Living as street children is not a pleasant choice, because they are in conditions with no clear future, and their existence often becomes a "problem" for many parties, families, communities and the state. According to the 1945 Constitution, "abandoned children are cared for by country". By the Minister of Social Affairs Regulation Number 08 of 2012 Article 1 paragraph (8) concerning the Implementation of social welfare is a directed, integrated and sustainable effort carried out by the Government, regional government and the community in the form of social services to meet the basic needs of every citizen. which includes social rehabilitation, social security, social empowerment, and social protection. This study aims to obtain a comprehensive picture of how Dinsosnangkis City of Bandung's efforts to deal with street children. This research uses a descriptive qualitative approach. The results showed that in the context of policy content and the implementation of human and financial resources, it is very influential on the achievement of policy objectives and resource factors, especially financial, in this case, the budget becomes an obstacle in the implementation of Dinsonsnangkis policy in dealing with street children in Bandung City.

The problems of social welfare that are developing today show that there are citizens who have not fulfilled their basic needs properly because they have not received social services from the state. The existence of homeless people, beggars, prostitutes and street children is a joint task that must be immediately addressed by the Central Government and the Regional Government. In particular, the City Government of Palangka Raya has issued a policy contained in Regional Regulation No. 09 of 2012 concerning Handling of Bums, Beggars, Prostitutes and Street Children. Where this policy aims to provide understanding and skills for actors to be able to live normally in society. The theory used is George Edward III about policy implementation which consists of four indicators, namely, Communication, Resources, Disposition and Structure of the Bureaucracy. This study uses a descriptive research method with a qualitative approach that is obtained based on the researchers' reasoning ability in connecting facts, data, and information obtained during the research. The study was conducted in the City of Palangka Raya, the Office of Social Services of the City of Palangka Raya. Data collection methods used in the form of observation, interviews, and documents. Analysis of the data used is data reduction, data presentation and conclusion drawing. Based on the results of the study, related to the Implementation of the Homeless Handling Policy of Beggars and Street Children in Palangka Raya City, the results have been implemented for 6 years but have not had a significant impact. Lack of communication between related parties, inadequate human resources, Disposition (attitude) Implementing policies that have not been decisive become the main factor in the lack of maximum handling. As a supporting and inhibiting factor (Internal), so far the Social Service has received a budget from the Government in carrying out short-term handling in the form of enforcement, rehabilitation (social and mental) and repatriation to the place of origin. As a limiting factor, in the long run the local government still does not have a social rehabilitation institution to provide work skills and social guidance. While from (External) which is a supporting and inhibiting factor is the culture of the community to be together care and not neglect, Political Wiill, and Regulation for the benefit of the community.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

AbstractSocial work is a sharing and caring profession based on scientific methods. This problem solving profession makes people self-reliant and self-dependent when he/she is in any sorts of crises. Thus, it differs from relief work, social services or social welfare delivered during emergence crises. This paper examined the application of professional social work as relief work, which did not bring any change among the beneficiaries; rather it set their mind as opportunist. For this purpose, the programme sponsored by the government of India and implemented by nongovernmental organizations for rehabilitation of the street children (i.e., pavements and slums dwellers, children of sex workers, and so forth) of Metro cities like Kolkata had priority. This evaluative study assessed the progress and changes among 500 street children who were the beneficiaries for 10 years of the programme, selected according to their parental residents/occupation through stratified sampling. Interviews, case studies and group interaction were used to collect data on various aspects, i.e. personal background, education, and occupation of these children. It revealed that after almost 10 years of services, the problem of children was static. Firstly, service delivery system was as relief work. The methods of social work were not implied while the professionals were in implementation. On the other hand, the scope of monitoring and evaluation of the programme by government was suspended due to several reasons. Definitely, the politicalization in human development would be restricted. The problems of suffering would be root out and it should not be a continued process.

