Peatlands conversion to dryland for plantation has caused environmental havoc and is more prone to natural disasters in Indonesia. Community engagements under village administration should be the main strategy for supporting peatlands restoration. Since the new law on villages was enacted in 2014, the village has gained authority and delegated responsibilities from the upper-level government to make rural development decisions in various sectors, including those connected to environmental management, such as peatland restoration. The recognition of authority is followed by the transfer of significant funds, called village funds, from the central government as a form of commitment to undertake the village law. Currently, applied regulations allow community engagement to utilize the village fund for supporting peatland restoration. This study investigated the community's perceptions of village fund utilization for peatland restoration through in-depth interviews and questionnaires with site-level stakeholders that influence village budget allocation-related policies. The investigated aspects included village budgeting and development planning mechanism, the capacity of the community, and rules of district government in supervising the villages. Based on our findings, the identified challenges include the absence of environmental aspects as a part of village development pillars for developing village planning and budgeting, lack of community's environmental-economical nexus knowledge, and lack of district government in supervising village fund utilization and management at the site-level. However, the opportunities to direct the village fund utilization for peatlands restoration are widely open by strengthening the roles of district government to improve village fund governance at the site level.

The research objectives are: (a) adopting local government financial accounting into village government financial accounting, (b) reconstructing the understanding of human resources on implementation of local government financial accounting into the implementation of village government financial accounting, and (c) understanding the capacity of village resources to implement village government accounting. This research uses a qualitative approach. The analytical tool adapted from Freud through (a) observation, effort to build perceptions based on observed observations in the field, (b) interviews, in-depth interviews with informants (to villages and village secretaries), and (c) documentation, declaring and documenting the past events. The findings show that the positive attitude shown by Rappoa's government apparatus is followed by positive behavior. It indicates that attitudes and behaviors demonstrated by village government and its apparatus are responsive. All government regulations, both from central government, provincial and local governments and even sub-district government must be followed by below government. The positive attitude of the village as the lowest government level should implement all the laws and regulations.

This study aims to see the community participation in the satellite area in the construction and maintenance of Drainage in the Village Marindal II District Patumbak Deli Serdang. The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well.

Purpose: The purpose of this paper is to discuss how far the linkage between the village and regional planning as well as the obstacle in preparing the RPJM Desa. This paper also aims to enhance the village officer in preparing village development and community empowerment planning related to Belitung Geopark. Methodology: This research is descriptive research with a qualitative approach. It used secondary data from RPJM Kabupaten of 2012-2017 and RPJM Desa documents. Meanwhile, the primary data was obtained from in-depth interviews. Results: The linkages between RPJMD and RPJM Village as much as 35% are strong, 62% are medium and 3% are weak, while those that are not related are 0%. There is still a weak link between RPJMD and RPJM Village due to problems in village RPJM development such as time issues, changing regulations change, village companion, coordination, motivation, and education. Implications: guidelines for preparing the RPJMDes that specifically specify the need for and how to technically harmonize the direction of development policies in the districts so that the pace of district development is aligned to the village. As well as the necessary training/practice in the preparation of the RPJMDes based on the guideline document, it is necessary to equalize perceptions between the DPOs, village stakeholders, and village facilitators.

Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

Initiation is the policy of the Bener Meriah Regency Government to evaluate the use of funds in development at the village level so that the use of funds is more targeted. Considering the existence of the village as a government organization has certain authority to manage and regulate the residents in this matter, the village is at the forefront in achieving development success, it is necessary to have an evaluation to lead to improvement. The initiation policy in evaluating as a model or new breakthrough by the District Government of Bener Meriah how to give appreciation in the form of additional funding for villages that can manage the budget on time, on quality and on target. To implement the policy model, a legal umbrella has been prepared in the form of a Perbub. The research objective is to describe and analyze the initiation policy model of the Bener Meriah Regency Government in evaluating the use of village development funds and To find out and analyze the initiation policy model strategy carried out by the Bener Meriah Regency Government in evaluating the use of village development funds. The method is a procedure carried out to find out something using systematic steps, so in this study the researcher used a descriptive qualitative method to describe the initiation policy model in evaluating the use of village development funds. Determination of informants was carried out by purposive sampling, while data collection techniques through observation and interview. The results showed that the policy model of the initiation of the Bener Meriah Regency Government in evaluating the use of village development funds as a new breakthrough was born because it was based on the improper use of funds amidst the abundance of the budget given by the government. The initiation policy model strategy undertaken by the Bener Meriah Regency Government in evaluating the use of village development funds through musrembang which then enters the implementation stage through the link between the results of the development planning and implementation becomes an evaluation of the use of funds.

Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. The purpose of the study was to determine the development planning strategy in improving the welfare of the community in Teluk Kimi District, Nabire Regency. The research applied qualitative and descriptive reaserch methods to gather primary data. Sources of data gathering ranges from informants, events and documents review. The data collection techniques were done by means of interviews, observations and documentation. In Teluk Kimi District, Nabire Regency, there are 5 villages consisting of: 1, Samabusa Village; 2. Air Mandidi Village; 3. Kimi Village; 4. Lani Village; 5.Waharia village, with samples using purposive Snow Balling technique. As many as 43 respondents are local government, district government, village government and community leaders. Method of analysis applying SWOT analysis. The results of the study are, strategic planning for village development in Teluk Kimi District, Nabire Regency has several strategies that can be done in the village development prograns by utilizing majority of the population who are still of productive age. Increasing the capacity of village and community apparatus, Utilizing existing village facilities and infrastructure, exploring and developing potential nature to the maximum, Establish good cooperation and communication between institutions to achieve the village development mission, build priority facilities and infrastructure to support the community's economy, Improve the village economy through Village Owned Enterprises, Increase empowerment activities for the community, maintain order and security at the village well, Preserving local wisdom, arts and culture in the Mee Pago area in a heterogeneous environment in Teluk Kimi District, Nabire Regency.

Abstract The prevalence of children under five with stunting in Indonesia is still high, namely 29.6%, above the 20% limit set by WHO. In Jember Regency, the number of stunting sufferers reached 17,344 in 2018 and increased in 2019 to 19,870. The increase in the number of stunting in Jember Regency is interesting to be analyzed deeper, considering that the prevention of stunting continues to be encouraged by both the central, regional and village governments. This study analyzes the socio-economic factors that cause stunting and how local government policies address stunting. The research method used is descriptive qualitative and purposive techniques to determine informants as sources. Meanwhile, the data collection technique consisted of in-depth interviews with open-ended questions, direct observation and written documents. The results showed that the factors causing stunting were early marriage, low levels of education, work and income problems. Early marriage and lack of education cause parents to be unprepared in raising children. Work and income problems where the average informant is a farm laborer. In addition, the next problem is sanitation, where some residents do not have access to drinking water and proper sanitation. Regarding the handling of the stunting problem, the Jember Regency Government policy is relatively structured, not only running programs from the central government, the district government also has special programs related to improving health in the community, especially reducing stunting rates.

The village as the smallest entity of a regional government has an important role to succeed in national development. Therefore the existence of the village remains inseparable from the central government regulation and accommodated its existence through the Law of the Republic of Indonesia Number 6 of 2014 concerning Villages. This study aims to find out and analyze the village government policy model in the implementation of the role of the Village Chief in managing the village market Sungai Gelam Subdistrict, Muaro Jambi Regency and to identify and analyze the constraints faced by the Village Head in managing the village market. and input for competent parties, especially in carrying out the duties of the village head in the management of the village market, especially in the Sungai Gelam District, Muaro Jambi Regency. The research method used is a type of empirical juridical research with a legislative approach and a conceptual approach. The procedure for sampling is done by purposive sampling. Legal materials in this study were collected through document studies (library research and field research) and literature studies. With primary and secondary data sources. Data analysis in this study was conducted qualitatively and then described descriptively. The results showed that the role of the Village Chief in managing the village market in Sungai Gelam Subdistrict, Muaro Jambi Regency had not been done properly and correctly because the village government had not been able to formally issue a policy so that it did not provide benefits to the village treasury and was considered unproductive due management that is regulated directly by the district government. On the contrary according to the fact that the village market can be managed by third parties or individuals, the obstacles faced by the Village Head in managing the village market in Sungai Gelam District are that the village government has not been given full authority in managing the village market by the Muaro Jambi district government and besides do not understand the provisions of the Minister of Home Affairs Regulation Nomor 1 of 2016 concerning Village Asset Management. In addition, the Village Requirement Agency as a village legislative body does not carry out its oversight function. While the expected results in this study are the creation of a model that is in accordance with the system and mechanism of the implementation of authority and legislation that applies in the country of Indonesia.

Maps are presented to provide information in the form of boundaries, facilities, buildings, land use and roads. Regional boundaries are one element of the village map so that it needs to be mapped in detail as a document in development planning. Enrekang Regency, which has a majority of its elders as protected areas, is still very limited in the ownership of mapping documents. The community still does not have knowledge about this mapping so that the problem of regional boundaries, regional boundaries and land use limits is still a trigger for problems in the community. Participatory mapping is a method that is needed in order to provide spatial information so that the mapping process and the resulting map are aimed at the interests of the community. In this case, counseling and mentoring activities are the beginning of the development of competence and capacity for the community in making mapping documents in Enrekang District. It is expected that this community service activity will continue in partnership activities between Unhas and the Enrekang District Government, both in training, formal education in regional and city development master programs, and assistance in planning and implementing the development of Enrekang Regency, in line with the tridharma activities of higher education.
