Nowadays the different IT tools and use of the internet have appeared almost in every sectors of the economy, so it may give several benefits and help to the agricultural producers. In this article I give a brief overview about e-government and its’ opportunities, then I give a short description of a few important governmental and specialized administration on-line services which are provided to the farmers. According to many experts using of informatics may cause essential change in the operation of the administration because of the fact that the electronic administration may evolve. Generally speaking, today the egovernment services are already an indispensable device to the reformation of the public administration, the modification of services which suits to people's demands and the creation of the more adaptable, clearer public administration. The electronicdocuments are free from formal errors which is either important for clients or offices. The cases can be arranged even from home in 24 hours of the day. The spread and success of the use of electronic services depend not only on the quality of services, but the IT readiness of the target audience is also very important factor. Unfortunately the affect of e-gap is bigger in case of the farmers.

The purpose of this article is to analyze the processes of transformation of public administration systems through the use of innovative technologies to meet the needs of modern society and reduce the monopoly on management by the state authorities. From the standpoint of the inevitable impact dictated by current socio-economic conditions, the transformation processes are analyzed from the standpoint of economic expediency.The issues of the impact of innovative processes in the field of information technology on the traditional processes of public administration are considered. The prerequisites leading to the need for public administration transformation are described, and the main concepts and directions of this transformation are indicated.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, as well as aimed at optimizing and redistributing powers from state to municipal authorities.

The analytical basis of this work relies on the disclosure of the relationship patterns between budgetary capacity and human development, providing the argument that sometimes “where there is a way, there is no will”. The argument provided is that the budgetary capacity can be either spoiled by the quality of public administration, by lack commitment or even by money displacement. Thus, we mean that sometimes the public managers, especially the mayors, may fail to convert a satisfactory budget conditions in public product and services aligned to contribute to human development. The purpose of this study is to investigate these dimensions regarding local governments of Brazil and Spain, considering the advantages of the differences and similarities between these countries on many issues. Among the main findings a curious fact has been observed, many municipalities with a great budgetary capacity show low quality of services and products provided to the citizens.  The results highlighted several factors, which affect the relationship between municipal budget and human development. These factors could be considered by policymakers to build more equitable resource redistribution policies and to improve the quality of public spending in local government.

E-Government consists of a strategic instrument for re-formulating the organization and the operation of Public Administrations, acting as a catalyst of trends and changes. It not only represents a resource that allows economic and operational advantages to be obtained, but is also an instrument that is capable of modifying the pre-existing operational mechanisms of the organization, guaranteeing a fast adaptation to continuous changes in the external environment. The use of e-Government not only facilitates the internal activities of the Public Administration, but also has the advantage of facilitating the relationship between different administrations, as well as the interaction with citizens and with businesses. The impact that e-Government can have is that of a better Public Administration, in that it allows public policies to be optimized, the quality of services to be raised, the involvement of the citizens to be widened, and other specific fundamental activities to be improved.The present work intends to illustrate the comprehensive framework of the public administration system in Italy and of the main tendencies in progress, paying particular attention to the development of new management logic, considering e-Government not only as a merely technological phenomenon, but also analyzing it in its full meaning with regards to the process of change and modernization of the public administration.

The current stage of development of Ukrainian statehood is characterized by increased attention to the issues of increasing the efficiency of the functioning of the public administration system. And this is natural because the direct link between the efficiency of the public sector and the effectiveness of the national economy of the state as a whole leads to the search and introduction of new approaches and technologies, continuous improvement of the quality of services provided to the population and satisfaction with the results of the activity of executive authorities and local self-government. The public sector, which participates in the formation and implementation of state policy, is no exception. It is the effective work of public councils with executive authorities that will increase the level of interaction between executive authorities and civil society. In this article, the author outlines the factors of effectiveness of the work of public councils in executive bodies, namely: the development and introduction of common standards and forms of cooperation between the public and the public administration; development of nation-wide mechanisms for the functioning of public councils in executive bodies; systematization and generalization of decisions of public councils in executive bodies; systematic analysis of the activities of public councils and their results for public discussion; introduction of standards for public reception offices. The author determines that the effectiveness of public councils in executive bodies is determined by assessing the effectiveness of activities under which the author proposes to understand the process of determining the quality of the subject’s activity, which is aimed at achieving the goals and tasks assigned to him, in accordance with the established competence, which allows obtaining information for further correction of his work. It is emphasized that the effectiveness of the activities of public councils in executive bodies depends on: creation of transparent and qualitatively formulated goals of work; development of a plan of activity aimed at achieving the goals that are the basis of the activities of public councils in executive bodies; performance of the adopted plan of activity; evaluation of achieved results; Adjusting the activities of the public council at executive bodies; creating new goals for future activities.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The work and work of public administration should strive to continuously improve the quality of its services, as well as to improve the overall quality of public administration as an organization. It is necessary to constantly set new goals and gradually, over time, get closer to those goals. In this way, the effectiveness and efficiency of the organization, that is, the entire system, would be improved. The new concept of management in public administration should improve the functioning of the public sector, which means that administrative bodies operate in accordance with the legitimate expectations of the users of their services. This paper presents a review of the current state of eGovernment and eServices that local governments in Serbia provide to citizens and the economy, from the aspect of service providers on the one hand and service users on the other. The author intends to point out the areas in which there is room for improvement, but also the challenges that local governments face every day in their work. The contribution of the paper is in the theoretical presentation of the importance of the implementation of quality management systems in public service management systems in order to improve them.

The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors’ methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service “Providing information obtained in the course of accounting for reclaimed land” is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.

Uniform wages offered by the public administration are not always competitive compared to private sector wages in every district. This is reflected in high levels of turnover, vacancies or an unbalanced age structure of employees and leads to a lower quality of public services provided. One way to address this would be to introduce a system to compensate for regional pay gaps. The aim of our paper is to propose a mechanism for determining the regional compensatory allowance for employees of district offices. We used two approaches to determine it. The first consists in expressing the share of individual salary classes in the national average wage and their subsequent reflection on individual regions and districts. The second is based on calculation of the gaps between individual salary classes and their subsequent projection into individual regions and districts. Together, we offer 4 scenarios (2 theoretical approaches with 2 variants) for determining the regional compensatory allowance. The result is regional pay scales and tables with the amount of the regional compensation surcharge, as well as a quantification of each scenario. From our point of view, the most suitable for implementation is a scenario based on the projection of the share of wages in the average regional wage at the district level.