Through access to regional autonomy, the desire of various regions to formulate Islamic law into their laws and regulations in order to fulfill rights and obligations and respond to various problems of society becomes more open. Therefore, the purpose of this research is to reveal how the function of Sharia Regional Regulations in the implementation and fulfillment of basic service duties of local government, especially from the aspects of education and socio-culture in Gorontalo Province. This type of research includes normative legal research supported by empirical data, which examines comprehensively and analytically the primary and secondary legal materials, using statute approach and case approach. The result of the research indicates that the existence of these regional regulations is one of the provisions ensured in Law no. 23 of 2014 on Local Government and Government Regulation Number 38 of 2007 on the Division of Government Affairs, between the Provincial Government and Regency/Municipal Government. The regional regulations drafted and compiled by the Gorontalo provincial government actually assure harmony of life, security, and order. As it is in the field of one's religious education. The existence of the Regional Regulation of Reading and Writing Al-Qur'an in Gorontalo is able to embody the desire of students to develop their education to higher level, as a condition for entering the next school level. Meanwhile, from the socio-cultural aspect, the existence of Regional Regulations on the Prohibition of Gambling, Prostitution, and Liquor, helps the government create order and tranquility in people's lives, maximize regional potential and development, especially with regard to local wisdom. Therefore, the Regional Government requires to implement and maximize the provisions of sharia regional regulations in order to support development, especially those related to basic services in various aspects, in order to maximize the regional potential and local wisdom.

The objective of this research is centered on determining different microinsurance dimensions towards promoting the sustainability of the marginalized. This central objective leads to the assumption that microinsurance is a good tool to supplement the lack of or the unavailability of social protection programs intended for those who are socially excluded. Over the years, there have been increased calls among governments all over the world to end poverty.  The call puts to order the use of all available means to attain the 2030 Agenda for Sustainable Development.  As a background, the 2030 Agenda for Sustainable Development was adopted in 2015 by all United Nations Member States.  It encompasses 17 Sustainable Development Goals (SDGs), which is an urgent call for action for all developed and developing countries to form a global partnership in promoting peace and prosperity for people and the planet, now and into the future. The very heart of this framework recognizes that ending poverty and other deprivations must have effective and efficient strategies. The research made use of purely quantitative methods to achieve its objectives. There were 600 questionnaires distributed all over the Philippines but only 422 questionnaires were retrieved. The indicators of microinsurance were factor analyzed using the principal axis method with varimax rotation to determine the underlying dimensions. Since its introduction to the market, microinsurance has been a tool that enables low-income households to become resilient against adversities. In fact, it has been found in various literature that microinsurance has functioned as a social protection mechanism when social services are inadequate or not available. It can be further concluded that microinsurance with its unprecedented growth is eyed as a primary contributor to achieving the majority of the SDG 2030. This monumental role of microinsurance calls for the support of various sectors.  As indicated in the results, financial literacy has to increase among the marginalized to embrace the concept of insurance.  The government likewise has to intervene in promoting microinsurance particularly in areas that are neglected by social services for whatever reasons.

Formulation of the problem. Issues of environmental management, infrastructure of regional and municipal scale, development of trade and services, use of real estate, introduction of special forms of education, culture and health care can be implemented with the help of financial resources of the region. The work is devoted to theoretical aspects of financial resources of state extrabudgetary funds of the Russian Federation. The purpose of the article is to determine the importance and place of state extrabudgetary funds in the financial system, the main directions of optimization of state financial resources, their development in spatial aspect from the point of view of the functioning of territorial budgetary systems and federal extrabudgetary funds in the regions of the country. The object of the study is the financial resources of the state extrabudgetary funds of the Russian Federation. Methods used in the study. The methodological basis of the study is the system of scientific methods used in the complex to achieve the goal and solve the set tasks. The dialectical method had made it possible to justify causal relations in the operation of State budgetary systems. The historical method is applied in the study of historical experience of financing the social sphere. Popular scientific, systemic and logical methods have also been used to obtain research findings. The empirical basis was international conventions, legislative acts of the Russian Federation, reference literature. Statement of the main material. Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.

