The purpose of the study was to determine the development planning strategy in improving the welfare of the community in Teluk Kimi District, Nabire Regency. The research applied qualitative and descriptive reaserch methods to gather primary data. Sources of data gathering ranges from informants, events and documents review. The data collection techniques were done by means of interviews, observations and documentation. In Teluk Kimi District, Nabire Regency, there are 5 villages consisting of: 1, Samabusa Village; 2. Air Mandidi Village; 3. Kimi Village; 4. Lani Village; 5.Waharia village, with samples using purposive Snow Balling technique. As many as 43 respondents are local government, district government, village government and community leaders. Method of analysis applying SWOT analysis. The results of the study are, strategic planning for village development in Teluk Kimi District, Nabire Regency has several strategies that can be done in the village development prograns by utilizing majority of the population who are still of productive age. Increasing the capacity of village and community apparatus, Utilizing existing village facilities and infrastructure, exploring and developing potential nature to the maximum, Establish good cooperation and communication between institutions to achieve the village development mission, build priority facilities and infrastructure to support the community's economy, Improve the village economy through Village Owned Enterprises, Increase empowerment activities for the community, maintain order and security at the village well, Preserving local wisdom, arts and culture in the Mee Pago area in a heterogeneous environment in Teluk Kimi District, Nabire Regency.

Sistem Pengelolaan Aset Desa (SIPADES) is a village asset administration recording application. This application provides orderly administrative facilities for the village so that the risk of losing assets can be reduced. The purpose of this study is to test and prove various individual aspects that affect operator competence in running SIPADES. The focus of the study is on the internal factors which include anxiety and computer attitudes. Another factor tested was operator training in using SIPADES in the Situbondo District Government. The data used in this study are primary data. The technique of obtaining data using a survey method. The population that is the object of research is all of the operator of the SIPADES application in Situbondo Regency. Four hypotheses were tested using multiple regression. The gender variable was used as the control variable. The results show that all hypotheses can be accepted. The variables of anxiety, attitude, and training have an effect on the operator's competence in operating SIPADES. The implication of the research is that the village government should increase the number of SIPADES operator training. This training can increase competence to run applications.

Village Government or also called Pemdes is a government agency tasked with managing village-level regions. This study aims to determine and analyze the influence of the progressive innovative leadership style of the village government on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah District, Prabumulih City. Primary data collection was carried out by distributing questionnaires and interviews to 90 respondents from 837 population representatives from the village government, community leaders, religious leaders, traditional leaders, women's groups and youth groups in Karangan Village, while secondary data was carried out with a literature review. The method used to analyze data is simple linear regression. The results of the analysis show that independent variables (leadership style) do not show a strong influence on the dependent variable (decision making) through testing the analysis of the coefficient of determination (R2). In addition, the results of the study also showed that the progressive innovative leadership style of the village government had no effect on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah Subdistrict, Prabumulih City. This can happen because the leadership style adopted by the Karangan village government prior to Law No. 6/2014 has applied leadership to open the widest possible participation space for the community to participate in transparent and accountable village development planning which later becomes a characteristic of the leadership style innovative progressive. This study briefly analyzes the interaction process between village and sub-district government actors in the management of population administration service innovation. The research method used is a qualitative descriptive approach. The data were obtained through primary data and secondary data. Qualitative data analysis begins with collecting data through interviews and studying relevant various documents which related to the object of research, then reporting the results of the research. The results showed that there was an imbalance in the process and interaction between actors, the village government and the Village Consultative Body. The head of a village at the end of his term is not required to provide a report so that the evaluation function of the performance assessment does not run optimally. However, the governance of public service innovation in several villages in South Lampung has involved universities through various collaborations such as the implementation of community Service and research activities. The findings  also reveal that research and partnership activities optimize improving the service administration system. Furthermore, the actors have played a role in carrying out the socialization of the implementation of innovation programs to accelerate the realization of independent villages

