das Antas (Irati, Paraná, Brazil) is of high importance both for human consumption and irrigation. Within Irati, this river passes through a rural area and through the city of Irati, crossing both poor and rich neighbourhoods. We selected three study areas downstream (a rural area, poor community, and rich neighbourhood) in which we measured turbidity, the concentration of sediments and pH during rainy days. Our results showed downstream trends of increasing turbidity and concentrations of sediments with decreasing pH. The values of turbidity and of concentration of sediments were significantly different in the rural area, while the pH values were significantly different between the three study areas. These findings highlight the effect of agricultural activities in the generation of sediments and turbidity. The—presumably expected—effects of organic urban waste from the poor neighbourhood were also detected in the pH values. We conclude that efforts should be made to ensure that land planning and training/education programmes on sustainable farming practices are undertaken by the authorities to reduce water pollution and its effects on water bodies during rainfall events, since paving streets is not a feasible option in the short term due to the high costs associated with this measure.

The article examines the organizational basis of modeling entrepreneurial activities in the hospitality industry based on the use of indicators of cadastral assessment of land. The analysis of practical aspects of updating the results of cadastral assessment of lands of settlements of Cherkassy region has been carried out. It is stated that the cadastral assessment should take into account market situations and trends as much as possible. For the territories of localities the term of actualization in the context of revaluation should be minimum and economically justified. It is designated that the updating of the results of the state cadastral assessment of land requires significant modernization aimed at improving the quality of land assessment work and adequate replenishment of budgets at all levels. The mechanism and features of performance of works on actualization of the state cadastral estimation of the lands of settlements in the territory of Cherkassy region have been analyzed. As a result of the study, it has been found that the main disadvantage of modeling the cadastral assessment of land settlements is: the duration of time intervals between rounds of revaluation, which causes rapid aging of information. The reason for this case is related with the financial support of the works and their scale. Mechanisms for prompt updating of information on the value of land for entrepreneurial activities in the hospitality industry in Cherkassy region have been proposed. The considered method of determining the normative monetary valuation of land takes into account the most important indicators of this industry and is practically significant in collecting information and calculating all indicators in conducting cadastral valuation of land for entrepreneurial activities in the hospitality industry of Cherkassy region. The practical significance of the study is to assess the cadastral condition of land and calculate the specific cadastral value of the city of Uman, as the territory where the hospitality industry is the most developed in Cherkassy region. Due to the clarification of the specific indicator of cadastral value, the price of one square meter of such objects will increase which will allow to proportionally increase the tax component and increase the profitability of budgets at the cluster level

<p class="CorpoA">Os ambientes costeiros são considerados espaços estratégicos devido à diversidade de funções econômicas, sociais e ambientais.  Nesses espaços se desenvolvem múltiplos usos, por agentes que possuem os mais variados interesses, levando muitas vezes a conflitos de ordem socioambiental. Estratégias de gestão podem ser usadas para enfrentar tais problemas, especialmente através do envolvimento popular. A inserção das comunidades deve ocorrer desde o levantamento de informações até o processo de tomada de decisão. O presente trabalho objetiva coletar informações  socioambientais por meio do uso de questionários semi-estruturados, na comunidade de Macapá, município de Luis Correia, estado do Piauí. Os questionários foram aplicados nas residências da comunidade e respondidos por um representante familiar, perfazendo um total de 78 participantes. A partir das informações levantadas foi possível traçar o perfil socioeconômico da comunidade, avaliar a estrutura higiênico-sanitária e identificar potencialidades e limitações de uso. Assim, verificaram-se o baixo nível de escolaridade e renda média das famílias e as deficiências relacionadas ao abastecimento de água, esgotamento sanitário e coleta de resíduos. Além disso, foi possível identificar potencialidades que podem ser exploradas por atividades de ecoturismo, por exemplo, e limitações relacionadas à implantação de estruturas rígidas. As informações apuradas são úteis para o delineamento de políticas de gestão que compatibilizem o desenvolvimento econômico, a melhoria na qualidade de vida da população e a manutenção da qualidade das funções ambientais.</p><p class="CorpoA"><strong>Palavras–</strong><strong>chave</strong>: gestão costeira, políticas públicas, potencialidades e limitações de uso.</p><p class="CorpoA" align="center"> </p><p class="CorpoA"><strong>Abstract</strong><strong></strong></p><p class="CorpoA">Costal environments are considered strategic spaces due to the diversity of economic, social and environmental functions. Agents that have the most varied interests develop several uses in those spaces, many times leading to socioenvironmental conflicts. Management strategies can be used to face such problems, particularly through popular engagement. The inclusion of communities should happen since the information gathering to the process of decision taking. The present issue aims to collect socioenvironmental information with semi-structured questionnaires in the communitie of Macapá, in the city of Luis Corrêa, State of Piauí. The questionnaires were applied in the cities residences, answered by a family’s representative, making up 63 attendees. From the information gathered, it was possible to draw the socioeconomic profile of the community, to evaluate the hygienic and sanitary structure and identify potentialities and limitations of use. Thus, a low level of schooling and average income of families were verified, deficiencies in relation to water supply, sanitary sewage and waste collection.  Besides that, it was possible to identify potentialities that can be explored by ecotourism activities, for instance, besides the limitations related the implantation of rigid structures. The collected information are useful for the drawing of management policies that reconcile the economic development, the improvement of the life quality of the population and the quality keeping of the environmental functions.</p><p class="CorpoA"><strong>Keywords</strong>: coastal management, public policies, potentialities and limitation of use.</p>

