This article analyzes the capacity of the Bandung City Government to handle the COVID-19 pandemic. There is a gap between the policies implemented and the high curve of the spread of the virus in Bandung city. This study used a qualitative approach, and the data sources were from various documents, observations, and interviews. This article finds two factors that influence the capacity of the Bandung City Government: (i) the relationship between the central government and regional governments and (ii) the capacity of individuals to process information and exercise discretion. The weak capacity of the Bandung City Government affects trust, which has implications for the low participation of Bandung City residents. The article that elaborates on the state (government) capacity approach from Williams (2019) shows that individual capacity directly affects government capacity in crisis conditions, such as the COVID-19 pandemic.

The purpose of this study is first, analyzing the authority of the Tanjungpinang City Food and Fisheries Department in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014 on Local Government. Second, identify about the obstacles faced by the Food and Fisheries Department of Tanjungpinang City in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014. Third, find the right solution for Tanjungpinang City Food and Fisheries Department. This study uses empirical juridical methods with a qualitative approach and the data used is secondary data From the results of the research conducted, it was obtained that in order to ensure the optimal protection of fishermen, the central government should still provide a small portion for the regency / city government to conduct surveillance in the marine sector, because most of the fishing community still considers that the Department of Agriculture, Food and Fisheries Tanjungpinang City has the authority to solve problems that are generally faced by fishermen when they go fishing.

<p dir="RTL" align="center"> </p><p><em>This research aims to present the role of blended learning in upgrading the skills of the Arabic language to non-native speakers, what are its forms, how it works, and what are its results. The researchers use the qualitative approach through desk study with the content analysis technique. The primary data sources are the research on blended education published in Google Cendekia ten years ago. The results of this research indicate that the forms of blended learning, including the use of applications and the use of e-tools. Its procedures mostly use on the second design model in Zaitun’s perspective. Its results upgrade all the Arabic language skills and two factors that influence the success of qualification skills.</em></p><p dir="RTL" align="center"><strong>الملخص</strong></p><p dir="RTL">هذا البحث يهدف لعرض دور التعليم المدمج في ترقية مهارات اللغة العربية لغير الناطقين بها، ما أشكاله وكيف إجراءاته وما نتائجه. تستخدم الباحثتان المدخل الكيفي من خلال الدراسة المكتبية مع تقنية تحليل المحتوى. ومصادر البيانات الأساسية هي البحوث عن التعليم المدمج المنشورة في Google Cendekia العشر سنوات الحديثة. ونتائج هذا البحث تدل على أن أشكال التعليم المدمج منها: استخدام التطبيقات واستخدام الأدوات الإلكترونية. وأن إجراءاته استخدام على نموذج التصميم الثاني عند زيتون معظما. وأن نتائجه ترقية جميع مهارات اللغة العربية والعاملين المؤثرين على نجاح تأهيل المهارات.</p>

This study used a qualitative approach in descriptive form, and aimed to determine the kinds of motivations of the community to take part in the study at the Taklim Majlis Nurul Huda, Boto Village, Semanding District, Tuban, and to find out the level of community motivation to take part in the Majlis Taklim Nurul Huda Boto Village. This research is a field research, which directly examines the place of research in the majlis taklim Nurul Huda Mosque located on RT.01 RW.01 Boto village. The subjects in this study were pilgrims from the Taklim Nurul Huda Islamic Boarding School in Boto Village, namely the data sources were 35 worshipers and 3 administrators and 5 teachers or caregivers of the Majlis Taklim Nurul Huda. While the object of this research was the motivation of the community to attend the recitation in the mjelis taklim Nurul Huda, Boto village, Semanding. Then in the technique of collecting data by means of observation, interviews, questionnaires, to caregivers of the majelis taklim, administrators of the majlis taklim, the congregation and the people who live around the taklim assembly.             Based on the results of the study it can be concluded that the motivation of the community to follow the recitation is very diverse. Like biogenetic motivation, sociogenetic motivation and theogenetic motivation. That is to increase the knowledge of religion, socialize with fellow citizens, also be an example of the example of the surrounding community in participating in the recitation, following the recitation can make themselves happy and comfortable, can strengthen the relationship, feel close to Allah SWT, and get inner peace, then following the recitation has become a necessity for a devout Muslim to Allah SWT, and added diligently to worship to Allah SWT after attending the recitation activity in the majlis taklim Nurul Huda, Boto Village. And regarding the level of motivation of the community to take part in the recitation in the Taklim assembly of Nurul Huda, Boto Village, it was classified as high and quite good seen from the biogenetic, sociogenetic and theogenetic theories.

