Ensuring Sustainability of the Social Order as a Priority in the Field of National Security

The purpose of the article is to analyze the factors on which the stability of the social order depends and to substantiate the expediency of its priority in the sphere of national security. The scientific novelty of the article is the justification of the interrelationship between national security and the stability of the social order in the need’s context to merge society around the goals that guarantee its security. Conclusions. The study shows that the sustainability of the social order ensures the existence and security of society and social institutions. We analyzed the axiological dimension of social order and sustainability through the disclosure of the social function of value orientation. We see them as the basis for the choice of action of the elements of social systems. In this context, we emphasized justifying the importance of a conceptual framework for its sustainability that considers the socio-cultural specificities of society and the values of the indivisible. We have shown that the main reason for the danger of social order and stability leading to the disintegration of society is the disparity of traditional values. They inform society of the ideological principles, program goals, and legal norms concerning its existence and the development of the State, which are determined by the highest political leadership. This makes it advisable to study the social system in question, its hierarchical levels, and their interrelationships. Hierarchical levels (moral, legal, conceptual) are described, their interrelationship is described, and it shows the category of sustainability to reflect the qualitative and quantitative assessment of the social order as a social system. Level – the quality (conflict-free) of its internal structuring. Emphasis has been placed on the desirability of distinguishing, at the conceptual level, the social order from the conceptual and ideological, and programmatic aspects this ensures that political decisions are made at the strategic level of public administration and that the strategic objectives of society, the means, and means of achieving them in national security, are justified. It has been established that the most effective means of destroying the State is to generate the prerequisites for threatening the stability of the social order, Therefore, the priority task of the actors of public administration and administration is to develop and implement a set of measures aimed at structuring and harmonizing principles, values and objectives at and between hierarchical levels of social order. We have identified basic prerequisites for the effectiveness of these measures, including mutually agreed goals, timetables, means, and methods of implementing strategies for socio-political and socio-economic development. Introduction. The article examines the problem of the interdependence of the state and processes of changing the social order from the state and processes of changing social institutions designed to guarantee its stability. As one of such institutions, the educational system is considered, which in its traditional state actively performed a protective function, acting as a guarantor of the stability of the social order. In the context of the fourth industrial Revolution, the content and form of educational practices and the entire educational space have changed so much that education as a social institution loses the prerogative of protecting and guaranteeing the stability of the social order. The purpose of the article is to determine the main substrates underlying the social order on the basis of the historical and philosophical classification of the social order concepts, to show which turbulent phenomena in education most deform these substrates and thereby disqualify education in its function as a guarantor of the stability of both the social order and society as a whole. Materials and Methods. The historical and philosophical approach made it possible to form and classify the main concepts in the understanding of the social order and to differentiate its substrate bases using the tabular method. The activity-based and structural-functional approaches allowed us to identify the deforming phenomena that occur today in Russian education and have the greatest impact on the destabilization of the social order. To substantiate the conceptual and methodological basis of the study, the method of critical analysis of current research literature and the interpretation of the results obtained in it is used. Results. Historical and philosophical analysis has shown that the underlying foundations of the stability of the social order are (both in historical and modern explication) coercion, interests, values and norms, as well as cultural inertia. Social institutions (education, science, religion, law, etc.) ensure the functioning of the substrate bases, their correction in the direction of compliance with state needs, and thereby stabilize the existing social order as a system of governance and power mechanisms. However, the fourth technological revolution, which began in the second half of the XX – beginning of the XXI century, radically changed the functionality of social institutions. This historical period, due to the significance of the changes, was called the “era of turbulence” (A. Greenspan's term). This could not but affect the stability and foundations of the social order. The most pronounced deformations in the era of turbulence are those of education and science, that is, precisely those social institutions that, along with law and culture, in traditional societies served as a guarantor of the stability of the state. The greatest destabilizing effect of education on the social order is: the ongoing change in organizational paradigms of interaction between education and other spheres of public life (from “education-science-production” to “university – government – business”); the change in the status of subjects of educational interactions: the main object of educational interactions is the individual, business systems and the family, and not the state; fictivization of education (especially higher education) in its classical form, which manifests itself in the growing importance of virtual learning, narrow specialization and massization; the growth of educational inequality with its development into a social one. These phenomena really destabilize the social order both as values/norms, as cultural traditions, and as dialectically combined interests of the authorities and individuals. Conclusions. The study of the interactions of the social order has shown that the turbulent phenomena occurring in the social institutions of society can radically affect the stability of the social order. This, in turn, increases the turbulence in society as a whole.

