E-Government consists of a strategic instrument for re-formulating the organization and the operation of Public Administrations, acting as a catalyst of trends and changes. It not only represents a resource that allows economic and operational advantages to be obtained, but is also an instrument that is capable of modifying the pre-existing operational mechanisms of the organization, guaranteeing a fast adaptation to continuous changes in the external environment. The use of e-Government not only facilitates the internal activities of the Public Administration, but also has the advantage of facilitating the relationship between different administrations, as well as the interaction with citizens and with businesses. The impact that e-Government can have is that of a better Public Administration, in that it allows public policies to be optimized, the quality of services to be raised, the involvement of the citizens to be widened, and other specific fundamental activities to be improved.The present work intends to illustrate the comprehensive framework of the public administration system in Italy and of the main tendencies in progress, paying particular attention to the development of new management logic, considering e-Government not only as a merely technological phenomenon, but also analyzing it in its full meaning with regards to the process of change and modernization of the public administration.

The purpose of this article is to analyze the processes of transformation of public administration systems through the use of innovative technologies to meet the needs of modern society and reduce the monopoly on management by the state authorities. From the standpoint of the inevitable impact dictated by current socio-economic conditions, the transformation processes are analyzed from the standpoint of economic expediency.The issues of the impact of innovative processes in the field of information technology on the traditional processes of public administration are considered. The prerequisites leading to the need for public administration transformation are described, and the main concepts and directions of this transformation are indicated.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, as well as aimed at optimizing and redistributing powers from state to municipal authorities.

The analytical basis of this work relies on the disclosure of the relationship patterns between budgetary capacity and human development, providing the argument that sometimes “where there is a way, there is no will”. The argument provided is that the budgetary capacity can be either spoiled by the quality of public administration, by lack commitment or even by money displacement. Thus, we mean that sometimes the public managers, especially the mayors, may fail to convert a satisfactory budget conditions in public product and services aligned to contribute to human development. The purpose of this study is to investigate these dimensions regarding local governments of Brazil and Spain, considering the advantages of the differences and similarities between these countries on many issues. Among the main findings a curious fact has been observed, many municipalities with a great budgetary capacity show low quality of services and products provided to the citizens.  The results highlighted several factors, which affect the relationship between municipal budget and human development. These factors could be considered by policymakers to build more equitable resource redistribution policies and to improve the quality of public spending in local government.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Nowadays the different IT tools and use of the internet have appeared almost in every sectors of the economy, so it may give several benefits and help to the agricultural producers. In this article I give a brief overview about e-government and its’ opportunities, then I give a short description of a few important governmental and specialized administration on-line services which are provided to the farmers. According to many experts using of informatics may cause essential change in the operation of the administration because of the fact that the electronic administration may evolve. Generally speaking, today the egovernment services are already an indispensable device to the reformation of the public administration, the modification of services which suits to people's demands and the creation of the more adaptable, clearer public administration. The electronicdocuments are free from formal errors which is either important for clients or offices. The cases can be arranged even from home in 24 hours of the day. The spread and success of the use of electronic services depend not only on the quality of services, but the IT readiness of the target audience is also very important factor. Unfortunately the affect of e-gap is bigger in case of the farmers.

Abstract This article examines the relationship between performing arts, the multidisciplinary aspect of them, thereafter seeking to address a few similarities and differences in approaching a live performance. The confluence between ballet, theatre and opera is obvious and a brief overview of the main interlaced stages in the development of performing arts will also prove that they have always been related and dependant on one another. Every performing art crosses its boundaries and not only does it explore issues or topics specific to the other arts, but it also uses their tools. Thus, this article integrates a few contemporary tendencies of intersection in performing arts, mainly the pervasive presence of ballet and theatre. Subsequently, in considering live performance, the impact on the audience is also assessed, as well as the harmony of perception created between the performer and the public. Further on, the paradigm development in performing arts is determined due to the augmenting of the new technological tools being used. The aim of using these tools is to create special effects that emphasize the quality of the performance. In addition to a comprehensive influence, this article explains how contemporary social and political changes, scientific and technological progress have determined more changes in the performing arts than they had in the previous centuries.

Abstract SMEs have received much recognition as they continue to be the backbone in the development and economic growth of nations. This study intended to investigate how the entrepreneurial orientation moderates the relationship between the utilization of the financial support services and the firm’s performance. This study used Structural Equation Modeling to evaluate the impact of financial support services on SME performance. The sample for this study involved SMEs in Malaysia. The result indicates that financial support services significantly associated with the firms’ performance and entrepreneurial orientation failed to influence significantly the relationship between the usage of the services and the performance. The findings of this study could be useful for the government business support services providers to enhance further the quality of services and will provide an understanding of how effectively the characteristics of SMEs related to entrepreneurial orientation would help increase the effectiveness of the support services.

