AbstractBackground: The project manager choice is one of the most important, complicated and multi-layered decisions in project management. Although the competence of a project manager is the subject of numerous studies, mostly in the field of economic sciences, there are still relatively few studies dealing with project manager selection.Objectives: The aim of this paper is to provide a useful overview of research on approaches, models, techniques, and competencies during the process of selecting project managers, in order to improve understanding an effective process of selecting project managers from academic researchers and practitioners’ point of view.Methods/Approach: This article is a scientific review of previously published studies that are linked to competencies of a project manager and the process of project manager selection according to the traditional and the modern approach.Results: The process of selecting project managers is not sufficiently investigated in Croatia, while most of the research is focused to traditional approach.Conclusions: In this work, we propose a combination of the traditional and the modern approach to the selection of project managers, which would be based on the multicriteria decision making.

Purpose This paper aims to rank and identify the most efficient project managers (PMs) based on personality traits, using Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE) methodology. Design/methodology/approach The proposed methodology relies on the five personality traits. These were used as the selection criteria. A questionnaire survey among 82 experienced engineers was used to estimate the required weights per personality trait. A second two-part questionnaire survey aimed at recording the PMs profile and assess the performance of personality traits per PM. PMs with the most years of experience are selected to be ranked through Visual PROMETHEE. Findings The findings suggest that a competent PM is the one that scores low on the “Neuroticism” trait and high especially on the “Conscientiousness” trait. Research limitations/implications The research applied a psychometric test specifically designed for Greek people. Furthermore, the proposed methodology is based on the personality characteristics to rank the PMs and does not consider the technical skills. Furthermore, the type of project is not considered in the process of ranking PMs. Practical implications The findings could contribute in the selection of the best PM that maximizes the project team’s performance. Social implications Improved project team communication and collaboration leading to improved project performance through better communication and collaboration. This is an additional benefit for the society, especially in the delivery of public infrastructure projects. A lot of public infrastructure projects deviate largely as far as cost and schedule is concerned and this is an additional burden for public and society. Proper project management through efficient PMs would save people’s money and time. Originality/value Identification of the best PMbased on a combination of multicriteria decision-making and psychometric tests, which focus on personality traits.

“Flying machining” represents synchronization of an axis (slave) with a master axis in motion. One of the most important aspects of the design of “flying machining” operation is the choice of the proper law of motion of the slave axis. In literature, technical reports and papers can be found concerning this subject, but they deal with specific problems and the solutions or suggestions proposed are specific as well, suitable for those cases. In order to try to overcome this limitation, in this paper we analyze the subject of the flying machining operations from a wider point of view. We propose a unified design procedure with general validity, suitable for the choice of the slave axis’ law of motion for whatever “flying machining” operation. Furthermore methodologies for the selection of the drive system will be proposed. The procedure is described applying it on a cross sealing operation, typical of wrapping machine.

PurposeThe purpose of this paper is to develop criteria for project manager selection based on desired skills of a project manager and facilitate the selection of a suitable candidate from a pool of potential candidates for the implementation of projects in the Indian context.Design/methodology/approachThe study utilizes three major skills, namely human skill, conceptual and organizational skills; technical skill along with their sub-skills to develop criteria for project manager selection. Based on the responses of project professionals from industry, the study uses analytical hierarchy process to prioritize and identify the relative importance of different skills in the criteria in order to develop a hierarchical structure for project manager selection.FindingsThe study finds that at the first level of project manager selection criteria, conceptual and organizational skills are the most important selection criteria followed by human skills and technical skills. At the second level of project manager selection criteria, planning, delegating authority and understanding methods, processes, and procedures are some of the important sub-selection criteria. The weights indicating the relative importance of major selection criteria and sub-selection criteria can be used to evaluate the relative weight of a given candidate for selection as a project manager.Research limitations/implicationsThe results in this study are derived from specific demographic conditions in India. Future research with larger samples from other countries is needed for generalizations of the proposed criteria.Practical implicationsThe proposed method quantifies the intangible qualitative criteria to select a project manager, which can aid decision-makers in a multi-criteria decision-making environment.Originality/valueThis research paper is focused on the identification of critical skills for the selection of a project manager, which is almost neglected by the researchers.

In this article, there is a need for a new study and teaching of modern Kazakh literature in the science of Kazakh literature. We know that the teaching of Kazakh literature is analyzed and studied in a new way, as the task is to examine it in detail. However, over time, each area of education has not yet been fully studied from the point of view of systematic scientific and methodological training. The relevance of the research lies in the artistic features of Kazakh literature, with a broad focus on current social problems and the topics covered in it, the selection of information, the formation of one's own scientific and methodological approach, effective methods of technology. Systematization, comprehensive analysis of modern effective technologies and methods of teaching Kazakh literature. The goal is to determine the consistency of teaching technologies, the specifics of teaching, and methodological relevance.