AbstractThe aim of regional autonomy and decentralization of the authority of the regency and city governments is to shorten the bureaucracy and optimize public services. In reality the products of regional regulations overlap their competencies, contradict the substance and material content with other regional regulations that are parallel, as well as the existing regulations above, which have implications for the emergence of the complexity of licensing bureaucracy, and uncertainty of society and business in carrying out activities business and investment activities, interests of capital owners, and business / trade, regional and national competitiveness. This study highlights the problems related to the relationship between the central and regional governments as determinants of regulations that are codified for investment, product characteristics of regency / city government regulations that are conducive to investment competitiveness in the region, and the competence of district / city governments in setting conducive regulations for investment using an empirical approach. The conclusion of the results of this study is that the synergy between the central and regional governments is needed in designing conducive regulations to encourage the business and investment climate in the region, namely the product of regional regulations that do not conflict with the higher applicable regulations, efficient in tariff setting taxes, regional levies, and do not result in a high cost economy, do not result in double taxation with central taxes or with other regional taxes / levies, are not discriminatory, guarantee legal certainty and are equal in the eyes of the law, there is standard certainty services related to licensing); and regulations that are environmentally friendly, namely local regulations that support the management of natural resources well so that natural resources can be utilized optimally and sustainably. Recommendations in this study are: Central and regional governments must synergize and harmonize regulatory products at the central and municipal district levels, the regency and city governments must take the initiative to revise regulations on taxes and levies whose substance and material content are contrary to the regulations above, district governments and the city in formulating and determining the direction of reform policy and the implementation of governance in the regions must be oriented and refer to hierarchical relations between the central government and regional governments to support national development.Keywords: District /City Government, Regulation, Investment Abstrak Tujuan otonomi daerah dan desentralisasi kewenangan pada pemerintah kabupaten dan kota diantaranya adalah memperpendek birokrasi dan mengoptimalkan pelayanan publik. Pada kenyataannya produk peraturan daerah yang tumpang tindih kompetensinya, bertentangan substansi dan materi muatannya dengan peraturan-peraturan daerah lainnya yang sejajar, maupun dengan peraturan-peraturan yang ada diatasnya, yang berimplikasi pada munculnya kerumitan birokrasi perijinan, dan ketidakpastian masyarakat dan dunia usaha dalam melakukan kegiatan usaha serta aktivitas investasi, minat pemilik modal, dan daya saing usaha/ perdagangan, perekomian daerah maupun nasional. Penelitian ini menyoroti permasalahan-permasalahan terkait dengan relasi antara pemerintah pusat dan daerah sebagai faktor penentu regulasi yang kodusif bagi investasi, karakteristik produk regulasi pemerintah kabupaten/kota yang kondusif bagi daya saing investasi di daerah, dan kompetensi pemerintah kabupaten/kota dalam menetapkan regulasi yang kondusif bagi investasi dengan  menggunakan pendekatan empiris. Kesimpulan dari hasil penelitian ini adalah  sinergi antara pemerintah pusat dan daerah diperlukan dalam merancang regulasi yang kondusif untuk mendorong iklim usaha dan investasi di daerah, yaitu diperlukan produk peraturan daerah yang sifatnya tidak bertentangan dengan peraturan-peraturan yang lebih tinggi yang berlaku, efisien dalam penetapan tarif pajak, retribusi daerah, dan tidak mengakibatkan ekonomi biaya tinggi, tidak mengakibatkan pungutan berganda (double taxation) dengan pajak-pajak Pusat  atau dengan pajak/retribusi daerah lainnya, tidak diskriminatif, menjamin kepastian hukum dan kedudukan yang sama di mata hukum, adanya kepastian standar pelayanan yang berkaitan dengan perizinan); dan perda yang ramah terhadap lingkungan, yaitu perda yang mendukung pengelelolaan sumber daya alam dengan baik agar sumber daya alam dapat dimanfaatkan secara optimal dan berkelanjutan.  Rekomendasi pada penelitian ini yaitu: Pemerintah pusat dan daerah harus bersinergi dan mensikoronkan produk regulasi di tingkat pusat dan daerah kabupaten kota, pemerintah daerah kabupaten dan kota harus berinisiatif merevisi regulasi pajak dan retribusi yang substansi dan materi muatannya bertentangan dengan peraturan yang ada diatasnya, pemerintah kabupaten dan kota dalam merumuskan dan menetapkan arah kebijakan reformasi dan penyelenggaraan pemerintahan di daerah harus berorientasi dan  mengacu pada hubungan hierarkhi antara pemerintah pusat dan pemerintah daerah untuk mendukung pembangunan nasional. Kata Kunci: Pemerintah Kabupaten/Kota, Regulasi, Investasi

