Prosperity is the ultimate goal of every nation or region that can be achieved through economic development. One of its indicators is Human Development Index (HDI) of the region. This research is aimed at identifying the effect of economic development and capital expenditure towards HDI. The data used in the research were panel data gained from fourteen cities/regencies in West Kalimantan in 2008 to 2012. The data were analysed by means of fixed effect method. The findings show that economic development and capital expenditure positively and significantly affect human development index.

Tujuan penelitian ini untuk melihat pengaruh Produk Domestik Regional Bruto (PDRB) dan belanja pemerintah fungsi pendidikan terhadap Indeks Pembangunan Manusia (IPM) Provinsi Kepulauan Bangka Belitung periode 2014-2018. Penelitian ini menggunakan pendekatan kuantitatif. Data yang digunakan adalah data panel kabupaten/kota di Provinsi Kepulauan Bangka Belitung yang terdiri dari Bangka, Belitung, Bangka Barat, Bangka Tengah, Bangka Selatan, Belitung Timur, dan Pangkal Pinang tahun 2014-2018. Teknik analisis data dalam penelitian ini menggunakan analisis regresi data panel dengan model fixed effect. Hasil penelitian menunjukkan bahwa Produk Domestik Regional Bruto dan belanja pemerintah fungsi pendidikan berpengaruh positif dan signifikan terhadap Indeks Pembangunan Manusia di Provinsi Kepulauan Bangka Belitung.The purpose of this study was to examine the effect of Gross Regional Domestic Product (GRDP) and government spending in the education function on the Human Development Index (HDI) of the Province of Bangka Belitung Islands in the 2014-2018 period. This study uses a quantitative approach. The data used are district / city panel data in the Bangka Belitung Islands Province consisting of Bangka, Belitung, West Bangka, Central Bangka, South Bangka, East Belitung, and Pangkal Pinang in 2014-2018. Data analysis techniques in this study used panel data regression analysis with Fixed Effect models. Research Results Show that the Gross Regional Domestic Product and government spending in the education function have a positive and significant effect on the Human Development Index in the Bangka Belitung Islands Province.

ABSTRACTRecent advances in historical national accounting have allowed for global comparisons of GDPper capitaacross space and time. Critics have argued that GDPper capitafails to capture adequately the multi-dimensional nature of welfare, and have developed alternative measures such as the human development index. Whilst recognising that these wider indicators provide an appropriate way of assessing levels of welfare, we argue that GDPper capitaremains a more appropriate measure for assessing development potential, focussing on production possibilities and the sustainability of consumption. Twentieth-century Africa and pre-industrial Europe are used to show how such data can guide reciprocal comparisons to provide insights into the process of development on both continents.

This study aims to test and analyze: 1 Influence of Capital Expenditure Allocation to Economic Growth, 2 Influence of Allocation of Capital Expenditure and Economic Growth to Human Development Index, 3 Influence of Capital Expenditure Allocation, Economic Growth and Human Development Index to Poverty in Districts / Cities in North Maluku Province. The research method used is panel data regression. The results of this research founded that model 1 influence of Capital Expenditure Allocation have significant influence to Economic Growth. Model 2 Capital Expenditure Allocation has a positive but insignificant influence on the Human Development Index even though the increase is not significant while Economic Growth has positive and significant effect on Human Development Index while model 3 allocation of Capital Expenditure has positive and significant influence to Poverty. While Economic Growth has a negative impact on Poverty, Furthermore, Human Development Index (HDI) as an indicator of strengthening of human resources has a negative and significant influence on Poverty level in 9 regencies of North Maluku Province.  Keywords: Allocation of Capital Expenditure, Growth, Human Development Index, Poverty

