Currently we are concerned when witnessing the news about Operation CatchingHands (OTT) or the action of the regional head. As for the case in East Java alone,there were 13 regional heads affected by the KPT OTT. In 2018 yesterday the KPKconducted OTT, as many as 30 times OTT and 20 of them involved regional heads(Kompas, 2/28/2019). Regarding the Eradication of Corruption, Indonesia actually has had regulations since 1971, through Law Number 3 of 1971 concerning Eradication of Corruption. Subsequently in 1999, Law Number 31 of 1999 concerning the Eradication of Corruption Acts became the main rule regarding law enforcement in eradicating corruption in Indonesia, which was later revised through Law Number 20 of 2001 in several articles. Based on the background above, the formulation of the problem in this study is: What is the community's understanding of corruption especially in the city of Malang? The type of data used are primary data, secondary data and tertiary data. Primary data were obtained from interviews with people in Malang who were not legal experts. Whereas Secondary Data is obtained from various sources or legal materials such as Law Number 31 of 1999 Concerning Corruption and other Regulations relating to corruption. While tertiary material is obtained from various corruption cases that occur in the city of Malang. Data is processed based on qualitative analysis. Where the researcher uses secondary legal material sources, namely by examining the elements of criminal acts of corruption, especially in Law Number 31 of 1999 concerning Eradication of Corruption, is it in accordance with the applicable regulations. The process of analyzing the data first is to examine the results of interviews with the community in Malang, then analyzed using Law Number 31 of 1999 Concerning Eradication of Corruption, is it in accordance with the applicable regulations. the results of the study the authors get field data that illustrates that in fact there are already a lot of general public especially in the poor city of Lowokwaru  sub-district who understand about criminal acts of corruption, but about 16% of the people there are less understanding of corruption, they just know the meaning corruption without knowing how and what they have to do if that happens or they know even they fear their security is threatened when showing their active role against corruption.

Protection and law enforcement in the field of health for the people of Pekanbaru City is clearly still lacking, many people complain about the protection of health. So that in this study will be discussed about how the legal protection of public health services in the city of Pekanbaru based on Law Number 36 of 2009 concerning Health. This type of research is sociological, so the data source used is primary data from interviews, secondary data from libraries and tertiary data from dictionaries, media, and encyclopedias. Data collection techniques are done by observation, interviews, and literature review.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

This study aims to see the role of Bank Syariah Mandiri Kcp Ulee Kareng in developing halal tourism in the city of Banda Aceh. This study uses a qualitative method using a descriptive analysis approach. This research uses primary data and secondary data, namely by conducting interviews and centering studies and documentation which is analyzed in several stages, namely editing data, classifying, reducing, presenting data, and finally verifying. The results showed that Bank Syariah Mandiri Kcp Ulee Kareng has a role in developing halal tourism, namely in the Culinary Business Sector, Travel Service Providers and Lodging Providers. The financing provided to business actors is the financing of Micro Businesses. With the financing provided by this institution to players in the halal tourism industry, it has an impact on improving the economic welfare of the people.

Tourism is one of the largest industries in the world today, and heritage tourism is one tourism segment that has shown a rapid growth. Heritage tourism in Indonesia only began to grow in the beginning of this millennium, marked by emergence of heritage tourism organizations in a number of major cities. In the city of Bandung, heritage tourism activities were initially organized in 2003 following the birth of Bandung Trails. The organization has been active in organizing heritage tours annually. Identification of heritage tourism development, both from demand and supply side, is the goal of a research that became the basis for this paper. The type of the research is qualitatiive and the population taken was the participants of tours organized by the Bandung Trails between 2003 and 2007. Samples were chosen randomly involving around 750 respondents who were given questionnaires from which primary data of profiles and demand patterns were generated. Aside from that, secondary data from literatures were used to identify the conditions of heritage tourism products at the supply side. Heritage tourism is a new phenomenon in Bandung that began to develop in the early millennium and pioneered by grassroots communities in heritage conservation. Findings of this research include, from the supply side, some challenges in the development of heritage tourism in Bandung, such as weak law enforcement, limited economic condition of local communities, and lack of attachment between the communities and heritage objects. From the demand side, heritage tourists in Bandung was domnated by young people aged 19-30 (78%) and it is assumed that there is a connection between level of education and interest in heritage tourism.

The city government of Palembang in this case the mayor of Palembang has issued the Palembang Mayor's Instruction No. 1 of 2020 on April 21, 2020 which instructs the improvement of control, prevention, and handling of transmission of corona virus diseases 2019 (COVID-19) in the city of Palembang.  This research aims to maintain public peace in facing the spread of COVID-19 in Indonesia conducted by the Civil Service Police Unit.  The research method uses an empirical legal approach.  Data collection techniques sourced from primary data and secondary data.  The results showed that the Palembang City Civil Service Police Unit had tried to overcome the existing problems, it was found obstacles in the field such as the people who did not wear masks and still clustered on the grounds of family members.  However, this can be handled by the PP policemen by arranging patrol schedules so that they routinely check the activities of the people with the firmness of the Sat Pol PP leaders in the city of Palembang. The commitment is supported by infrastructure to always stop appealing to the public both through print and online media.  This is influenced by factors that influence the success of COVID-19 supervision, control and prevention during PSBB, including internal factors including the Palembang Municipal Civil Service Police Unit in monitoring, controlling, preventing the spread of COVID-19 always prioritizing coordination and synchronization with cross-sectoral .  While external factors include the interests of the community itself.