Abstact : The process of implementing village development activities requires a good planning. In the preparation of development planning, the village government is required to be accountable and participatory, considering that this is the mandate of the Regulation. In addition the quality of village development will be determined by the extent of the role of the community in providing aspirations, implementing, monitoring, and evaluating the village development as well as the extent to which the village government is able to implement the values of accountability so that the community has access to information and data related to village development. This study using a qualitative approach. Primary data sources in this study were obtained through interviews with the objects interviewed, including: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, and Tokoh pemuda. Based on the results of the analysis of this study, it is known that the level of involvement of the villagers in Sumberngepoh in the process of planning, implementing, and monitoring development is still lower. Communities that should be involved have not been well involved, such as vulnerable groups, disabled people, marginal communities, the poor, and women are still not actively involved. While in terms of accountability, based on the results, it is known that the delivery of information related to the planning and implementation process of village development has started well, although there are many things need to be improved. Such as the process of submitting the reports related to the implementation of previously planned development. Keywords : Participatory, Development Planning and Accountability. Abstrak: Proses pelaksananaan kegiatan pembanguna desa memerlukan perencanaan yang baik. Dalam penyusunan perencanaan pembangunan, pemerintah desa dituntut untuk akuntabel dan parisipatif, mengingat hal tersebut merupakan amanah UU Desa. Selain itu kualitas pembangunan desa akan ditentukan oleh sejauh mana peran masyarakat dalam memberikan aspirasi, melaksanakan, mengawasi, dan mengevaluasi pembangunan desa serta sejauh mana pemerintah desa mampu menerapkan nilai-nilai akuntabilitas sehingga masyarakat memiliki akses terhadap informasi dan data terkait pembangunan desa. Penelitian ini menggunakan pendekatan kualitatif. Sumber data primer dalam penelitian ini diperoleh melalui wawancara dengan objek yang diwawancarai, antara lain: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, dan Tokoh pemuda. Berdasarkan hasil analisa dari penelitian ini, diketahui bahwa tingkat keterlibatan warga Desa Sumberngepoh dalam proses perencanaan, pelaksanaan, dan pengawasan pembangunan masih belum maksimal. Masyarakat yang sepatutnya terlibat belum terlibat dengan baik, seperti kelompok masyarakat rentan, difabel, masyarakat marjinal, masyarakat miskin, dan kaum perempuan masih belum terlibat secara aktif. Sementara dari sisi akuntabilitas, berdasarkan dari hasil anlisa diketahui bahwa penyampaian informasi terkait proses perencanaan dan pelaksaan pembangunan desa sudah mulai baik, walaupun masih banyak hal-hal yang perlu diperbaiki. Seperti proses penyampaian laporan terkait pelaksaan pembangunan yang telah direncanakan sebelumnya. Kata Kunci : Partisipasi, Perencanaan Pembangunan dan Akuntabilitas.

The purpose of this research is to find out the effectiveness of the management of village fund allocation in the Village Government in Batu City and to find out the opportunities and challenges faced in managing ADD. Data analysis used in this study is to use the effectiveness measurement ratio in accordance with the effectiveness criteria and use the SWOT analysis. The results of this study indicate the effectiveness of the management of village fund allocations in 19 villages in Batu City in 2017-2018 already in effective criteria. Opportunities faced in ADD management are the role of the role of the city government, the sub-district government and village facilitators, the synergy between the city and village governments, the information system, the increasing welfare of the community and the economy and improving village infrastructure facilities and infrastructure. The challenges faced in the management of ADD are the uncertainty of the ADD disbursement process, the reduced budget from the city government, the success rate of the program that is not according to plan and the delay in regulation regarding village financial management.Keywords : ADD, Effectiveness village funds allocation, SWOT analysis

One of the progress of the village is determined by the quality of its development planning. Development planning so far still leads to the practice of state-centered approaches. The community is "forced" to accept the results of development that have been carried out by the village government. Community participation and village institutions are often forgotten in the development planning process. This study tries to discuss and explain how the participatory governance model in making the Medium Term Development Plan (RPJM) Lubuk Sakat Village, Perhentian Raja District, Kampar Regency? This study uses a qualitative approach and collects data through interviews and document studies. The results of the study showed that the participatory governance model greatly assisted the village government in preparing the RPJMDes because it could allocate all resources from stakeholders to create village development planning policies. Furthermore, collaborative and participatory governance models can be used in the mechanism or stages of the village situation analysis (desk study) and SWOT analysis, identification of future needs, detecting needs and making strategies and action plans in overcoming problems in Lubuk Sakat village.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.
