AbstractReform of local government in Ireland has tended to involve both reform initiatives that mirror broader trends in public service reform nationally, as well as reform initiatives that are distinctive to the local government sector. Amongst the former we can include managerial reforms, digitisation and efforts to make local government more open and accountable. Other initiatives have included changes to the service portfolio of local government, pointing to an enhanced role in some fields and a reduced role in others. Some reforms can be characterised as enduring – in that they have been recurring themes in successive reform programmes. Other reform themes have been somewhat more occasional or sporadic and arguably brought about by the specific circumstances in which they were implemented. Looking to the future, we might speculate that upcoming challenges may include how public services generally can cope with diversity in addressing challenges that are likely to vary in different parts of Ireland, for example, based on distinctions between urban, suburban and rural areas. The article appeals for a more evidence-based approach to reform in the local government sector – this should be aided by existing research contributions and the enhanced evaluation capacity that exists in the Irish public service.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

The composition of the traditional government bureaucracy is still followed by the imperial bureaucracy, by dividing the affairs of government affairs in the kingdom and royal affairs. quality of the bureaucracy and officials expected nothing but the creation of a government apparatus that is reliable, able to carry out the overall general government administration, development and public services efficiently, effectively and professionally. Performance can be defined as the level of achievement in other words, the performance is the level of achievement of the organizational goals of the region. Based on the theoretical basis and empirical data, the article discusses from the sociological point of view the problem of identity development within the framework of the reform of local government, namely within the process of creating the united territorial communities.Understanding identity as a person’s property to feel belonging to a group, the author focuses on the issues of its change in rural communities that have joined the process of reforming local self-government.Based on the analysis of information on the first elections in the united communities of Zaporizhzhia and Lviv regions, a general social portrait of the current head of the united territorial community was developed.The author analyzes the recent results of community association and expressed the opinion that the structural process of construction of territorial units is characterized in general by the same regional trends, caused by more or less equivalent community consciousness of the entire rural population of the country.At the same time, there are differences in the results of the restructuring of power in different parts of the country, namely the spread of tendencies of ignorance and the opposition to decentralization in the West and the success of the restructuring of local authorities in the East of Ukraine.This is due, according to the author, to a greater degree of traditionalist identity in the western regions and an increase in the modern identity component in the eastern regions.Attention is drawn to the fact that decentralization, which is accompanied by the transformation of the boundaries of the rural community, raises problems of identity change.There is a problem of forming the perception of the new community of the united community as an ident for the rural man.It is revealed that decentralization in Ukraine, in particular the creation of united territorial communities, will have as a result of the destruction of the traditionalist identity of a person living in rural areas, the erosion of the communal content of interpersonal relations through the weakening of communal ties, which, in turn, the question of the future effectiveness of the system of local self-government, the mechanism of which is being built, since the essence of such a model of management is the collective solution of problems of local importance on the basis of a single identity .In this context, the author proposes to distinguish between the traditional community and the modernized community.The study focuses on the specific features of a modernized community, which, on the one hand, relate it in some respects to the urban community, and on the other hand, characterize it as a hybrid of the community and the urban community.At the same time, members of the united community will in the future form a new identity that is not inherited, but constructed on the basis of formal principles, rather than cultural attributes.The researcher concludes that it is problematic to achieve the goal of decentralization reform, which was declared by the authorities, to create a capable local government that will address all local issues and bear responsibility for it, because the community of unions as a means of transformation does not take into account the complexities of identity.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government

The article is devoted to the study of innovative methods of optimizing the information and communication system of the local government of Ukraine in the changing conditions of nowadays. The main problem of the article is due to the need to eliminate the inconsistency of the modern unsatisfactory state of development of information support for the provision of public services by local self-government bodies of the territories of Ukraine with the requirements of Ukrainian society and the standards of European developed countries. The definition of the category “innovative municipal administration” has been clarified. Specific features of public service provision are defined according to four criteria (“service provision,” “restrictions,” “service concentration,” “monopoly of services”), which disclose their essence and main areas of improvement. The author's definition of the category “public service” is given. It was found that effective servicing of the needs of civil society and economic entities is impossible without the involvement of information systems and technologies and requires the implementation of systematic information support for the management and service activities of local self-government bodies. An innovative information and communication system has been formed to ensure the activities of local self-government bodies in the provision of public services.