Online prostitution is prostitution or activities that make a person as an object to be traded through electronic or online media, the media used, such as Whatsapp and other applications. In other words, here the people those who are responsible to be able to respect the norms and values embodied in the lives of people for cases of online prostitution can destroy the future of the nation in case they were found with offenders who are still teenagers and the lack of regulation of traction. Regulations invitation to entrap prostitutes. In this research, the author uses socio-juridical namely the review of secondary data in the form of legislation, as well as the outcome of legal scholars, such as books related to the subject matter to then proceed with research on primary data (obtained directly from the respondents). From the research problem, there are two things that can be inferred. Law enforcement against criminal acts of online prostitution in Polres Cirebon City Jurisdictions has been running and has conducted a series of investigative actions and investigations to unravel the cases of online prostitution. From the results of investigations conducted by the Police Cirebon Resort know that the perpetrators of online prostitution utilize Whatsapp. Building partnerships with the wider community partnerships in the wider community to help hack into your account - an account associated with seller of �young women� through online media. Suggestions in this research are; The first law enforcement against criminal acts of online prostitution by Polres Cirebon should be more intensive and thorough, because online prostitution is spreading very fast and the activities or transactions done through electronic media that police had difficulty in finding evidence and the investigation process difficult. Secondly, the hope that more people concerned about this online prostitution activities to facilitate the Polres Cirebon in overcoming it.Keywords: Law Enforcement; Criminal Act; Online Prostitution.

The provision of legal aid to the poor is one of the actions of the noble profession of advocates and the moral movement that advocates for human rights, in fact, not all advocates are morally aware of their obligations. There are still many deviations found in the provision of legal aid for the poor. This condition is certainly contrary to the noble values of the advocate profession itself, in the presence of this matter, which shows still can be found deviations in practice. The problem examined in this study is why law enforcers such as judges and posbakum have not provided free legal assistance to the poor in Central Lampung Regency, a factor that has caused law enforcement agencies not to offer and provide free legal assistance to the poor and the pattern / model of handling criminal cases against the poor by advocates based on justice. The method used in this research is with socio-legal research approach that comes from collecting data obtained from primary data and secondary data, then analysed by qualitative analysis method.The results of this study ultimately provide an answer that Advocates who have not yet applied the value of justice in handling criminal cases involving the poor are due to legal substance, legal structure, and legal culture, Not yet applying the value of justice in handling criminal cases against the poor is like the emergence of mistrust of the law, besides the model of handling criminal cases against the poor by advocates based on the value of justice is the implementation of constructive strategies, such as: Legislation Planning, Policies and Activities Related to the Fulfilling Right to Legal Assistance. Suggestions from this research are to Advocates regarding Integrity, morality, idealism, and professionalism of law enforcement officers should be further enhanced, in addition to the restrictions on the provision of legal aid in LBH should also be reviewed to enforce the principle of providing legal assistance as widely and equality before the law.

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

Motivation/Background: The financial aspects are considered as an integral part for development of rural areas in every nation. Small financial helps can defiantly improve the living standard of the poor. Here the role of microfinance is crucial. Through microfinance the poor and needy people can fulfil their day to day and small economic and financial requirements upto certain extend. In India it is seen that most of the people lives in the rural areas are below the poverty line and finance to these group is very much essential. Moreover, the vulnerable groups are more deprived of their basics needs particularly the SCs and the STs.  Thus, an effort has been made by the researcher to study the pros and cons of NRLM and its impact on economic condition of poor SC people living in the rural areas at Dhemaji and Lakhimpur district of Assam through this paper. Method: For that purpose, both the primary and secondary data have been used. For collecting the primary data, a total number of 140 (7 X 10 X 2=140) respondents from 70 SHGs had randomly selected comprising of 10 SHGs from the seven Development Blocks and from each sample SHGs 2 members were selected. Results and Conclusions: Study revealed that inspite of facing the problems like marketing, transportation, flood and proper management and training of the group, the SHGs are functioning well in terms of improvement of food security and cost of living standard of the SC member’s household in the area under study.

Traffic discipline is an important attitude. Road drivers need to be accustomed to it if they want to reach their destination safely. Drivers need to be disciplined regarding regulation. Jakarta is a densely populated city with the problem of traffic congestion due to its road users who do not comply with regulations. Why are the people of Jakarta not discipline in traffic? What is the solution to make them obey traffic rules? These are main problems discussed in this paper. The research used the normative method, analyzed descriptively, used primary data which was supported by secondary data, and processed qualitatively. Jakarta people are not disciplined in traffic because there is no awareness about the importance of traffic order. As solutions, theremust be a strict law enforcement on the road, and officers must keep providing information to the public on the importance of traffic order. There must be sanction as a deterrent effect for those who are not disciplined in traffic.Keywords: legal compliance; law enforcement; traffic order.