The article deals with the socio-philosophical aspects of the functioning of the military sphere of national security of the Belarusian state. With the increase of military violence in the world, the task of preserving and developing the state becomes a priority. The military sphere of national security ensures the creation of safe conditions in the military space for the life and development of a person, community and the state itself and is a factor of stable development of the social system. Taking into consideration the historical development the stabilizing effect of the armed forces on the state and society has been described. With the training of the form of prospective war, the tasks of the military organization of the state, the core of which are the armed forces are clearly defined in our country. The positive influence of the armed forces on the development of society is shown. The basis for achieving security goals is military activity, which is a synthetic phenomenon and takes place in all spheres of community life. It is emphasized that the implementation of the military security subsystem task is the living conditions of the entire social system. External attention is drawn to the formulation of the goals of military policy as an essential factor in maintaining socio-political stability. The primary task of the military sphere of the national security of Belarus is to ensure comprehensive and encouraging efficiency at all levels of the social system. The article demonstrates the need to analyze the technologies of warfare, improve analytical and experimental support for the development of the military sphere, which can withstand the challenges and threaten the XXI century. It is concluded that the military sphere of national security and its armed forces is an important factor not only in the strategic deterrence of aggression, but also in the socio-economic development of the community, increasing its vitality and stability.

According to the position taken by the author of the article, the main condition for achieving systematic and effective measures to combat corruption is to bring them to the level of specific social systems (state power, education, health, science, culture, etc.). Although the problem of corruption is of national and even global importance, but the prevalence of general measures among anti-corruption practices is an obvious source of formalization, companionship and inefficiency. This position is linked in the article with the provision that a corruption is not a separate social system. At its core, a corruption of social institutions is a violation of their normal functioning and the production of results that are not suitable for society, including economic and social ones. The normality of the institutional functions implementation involves maintaining the necessary correspondence between the elements or institutions that make up the institution. They are divided into formal and informal institutions that have legal significance and do not have one. According to the author, it is due to the lack of the necessary correspondence between institutions in the institutional structure of specific social systems that the latter begin to systematically produce mass violations of formal norms, including corruption, to which the state and society respond first of all. At the same time, even more large-scale violations of norms that capture the micro-level of society remain in the shadows. In conclusion, the article highlights the main problem in the institutional ensuring anti-corruption. If formal norms are largely subjected to administrative influence, then the informal institutional space of the social system is formed culturally and historically and mainly by the forces of the public. Therefore, without the productive interaction of the state and society, which are the main forces that form the institutional structure, neither the necessary systemic institutional support in combating corruption, nor the desired and resulting consistency in this counteraction, is achievable.

<p>The Corona Virus Disease 2019 (Covid-19) pandemic is spreading globally, including in Indonesia, with a significant impact not only in limited a sphere of the threat to public health. The Covid-19 pandemic shaped social phenomenon followed by the changes in the social order of life into the securitization process with multi-dimensional impacts. Due to restrictions extensively, society's liability realities become an opening fissure for terrorist groups to persist in their actions. This rational context raises awareness for the State as State-actor in the security realm to generate security for its people. This paper aims to analyze how the expansion of the Covid-19 outbreak with multi-dimensional impacts in the securitization approach, counting terrorism expansion, and how the State dealing with as a State-actor. Using a qualitative approach, the authors expound on national security and change management theory, illustrating how the Government is a state-actor within its strategy. In responding to the emerging constellation, there are various dynamic challenges for the Government, within its central powers and regional authorities, toward change management dilemmas in the context of national security. At the end of the discussion, it portrays the urgency of responding to the strategic changes in the framework of change management under the top leader's forceful strategic leaderships in integrating all components of the nation.</p>