AbstractThechallengefacingurban policymakersis how to tackle the long-standing differences in social welfareand basic public services provision for migrant and incumbent workers arising from the dual-household registration system. In this chapter, we quantify inequalities in access to basic public services between migrant workers and the local urban population across different regions of China. We consider both inequalities within urban areas, and inequalities that exist between urban and rural areas. For urban areas, we find large inequalities in access to basic public services between the indigenous urban population and migrant workers. There are also significant differences between urban and rural areas. The level of basic public services in the West of China lags behind other regions. Across China as a whole, the gap within regions is greater than the gap between regions. Internal variations within a region arise mainly from inequality in access to basic public services between urban and rural populations and across urban neighbourhoods. Chinese public services are characterised by ‘dualisation’ in urban–rural provision and ‘fragmentation’ across regions in terms of the level and quality of service. These two features constitute a formidable obstacle for the ‘citizenisation’ of migrant workers. We provide detailed examples from across China of countermeasures and strategies currently being implemented to reduce inequalities in public service provision.

This chapter aims to reflect on the past and present move of OM from manufacturing to service through analysis of key OM journals and recognition of practice before considering in more depth the future of OM in terms of the ‘fit’ for public services. It offers an analysis of ‘lean’ in public services. A philosophy and methodology much hailed as way to manage operations effectively. The review will present the prespective that uncritically applying manufacturing ideas to public service is flawed. It argues that adapting OM to the public service environment whilst, learning from existing thinking, should also recognise themselves as services, with the distinctive service operations management logic and managerial challenges that this implies. In conclusion, the chapter will state that managing operations across all sectors in the future should draw on a range of disciplines, theory and concepts.

For decades, sustainability and, especially, long-term financial sustainability and transformation, primarily through structural and other modes of reform, have constituted major concerns and problems for the ‘grass roots’ Australian government. Usually the catalyst for change in these areas has emanated from state and territory jurisdictions which have imposed reforms, often with little regard for local councils or the communities they serve. Since August 2011, in New South Wales, a structured process of dialogue and consultation has been ongoing in the local government sector with the objective of implementing beneficial reform. The paper briefly explains this transformation initiative and particularly the NSW Government Fit for the Future (F4F) process and the current 35 council merger proposals. The process is considered from the perspective of a long-term local government practitioner, elected representative, Mayor, and former member of the NSW Local Government Acts Taskforce (LGAT).

Enacted Law No. 6 of 2014 concerning Villages can be a solution to the problem of disparitybetween cities and villages. Balesari is one of the villages in Windusari District which has anarea of 387 ha or about 3.34 percent of the area of Windusari District. The population ofBalesari is 2,788 people. A total of 1,421 were male, while the remaining 1,367 were female.The objectives of this study are: (1) Analyzing the potential in Balesari Village based on thevillage development index variable and; (2) Prepare policy recommendations as an effort torealize Balesari tourism village and community welfare. The approach used is a case studywith interactive model analysis techniques. Research location in Balesari Village. Thetechnique of collecting data through interviews and observation. This research has a veryimportant meaning because it has a contribution to the discovery of the root cause of theproblem of not optimal development of rural areas in Indonesia. The results of the research inthe field show the results: (1) Calculation of Balesari village potential using the VillageDevelopment Index of 48.72119 means that villages have availability and access to basicservices, infrastructure, accessibility or transportation, public services and minimalgovernment administration; (2) Local government policies in controlling tourismdevelopment in Balesari Village do not yet exist; (3) Community activities in zalaccagardening and raising livestock can be packaged as one of the tourist attractions.

This study illustrates the accountability of local government performance in the administration of public services in South Labuhanbatu Regency which includes honesty and legal accountability, process accountability, and financial accountability and programs. The method used in this research is descriptive research method by conducting surveys and interviews. The study found that licensing is still not focused in one place, licensing procedures that still require manual signatures, internal and external coordination are still manual and the lack of understanding from the community is an obstacle in the performance of public service delivery.
