Abstract Local roads (district and municipal) play an important role in the road network, especially in rural areas. In recent years, these roads have been largely repaired, which was often associated with the construction of new infrastructure. One of the basic conditions of maintaining the quality of road works is the proper construction or renewal of drainage devices. Errors in this area result in lower durability of the road pavement. It is equally important to maintain these devices later in a good technical condition, which requires spending appropriate funds from local government budgets. The aim of the study presented in the article was to determine the current technical condition of drainage of local roads in the Czestochowa region and to identify the most frequent design and implementation errors, resulting in a rapid loss of functionality of drainage devices. They were based mainly on in situ studies carried out in the area of an exemplary rural municipality. Errors resulting in the lack of continuity of drainage, or the danger of a rapid loss of its functionality are shown with real examples. It was found that despite the shortcomings described, in recent years the technical condition of drainage of local roads has improved, which is related to the systematic overhaul of local roads (including the construction of sidewalks) and the local government's perception of the importance of road drainage problem.

The social cost, as one of the factors determining sustainability of socio-economic development, is strongly dependent upon a number of casualties and mortality in road accidents. The condition of car tires appears to be one of the important factors determining the occurrence of accidents. The vast majority of vehicles are tested every year at vehicle inspection stations. One of the elements affecting the result of the technical condition test and basically the quality of vehicle braking is the technical condition of the tires. Their technical condition is a very important factor responsible for the quality of acceleration, braking, maintaining, or changing the direction of driving. As a consequence, it has a significant impact on road safety. The aim of the study is to examine the impact of tires on the results of tests performed at a vehicle inspection station. The study presents the results of bench measurements of the impact of selected features of tire condition of two vehicles during routine periodic inspections at a vehicle inspection station (VIS). The focus was on an attempt to assess the impact of inflation pressure, age, and tire tread wear on the braking process. The technical studies performed might be a source for legal steps assuring better management of road safety. It can also be expected that the tire choice and condition may affect fuel consumption, and therefore the amount of energy consumed by the road transport.

This study was set out to analyze and investigate the damaged surface course of a newly-constructed road pavement within the two years after its completion. Because the idea of sustainable public infrastructure in Taiwan has recently encouraged the use of renewable materials in the design phase, parts of this roads pavement structure is composed of recycled asphalt concrete, renewable agents, disposed construction surplus and the like. Considering the complex relationship between the damaged condition of the road pavement and factors such as its load repetitions, its design, its construction process and management, and road management, this study employed an intelligent vehicle for pavement survey, Benkelman Beam method, GeoGauge, and Ground Penetrating Radar to examine the roads pavement structure. After cross-analyzing the results from the non-destructive testing, certain parts of the road and the possibly-damaged structure of the pavement were sampled for material testing. The results from the material testing indicated that the related mechanical parameters of the road sections sampled by the non-destructive testing were significantly lower than the normal standards. Moreover, the results from the GPR analysis revealed that the water content of the subgrade of the severely-damaged road sections was high. The low loading capacity of the pavement structure was mainly due to the high groundwater water level in the surrounding area and the penetration of the rain into the cracks of the surface course. This study proposes that nondestructive testing can facilitate sampling sections for material testing to better ensure the quality of the construction although random sampling is commonly seen in the standard material testing for acceptance of completed work. In addition, the study suggests that non-destructive testing can be one requirement for the acceptance of completed work in pavement projects with renewable materials to better evaluate the quality of the pavement after its construction.

Polish road network is made up of 95% local roads. Their technical condition is much worse in comparison to motorways and national roads network. The lack of financial resources is one of the main reasons for this situation. That is why there is a continuous search for technologies, that allow for fast and cheap pavement repair or modernization. The monolayer asphalt pavement is such a solution offering in addition to cost effectiveness and shorter construction time, also an increased durability. Our western neighbors developed the technical regulations for this technology under the name "Asphalttragdeckschicht" which is marked as AC 16 TD. In direct translation "Asphalttragdeckschicht" means supporting wearing course / base layer. The monolayer asphalt pavement consists of a single layer with thickness between 5 to 10 cm made of HMA that links the functions of two layers – asphalt base course and asphalt wearing course. Thanks to this, the monolayer is resistant to environmental conditions and provides an adequate bearing capacity for a given traffic load. Insufficient funding and the impossibility to put the street out of operation were the bases for the investor’s decision to build a 220m section of road pavement using the monolayer pavement technology in Pruszków near Warsaw. This project gave the possibility to learn and gain an experience with a new western technology applied to Polish reality.

Subgrade conditions significantly affect functionality of the road pavement during its service life. Among the different stabilization techniques for upgrading poorly performing in-situ soil subgrades, an economically attractive example involves the use of waste materials, such as lignin. A deep bibliographic analysis of previous studies is carried out in the first section of this paper. The literature review suggests that use of lignin as a stabilizing agent of road subgrade soils is not completely consolidated. In addition, this study reports an investigation on the strength and performance characteristics of a lignin-treated clayey soil. Several experimental tests were carried out on both the untreated and lignin-treated soils in order to shed some light on different aspects with limited knowledge available, such as the behaviour of the stabilised soil in specific conditions (e.g., the presence of water). Finally, the test results are discussed and compared with those obtained when the same soil is treated with lime, which is more widely used. The most relevant finding is the poor ability of lignin to upgrade the bearing capacity of the soil in wet conditions compared to lime; on the contrary, the presence of lignin helped in controlling the swelling potential of this type of soil.

