This study aims to find theories about community-based Kindergarten educational institutions management. Data were collected objectively, not influenced by observers' wishes, using questionnaires, interviews, observation sheets, and interview guides. Data validation used data triangulation method between researchers, practitioners, namely the headmasters, teachers, school committees, parents of students, and community leaders involved in Kindergarten in Kebumen Regency. Pragmatically, this study found a theory about the functions and implementation of Kindergarten that are managed professionally with support and community participation. The organization of Kindergarten educational institution organizers carried out based on the job description, the meaning is between schools, communities, and parents have their roles, functions and responsibilities based on a joint decision with increasing the growth and development of Kindergarten (Raudhlatul Athfal) professionally and competitive. Educational institution development program of Kindergarten starts with the community's idea, carried out by teacher under community supervision, and the community evaluates the results. The community functions as the facilitator of building's physical development program, completeness of facilities and other infrastructure as well as the quality development program for Kindergarten educational institution professionally.Penelitian ini bertujuan untuk menemukan teori tentang manajemen lembaga pendidikan TK berbasis masyarakat. Data dikumpulkan secara obyektif, tidak dipengaruhi oleh keinginan pengamat, menggunakan kuesioner, wawancara, lembar observasi, dan panduan wawancara. Validasi data menggunakan metode triangulasi data antara peneliti, praktisi, yaitu kepala sekolah, guru, komite sekolah, orang tua siswa, dan tokoh masyarakat yang terlibat di Taman Kanak-kanak di Kabupaten Kebumen. Secara pragmatis, penelitian ini menemukan teori tentang fungsi dan implementasi TK yang dikelola secara profesional dengan dukungan dan partisipasi masyarakat. Organisasi penyelenggara lembaga pendidikan TK dilaksanakan berdasarkan uraian tugas, artinya antara sekolah, masyarakat, dan orang tua memiliki peran, fungsi dan tanggung jawab mereka sendiri berdasarkan keputusan bersama dengan meningkatkan pertumbuhan dan perkembangan Taman Kanak-Kanak (Raudhlatul Athfal) secara profesional dan kompetitif . Program pengembangan lembaga pendidikan TK dimulai dengan gagasan masyarakat, dilaksanakan oleh guru di bawah pengawasan masyarakat, dan hasilnya dievaluasi oleh masyarakat. Komunitas ini berfungsi sebagai fasilitator program pembangunan fisik bangunan, kelengkapan fasilitas dan infrastruktur lainnya, serta program pengembangan kualitas untuk lembaga pendidikan TK secara profesional.

The modern system of preschool education is unique in its multidimensional nature of services since in a preschool educational institution a child is provided with upbringing, training, supervision, and care. The child's future academic performance largely depends on his preschool education. The article examines key indicators featuring the development of preschool education in the Krasnodar Region. The purpose of this study is to summarize the results of improvements in education, to determine the main guidelines for further activities. Today in the Russian Federation there are no mechanisms for a comprehensive quantitative assessment of the activities of preschool educational institutions; the assessment is implemented mainly using the method of expert estimates. Therefore, specialists of the education management bodies and heads of the educational institutions can compare the preschool educational institutions only based on these scattered data. The authors propose the following directions of state support for the development of the regional education system: 1) to determine the list of services on the market; provide a description and define their sourcing; 2) to develop an annually updated system of accounting for unmet needs of the population in preschool educational services; 3) to create a system for the development of entrepreneurship in the field of preschool education, given the support from public authorities.

The quality of education in an educational institution will be greatly influenced by the potential of educational institutions and the governance system. The existing potential must be optimized to support quality improvement. Likewise, the education governance system will develop well when it is implemented through a good system by professional managers. The system has been designed in detail by the government which was stipulated by the Minister of National Education Regulation No. 19 of 2007 concerning "Education Management Standards by Primary and Secondary Education Units". This regulation was prepared by the government to regulate a good, balanced and sustainable governance system.The problem is determined to what extentthe ability of educational institutions to optimize the potential of the institution and optimizing inputs, processes, outputs and outcomes, starting from planning, organizing, actuiting, and controlling. This paper will discuss the improving educational quality through optimizing the potential of educational institutions in Indonesia in order to achieve shared ideals for a better educational future.

Admission of New Students is a routine activity organized by the Educational Institution. Early Childhood Education (PAUD) is included in out-of-school education in the age range of two to five years, the goal is to help improve physical and spiritual growth and development so that children have the readiness to enter further education. Admission of New Students to Al-Qudwah is still done using prospective students visiting Al-Qudwah and filling out the registration form with paper. New Student Admission Application at Al Quwah aims to promote the school to the community at large and can also be registered without parents of prospective students visiting educational institutions. This application makes it easy for parents of prospective students to find out the facilities and infrastructure and the information available on Al Quwah. We built this application using HTML and PHP programming languages with the PHP MySQL database and using the waterfall method.

