This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. In modern conditions, the social component of business is becoming increasingly important both for organizations and for society as a whole, since, as many years of experience show, those enterprises that develop their socially-oriented activities are more trusted by the state, investors, counterparties, creditors and other business partners. The social responsibility of business helps minimize the negative impact of the enterprise's production activities, the formation of an atmosphere of trust, predictability and common values in society, thanks to which, business becomes economically and socially more sustainable. In this regard, relevant issues are related to the assessment of the level of social responsibility of the enterprise, determining the main directions of social development of companies. The economic essence of the concept “corporate social responsibility” has been studied and specified in the article, the main directions of the corporate social responsibility of business assessment are examined. For a comprehensive assessment of corporate social responsibility, a system of indicators is proposed that takes into account its following components: the development and implementation of human resources, the formation of environmental sustainability and the implementation of socially significant projects.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The purpose of the article is to analyze the factors on which the stability of the social order depends and to substantiate the expediency of its priority in the sphere of national security. The scientific novelty of the article is the justification of the interrelationship between national security and the stability of the social order in the need’s context to merge society around the goals that guarantee its security. Conclusions. The study shows that the sustainability of the social order ensures the existence and security of society and social institutions. We analyzed the axiological dimension of social order and sustainability through the disclosure of the social function of value orientation. We see them as the basis for the choice of action of the elements of social systems. In this context, we emphasized justifying the importance of a conceptual framework for its sustainability that considers the socio-cultural specificities of society and the values of the indivisible. We have shown that the main reason for the danger of social order and stability leading to the disintegration of society is the disparity of traditional values. They inform society of the ideological principles, program goals, and legal norms concerning its existence and the development of the State, which are determined by the highest political leadership. This makes it advisable to study the social system in question, its hierarchical levels, and their interrelationships. Hierarchical levels (moral, legal, conceptual) are described, their interrelationship is described, and it shows the category of sustainability to reflect the qualitative and quantitative assessment of the social order as a social system. Level – the quality (conflict-free) of its internal structuring. Emphasis has been placed on the desirability of distinguishing, at the conceptual level, the social order from the conceptual and ideological, and programmatic aspects this ensures that political decisions are made at the strategic level of public administration and that the strategic objectives of society, the means, and means of achieving them in national security, are justified. It has been established that the most effective means of destroying the State is to generate the prerequisites for threatening the stability of the social order, Therefore, the priority task of the actors of public administration and administration is to develop and implement a set of measures aimed at structuring and harmonizing principles, values and objectives at and between hierarchical levels of social order. We have identified basic prerequisites for the effectiveness of these measures, including mutually agreed goals, timetables, means, and methods of implementing strategies for socio-political and socio-economic development. Defining the foundation of social development is one of the most important issues of all time. For economic relations the issue is addressed through the prism of defining the role of the state in the establishment and development of the economic system of society. Without attempting to reveal the essence and all the engines of the economic system of a society, and without pretending to be true only of the authors conception, we note that, in all the diversity of economic relations, they all have causality, as do all relationships. In this connection, the movement towards the attainment of values (axiological) is an important component of social development, one of which is the achievement of a dynamic balance between the social system in general and the economic system in particular. The desire to achieve a dynamic balance also manifests itself in the fact that it is embodied in different levels of law, becoming a legal value, which is particularly evident during the period of constitutional development of the state. The history of the formation and implementation of the concept of dynamic equilibrium as a universal metaprinciple through legal acts reflects the evolutionary movement of both States and societies, becoming the constitutional denominator, which any state can invoke at any stage of historical development, which is the case in the present study.

The article deals with the problems of poverty in modern Russia, assessment of the state and measures to reduce its scale. The main threats to the social development of territorial entities are the low standard of living of the population and the spread of poverty. The main indicators that characterize the level of poverty in Russia and its regions are analyzed: the share of the population with monetary incomes below the subsistence rate, credit debts of Russians and their social well-being. Official statistics and the results of sociological research confirm the low indicators of the quality of life of the population of the territorial entities.

The purpose of the investigation is to reveal the importance of human potential and human capital in order to understand their practical importance in the social development of Ukraine. The definitions of «human potential» and «human capital» based on the interpretations of foreign and Ukrainian scientists are analyzed. The author’s vision of the definition of «human potential» as a socio-economic category that embodies the set of abilities, knowledge and capabilities of human and society as a whole, which are realized during the life cycle, interact with other types of potentials, bringing additional benefits and enriching materially and spiritually to achieve the goals of individual and human development. The organizational and level structure of human potential is developed and the content of its key components is described. In particular, in the level distribution, human potential includes: nanlevel (individual), microlevel (enterprise, organization, industry), mesolevel (region) and macrolevel (country or group of countries). The common and distinctive features between human potential and human capital in the social development of Ukraine are generalized. The organizational component of the structure of human potential includes the following most important components: labor potential, creative potential (human potential of creative individuals), intellectual potential, innovation potential, human potential of the nation, and others.It is concluded that the development and full realization of human potential in Ukraine largely depends on the proper implementation of human capital and quality public protection of key components of the social sphere. In this process, the formation of social market system of income, the concept of lifelong learning and the renewal of the health care system should be a priority. Particular attention should be paid to the social environment in which human potential is formed and developed, because it determines the vectors of practical implementation of all those abilities and skills that are laid down from birth and change during the life cycle.

The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection.