Every inhabitant of a village or city has the right to modern medicine and education, accessible and high-quality administrative, com-munal, social services, good roads, clean and lighted streets. To this end, decentralization is taking place in Ukraine – the transfer of pow-ers and finances from state authorities as close as possible to the people – local governments. Since 2014, Ukraine has entered a new stage of its development. The changes taking place under the influence of the reform primarily concern the structure of local budgets, as they are the key tool for the formation of newly created administrative units. Today, local budgets are a key component of the budget system of Ukraine. at the expense of local budgets are the main economic and social changes. local budget is the financial base of local government, an instrument of state regional policy, plans for the formation and use of financial resources of local communities, the main lever of financial equalization, the main source of financial resources. maintenance and development of the local economy, solving local, social problems and raising the welfare of the population of the territories. Therefore, it is very important for the local communities to follow the changes formed under the influence of the decentralization reform, to analyze its financial results, for its further development. The purpose of the article is to study the current structure of local budgets in the context of decentralization reform to assess the future actions of OTG leaders in the development of territories. The article examines and analyzes the financial results of the reform, obtained through the analysis of dynamics, structural and comparative analysis of static data. According to the results of the research, the factors of formation of the modern structure of local budgets are revealed. It is determined that the key to the development of territorial com-munities will be the relevant management decisions of the OTG leadership on the formation, rational and efficient allocation of financial resources, together with the use of powers received from the Government of Ukraine.Keywords: decentralization reform, local communities, local budgets, structure of local budgets, financial results. Із упровадженням реформи децентралізації починаючи з 2014 р. Україна стала на новий етап свого розвитку. Зміни, що відбуваються під впливом реформи, передусім стосуються структури місцевих бюджетів, адже саме вони є ключовою фінансовою основою становлення адміністративних одиниць. Метою статті є дослідження сучасної структури місцевих бюджетів в умовах проведення реформи децентралізації для оцінювання майбутніх дій керівників ОТГ у розвитку територій. У статті досліджено та проаналізова-но фінансові результати реформи, отримані за рахунок аналізування динаміки, структурного та порівняльного аналізу статичних даних. За результатами дослідження виявлено чинники формування сучасної структури місцевих бюджетів. Визначено, що запорукою розвитку територіальних громад стануть відповідні управлінські рішення керівництва ОТГ щодо формування, раціонального та ефективного розподілу фінансових ресурсів разом із використанням отриманих повноважень від уряду України.Ключові слова: реформа децентралізації, об’єднані територіальні громади, місцеві бюджети, структура місцевих бюджетів, фінансові результати.

Social protection is a means of important to relieve the impact of poverty and afflictions faced by vulnerable groups such as women .It cannot be denied that women were treated in a discriminatory manner and has gotten the stigma in specific conditions. Women often victims, both with the sacred printing domestic and public domain, this condition more complicated again, if the woman has with disability. Limited and inability as a female either physically and psychologically cause women with disability not able to meet a need maximally. Research aims to understand social protection forms received and constraints experienced by women with disability in get access to range of services available or provided by the government. Research will be implemented in an institution the set of women with disability Indonesia (HWDI) Kota Ambon, Provinsi Maluku .This research used the qualitative method which describes about the forms of social protection as well as constraints experienced by the Women Disability. The object of this research is focused on the members of the HWDI organization. Results of the research show that the received protection form, though Women Disability is social insurance, social assistance and Social Empowerment and obstacles faced in accessing services is uneven dissemination of information as well as physical limitations and treatment diskirminasi of the community and the public is not aksesibiti for persons with Disability.

La actual situación de crisis económica y las políticas desarrolladas al amparo del reformado artículo 135 de la Constitución que consagra la estabilidad presupuestaria como guía fundamental de la acción de las Administraciones Públicas, están teniendo una incidencia directa en el sistema de Servicios Sociales. La aprobación de la Ley 27/2013, de 27 de diciembre, de racionalización y sostenibilidad de la Administración Local supone un importante retroceso y un elemento de inseguridad jurídica para un sistema de protección social aún incompleto. La presente investigación pretende, mediante un enfoque cualitativo definir los patrones de regularidad discursiva de los participantes centrándonos en aquellos aspectos relacionados con la coyuntura económica y los cambios normativos que inciden en el régimen competencial de las entidades locales. Las líneas argumentales del discurso se centran en las dificultades para el trabajo diario, la fuerte instrumentalización del sistema y la incertidumbre de que éste desaparezca o modifique su configuración de forma sustancial. Se pone de manifiesto como los y las profesionales del Trabajo Social perciben un contexto de trabajo alejado de los ideales profesionales y que adolece de una dotación de recursos de calidad, en el que se ha descuidado una intervención social personalizada y orientada al desarrollo personal y social integral, donde las modificaciones en materia de régimen local suponen una seria amenaza. The current economic crisis and the policies developed under the amended article 135 of the Spanish Constitution which enshrines the budgetary stability as a fundamental guide the action of the government, are having a direct impact on the Social Services system. The approval of Spanish Law of rationalization and sustainability of local government is a major setback and an element of legal uncertainty for a system of social protection still incomplete. This research, using a qualitative approach to define patterns of discursive regularity of participants focusing on aspects related to economic conditions and regulatory changes that affect the competence regime of local governments. The plot lines of the speech focused on the difficulties of daily work, strong manipulation of the system and the uncertainty of it disappear or change its configuration substantially. It is revealed as social work professionals perceive the context of remote working professional ideals and suffers from a resourcing quality, which has been neglected a custom social intervention oriented comprehensive personal and social development, where changes in local arrangements pose a serious threat.