Currently, Latvian school children going to nursery schools and pre-school groups to educational institutions (schools, learning institutions, etc.) which are registered in the register of educational institutions and licensed early childhood education programs. </em><em>Researching and analyzing the importance of pre-school education, it is important to recognize that early childhood education exercise a certain type of education and the extent to which, in accordance with the concepts and principles of the guidelines are designed curriculum, targeted programs for the acquisition of educational guidance and evaluation system. Educational institution as a complex system, changes in one component affects the other components in the quality and up to date further changes; System prosperity depends on the components of mutual unity: from the planning process, eligibility and conditionality for the development of a clear and purposeful strategy for raising educational institutions.</em><em> </em><em> </em></p><p><em>Educational process - it is all a child's life, organized and managed by an adult. This should ensure the child's teaching and learning, development, education, education as a whole, and where much attention is paid to children's brain development, linking it with the child's active participation. In general, the quality of Islamic educational institutions in Indonesia can be said to lag behind non-Islamic educational institutions. The quality of education is influenced by the quality of the education management it carries out. The better the quality of management of an educational institution, the quality of education produced will certainly be directly proportional. Changing times continue to occur and competition between educational institutions is also getting tougher. If you are not able to manage an educational institution properly, you will be left behind and it is possible to go bankrupt. One of these self-improvement efforts is the need to reformulate strategic management by considering the concept of a strategic management model. The purpose of this study is to explore a strategic management model for improving the quality of Islamic education. The research was carried out through an approach to library research methods. The results of this study have shown that in fact management strategy has a concept in Islam, so there are already Islamic educational institutions to run it according to Islamic guidelines in order to improve the quality of Islamic education.

Paper is devoted to a problem related to development of economic competence of main participants in educational institutions and organizations’ pedagogical process. The concept of economic competency, its components is considered. Economic competence, being one of the fi rst instruments related to creation of means of personality’s adaptation to social and economic changes, serves as a way of personality’s development, distribution of economic knowledge, mean of human capital formation. In this paper the role of modern educational organizations and establishments in providing the educational services adequate to modern problems’ level is defi ned. According to the author, they are urged to provide a sufficient level of economic knowledge, abilities that the modern person in his/her professional activity could make decisions taking into account an interrelation of organizational, fi nancial, marketing tasks and act economically reasonable. The changes of priorities in purposes of education management sphere experts training have been revealed. Professional activity of educational institution head has been considered as a necessary component of his training, formation and vigorous activity within economic context: formation of educational services’ market, status change, educational institutions’ economic independence expansion that involves a strengthening of heads’ responsibility and a need of their professional competence level increase.

Management of Islamic education in pesantren needs to return to its historical roots in order to confirm the identity, character, distinctiveness and uniqueness. There is a spirit that is timeless, even the underlying model of ideal education in the contemporary era. Development of Islamic epistemology for education should be able to give birth to a generation of Muslims who worships in the field of religion and experts in the field of science and technology. pesantren as an educational institution of Islam with a good management should be able to play its role to achieve this goal. Whereas in fact there who think that pesantren have not been able to put its strategic position in the development of science in accordance with the times. Nevertheless, the existence of Islamic educational institutions such as pesantren is evidence that pesantren have been organized in a good management so that it can survive in changing times from time to time. More precisely knowing Islamic education management in pesantren from the perspective of epistemology may illustrate that pesantren will continue to be needed to confront the changing times.

Education is an area of social and cultural human’s life, which is made becoming spiritually mature, highly moral person, able to defend the universal, common cultural values. Education is impossible without accomplishment, and accomplishment should be targeted. Multicultural component in the educational system of any educational institution at the moment is vital, especially in our multinational country. A special place in the education of children and adolescents take humanities, and in particular the study of foreign languages by children. At the present stage in the conditions of intercultural communication is becoming increasingly common model of multilingual education. In this regard, the fundamental purpose of education should be training people in the new model of development of the international community based on universal, global values, the formation skills in children and teens to communicate and interact with representatives of neighboring cultures and in space. Educational institutions not only provide the necessary general and professional knowledge, but also to translate socio-cultural values form the patterns of behavior and skills of intercultural communication, contribute to the formation of an international, multi-cultural identity of the individual.

The article is aimed at critical evaluation and comparison of the modern and the preliminary approaches to financial provision and accounting in the sphere of education to develop recommendations for eliminating gaps and shortcomings, organizing an effective information system of management for educational institutions and rationally spending budget funds in them. As a result of the research, the impact of changes in the management and financing system on the organization of accounting is proved, new conditions and requirements for such organization in educational institutions of territorial communities are allocated. Based on the analysis of indicators of revenues and directions of expenditures of local budgets, it is concluded about an optimistic forecast of the development of the education sector of territorial communities. The impact of innovations in terms of financing and administrative transformations on the education management system in villages and settlements, as well as the organization of accounting in them, is identified. The peculiarities and organizational specifics of the formation of accounting entities, the powers of education management bodies in the implementation of the task of creating an accounting system for the implementation of the budget are determined. It is substantiated that granting autonomy to educational institutions has a positive impact on the management of them and their financial resources, but significantly complicates the issue of accounting. To solve some problematic issues, a general scheme for the formation of a accounting system in the sphere of education in the conditions of decentralization and a step-by-step scheme for the implementation of this task have been built. Prospects for further research in this direction are the formation of methodology and techniques for accounting operations carried out by educational entities, in particular, accounting display of tender and other purchases; development of recommendations on the economic substantiation of the decision on the choice of accounting method by the educational institution. Further development of research on the issues of keeping and organizing accounting in the sphere of education in the context of decentralization will increase the efficiency of spending budget funds and contribute to the growth of the quality of educational services.
