This article aimed to analyze the Government Policy in the process of implementing education to improve National Security at the Sebatik Island of Nunukan Regency. The author analyzed using Bardach’s Eightfold path to more effective problem solving which consists of defining the problem, assembling the evidence, constructing the alternatives, selecting the criteria, projecting the outcomes, confronting the trade-offs, deciding, and telling the story. This is a descriptive-type study with a qualitative approach. Study results shows that in Nunukan Regency, especially Sebatik Island that is considered as a Frontier, Outermost, and Underdeveloped region, which also lies at the border between Malaysia and Indonesia—haven’t been optimally carrying out policies on education implementation for improving national security. This was also proven by the number of schools that lack the necessary facilities and infrastructures, in addition to the curriculum that has yet to instil national security strengthening in schools and the lack of routine for nationalism-related activities given by the local government. Therefore, the local government should synergize with other parties, such as the Indonesian Army and education communities to improve national security in Sebatik Island while also strengthen the students’ sense of nationalism through accommodating school subjects on Indonesian nationality and culture.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This chapter details how power is allocated in the UK, and its organisation in terms of devolution and regional and local government. Power in the UK is divided into three branches or arms of state: legislature (law-makers), executive (government and administration), and judiciary (courts and judges). Before devolution, the government’s (executive’s) administrative power was centralised and it extended to the whole of the UK, but devolution has made significant changes to the constitution and has brought a substantial rebalancing of power in the government of the UK. Since devolution’s introduction, the power of central government no longer extends to the growing areas of domestic policy that have been devolved to Scotland, Wales, and Northern Ireland. The UK government’s remit therefore now covers England and the whole of the UK on non-devolved matters including the conduct of foreign affairs, defence, national security, and oversight of the Civil Service and government agencies.

This research related to the implementation of good governance, free from corruption, collusion and nepotism. The approach used in this research is a descriptive qualitative approach. The Location of research conducted in the District of Pemalang. Based on the research results can presented that the District of Pemalang is committed and fully supports the government policy in eradicating corruption. District of Pemalang support to efforts to more information accelerate the eradication of corruption stated in the the Regional Action Plan to Accelerate the Eradication of Corruption (RAD-PK) in 2011 -2016 which refers to the Medium Term Development Plan (RPJM) District of Pemalang from 2011 to 2016 and the National Action Plan for Eradication of Corruption (RAN-PK) and the President of Republic of Indonesia Instruction No. 5 Year 2004 on Accelerating the eradication of corruption. RAD-PK 2011-2016 District of Pemalang is a document that contains an action program that aims to accelerate the eradication of corruption. RAD-PK as a program of action containing concrete measures that have been agreed by the stakeholders in the area, so it has been a commitment of local governments prevention efforts corruption through the development of programs and activities aimed at improving public services and the application of the principles of good governance. Keywords: governance, eradication, corruption

Kesetaraan gender khususnya di sektor kerja formal memang masih menjadi permasalahan di kalangan masyarakat sehingga permasalahan yang diangkat dalam tulisan ini adalah bagaimana kebijakan pemerintah daerah untuk melaksanakan kesetaraan gender di sektor kerja dalam rangka pemenuhan hak sipil bagi perempuan; apa yang menjadi faktor penghambat dan faktor pendukung dalam melaksanakan kesetaraan gender di sektor kerja dalam rangka pemenuhan hak sipil bagi perempuan; dan langkah-langkah yang perlu dilakukan untuk meningkatkan pelaksanaan kesetaraan gender di sektor kerja dalam pemenuhan hak sipil bagi perempuan. Metode penelitian bersifat dekriptif-analisis dengan menggunakan pendekatan kualitatif untuk memperoleh gambaran kebijakan pemerintah daerah dalam pelaksanaan kesetaraan gender di sektor kerja dalam pemenuhan hak sipil bagi perempuan. Faktor keluarga dan budaya belum memberikan ruang luas bagi perempuan untuk mendapatkan kesempatan promosi jabatan, pendidikan dan pelatihan. Selain itu masih ada keterbatasan sarana seperti ruang laktasi, tempat penitipan anak, dan toilet yang terpisah antara laki-laki dan perempuan. Langkah yang perlu dilakukan adanya pemahaman dari aparatur pemerintah Kabupaten/Kota mengenai kesetaraan gender di sektor kerja formal. Perlu penguatan kebijakan pemerintah daerah dalam mendukung implementasi kesetaraan gender di sektor kerja formal.AbstractGender equality, especially in the formal job sector, indeed still get problems in society, today. The problem wants to solve in this writing is how local government policy to implement gender equality in job sector in order to satisfy woman civil rights; and steps need to do to raise practice of gender equality in job sector of woman civil rights fulfillment. This research method is analysis descriptive with a qualitative approach. Family and culture factors have not given a huge space to women to get the chance of promotion, education, and training, yet. Furthermore, it still finds a limitation of facilities such as lactation room, daycare places, toilet both male and female. It is necessary a mutual understanding of regency government /city officers related to gender equality in the formal job sector. It requires a capacity of local government policy in supporting its implementation.