The article analyzes various approaches to understanding the effectiveness of public administration, which are in foreign and Ukrainian scientific thought. The purpose of the article is to show that administrative efficiency is a component of the general social efficiency of public administration, so it can be studied with the help of analytical tools of competitiveness. The study found that administrative efficiency is often understood as the effectiveness of the organization and functioning of public administration. Administrative efficiency is also understood as the efficiency of management bodies and officials. The authors emphasize that the principles, criteria and factors of the study of effectiveness are very vague. This affects the objectivity of the reflection of the qualitative result of the activities of the public administration body. The scientific novelty of the study is that the authors offer new tools for the study of administrative efficiency. It competitiveness of the state. “Competitiveness” in the context of studying the effectiveness and efficiency of public administration, the subjects of public administration is not considered deeply in the Ukrainian science of public administration. Moreover, in Ukraine, the effectiveness of public administration is increasingly associated with the competencies of civil servants. The authors do not agree with this position and suggest a deeper analysis, firstly, the relationship between public administration efficiency and the country’s competitiveness and, secondly, a deeper study of the analytical capabilities of the theoretical and methodological construct “competitiveness”. Conclusions. As a result, the authors argue that the task of administrative efficiency as an indicator is to reflect an understanding of the activities of institutions, which depends on the efficiency and behavior of both public and private actors, a legal and administrative basis within which individuals, firms and governments interact. and it determines the quality of public institutions. Various psychological feelings that commuters might experience due to the shortcomings of a public transport are a major concern for transport policy makers. Those shortcomings would be translated into various negative psychological feelings, which would consequently tarnish the perceived quality of the public transport system in terms of its characteristics, e.g., the perceived quality of the passengers' information system (PIS). A delay has often been defined as the difference between the real arrival of a transport and the scheduled arrival of based on the PIS. The main question this study seeks to answer is how passengers view the PIS while undergoing various psychological negative impacts due to delay? This is especially important when the PIS is not precise. Previous studies on the importance of real-time information mainly focus on the impact of PIS on the satisfaction of commuters, or the reliability of the public transport. However, they rarely consider the negative psychological impacts that delays might have on commuters, and how those negative feelings might be aggravated by providing inaccurate information for the commuters. The proposed study is based on completed questionnaires by 396 passengers waiting for a rail transport in Malaysia; the rail transport was experiencing frequent long delays due to various mechanical malfunctions. In addition, the PIS provided for the passengers were mainly imprecise, and was updated regularly. The relationship between various considered variables, and a related latent factor, were formed by means of factor analysis. The results of internal consistency and validity highlight acceptable factors to be considered for a structural equation modeling (SEM) model. Three latent factors were found to impact the latent factor of PIS. For instance, it was found that the relationship between motion sickness factor and the response of PIS is not by a direct relationship between those two factors, but through the mediation of a latent physiological factor. On the other hand, the impact of the psychological feelings of the commuter by PIS is higher than its physiological effects. The results of this study have an important managerial implication for policy makers that even if the delay is inevitable, an accurate PIS could be provided to reduce the associated negative feelings of delay. Extensive discussion has been had about identification of a best fit model and process of model's parameters' estimation.

The current stage of development of Ukrainian statehood is characterized by increased attention to the issues of increasing the efficiency of the functioning of the public administration system. And this is natural because the direct link between the efficiency of the public sector and the effectiveness of the national economy of the state as a whole leads to the search and introduction of new approaches and technologies, continuous improvement of the quality of services provided to the population and satisfaction with the results of the activity of executive authorities and local self-government. The public sector, which participates in the formation and implementation of state policy, is no exception. It is the effective work of public councils with executive authorities that will increase the level of interaction between executive authorities and civil society. In this article, the author outlines the factors of effectiveness of the work of public councils in executive bodies, namely: the development and introduction of common standards and forms of cooperation between the public and the public administration; development of nation-wide mechanisms for the functioning of public councils in executive bodies; systematization and generalization of decisions of public councils in executive bodies; systematic analysis of the activities of public councils and their results for public discussion; introduction of standards for public reception offices. The author determines that the effectiveness of public councils in executive bodies is determined by assessing the effectiveness of activities under which the author proposes to understand the process of determining the quality of the subject’s activity, which is aimed at achieving the goals and tasks assigned to him, in accordance with the established competence, which allows obtaining information for further correction of his work. It is emphasized that the effectiveness of the activities of public councils in executive bodies depends on: creation of transparent and qualitatively formulated goals of work; development of a plan of activity aimed at achieving the goals that are the basis of the activities of public councils in executive bodies; performance of the adopted plan of activity; evaluation of achieved results; Adjusting the activities of the public council at executive bodies; creating new goals for future activities.

In this article, an analysis is made that highlights the fact that the objective of developing the quality of public administration as a necessary condition for good governance remains relevant for the Republic of Moldova. Despite the fact that the public administration system of the Republic of Moldova has undergone a series of reforms in the last 20 years, its capacity to be at the service of the citizen and to support the economic growth of the country continues to be reduced. Lack of accountability for results, inadequate separation of roles between institutions, weaknesses in the organizational structure, general lack of incentives to attract competent and devoted people in the public sector and a high degree of politicization of public administration determine the poor quality of government. Added to these are issues related to the lack of transparency regarding the Government's ability to implement the recommendations received from organizations such as the World Bank and the IMF or to measure the impact of reform plans.