ABSTRACT. The purpose of this study is to find out about the Optimization of Regional Taxes and Levies in Increasing Regional Original Revenue (PAD) in Tanjungpinang City. Optimizing Regional Taxes and Levies is the largest and potential financial source for the region. Then the Government must be able to develop and increase the sources of revenue from Regional Original Income (PAD). The type of research used in this study is descriptive research with a qualitative approach. The data sources used are secondary data with data collection techniques using reports on the realization of regional taxes and levies in the Tanjungpinang City Government. From the results of the study, it was found that during 2012-2016 the realization of PAD generated by the Regional Tax and Retribution Management Agency in Tanjungpinang City met the budget. The increase in the realization of PAD 2012- 2016 is inseparable from the efforts of the Tanjungpinang City Government to support the implementation of regional autonomy and to analyze the magnitude of the potential of PAD originating from Taxes and Regional Retributions in Tanjungpinang City. Based on the results of the study, it was concluded that the Tanjungpinang City. Government must be able to improve cooperation with other related agencies and institutions in managing local taxes and levies so that the Government can optimize operations, control taxpayers as well as coordination and maximize revenue from the local tax and retribution in local sectors. This article discusses the struggles of urban social movements for a de-neoliberalisation of housing policies in Poulantzian terms as a “condensation of the relationship of forces”. Drawing on an empirical analysis of the “Berliner Mietenvolksentscheid” (Berlin rent referendum), which was partially successful in forcing the city government of Berlin to adopt a more progressive housing policy, the article argues that urban social movements have the capacity to challenge neoliberal housing regimes. However, the specific materiality of the state apparatus and its strategic selectivity both limit the scope of intervention for social movements aiming at empowerment and non-hierarchical decision-making.

The research aims to uncover the symbols in the novel The Alchemist and to gain knowledge about the moral teachings in the symbol. This research is descriptive qualitative approach. Data sources in this study are words, phrases or sentences in the novel Alchemist. Data collection method is a literature study method with note taking technique. Data were analyzed using description and content analysis methods. The results showed that the novel The Alchemist contained many symbols. These symbols include: (1) wise parents, who symbolize both negative and positive things. From his appearance, parents can symbolize something bad, but behind his old age he symbolizes a knowledge that is very much and wise; (2) stones that symbolize something hard, not easily broken, and can provide clues to something; and (3) deserts or deserts which can be interpreted as symbols of drought, aridity, unattractiveness, emptiness, despair, determination for ignorance, and also as symbols of devotion.

The relationship between Fulani herdsmen and farmers has in recent years become hot-tempered motivated by competitive control of land resources, particularly in central and north-east Nigeria. In Taraba State, the ongoing nomadic migration pattern from the Sahel in quest of pastures has led to violent confrontation between Fulani herdsmen and farming indigenous natives. Using a descriptive approach consisting of documented evidence, in-depth interviews, and focus group discussions, the analysis revealed that conflicts between Fulani herdsmen and indigenous native farmers have culminated in population displacement and destruction of life and property in numerous rural enclaves in Taraba State. Despite the consequences of the conflicts, the Taraba State government was unable to act proactively because of the centralization of command over Nigerian security agencies. Accordingly, the study suggests decentralization of security agencies in Nigeria, especially the police, as the way forward for effective security governance in Nigeria.


Punjab has emerged as an important rice-producing state in the country. The state with 1.53 percent of the geographical area of the country produces more than 11 percent of total rice production in the country. The production of rice in Punjab increased more than 10 times due to an increase in area and yield. The growth of a rice crop at such a high rate over 20 years in Punjab is indeed a rare phenomenon in the history of agricultural development in the world. Due to extensive cultivation of rice in Punjab, the state has been over-exploiting the groundwater, more than its recharge. Most of the tube-well dominated districts of the state, witnessed the fall in water table more than 20 to 30 cm per year. To dispose of the paddy straw, the farmers of Punjab generally opt for burning it. This practice of burning of paddy straw besides nutrient loss is posing a serious problem for the public health and transportation system. Rice has now become a problematic crop for Punjab state due to its ill effects on its natural resources, that is, the water and soil environmental degradation. The Punjab Agricultural University experts and other committees estimated that the total groundwater recharge from all sources can sustain/support only 16-17 lakh ha of paddy in Punjab. The area under the crop increased to 29 lakh ha which was unsustainable in the long run. The area under rice in Punjab should be stabilized at 16-17 lakh ha and the remaining paddy area should be shifted to other crops like pulses, oilseeds, maize, fruits, and vegetables, etc. requiringless water, to achieve proper water balance. Thus diversification of some area from paddy is in the interest of Punjab farmers, State government and the Central government for long term food security on a sustainable basis.