Abstract Enterprises which want to ensure a secure and stable market position must constantly look for ways to convince customers (current and potential) that their goods and services are competitive and represent a sufficiently high level of quality, consistent with the their needs. Service enterprises use specific methods and tools to analyze the quality of their services and to be sure that these services are competitive on the market. One of the important elements of such an analysis is the assessment of customer satisfaction. This research should be treated as a key stage in the customer satisfaction management system. Without knowing the customers' expectations, the enterprise is unable to determine what to improve and correct. In this case, the Customer Satisfaction Index (CSI), which not only indicates what to improve, but also shows the level of customer satisfaction, should be used. The purpose of the paper is to assess customer satisfaction in a service point of a known producer of men's clothes. The CSI index and a specially developed survey were used for the research. The questionnaire was filled in by the customers of the research service point after the service delivery. According to the obtained results, individual determinants should be maintained and monitored by the enterprise. The research also identified areas for improvement, i.e. product quality, design and ways of payment. However, the overall CSI score is good, which means that despite few problems with customers' satisfaction, they are satisfied with the research service point.

В статье анализируется состояние водного фонда в области и обеспеченность жителей региона водой. Рассматриваются основные проблемы неудовлетворительного качества воды в районах области и в г. Орле. Предлагается комплекс мероприятий с целью повышение качества водоснабжения на территории Орловской области путём строительства пяти объектов водоснабжения. The article analyzes the state of the water fund in the region and the provision of water to the residents of the region. The main problems of unsatisfactory water quality in the districts of the region and in the city of Orel are considered. A set of measures is proposed to improve the quality of water supply in the territory of the Orel region through the construction of five water supply facilities.

Parliament in the course of a century after 1547 became almost certainly the best-recorded institution in Britain. This essay considers the nature of institutional memory in the late sixteenth-and early seventeenth-century House of Commons. It concerns firstly the nature and quality of institutional memory, and how, while it relied considerably on non-inscribed memory, it changed with the growth of the written record. It discusses the importance of precedent to parliamentarians, and how precedents were identified and selectively used. But more broadly it considers how written records, both of a formal and official nature and a private and unofficial kind, were developed over the sixteenth and seventeenth centuries in order to generate a narrative about parliament that helps to consolidate its landmark status. As a result, parliament came to be recognised and revered as the key institution in the relationship between the state and the individual.


This chapter provides an overview of Book V of Augustine's The City of God. It analyzes how Rome has extended her imperial sway throughout Europe and the Near East in spite of the moral bankruptcy of the Roman state. It also reviews the solution offered by some philosophers about the expansion and consolidation of empire as the outcome of chance or fate. The chapter discusses how providence has endowed Roman leaders with traditional virtues that the aims of glory and honour for the individual, and dominion for the state that are at odds with Christianity's application of the virtues. It reviews the key to Augustine's philosophy of history, in which the Roman empire has spread and is maintained in existence by divine providence.

In recent years, life quality of the urban areas is a growing interest of civil engineering. Environmental quality is essential to display the position of sustainable development and asserts the corresponding countermeasures to the protection of environment. Urban environmental quality involves multidisciplinary parameters and difficulties to be analyzed. The problem is not only complex but also involves many uncertainties, and decision-making on these issues is a challenging problem which contains many parameters and alternatives inherently. Multicriteria decision analysis (MCDA) is a very prepotent technique to solve that sort of problems, and it guides the users confidence by synthesizing that information. Environmental concerns frequently contain spatial information. Spatial multicriteria decision analysis (SMCDA) that includes Geographic Information System (GIS) is efficient to tackle that type of problems. This study has employed some geographic and urbanization parameters to assess the environmental urbanization quality used by those methods. The study area has been described in five categories: very favorable, favorable, moderate, unfavorable, and very unfavorable. The results are momentous to see the current situation, and they could help to mitigate the related concerns. The study proves that the SMCDA descriptions match the environmental quality perception in the city.

Livability reflects the quality of the person–environment relationship, namely how well the built environment or the available services in a city fulfill the residents’ needs and expectations. We argue that livability assessment can aid the implementation of certain New Urban Agenda (NUA) goals by providing a flexible way to assess urban environments and their quality. However, a reliable and transferable assessment framework requires the key elements of livability to be defined in such a way that measurable factors adequately represent the person–environment relationship. As an innovative approach, we determined key livability elements accordingly and asked over 400 residents worldwide to evaluate their urban environments using these parameters. Thereby, we could calibrate the livability assessment workflow by including personal aspects and identifying the most relevant livability factors through an ordinal regression analysis. Next, we performed relational-statistical learning in order to define the individual and combined contribution of these statistically significant factors to the overall livability of a place. We found that urban form and mobility-related factors tend to have the highest influence on residential satisfaction. Finally, we tested the robustness of the assessment by using geospatial analysis to model the livability for the city of Vienna, Austria. We concluded that the workflow allows for a reliable livability assessment and for further utilization in urban planning, improving urban quality by going beyond simple city rankings.
