The mandate of government policy is to flatten bureaucracy structure through transferring administrative positions to professional ones. Such policy has caused many issues. Thus, it is necessary to develop professional positions. This research analyses three strategic aspects of professional position development that include legal, technical, and welfare aspects using a systematic literature review method. It shows that the legal aspect requires certain policies to accelerate the implementation of flat bureaucracy and problem-solving in organizational structure as well as in personnel management. The government's commitment is required by the planning system related to the development of professional positions both at the central and regional levels. In the technical aspect, the analysis shows competency development become mandatory for agencies to solve the competency gap between administrative positions and professional positions. Then on the welfare aspect, there is an income gap between administrative positions and several professional positions. The government has to make a regulation about allowance to resolve the income gap.

This article aimed to analyze the Government Policy in the process of implementing education to improve National Security at the Sebatik Island of Nunukan Regency. The author analyzed using Bardach’s Eightfold path to more effective problem solving which consists of defining the problem, assembling the evidence, constructing the alternatives, selecting the criteria, projecting the outcomes, confronting the trade-offs, deciding, and telling the story. This is a descriptive-type study with a qualitative approach. Study results shows that in Nunukan Regency, especially Sebatik Island that is considered as a Frontier, Outermost, and Underdeveloped region, which also lies at the border between Malaysia and Indonesia—haven’t been optimally carrying out policies on education implementation for improving national security. This was also proven by the number of schools that lack the necessary facilities and infrastructures, in addition to the curriculum that has yet to instil national security strengthening in schools and the lack of routine for nationalism-related activities given by the local government. Therefore, the local government should synergize with other parties, such as the Indonesian Army and education communities to improve national security in Sebatik Island while also strengthen the students’ sense of nationalism through accommodating school subjects on Indonesian nationality and culture.

This study aims to determine the income of beef cattle breeders, to determine the analysis of beef cattle business in terms of financial and non-financial aspects, and to determine whether the beef cattle business can help breeders' lives in fulfilling  their  needs. The research was conducted  in Pulau Rakyat Subdistrict, Asahan Regency in July-August 2020. The types of data used in this study are primary data and secondary data. Determination  of  the sample by stratified sampling, namely by dividing three groups based on livestock population, namely the low population group (1-10 cow), the medium population group (11-20 cow)  and the high population group (21-41 cow) then by purposive sampling, namely by taking 9 farmers from each population group.           The results showed that beef cattle  acceptance could meet production costs so that the income was positive. The financial analysis of beef cattle business on smallholder farms  obtained  the value of  R/C >1, the value of  BEP >0, value Net B/C and Gross B/C >1, the NPV value >0 or positive, the IRR value with an interest rate of 16.75%, respectively is 25.85%, 25.80% and 26% greater than the rate interest and PP 7,7,5 months respectively before the project age (5 years). Based on the results of the non-financial analysis, it shows that the beef cattle business in Pulau Rakyat District in the legal aspect shows that the beef cattle business does not require a business license from the government because the ownership scale has not reached the applicable rules, namely >50 heads. The organizational aspect is that breeders are not tied to farmer/livestock groups, this is because the system in farmer groups is considered too complicated for breeders. The technical aspect explains that the location of the beef cattle business is strategic and the workforce used is that of family members. The management aspect explains that the farmer has managed the beef cattle business as much as possible to produce good productivity. The marketing aspect explains that the products produced have been accepted by the market and are profitable for breeders, breeders sell cattle directly to agents and the price of cows varies depending on gender, age of cattle and body weight of cattle.

Public health is the main priority of the government policy. In line with this, various efforts have been undertaken to improve the health of the community, including vaccination programs, explicitly the injection of vaccines, specifically immunization among children. This is due to the transmission of various types of diseases that risks the survival of children. However, there are parents who reject giving the vaccine to their children based on claims of non-halal vaccine sources and the adverse events following immunization. They deny the importance of vaccines by choosing alternative treatments that are said to be better and safer. Since the vaccine injection is not a mandatory requirement by the government, they feel entitled to reject the vaccine injection by choice. As a result of the vaccine rejection, some previously reduced vaccine-preventable diseases are on the increase in Malaysia. Therefore, this literature review, based on the qualitative approach, discusses the polemics of vaccines and governmental authorities in enforcing a policy from an Islamic ruling perspective. Findings of this study indicate that based on the principle of maslahah in Islam, it is permissible for the government to devise vaccination as a compulsory requirement for the citizens. Thus, the government can enforce mandatory vaccinations so that parents will allow their children to be vaccinated. The effects of not vaccinating children are not on the children only; they also pose risks to the community at large.

The objective of this research is to enquire about all the major aspects of privatization. It is evident from the government policy that we observe now days that organizations which were previously owned by government are now privatize but what are the impacts that are created on employees. Therefore, we have discussed with different aspects of employees like compensation, harassment, job security & social security. These factors are also studied in depth under literature review. This research belong to Pakistan only and studied different people from different backgrounds. A questionnaire of sample size 180 respondent.

The government has done many efforts in managing poverty problem, but the poverty problems were still unsolved and it didn’t have any real comprehensive solutions yet. The results were, first: the implementation of government policy was still ineffective, because of internal factors namely culture and low educational level and the external factors like there weren’t any valid data and mapping about poverty profile, and specific comprehensive goverment policy and law. Secondly, the main problems regarding to the poverty management were education, skill, and government policy that still using “project”  paradigm and aid, there was no exact regulation and institution focused in managing poverty problems and culture. Thirdly, the effective Pemda policy models by create Perda and make composed specific regulation and institution empowering programme. Keywords: government policy, poverty, problem solving models.

The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.

Palm oil industry in Indonesia has been growing rapidly. But, unfortunately the growth is only effective on upstream industry with low value products, such that potential downstream value added are not explored proportionally. The government is therefore in the process of developing an appropriate policy to strengthen the national palm oil downstream industry. This paper proposes that an approriate policy for developing palm oil downstream industry could be derived from the maps of value chain and existing technology capability of the industry. The result recommends that government policy should emphasize on the supply of raw materials, infrastructure and utilities, as well as developing the missing value chain industry, especially ethoxylation and sulfonation.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

The aim of this study is to investigate the factors influencing the entrepreneurial success of rural women entrepreneurs in Bangladesh. Non-probability sampling specifically convenience sampling is used to draw the sample and data is collected using the self-administered survey. Regression analysis and descriptive statistics are used to analyze the data. The study discloses that motivational factors, government policy and financial support have significant influence on the rural women entrepreneurial success in Bangladesh. Due to lack of suitable training and proper development as well as ICT knowledge, the rural women of Bangladesh could not accomplish the achievement. Half of the total populations of Bangladesh are female and most of them live in rural areas. Therefore, the government and the policymakers in Bangladesh should develop the potential of rural women entrepreneurs by providing development facilities, proper training, and ICT knowledge.