The article reviews the stability of an automobile on the road pavement with ruts. The problems of road safety depend on many factors. One of those is the quality of the road surface. Big heavy lorries deform the road surface causing ruts especially in the first line of the road. The article analyzes the influence of the geometry of ruts on the stability of the automobile. A mathematical model of a 3D automobile and the interaction between wheels and the road surface and the geometry of the road surface are presented. The mathematical criterion of the stability of the moving automobile on the road surface with ruts is laid down. The results of mathematical simulation and the criterion of the stability of the moving automobile (60 km/h) on the road surface depending on the depth of ruts are introduced.

Automatic car detection and recognition from aerial and satellite images is mostly practiced for the purpose of easy and fast traffic monitoring in cities and rural areas where direct approaches are proved to be costly and inefficient. Towards the goal of automatic car detection and in parallel with many other published solutions, in this paper, morphological operators and specifically Geodesic dilation are studied and applied on GeoEye-1 images to extract car items in accordance with available vector maps. The results of Geodesic dilation are then segmented and labeled to generate primitive car items to be introduced to a fuzzy decision making system, to be verified. The verification is performed inspecting major and minor axes of each region and the orientations of the cars with respect to the road direction. The proposed method is implemented and tested using GeoEye-1 pansharpen imagery. Generating the results it is observed that the proposed method is successful according to overall accuracy of 83%. It is also concluded that the results are sensitive to the quality of available vector map and to overcome the shortcomings of this method, it is recommended to consider spectral information in the process of hypothesis verification.

The aim of the paper was to identify instruments that municipal authorities can use to stimulate development of entrepreneurship in rural areas. The activities of local governments aimed at improving working and living conditions such as the investments in the area of road construction or renovation as well as in the construction and modernization of sewerage systems and sewage treatment plants. Entrepreneurs and owners of already operating enterprises were much less often provided with advisory and training services. The limited budget resources of a municipality enforce the decision which needs of the local community should be satisfied in the first place. Investments in technical infrastructure, eg. improvement of the quality of local roads or construction of new roads bring relatively quick and measurable effects: they are noticeable by the community and can be an important opportunity when assessing activities of the local authorities.

AbstractThe contribution deals with issues of road administration in municipalities in terms of the requirements for engineering renovations of urban communications networks. The goal is to declare an end to the degradation of the quality and service of local roads in cities. The reason is the lack of funding. The engineering analysis should demonstrate the need to make an informed request for reconstruction of local roads in our towns and cities. The aim of this paper is to describe the processes that are related to specific engineering work but are closely linked to the performance of the preparation on both sides, i.e., the administration versus the design. Why do we passively observe the gradual destruction of the quality of our local roads in the cities? Before our eyes the road constructions of roadways crumble, on the other hand, the level of their transport service on them only presents us with traffic jams. How can you know the status of the background of our streets and their pavements in an urbanized area? A couple of technical studies oriented towards the advance of public transport, especially for Bratislava, the capital of Slovakia which were based on traffic modelling together with engineering designs were published (Borš et.al, 2017; Pomichal et.al, 2017; Koštial et.al, 2017; Schlosser and Schlosser, 2016; Schlosser and Orthová, 2016; Schlosser et.al, 2016; Schlosser et.al, 2017; Schlosser et.al, 2017). Some answers to the complexities of this issue are set out in this article.

Abstract One of the most significant factors for a good transportation system is the quality of the road pavement. As a result, many steps have been made to address the concerns of moisture damage to roadways, including increasing pavement quality and structural design approaches. In the last few years, there has been an increase in the attention of respective engineers to enhance the asphalt performance and provides various types of modifiers and substituting the virgin of asphaltic materials with recyclable products, to attain sustainable while reducing the price of modified pavement mixture. This article discusses the performance of modified asphalt mixes and the most commonly used recycled product, crumbs rubber, which is used as a modifier in asphaltic mixes at various contents (0, 2.5, 5, 7.5, 10, and 15% by asphalt weight), and investigates the impact of the addition rubber particles on a critical characteristic of asphalt mixtures, particularly regarding their resistance to damage of moisture. The results showed that modification of asphalt binder with CR increased Marshall’s Stability, and the inclusion of 10% of CR recorded the highest increment, increasing by 30.25%. According to increased TSR and IRS, the addition of CR improved the asphalt mixture’s moisture resistance. The addition of 7.5 % of CR resulted in the largest values of TSR and IRS, increasing by 8.8% and 12.9% respectively. Additionally, this study aims at understanding the benefits and drawbacks of recycling rubber tires and to build a concept for effectively incorporating waste materials into road pavement.

Abstract Asphalt mixtures are commonly used for the pavement construction for national roads with a high traffic load, as well as local roads with low traffic load. The constructions of local road pavement consisting of thinner, more flexible layers located on less stable subbase than the pavement of national roads, require reinforcement with asphalt layers characterized by increased fatigue life. Technologies that allow quick repairs and reinforcements, while improving the durability of the road pavement are being sought. Such technologies include the use of modifications of asphalt mixtures with special fibers. The paper presents the results of investigations of the properties of asphalt mixtures modified with innovative basalt-polymer fibers FRP. On the basis of the obtained test results according to the Marshall method, stiffness modulus and fatigue durability, the technical properties of asphalt mixtures with FRP fibers addition were improved. This technology significantly increases the fatigue life of asphalt concrete dedicated for repairs and reinforcements of road pavements.