This study aims to analyze the effect of capital expenditure and economic growth simultaneously on the Human Development Index (HDI) in districts/cities in North Sumatra. This type of research is a descriptive-quantitative approach that suppresses its analysis of numerical data that is processed by the statistical method. Sources of data in this study were taken from the Central Bureau of Statistics of North Sumatra for the HDI data. The sample in this study is all districts/cities in North Sumatra for the period 2013-2017. The data analysis technique used in this study uses panel data regression with Eviews 7 because, in this study, there are characteristics of cross-section and time-series data simultaneously. The results of this study indicate that capital expenditure partially has a positive and significant effect on the Human Development Index in districts/cities in North Sumatra. Economic growth partially has a positive and significant effect on the HDI in districts/cities in North Sumatra, and capital expenditure and economic growth have a positive and significant effect simultaneously on the Human Development Index in districts/cities in North Sumatra.

The structure of Regional Development Budget (hereafter APBD) of Papua Province, which is mostly sourced from  Government transfers tends to increase every year. This requires prioritising the use of capital expenditure that can improve the welfare of the community. However, it is an irony that the poverty rate in Papua Province ranks first in Indonesia as indicated by the Human Development Index (HDI), below the national average HDI. The objective  to analyse the structure of the APBD (General Allocation Fund - hereafter DAU, Special Allocation Fund - hereafter DAK and Revenue Sharing Fund - hereafter DBH) and financial performance of Papua's Human Development Index in 2013-2018 with capital expenditure as an intervening variable. Quantitative approach is used with secondary data type, which is processed using the IBM SPSS Amos application.  This study indicate that the increasing APBD structure will be able to increase the HDI but capital expenditure does not mediate the APBD structure to the HDI. Furthermore, financial performance has no impact on increasing the HDI as the capital expenditure does not mediate financial performance on the human development index.

Economic development and growth had been the most important target among all goverments throughout the history. In this respect, Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzstan in Middle Asian Region had chosen development as primary target in 20 years time after their independence. Human capital is the leading factor to maintain economic development and growth. Development and growth terms over which different meanings and concepts were imposed in time, necessitated several political economic alterations. Before 1970’s, increase in income had been sufficient criterion for the development of a government. But nowadays economic development incorporates factors such as life expectancy at birth, school enrolment ratio, literancy rate, gender discrimination, poverty alleviation, equal distribution of income beyond economic growth. Herewith this change political preference and priorities has started to differentiate. The aim of this study is to discuss human development index (HDI) data of 5 Middle Asian countries in 2010 and changes in HDI in years after their independence. Comparisan between Gross Domestic Product (GDP) and HDI rates are also performed within this analysis. This study consists of data of 5 Middle Asian countries between years 1990-2010. Basic, retrospective, illustrative library method is used as the study method. In conclusion, we find that increase in GDP did not reflect over HDI in Middle Asian Countries within 20-years period.

Development in the country is growing including in the West Borneo Province. However in 2015, the achievement of human development at the National level is quite low, while the District and City varied considerably. Human Development Index is one of the parameter for human development that are affected by many factors. In this paper, analysis for identify the factors for human development index in West Kalimantan Province by using Regression Analysis was conducted. Regression was based on time series data from 2012 until 2015. It is found that Fixed Effect Model is the best regression model with the R2 of 0.99853%. The influencing variables are Life Expectancy (AHH), Adjusted Per Capita (Expenditure), School Average (RLS), School Expectation (HLS), and Gross Regional Domestic Product at Constant Price (GRDP).

