Abstract The COVID-19 pandemic brought many changes to social behaviours in Europe. One of its major consequences was the temporary closure of borders, which was introduced as a measure to prevent the uncontrolled pandemic spreading and involved internal Schengen borders. This has had a major impact in the way in which cross-border cooperation has been conducted in Europe, including the Czech-Polish borderland, as it dramatically restrained all flows across borders. In this paper, we evaluate the impact of the pandemic on five roles of cross-border cooperation: 1) as a multi-level governance form; 2) as a regional development tool; 3) as a para-diplomacy form; 4) as a post-conflict reconciliation tool; and 5) as Europe-building. We argue that the impacts of the pandemic complicated regional development and the Europe-building role of cross-border cooperation in the Czech-Polish borderland. The article envisages re-bordering processes also in the Czech-Polish borderland, but with important exceptions in the regions with a high level of cross-border integration, mainly in the Euroregion Těšínské Slezsko/Śląsk Cieszyński. The paper also calls for the elaboration of the guidelines for possible repeated (Schengen) border closures and proposes modifications of the INTERREG microprojects schemes, to keep them attractive also in times of expected cuts in public finances.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

The exhibition presents the problems of cross-border cooperation and opportunities for partnership. Within the European Union, conditions are created for regional development on the national territory, as well as for border and cross-border cooperation. In this direction, the article outlines the processes of building a number of Euroregions, which are designed to promote regional development. This report will clarify some of the reasons for their construction, their role and what model of cooperation is available within the European Economic Area.

This study contributes to the literature seeking to test the pollution haven’s hypothesis (PHH), by focusing on the influence of environmental policy on the location’s decision of cross-border Mergers and Acquisitions (M&As). To this end, we estimate a gravity model using an original bilateral database for the extensive margin of M&A among 34 developed and emerging countries during the period 1995-2015. Reached evidence confirms only part of the pessimist predictions. A more stringent environmental regulation would not boost outward M&As to the extent that it originates from countries with relatively good institutional quality. In contrast, in countries with relatively high level of corruption, the laxer the environmental regulation, the higher the number of inward M&As. However, reducing corruption can compensate the competitiveness losses associated with the compliance of a stricter environmental regulation

Within European territories, exists a large number of borderlands comprising several Cross-Border Cooperation (CBC) projects and strategies. However, these CBC relationships are known by a high level of complexity. Therefore, the study of all the variables and factors that could influence the success or failure of these CBC projects and strategies are critical to reaching long-lasting territorial sustainability. Contextually, the present paper analyzes the border cooperation of eight CBC projects (seventeen European cities) focusing on the political engagement and transparency. Furthermore, the study allows us to identify and isolate the four main critical factors to consider from a political perspective: (i) Connectivity - Movement between cities; (ii) Political transparency and commitment; (iii) Common objectives and master plans; and (iv) Young and talented people magnet.

Introduction. Active engagement of Ukraine and its regions in the system of international cooperation in the context of the development of world integration processes is possible due to the use of cross-border cooperation tools. in the form of jointly developed programs of trade and economic, scientific-technical, environmental-ecological, cultural, historical-religious cooperation.The hypothesis of scientific research. Using cross-border cooperation will solve the problems of accelerating the socio-economic development of transboundary regions, improve the personnel infrastructure training of regions and the country as a whole in order to deepen cooperation with the EU, to solve urgent issues with the neighbors of the post-Soviet space; accelerate European integration processes.The purpose of the article is to develop theoretical propositions to substantiate the effective algorithm of cross-border cooperation development on the basis of synergistic combination of integration processes and innovations in all types of cooperation.Methods of research: an interdisciplinary approach – for combining a set of general scientific and special research methods; systemic and structural-functional analysis – to determine the system of international cross-border links; institutional approach – to determine the impact on cross-border cooperation created by political institutions; situational approach – for correlating the development of cross-border cooperation with a specific socio-economic situation; a comparative analysis – for comparing processes of cross-border cooperation in different countries of Europe and post-Soviet space.Results: the experience of the international community in implementing the system of cross-border cooperation is analyzed; the legal-legal and methodological principles of cross-border cooperation as a direction of European integration processes in Ukraine are researched; The mechanisms of development of foreign economic relations in the border regions of Ukraine in the conditions of realization of its European integration aspirations are revealed.Conclusions: development of theoretical positions on the substantiation of the active development of the regions as one of the elements of the pan-European system of priorities, which corresponds to the principled integration of states through the integration of regions, which represent joint actions aimed at establishing and deepening economic, social, environmental, scientific, technical, cultural and other relations between territorial communities, various institutions of transboundary regions with the relevant authorities of other states within the competence defined s national legislation.

This study aims to: (i) describe the perception of stakeholder about cross border tourism in Wini Indonesia and the Oecusse-timor Leste, (ii) analyze the impact of cross border tourism on the regional development. The study was conducted in Wini North Insana Subdistrict, North Central Timor Regency in April-June 2019. The study used a survey method using descriptive analysis to achieve the first aim and mathematical analysis to achieve the second aim. The results showed that tourist decides to go to Wini as cross border tourism cause the complete attraction covers beach, mountain, cross border tourism, fish culinary or the large number of attractions (90%); then unique tourist attraction (80%).  The result also showed the economic agglomeration 2,03; that moderate agglomeration and its increasingly strengthening the region as a new growth center, also shown by an increase of growth economic 68,79% as regional development indicator.

Borders in East Central Europe have become much more permeable over the past ten years as formalities have been simplified and many new crossing points have opened. At the same time, cooperation in border regions has increased, thanks mainly to the EU 'Interreg' programmes, to include a range of business cultural and conservation interests. In many cases these arrangements have been formalized through Euroregions which have become an indicator of good international relations. The paper reviews these trends with reference to examples and pays particular attention to environmental projects and the joint planning initiatives being undertaken in a number of Euroregions. At a time when regional policy has been generally weak, cross-border cooperation has contributed significantly to cohesion and it is also a good indicator of stability in the region. However, the impact has been greater in the north than in the Balkans and the first round of EU eastern enlargement will have implications for cooperation across the new external borders.

Regional development of Russian regions is characterized by a high level of heterogeneity. Researchers highlight a significant number of factors affecting the level of regional development. Geographical factor is recognized as one of the most important factors. The development of border regions is similar to that of Russian regions. The purpose of the research is to determine the differentiation of border regions and to study the dynamics of its change. The object of the research is border regions united in the system. The process of unification of regions is based on geographical location. The subject of the study is the process of regional differentiation. Methods of assessing the convergence of economic entities are the instrument of researching regional differentiation of border regions. The convergence theorem analyzes the interregional differentiation of border regions and considers the possibility of their convergence. As a result of using convergence approaches based on the definition of convergent processes, the coefficient of variation is calculated. On the basis of the calculated values of the coefficient and its change, the possibility of convergence of border regions is assessed and the process of change of interregional differentiation is analyzed. Another direction, on the basis of which the analysis of regional heterogeneity of border regions is based, is the determination of the differentiation coefficient, which allows to determine the level of the gap between polar groups of regions. The goal set in the study will allow assessing the impact of geographical location on economic development and formulating directions of economic policy. Spatial heterogeneity of border regions defined by means of mathematical tools can be used when writing the Program and the Strategy for Regional Development, within which one of the competitive advantages will be the location of the territory.