Urban city mentoring is a form of actualizing the Tri Dharma Perguruan Tinggi through the community services activities, social devotion and the development of scientific implementation. Community assistance activities is also a media for IPDNs lecturers to combine between the theories to the government problems with current issues as to enrich the existed theories or to abort the anomaly theory. This service activities are also expected to benefit in particular for Local Government as a form of partnership for the success of government programs, regional development and community building by finding the common solutions to the problem that faced by people in the region. The material of community assistance implemented by IPDNs lecturers team and Praja in Tarakan city derived from research which has valid and benefit for the public. Urban population policy issues, Urban community empowerment and drug eradication. The final result of the urban community assistance is government policy recommendations that could be a reference for Tarakan city in determining the direction of Local Government Policy.

The research focuses on describing the implementation of the policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict, Cirebon City. In relation to the policy implementation, questions of the research are: (1) how the policy of community information groups in Kejaksan Subdistrict is implemented, (2) what factors support and inhibit the policy implementation in Kejaksan Subdistrict, and (3) what efforts are conducted to develop and to empower the social communication institutions of community information groups in Kejaksan Subdistrict. Method of the research is descriptive-qualitative. Data of the research are collected through observation and interviews. Results of the research indicate that the community information groups can be the facilitator for the community, the partner of the local government, the aspiration and information channel for the community. The implementation of the government policy of developing and empowering social communication institutions of community information groups in Kejaksan Subdistrict finds another dimension, namely the importance of budget and fund and monitoring, in addition to the factors of policy implementation used as an approach of the research.Keywords: Policy Implementation, Community Information Group, Social Communication, Empowerment.

Purpose of Study: Creative industry is one of the economic sectors that important to get attention from the government. Absorption workers in the creative industry are very large considering the main capital in this industry is idea and creativity. An employee who works on large industry, often replaced by mechanical power by efficiency reason. This is different from the creative industry which had to take creativity owned by a human being to maintain its existence. The rattan industry in this area has been able to penetrate the export market in the Netherlands, Germany, The United States, and Australia. Although has penetrated the export market, a number of problems experienced by actors of the creative industry, such as difficulty in competition with other countries related to the design of products and the difficulties to participate in the event of the international exhibition. Methodology: The methodology used in this research is nondoctrinal, its describe clearly on local government policy in the development of the rattan creative industry in Trangsan Village, Gatak, Sukoharjo, Central Java. Results: This study found that one of an industry that relatively has been shown to be able to survive in the center of turbulence and national and global economic crisis is the rattan industry in Trangsan Village. Implications/Applications: Looking at these problems, the local government should take an active role to provide support for rattan industries of Trangsan Village by facilitating ease licensing and integrated technical assistance in connection to promoting both through social media and facilitation to be fit for as well as in international events.

This study aims to analyze the steps for solving mathematical problems by students' understanding of the geometric material in story problems based on the Polya technique. This research was conducted in one of the Islamic elementary schools in Batu City on six students in grade 6. The approach taken is to use a descriptive qualitative approach. The research was carried out using triangulation methods, namely observing the problem-solving process, interviews, and reviewing documents (students' work). Interviews in this study were conducted with several students, namely two high ability people, two low ability people, and two medium ability people. The analysis was carried out by concluding the data obtained based on the observations that have been made. The study results showed that the Polya technique showed different results on the results of solving the problems of each category of students in solving story problems about the area of squares and rectangles. Based on these results, it can be seen that students' understanding of the geometry material on the story problem.

This paper studies the views of Sasaknese Muslim Scholars toward the Hybrid Contract, in Lombok Island Indonesia in terms of their argumentations, typologies, and applications which becomes confusion in the society. The paper argues that problem in the transaction exists clearly. It is because of the limited meaning of Riba which is very strict that raises the society to fear to do the both in individual and group transactions since Riba have been prohibited by Al-Qur’an. While, the globalization of economic world rapidly runs which people must catch up with it. Then, related to the financial aspect of the Islamic teaching is tasted that it is running at its place. Hence, it needs to the solution. One of the solutions is applying Hybrid Contract in the view of TGH where they are very influential the life of society. Moreover, Lombok island is popularly known as thousands mosque island and soon as being seen from different references and facts. Consequently, for understanding the above phenomenon, the researcher used qualitative approach, juridical approach, and sociology by collecting data through observation, and interview to know typology Muslim scholars about hybrid contract by a hope to be the contributions for the government to take a policy. .

Based on Law Number 23 of 2014, the potential for improving community welfare is an optional affair by the government. This encourages every local government to develop a tourist village. Therefore, this study provides an overview of the application of the rules in order to develop the Kepuharjo Tourism Village in Cangkringan District, Sleman Regency. Furthermore, this study uses the type of rule application from George C. Edward III. In the preparation of this research, the researcher used a descriptive qualitative approach. This means that the types of data sources used are primary and secondary data. Based on the results of interviews and observations, it can be concluded that the implementation of the policy for developing the Tourism Village of Kepuharjo Village is not optimal. The implementation of the program is not optimal because there are several factors that influence the development of tourism villages, namely from the resources and bureaucratic structures. Meanwhile, the driving factors for the development of the tourism village are aspects of communication and disposition.