 The purpose of this study is to investigate the Fund Budget andCapital Expenditure on Regional Independence. The sample ithis study was taken by purposive sampling from 150districts/cities within four years-period. The study uses paneldata. Data is taken from the official website of the DirectoratGeneral of Fiscal Balance. The author uses multiple regressiowith the fixed effect method that is processed with STATA. Thresults showed that: (1) the General Allocation Fund does nosignificantly influence regional independence. (2) SpeciaAllocation Fund has a significant influence on regionaindependence. (3) Revenue Sharing Fund does not significantinfluence on regional independence. (4) Capital expenditure haa positive coefficient but does not significantly affect regionaindependence. (5) General Allocation Fund, Special AllocatioFund, Revenue Sharing Fund and Capital Expenditursimultaneously have a significant influence on regionaindependence.Penelitian ini bertujuan untuk menginvestigasi pengaruhdana perimbangan dan Belanja Modal terhadapKemandirian Daerah. Sampel dalam penelitian inidiperoleh secara purposive sampling dari 150kabupaten/kota dalam jangka waktu 4 tahun. Penelitianmenggunakan data panel. Data diambil dari situs resmiDirektorat Jenderal Perimbangan Keuangan. Penulismenggunakan regresi berganda dengan fixed effect methodyang diolah dengan STATA. Hasil penelitian menunjukkanbahwa: (1) Dana Alokasi Umum tidak signifikan berpengaruhterhadap kemandirian daerah. (2) Dana Alokasi Khususmempunyai pengaruh signifikan terhadap kemandirian daerah.(3) Dana Bagi Hasil tidak berpengaruh secara signifikanterhadap kemandirian daerah. (4) Belanja Modal mempunyaikoefisien positif namun tidak signifikan mempengaruhikemandirian daerah. (5) Dana Alokasi Umum, Dana AlokasiKhusus, Dana Bagi Hasil, dan Belanja Modal secara simultanmempunyai pengaruh yang signifikan terhadap kemandiriandaerah.

This study aims to look at the influence of the variables government spending on health and education, poverty and Gross Domestic Product (GDP) of the Human Development Index (HDI) in the province of Aceh. The analytical method used in this research is the analysis of the panel data regression model parameter estimation using a random effects model (REM). The data used is the panel data during the period 2010-2014. The results showed that the variables government spending on education and health sector no significant effect on the human development index, this happens because the district/city governments allocate their spending still more dominant that the type of expenditure that are not directly impact the IPM. While poverty variables significant negative effect on the human development index, then with reduced levels of poverty can enhance human development index. GRDP positive and significant effect on the human development index, which means that the GDP increases, IPM will also increase.Penelitian ini bertujuan untuk melihat pengaruh dari variabel-variabel belanja pemerintah pada sektor kesehatan dan pendidikan, tingkat kemiskinan serta Produk Domestik Regional Bruto (PDRB) terhadap Indeks Pembangunan Manusia (IPM) di Provinsi Aceh. Metode analisis yang digunakan dalam penelitian ini adalah analisis regresi data panel dengan estimasi parameter model menggunakan random effect model (REM). Data yang digunakan adalah data panel selama periode 2010-2014. Hasil penelitian menunjukan bahwa variabel pengeluaran pemerintah di sektor pendidikan dan kesehatan tidak berpengaruh signifikan terhadap indeks pembangunan manusia, hal ini terjadi karena pemerintah kabupaten/kota masih lebih dominan mengalokasikan belanjanya yang pada jenis belanja yang secara tidak lansung memberikan pengaruh terhadap IPM. Sedangkan variabel kemiskinan berpengaruh negatif dan signifikan terhadap indeks pembangunan manusia, maka dengan menurunnya tingkat kemiskinan dapat meningkatkan indeks pembangunan manusia. PDRB berpengaruh positif dan signifikan terhadap indeks pembangunan manusia, yang berarti PDRB meningkat maka IPM juga akan meningkat.

This study aims to obtain empirical evidence regarding the effect of operating expenditure and capital expenditure allocation on the human development index. This research was conducted in 9 regencies / cities in the province of Bali. The population in this study is the entire Report on Realization of Regional Revenues and Expenditures and the Human Development Index of all Regency / City of the Province of Bali in 2013-2017. The method of determining the sample used is a saturated sample, with a total sample of 45 observations. The data analysis technique used is multiple linear regression analysis. Based on the results of the study indicate that operating expenditure has an effect on the human development index and capital expenditure has no effect on the human development index.