THE STATE, IN THE STRONGEST MEANING OF THE WORD, IS NOT indispensable to the functioning of civil society. Indeed society can often so organize itself as to prevent the emergence of a state intent on establishing itself as an absolute power. The very existence of the state itself, the consequence of particular sociohistorical processes, upsets the whole of the social system which is henceforth ordered around it. The relationships between the nobility, the bourgeoisie, the working class or, today, the middle classes, differ profoundly according to whether these groups were confronted by a strongly institutionalized state or a centre which exercised essentially co-ordinating functions. Still today the political systems which have simultaneously a centre and a state (France) can be distinguished from those which have a weak state without a real centre (Italy) or a centre without a genuine state (Great Britain, the United States) or neither centre nor state (Switzerland). In the first two cases, in varying degrees, the state dominates and manages civil society; in the two latter, civil society manages itself. It is therefore possible to distinguish societies in which the state attempts to dominate the social system by endowing itself with a strong bureaucracy (ideal type: France; paralle development: Prussia, Spain, Italy) from those in which the organization of civil society makes it impossible for a powerful state and a powerful dominating bureaucracy to emerge (ideal type: Great Britain; parallel development: the United States and the consociational democracies like Switzerland). Without claiming to retrace methodically the history of each of these states or of their political centres, I should like to sketch a broad outline of their evolution with the object of showing that the different relations by which the many governing groups are linked together within the different social systems depend sometimes on the formation of the state and sometimes on the simple formation of a political centre.

In her analysis of books by Maya Kucherskaya, Olesya Nikolaeva, and Yulia Voznesenskaya, the author investigates the history of female Christian prose from the 1990s until the present day. According to the author, it was in the 1990s, the period of crisis and transformation of the social system, that female Christian writers were more vocal, than today, on the issues of the new post-Soviet female subjectivity, drawing on folklore imagery and contrasting the folk, pagan philosophy with the Christian one, defined by an established set of rules and limitations for the principal female roles. Thus, the folklore elements in Kucherskaya’s early works are considered as an attempt to represent female subjectivity. However, the author argues that, in their current work, Kucherskaya and other representatives of the so-called female Christian prose tend to choose different, objectivizing methods to represent female characters. This new and conservative approach may have come from a wider social context, including the state-imposed ‘family values’ program.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Introduction. The paper analyzes the specificity of the dialectical development of the integrated social systems of such a personality and society. The presence of positive (natural) contradictions is recognized as a necessary and creative factor in social practice. Under the influence of this type of contradiction, the old, outdated forms of social structure (individual components of the social system) are denied and transformed to new, more perfect ones occurs as a result of their successful resolution. Methods. In the analysis, the author relied on a system-holistic approach, traditional general philosophical methods: induction and deduction, theoretical analysis and synthesis, extrapolation, etc. Discussion. The social system as an integrated unity goes through a number of stages from inception, formation and maturity to the transition to a qualitatively new state. Accordingly, the process of the emergence and development of dialectical contradictions also has several stages: from insignificant differences between opposite sides at the beginning of the emergence of the system to their strengthening and exacerbation. The nature of the contradictions depends on the specifics of the opposing sides, as well as on the conditions in which their interaction unfolds. The determining factor here, in the opinion of the author, is the positive (natural) direction of social opposition, under the influence of which the essence of the contradictions themselves is formed. Conclusion. According to the dialectical approach, the source of social development is the unity and struggle of opposites within the social system. However, the presence of opposite sides is a necessary but insufficient condition for development. They create the preconditions for it, but do not act as its driving force. Only a change in one opposition relative to another creates alternative tension, giving rise to a dialectical contradiction. Therefore, the antagonistic or non-antagonistic character of the latter is due to the positive (natural) or negative character of the social opposition itself.

This study applies the negative peace/positive peace approach to internal nation-state relations between the majority and ethnic minority. This approach focuses on the policies implemented by the state. In order to understand the social system from its formation, an important focus should be given to the period of establishment of a new state, whereas physical borders are defined along with the borders of society, which determines who is included in the new nation and who is excluded. The conclusions are based on the case of the Israeli Druze, an ethnic minority with whom the state of Israel and its Jewish majority have achieved positive peace. This study suggests that the positive peace with the Druze was achieved following their integration in the army—as a decision of the state of Israel—that lead to their integration in the Israeli society. Conversely to the Israeli Muslims, where a negative peace is maintained, following the early year’s state policy to exclude them.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.