The object of this commentary is to indicate the fundamental principles underlying the selection of property investments from the point of view of an insurance company. It is, however, essential first to examine the phraseology of real property, with its legal background, before we can distinguish between the various types of property and the degree of security afforded by each type. In the time at our disposal, we must of necessity confine ourselves to the basic elements of the subject, and make no attempt to deal with war-time legislation or present prospects of changes in legislation.

The success of software projects is driven by the magical triangle between time, budget, and quality. While short term thinking focuses on time and budget, it is quality that has the most important impact on long term customer satisfaction. Thus, providing good quality software is crucial for success. Quality is influenced by several factors. It depends on the entire software development process and related activities (e.g., requirements management, configuration management, design controls, etc.). However, quality cannot be forced from outside. It is well known, but often forgotten, that it is the team and its relation to the project manager that decides on success or failure of a project. Improving the skills of the project managers improves the quality of the products. The limiting factor usually is not related to technical skills that can be trained quite easily. In fact, project management is all about communication and leadership competencies which are far more difficult (but not impossible) to train. In this paper, the author reports on experiences with this kind of training from an industrial point of view. In particular, the author describes what was most helpful and where the major difficulties lay.

Selecting a suitable project manager for construction projects is one of the most important decisions made by construction firms. In the traditional approach, interviews are conducted by senior managers of the company, who consider the project requirements and the candidates’ capabilities. However, interviewing candidates is usually time consuming and there is the risk of impaired judgment, leading to human error. Decision-making support systems are therefore very useful. In previous work, the authors proposed a fuzzy system to address the issues described above (Rashidi et al. 2011). In this paper, a simpler robust model is presented. The advantages of this new model lie in its simplicity and the fact that it is not necessary to consider many criteria in the selection procedure when using this model. This model only requires 15 fields of candidate information. In the development of this model, the first step is construction of an initial fuzzy model based on all the criteria that may be considered when selecting a project manager. The significance of the coefficients of the criteria are then determined. In the next step, the model is optimized by changing the number of fuzzy rules and reducing the number of criteria. Finally, the most appropriate model is chosen on the basis of the least number of criteria required to obtain accurate results. To show the model's capability, it is used in real interviews. The obtained results indicate the high accuracy of the model in predicting the output, that is, the best candidate in the interviews.

Five types of project managers were identified and the level of success of each and its frequency of occurrence in the project manager sample were determined. When refined through further research, this typology holds the promise of more effective project manager selection and development tools, and the possibility of maintaining a population of project managers in an organization that is optimum for the needs of that organization.

There is a number of criteria and associated sub‐criteria influencing the match of managers to construction projects. Criteria and sub‐criteria were identified based on a thorough review of the related literature and interviews of management personnel involved in the project managers selection. Project managers characteristics are considered to be less important for an effective project management. The model is based on multicriteria evaluation of project managers. The evaluation embraces the identified criteria influencing the process of construction project manager selection. This paper considers the application of grey relations methodology to defining the utility of alternatives, and offers a multiple criteria method of Complex Proportional Assessment of alternatives with grey relations (COPRAS‐G) for analysis. In this model, the parameters of the alternatives are determined by the grey relational grade and expressed in terms of intervals. A case study presents the selection of construction project manager. The results obtained show that this method may be used as an effective decision aid in multicriteria selection. Santrauka Rodiklių ir susietų subrodiklių skaičius daro poveikį statybos projektų vadovo parinkimui. Išnagrinėjus literatūrą buvo atrinkti pagrindiniai rodikliai, turintys įtaką projektų valdytojo atrankai. Išskirtos svarbiausios projektų valdytojo charakteristikos, gerinančios efektyvų statybos projektų valdymą. Projektų valdytojo modelis pagrįstas daugiatikslio vertinimo metodais. Straipsnyje apžvelgtas intervalais išreikštų sprendinių metodologijos pritaikymas, apibrėžtas alternatyvų naudingumas. Pateiktas daugiatikslio vertinimo kompleksinio proporcingumo įvertinimo metodas naudojant intervalais išreikštus rodiklius intervalais (COPRAS-G). Pateikiamame modelyje alternatyvų parametrai išreikšti intervalais, alternatyvos ranguojamos, nustatomas jų prioritetas. Sprendžiamas uždavinio pavyzdys rodo efektyvų statybos projektų valdytojo parinkimą. Tai iliustruoja gauti rezultatai.

The article deals with theoretical and methodological approaches to determining the subject-object status and involvement of young people in the processes of political, social, and economic development of a municipality. The starting point of the research is the assumption that the traditional approach to youth as a socio-demographic group, distinguished by socio-age and professional characteristics, does not correspond to the current dynamics of political processes occurring in municipalities and regions. From the authors’ point of view, there is a need in a different understanding of the status of youth as an active part of society, which is largely able to solve problems independently. The concept of youth development and the formation of municipal youth policy based on the analysis of conceptual interdisciplinary approaches that determine the subject-object status of youth in the system of youth policy is proposed for discussion. The article substantiates the idea of subjectivity of youth in modern social and political conditions.
